advertisement raised a few eye-
brows at the Coast Report's ed.lt<>-
rial board meeting last semester,
Tom Mwpbine, an OCC jownal-
ism instrudor and the newspa·
per's faculty adviser, said the Stu·
dent-run paper bad no choice but
to include the controversial insert.
"The question came before the
board as to whether we should
accept the ad; we Md to ask,
'Can we legally refuse this adl
Because if we can't, it's a moot
question,'" Murphine said.

NeWPORT BEACH -When
former ~ayor Evelyn Hart was
appointed to the state Regional
Water Quality Control Board last
December, she knew she'd be in a
position to vote on a Controversial
treated sewage discharge project.
At the time, Hart said she bad
not reached any coticlusions on
the proposal by-Irvine Ranch
Water District to dump 5 million
gallons a day of treated sewage
into Newwrt Bay.
But the decision may soon be
taken out of her hands.
Peer Swan,.a board member of
the water district, says Hart has
been a leading oppon.ent of the
project and has even circulated a
petition encouraging residents-to
fight the proposal. Although he
has not contacted the state board,
Swan feels Hart's -participation in
the March 8 hearing for the dis·
charge project would be improper.
"I don't know what the legality
is," Swan said. "But I think when

to ponder while gazing away
from that article, screenplay, term
paper, business plan or cover let-
• ter. Along with basic concerns
about well-chosen words, correct

there are issues involving
research, manuscript presenta-
tion and marketing -all explored
in depth in library resources.
For authors looking to break
into the marketplace, some of
the most useful guidance is
found in "The Writer's Market•
and its sister publications,
•Novel and ~bort Story Writer's
Market,• "Flction Writer's Mar-
ket,· "Children's Writer's and
mustrator's Market H and "The
Writer's Handbook.• All offer
"nuts 'n bolts" advice -includ-
ing tips for researching, plotting,
rewriting and interviewing in
addition to help with the busi-
ness aspects of writing. Publica-
tion descriptions, addresses, edi-
tors' names, manuscript require-
ments and fee ranges can be
found m any of these sources.
One of the trickiest arts for the

putting together effective query
letters -missives required by
aufny publications prior to sub-
mission of a complete manuscript.

Irvine Co. awarding
college scholarships ·
The Irvine Co. is currently
accepttng applications from local
high schools for the tenth annual
Spectrum Leadership Awards
scholarship program. The annual
program offers $f8,000 in scholar-
~ ship funds to 20 area high school
students who )>est demonstrate
the qualities necessary to become
future community leaders.
To be eligible for the awards,
students must have a cumulative
grade point average" 3.0 and be
a college-bol1Dd senior from one of
the following high scbools in our
area; Corona del Mar, Costa Mesa,
Estancia and Newport Harbor.

MARINERS ELEMENTARY SCHOOL
The following is a story created by Miss
Wheeler's second grade students last semester.
The Unhappy Sun: One morning in Anyville,
USA. the sun woke, stretched its rays and start-
ed to rise. When it looked over the horizon. it
did not like what it saw. The sun saw the air
was filled with pollution. The oceans were full
of trash. There was garbage all over the land.
The trees and ftowers were not being taken
care of. The sun saw all the fighting. There was
violence and rudeness. The people no longer
had respect for the land of each other.
This made the sun very sad. Since the sun
did not like what it saw, it decided to stay in bed
the next morning and not rise at all. The people
had no sunlight in the day and bad to use flash-
lights and candles to see during the day. The
villages had a meeting to figure out what ~do.
At first they all fought loudly about what to do
until the wisest lady in the village spoke to
them in a kind voice. She told them tt was time
to take care of their village and each other.
They all started working together. They
cleaned the land and the ocean. They start-
ed recycling. They took care of tr~ and
fiowers and animals. They helped and made
the air clean and fresh. The people stopped
arguing and fighting. They were no longer
rude to each other. They showed respect for
the land, the seas and each other.
After about a month the sun decided ~o
take a peek and see what was happening on
earth. He looked over the h-orizon and liked
the clean air so he rose a little higher. He

NEWPORT HEIGHTS ELEMENTARY SOIOOL
Newport Heights put on an outstanding
holiday music program directed by Mn.
Greenberg, our music teacher. The second-
grade team of teachers wrote the show,
directed our student actors for a video to
enhance the production and decorated the
multi-purpose room fot the big event held
Dec. 19. Our hats are off to Mn. Dickson.
Ms. Uttle and Mn. Duross. In addition to
December days filled with rehearsals, a visit
from Santa Claus and art projects, students
continued to learn in their classrooms. _. ~ 1 ,

took a wild ride on the stopr. market via the
Los Angeles Tunes' Tickertape Parade pro.
gram. Groups ol four to five students studied
the stock tables, and spent -$10,000 to pur-

itored the stock's changes and grap~ the
rise and decline of each company's growth.

