COSTA MESA -With one
member absent, the Planning
Commission on Monday night
deadlocked on whether or not to
overturn an earlier city decision
to close off the western end of
Magnolia Street.
But opponents of the barri-
cades vowed to take their fight to
the City Cbuncil.
City officials plan to install
concrete posts, called bollards,
across Magnolia where the resi-
dential streetends into a parking
lot behind the row of businesses
along Newport Boulevard,
across the street from Triangle
Square.
Some of those businesses
affected include the Goat Hill
Tavern and Mesa Optical.
Years of complaints from East
Side residents about speeding
cars using their residential streets
for shortcuts to Newport Boule-
vard prompted city officials to
recommend the blockade.
The bollards would block all
vehicle traffic but would allow
bikes and pedestrians to squeeze
through.
Area merchants, who handed
in a petition with 171 signatlll"es
from people opposed to the plan,
claimed blocking car traffic from
Magnolia would inconvenience
their customers and hurt their
businesses.
The merchants appealed an
earlier city staff decision to install
the bollards to the commission,
which on Monday considered
overturning it.
But with commissioner
Charles Robertson absent, the
five-member panel was reduced
to four and eventually dead-
locked 2-2.
On one side of the issue were
chairman Walt Davenport and
commissioner Tom Sutro, who
agreed with the merchants.
On the other side, commis-
sioners Linda Dixon and Cbris

What most
concerns the
parents is that
as a candidate Ed Decker
for the job,
Decker won't be able to vote or
participate in any part of the
search process.
That may be true, but Decker
said his zone will be represented
by othe( trustees.
His zone includes Estancia
High School, TeWinkle Middle
School, and California and
Adams elementary schools.
Estancia parent Kris Gamboa
pointed out that because the
school board selected Mac Bernd
by a 4-3 vote in 1993, "the vote
from this zone does matter."
"We think oux zone, which is
probably the neediest zone in the
district, won't have a voice in
choosing the superintendent,"
Gamboa said. "I'm afraid we'll
get overlooked."
A pressing concern among
many parents is that the school
board has discussed the poss1bili:
ty of closing down Estancia High
School to combme it wilh Costa
Mesa High.
"We've always been seen as
the stepchild of the clistnct, • said
Estancia parent Mary Lou Fissel.
"We want someone to fight for
our kids, schools and parents. It's
very scary not to have us repre-
sented."
Decker said there was a discus-
sion about closing down Estancia
two years ago but that there wasn't
any support for the idea.

NEWPORT BEACH -A Newport Beach man
died Saturday night after bemg ~truck by a \;an

Highway, ituthorilles said
Mark O VanSlyke, who was m tus early 60s,
was walking across the highway against a red
light at Prospect Street C\hortly after 8 30 p m
when a van struck him and earned tum roughly
50 feet, police said
Suffering multiple mJunes to his head and
body, VanSlyke was rushed to Hoag Hospital,
where he was pronounced dead at 9:22 pm.
VanSlyke was apparently looking through a
notebook and distracted as he crossed the street,
said Newport Beach Police Department Traffic
lnvestigator Bruce Burns.

The Issue: Debate

bars should defy new
anti-smoking law.
T bis is in regards to your article
on the Costa Mesa bars allow-
ing its patrons to continue
smoking.What kind of example are
thes_e owners sett:iJtg for the young
people in our community?
Rather than obeying the laws, they
say that this particular law is stupid
and will hurt their business, therefore,
they decide to completely disregard
it.
Well, what if somebody believes '
speed limits are stup~d? They will
then 6peed and possible kill them-
selves or some innocent driver. Laws
are established to protect the people.
Smokers like Charles Reilly should
realize th.at this law, like every other
law, was indeed put to a vote before
the state Senate and Assembly. Con-
trary to bis stat~ment, be, along with
every other voting citizen in Califor-
rua, voted to have this law passed
and enacted. By voting for our repre-
sentatives, we are putting our confi-
dence in their bandS to do what is
right; and in this case, what was right
was done.
Rather than disrespecting the law-
makers of this state, Reilly and any
other dissatisfied smokers should aim
to change the law. It is their duty as
citizens to change laws they think are
wrong. ·
I would never visit a bar or restau-
rant that allows smoking, especially
when its against the law.
I urge bar owners to try to change
the laws regarding smoking riither
than ignoring them and breaking the
law. Democracy is what this country
thrives on.Let your representatives
know il you are unsatisfied at their
performance.

bastion is to sink the Titan.ic of taxa-
tion from which this states derives a
great deal of revenue.
At this point you've put tobacco in
the same state as alcohol was during
the prohibition.
,. Remember, it's tobacco tax,es that
generate all those anti-tobacco ads
and it would be really swell if all that
money went to our schools. Now
there's an idea. But since there's not
going to be too much from tooacco
sales then what's going to happen?
H there's no smoking then there's
no money in bars and there's no
patrons in bars and then there will be
no bars.As of Jan. 1, I have stopped
going to bars. I didn't want to put
their owners in jeopardy.
U you think I'm an addict. Well,
yes I am, I'm a smoker. But until
something's devised that makes me
quit smoking, effectively, I'm going to
continue smoking.
And I want to be able to do it some
place where I can be comfortable
with my friends from L.A. who drive
an hour to come behind the Orange
•Curtain and be able to talk to them in
some place comfortable besides my
home.

