former locals doing well And this
week came word that former
Newport Beach and Costa Mesa
Fire Chief Jim Reed is taking an
interim fire chief job in Pismo
Beach. .
Beginning Feb. 5, Reed will be
on contract for at least three
months to help that central coast
town as it wrestles over its fire
departmJ>.Jlt'.s future. Should the
Pismo Beach department join a r---il~ocal fire authority to triin costs?
Or remain autonomous? Reed
will conduct research and offer
his recommendations.
That's basically what Reed has
been doing on a consulting basis
since he left the city of Costa
Mesa in 1993. As you'll recall,
Reed retired from a 30-year
career with the Newport Beach
Fire Department in 1991 to head
the Costa Mesa 0departmenl.
But he left Costa Mesa two
years later, as the city grappled
with budget cuts and potential
layoffs. "I just felt kind of bad
about being there (in Costa
Mesa), on the payroll, when I'd
retired from another city," said
the soft-spoken· -Reed. "I just
decided there are other things for
me to do. So I laid myself off.·
The kindly Reed and his wife
moved from their Newport Beach
home to the desert city of La
Quinta. But they'll be back at the
beach as they move into tempo-
rary quarters in Pismo Beach next
week.
"We went up two weeks ago
and looked the area over, walked
on the beach and had a real nice
time: Reed said. "It reminds me
a lot of Newport.·

Message at Balboa Market is a clear one
• Interior design student hopes to clean up in contest,
thanks to assists from local schoolchildren and her son.

BALBOA -Decorating the
window of the Balboa Market
presented a unique challenge to
budding designer Jennifer Loper.
Logistics alone would prove to
be an obstacle. -
"I couldn't get to the window,"
Loper, 27, said. "My son was Ute
only one skinny enough who could
crawl between the (market's)
liquor cabinet and the window.•
Ultimately, persistence pre-
vailed and "Balboa through the
eyes of ow children" now greets
visitors to the Balboa Market.
The window decorating con·
test, conceived in part by the Bal-
boa Merchants and Owners Asso-
ciation, was intended to give
design students fhe opportunity to
show their skills while simultane-
ously brightening up the down-
town Balboa area. Students from
the Newport Beach-based Interior
Designers Institute each were giv·
en a window to decorate and were
asked to come up with a theme.
For her theme, Loper settled on
images of Balboa from a younger
perspective. She received over 40
drawings from children at Harbor
View Elementary School, the Com-
munity Church in Corona del Mar
and the Shores Apartment in Coro-
na del Mar where Loper works as a
residential manager. The children,
ages. kindergarten through fifth
grade, were asked to draw their
impressions of We in Bi:tlboa.
And what were the prevailing
images?
"Very beachy, • said Loper who
lives in Corona del ·Mar. "Sun-
shine, water, boats, palm trees. It's
kind of like, 'we live in paradise,'
which I have to agree with.•
The display is meant to bring
the children and their families
down to Balboa to check out the
artwork. A little extra b"usiness for
participating merchants wouldn't
hurt either, said Loper.
"It's a neat idea,• Loper said of
the contest. "It helps boost morale
of the conununity and raise every-
body's spirit in what's usually a
slow month.·
And it might tum out to be good
training for Loper, who is studying
for her bachelor's in interior design.
Contest judging took place on
Jan. 15, but the students are still
waiting to hear whose window won.
"There will be a first place,
second place and people's
choice," Loper said. "I'm curious
to see who they picked.·

starting to pay attention to
what is being said about us.

decided to close off the piers to
fishermen. Others talk of hiring a

Huntington Beach Swap Meet.

Ped up with what they said were
filthy conditions of Newport Pier,
the atty coundl last January gave
City Manager Kevin Mwphy the
authority to take whatever steps
he deemed were necessary -
including banning fishing -to
keep the city's piers clean. Mwphy
and the council agreed that the
ordinance would not be enforced
as long as piers remained free of
trash and fish guts.
Fishermen promised to spread
the word. Santa Ana's Richard
Buenger and Ann-Marie Brassil
formed a volunteer Pier Patrol
whose members strolled the pier
and warned untidy anglers to

Newport Beach Country Club.
Pearl Smn, however, saved some face,
sinking three impressive birdies on the
baCk nine 5aturday, finishing with a
3-over-par 145, the best score of any
LPGA player.
"I think. it was pretty fair pla~g from
the white tees, even if we got an extra 30
yards off the tee,• Sinn said. "For all of us
girls, it was a great opportunity to meet
people in the community, because most of
us live in the Orange County area."
Sinn, 2&, entering his sixth year on the
LPGA Tour, birdied holes 11, 16 and 18 in
the final round. She sank a 45-foot putt on
16. ·1 thought l hit lt too hard, but it hit the
back of the cup and went in,• she said.
On 11, Smn hit a 7-iron to reach the
green, then drained a 6-foot putt. On the
finishing hole, she left an 8-iron shot about
6-foot from the pin.
It was Sinn's first appearance on the
course smce her days in the Southern
C' afilornia Junior Golf Association, when
NBCC was known as Irvine Coast Country
Club.