The fifth graders are immersed in the cul-
ture of the .American Tndhms, They are mid~
way through their •stray,• searching for honor
through truth, industry or COW'D.Qe as they do
the Interact Simulation. "Honor." Students are
researching various tribes, and have been
compiling their inf<>ml4tion on bulletin boards.
M n. Holmes' 5th graders began our
"Great Books Reading and Discussion• pro-
gram. Four parents have taken a two-day
training course to be discussion leaders. They
come in once a week to lead the hour-long
discussion. The students learn to read critical-
ly and thoughtfully.
Third gradeIS in Mn. Story's Room 6 went
to the Environmental Nature Center on Dec. 7.
The center naturalists explained how the
Gabrielino Indicms used the natural resources
provided in our area" Newport Beadl. Utera-
ture, social studies and science have been int&-
grated around a Native ·American theme.

someone each day of December. Students
made presents for their f=and learned

response to the Securities and
Exchange Commission aceusa-
tions that the district, its chief
financial officer and a former
administrator misled investors in
~onnection with the county
mvestment pool.
The original deadline for filing
the response was Dec. 1, 1995,
but was pushed back to Jan. 8
and then to Jan. 22 by the SEC.
"Our position is no action by
the SEC is warranted against the
district,• said attorney Pete Hoff-
man with the Washington, D.C,-
based law firm Piper & Marbury.
But Hoffman would not elabo-
rate on the contents of the dis~
trict's response document. which
was filed Monday, saying it was a
confidential matter.
The district hired Piper & Mar-
bury, which' specializes in SEC
matters, after receiving "Wells"
letters in November that accused

Teen bicyclist crashes
into school bus
A 16-year-old bl.cyclist suffered
injuries Thursday when he collid-
ed with a small school bus at the
intersection of Irvine Avenue and
Santiago Drive in Newport
Beach.
Though the exact nature ,of
his injuries were unavailable,
Newport Beach police Lt. Andy
Gonis said they were not life-
threatening. No one else was
injured.
The school bus was a smaller
model leased by a private firm
and had no passengers inside
when the 2:40 p.m. incident
occurred, Gonis said.
The teenager was cycling
northbound on Irvine Avenue
approaching Santiago Drive,
apparently at too high of a speed
for the rain-slickened conditions.
He ~uldn't stop in time to avoid
hitting the bus, which had the
right of way as it headed west-
Avenue shortly before 10 a.m.,
when he suffered the attack and
lost control of his 1991 Buick, the
Highway Patrol reported.
"The car drove onto the right
shoulder and struck a call box,
then rolled down an embank-
ment," said Calif omia Highway

Wilms cancer, a rare form of
kidney cancer, m January 1995.
He was forced to undergo
chemotherapy treatments
which sporacJically took him

mate and close friend, Criss
Freeman, stepped in for him.
Together, the two tried to keep
the team motivated and focused
on the game -not on Jason's
illness.
Despite doctors' grim predic-
tions, Jason fought the cancer
and made it back to the court
time and time again. He attrib-
uted his inexhaustible will to his
renewed faith and relationship
with God, which he expreGsed
at his baptism, shown in a video
during the service.
Not even his wheelchair,
pain killers or fatigue could
keep Jason from the court. Until
Jan. 16, when Jason was rushed
to Hoag Memorial Hospital. He

Cook, Jason's mentor and
close friend, said he Ai:id Fergu-
son would talk for hours over a
post-game dinner of chicken
fingers, quesadillas and bot-
fudge sundaes.
"Jason loved trash talking in
a game. I don't know how many
times I bad to say, 'Jason, shut-
up,' • Cook said, sunendering to
both laughter and tears during
his eulogy for a man who was
like a son to hµn. "'we spent
hours talking about basketball
and coaching. His team played
well and hard together -that's
all you can ask of a team.•
Jason, who was the youngest
varsity basketball coach in the
county, coached several of his
team members since they were
freshman. And just as his team
was an inspiration to Jason, he
left them with a legacy.
"He put so much work into
helping us mature 'into grown
men and to take responsibility
for our actions,• said Mustangs
team member Mike Montoya
after the service. "He loved us
like his own sons .:. We're
strong because of Jason. We
can only go up from here.•

From where will the leadership of tomorrow come?
Many ot the leaders in our commun!t,Y -those you know and
many others behind the scenes -have gone back to school to
expand their knowledge of the critical Issues facing the area.
Participants in Leadership Tomorrow attend nine, day-long
workshops on a variety of issues, including transportation and
environment, law and order, education, local government,
health and human services, communication and the media,
cultural arts, economic growth and development. and historical
perspectiv e of our communities. Program participants gain a
better understanding of the inner workings of the local
communities as they meet and hear from individuals who are or
have been in key leadership roles.
Since 1987, when the program began, more than 160
individuals have graduated from Leadership Tomorrow prepared
to serve on non-profit boards, city commissions, school boards,
city councils and leadership positions in the business
community.
Among the alumni are community activists Patty Baugh and
Roy Alvarado, Newport Beach City Council member Jan Debay;
Ronna Kelly, VP of community relations for the Orange County
Register, Ann Crane, Don Glasgow and Rachel Winston, local
business owners and corporate managers, Rob Kent (IBM) and
Kris Davis (Johnson & Higgins). They and many other alumni are
living up to the group's motto: Citizens Committed to