I think people patronize bars for
different reasons. The same person
who would patronize the bar at 1\vin
Palms or Warehouse is not goJng to
be the same persQn who'd go to some
sort of dive bar. .
Because of different lifestyles, it's
unJikely certain people would go into
some small~ bars any more now than
before when there was smoke.
The deal is is that there are some
bars where people just go in and
smoke. And you have these hole-in-
wall places where people go and
they crawl into the dark and they
just bang out there. And those peo-
ple are happy.
Now you have other people with
big, sort of fancier bars, that want to
go out and party and listen to music.
Those are two completely different
types of bars.
As a bartender myself, I know my
business has dropped down 75%
because of this. And at least we
have a. patio. A lot of other places
don't.
. It's funny this law is supposed to
take ca.re of the employees and
that's why they did this but it's doing
nothing but hurting employees and I
think we're going to see a lot of
places close down, a lot of jobs lost.
One more thing, I don't.Smoke. [
don't like smoking. I think smok·
ing's idiotic.
But these people have the right to
exist how they were existing and I
never minded and no other bar-
tender did either or they wouldn't fit
in the job.

Police seek attacker in two sexual assaults

COSTA MESA -Police here

sexual assaults
on different
women.

white man, 25 to 30 years old, 6
feet tall, 180 pounds, with light col-
ored eyes, brown ear-length hrur,
eyeglasses and no facial hair.
Police released a computer-gen-
erated composite sketch of the
man on Monday, hoping any wit-
nesses or other victims will come
forward with details.
The latest of the two incidents
occurred at about 6:30 p.m. ·Sun-
day night, when a 20-year-old
woman was assaulted in the laun-
dry room of her apartment com-
plex m the 2500 block of Kincaid
Street.
Police said the man was stand-
ing on the street comer outside the
complex when he saw the victim
walking toward the laundry room
and followed her m.
Once inside the room, police
said the man held the victim,
reached under her skirt and
grabbed her. The suspect ran away
when the woman screamed, police
said. Authorities believe the same
man was responsible for another
attempted sexual assault last
month in the parking lot of the
Ralph's store at 380 E. 17th St.
In that incident, which occurred
at about 2 a.m. on Dec. 23, a 22-
. year-old woman was loading gro-
ceries into her car in the store park-
ing lot when she was approached
by a man fitting the same descrip-
tion. The man began talking. to the
woman, and when she started to
get into her car, police said he tried
to reach under her skirt a.J)d grab
her. The victim drove away and left
the assailant an the parking lot,
police said.
Smith said authonl:les believe
the man may be a dangerous sex-
ual attacker who could strike again and want help from any possible
witnesses or other victims.
"We're concerned 1l could be a
serial sttuation, and it's possible
that there are more incidents out
there lhat haven't been reported to
us," Smith said.

"When language gets lost in
the translation Samoan
When we were m Samoa there
was no daily newspaper. We were
too far away from Hawaii to get
live televiSion. Instead, a couple of
Samoans m Honolulu taped what-
ever they thought was of interest,
then sent the tape to Pago Pago to
be shown on local teleVlSlon.
Unfortunately, their interest m pro-
grams was limited to "The Three
Stooges" and "Wheel of Fortune."
I learned to hate both The
'Thr~ Stooges and Wheel of For-
tune. Our only direct and current
contact with the outside world
was limited to the radio
Thus, at seven each morning
we Palangis (whi.te people) sat
glued to our sets as the local
Samoan broadcaster read to us 15
minut~ of news in English -sort
of. The results were sometimes
rather startling because of his
Wllamiliarity with English words.
One morning we were advised
breathlessly in h.Ls best stop-lhe-
presses tone that "Vesuvius, the
only active volcano on the main-
land of Europe, has Just had a
minor erection!"
Another time we were advised
that on tlus date a certdin number
of years before "Princess Grace of
Monaco died of a masSlve hemor-
rhoid."
Then there was the story of the
young man who had killed him-
self with a loaded pisto1 while
"playing Russian Rolaids."
l am not making this up. Even
with my well-known disregard for
some of the ni~ties of honest
reporting I coufdn't have thought
these up.
It took me a few minutes to
figure tlus next one out.
Our news reporter was telling a
touching story of a "mother and
her invalid child." The trouble
was he put the accent on "valid"
rather than on "in" with the result
that the poor little tyke lacked
validity rather than good
health.She was as invalid as a bad

voting to disband the league and
seek free-lance status, rather
than join an alliance that
