BIG CANYON -Sometimes good things can
happen to the second string.
Newport Beach city workers Glenn Garrett
and Kent Russell had spent the week monitoring
the wells at the Big Canyon Reservoir and going
over the monthly checklist. The team was cover-
ing for two regular workers, one of whom was
sick, the other on vacation.
As they were making their rounds searching
for a monitoring well Thursday, Garrett noticed a
piece of paper sticking out of a bush. He grabbed
it and pulled, unearthing the remains of what was
once a huge red weather balloon.

•School district officials consider selling parcel to devel-

COSTA MESA -The C ity
Council will hold off on any fur-
ther discussion of a plan to tum
the former Costa High School
farm site into a youth sports com-
plex, amid speculation that school
district officials may consider sell-
ing the 18-acre property.
For a year now, the city and the
Orange County F.airgrounds have
been negotiating a joint-use
agreement with the Newport-
Mesa Unified School Distnct.
Under the proposed agreement,
the city would pay for development
of the sports complex, whlch would
be available to school district stu-
dents during the day and to the
community at night and on week-
ends. The site would also be avail-
able for lease by the fairgrounds for
parking during special events.
"It's my understandipg that thl:!
school board is giving some
thought to whether or not that site
will be available for the city and
the fairgrounds to lease," City
Manager Allan Roeder said
Thursday "We need to get some
certamty about that"
The school district could stand
to gam big money if the trustpes
decide to sell the land to a devel-
oper That money could be used to
cover an estimated $15 million
needed for deferred maintenance.
But the sale would deprive the
city of an opportunity to provide
much-needed ball fields to its res-
idents. Costa Mesa is already
95 % built out, and city officials
are looking to the school .s~tes for
use as community playing fields.
Mayor Joe Erickson said it's
unlikely the city would be able to
purchase that property.

One of my favorite subjects to
draw is faces. So I though~ it
would be interesting to draw the
outside and the inside of the face.
When I was looking at the news-
papers, I wanted a story that
would be appropriate to show the
feelings the inside and outside of
the face gives. I chose the tomado
story because it fit my idea very
well. It let me show the fear of the
tornado on the outside, and the
pain and symbolism of the skull
on the inside.

assignment for this calendar con-
test, t)le last thing I was thinking
was to find a newspaper headline
to base a drawing around. When I
draw, I use it·as an extension of
my feelings, a way out from the
pressures of school and daily life.
The drawing I did was an intri-
cate pen and ink of a relaxing
scene in the forest with the only
living creatures around being a
couple of ducks bobbing around
in the lake. The most interesting
thing about my piece is the fact
that I used all types of pen tech-
niques available in order to create
it. I used everything, from cross
hatching to stipple technique to a
simple straight-lined cartoonish
technique.
The title, "Thr~ who work to
keep the peace,• was appropriate
for the scene because the envi-
ronment in which the drawing
takes place is so peaceful that all
it takes are three ducks to keep
the peace.

COSTA MESA-A recent string
of maJlAgement problems at Mesa
Consolidated Water District may
be a good reason to ask the city to
take over the operation, but mem-
bers or the watchdog organization
Coalition for Clean Water-Costa
t;vlesa,'say it's not the only reason.
A founder ol the organization.
Heather Somers, said the group is'
equally concerned about proposed
state Jegislation that would eliminate
special districts like Mesa and bring
the utility under regional control.
"I would just rather see the
water district taken over by the
city rather than a regional dis-
trict," Somers said Thursday.
"The bill has already been writ~
ten, and it is on the floor. So the
time to make a move is now. II
If the bill is approved, all inde-
pendent water and sanitation dis-
tricts would fall under the rule of
an Orange County water and san-
itation district, unless 70% of the
voters in a"respective area vote to
keep their agencies separate.
"You could end up with one
lone water district in the nudst of
one large county water district, 11
Costa Mesa City Manager Allan
Roeder said. ·rm not sure that
would be a good thing, either.•
The bill, authored by Assembly
Speaker Curt Pringle, was dis·
cussed Wednesday during a meet-
. ing between aty leaders and water
district officials. Mesa officials had
called the meeting to discuss a for-
mal request from the otiZens' coali-
tion. asking the oty to consu:ter
laking 'over the 67-employee
agency and tum its five-member
board of directors mto ~ City Coun-
cil-appointed commission that acts
as a recommendmg body
While the water distnct
expressed strong opposition to the
coalition's proposal, Mesa officials
did say they might consider other
proposals to share services, pro-
vided the other options were draft-
ed by the two agencies in tandem.
During the past year, Mesa hds
been plagued wilh complaints of
sexual harassment and discrimi-
nation on the job; concerns about
its new 18-million-gallon reser-
voir; the retirement of former
board member Tom Nelson anud
citizen outrage over his Seal

that over the years, the board had
handed over too much power to
General Manager Karl K~p.
On Wednesday, Tony Petros,
an Esst Side liomeowner •n
president of the Costa Me

tioned a merger might not be a
panacea to the district's woes.

ing and decisions, then elect a

Somers said she's also con-

Several school board mem-

very interested in looking at
what the city and the fairgrounds
have proposed.
"I'm still hopeful for an athlet-

"Our contract language with
the city has been loosd'in the past

If we can work out a deal with the
dty of Costa Mesa, I think it's
great. I just want it to be the best
deal for all parties invOlved. •
But board PreSident Jim de

proposals for the property, partic-
ularly if it meant big money for
the district.

like everyone was on the same
page. And it sounds like the City
Cound.l bas no intention of ever
rezoning that parcel.•
At the time, Williams said he
wanted to build 10 units on each
of the site's 18-acres. But the city's
general plan designation for that
area only allows for eight units
per acre.
However on Thursday, Williams
said he now would consider build-
ing within the current general plan
maximum.
And Roeder said that would be
the only way t)le city would ever
consider any type of residential
use on that property.

Council, and I should look ot that
plan objectively. U they were to

agreement with the dty and the
fairgrounds, my only hope would
be that they are sensitive to the

The regatta saw the top

after host Newport Harbor High went

It was a brand new game with 3:21

sank a three-footer off an assist from
Melissa Ford to pull the Sea Kings even
at 18.
But Colleen Eadie netted a pair of
free throws 30 seconds later and the
Tars turned up their full-court defensive
pressure to force half of the Sea Kings'
14 first-hall turnovers and fuel nine
unanswered points beading into inter-