Beginning January 1, 1996 the local portion of the "use
tax" paid on leased automobiles will be allocated c:Jtrectly
to tt]e city or county where the lease was negotiated.
Prior to passage of SB602 (Wright) revenues derived
from long-term l~ase transactions were deposited into a
county wide pool of the county where the vehicle was
registered. Leasing accourits tor 25% of all new vehicle
transactions and as much as 70% for luxury vehicles
Since the Harbor Boulevard of Cars is Costa Mesa's
second largest single tax revenue source compared to
other business categories, this should have a significant
positive impact on funding for the city.

a 42-41 decision, which dropped
Harbor (11·10, 3-4 in league) into
fourth place, behind second-place
Irvine (12·9, 4.·3) and Corona del

for the Tars, who opened the year
with seven wins, lost the next six,
then have alternated between two-
game winning and losing streaks

of Winter Regatta is the annual
kickoff series of the season,
ushering in the new year with
some hot sailing and some hot
parties.
Forty-five boats attended this
year's Regatta -including many
class stalwarts -but when it
was all over, NHYC's Ned Jones
was m the wmner's circle.
Posting a 4-1 -1 ·3 for the senes,
Jones and crew Kari Warren,
won the event by nine pomts,
beating out a tough field that
mcluded Jerry-Thompson, Hal
Gilreath, Dave Mendelblatt and

myself playing golf, and I've very

was a slap in the face.
"My dad looks good now, and
he feels good. I've spent every
day Wlth him since I got back
from Canada, and I feel fortunate

done everythmg for me, so it

Estancia defeated University,
51-38, in the PCL opener, its sec-
ond-closest mai:gin of victory of
the season.
"I think th.Ls is the most points
we've given up in a game, but
you've got to give them credit;
they broke our defense down,"
Davis said.
Estancia's 55-51 loss to Ran-
cho Cucamonga was its previous
bighwater mark for points given
up.
The Eagles,
however, missed

boys and girls soccer, boys vol-
leyball, and boys and girls ten·
nis to sports awarding section
championships in enrollment·
based divisions, beginning the
fall ot 1996,
The propqse.l is scheduled to
be voted upon at the March 7
council meeting, also at the
Sequoia Athletic Club.
If passed, it figures to bolster
the postseason prospects of
Newport-Mesa Unified School
Di.s1rict high schools (Corona
del Mar, Costa Mesa, Estancia
and Newport Harbor), which
currently battle schools with
much larger enrollments in
playoff divisions dictated by
league affiliation.
Responding to the requests
of several Southern Section
leagues to expand the enroll·
ment·based playoil format now
used in boyt and gltls basket·
boll and girls volleyball, a
regtonalization committee
chaired by former section com-
mis5ioner Ray Plutko presented
a plan that would create 10
divisions, I-A through V-AA
Each division's 32-team
bracket would be broken down
into eight-team geographic
regions (e.g. East, West, Nor$
and South), with each region
including two•or the divislon's
eight seeded entries. The win·
ners from each region would
then play off in a Final Four,
with 10 eventual division win-
ners earning CIP crowns.
Plutko, principal at Temple
City High, said the plan would
increase the likelihood of
schools competing in their
immediate area beyond the first
round
from approximately 50% to
as high as 90%. He said it
would also reduce transporta-
tion costs, limlt extended trips
that cut into cl8.Si?oom time,
and create added. local interest
and attendance revenue for
playoff contests.
Plan I of the proposal
includes baseball, softball, boys
and girls soccer, boys and girls
tennis and boys volleyball,
while Plan ll covers boys and
girls basketball and girls vol-
leyball. The regional Final Four
concept .would also apply to
Plan II, which would be ii
change. ·
Plutko said the divisiondl
enrollment breakdowns in each
sport (based on state enroll-
ment figures for grades 10-12)
would be determined by the
Southern Section. Thus, a
school could be in different
divisions in different sports.
A playoff plan for the 1996
football season, reportedly sim-
ilar to the one currently in use,
is still being aeveloped by sec-
tion administrators, after the
council rejected o region.all.zed
plan in October.

onship sites in basketball (from
Northern Cahforrua to South-
ern California) and track and
field (from south to north) in
1997.
The issue is scheduled to be
voted upon at the Feb. 2-3 State
Federated CoWlcil meeting.
