Four years ago, Scott Shuttle-
worth opened his new restau-
rant, Windows on the Bay, on the
old Cano's site. Smee then, he's
worked 12 hours a day at least
six days a week building his
restaurant into a successful
enterprise.
The 32-year-old entrepreneur
-who started in the restaurant
business at 15 as a dishwasher
-is the kind of business owner
you'd want in your city. He's
knowledgeable, eager and
always trying to be a good
~eighbor.
Shortly after opening, Shuttle-
worth spent $90,000 to build a
patio outside his waterfront
restaurant overlooking the Udo
C hannel in Newport Harbor.
This wasn't a bootleg operation.
Shuttleworth worked closely
with the city's Planning Depart-
ment on the project.
And for the past three years,
the restaurateur has served din-
ner and drinks on the patio,
some mornings until 2 a.m. He's
done so without a single com-
plaint over the past 20 months.
The outside patio business has
done well enough to account for
jO% of his revenue .
So far, so good.
But then last year, Shuttle-
worth discovered the restaurant
was operating under an anti-
quated 20-yea.r-old permit origi-
nally given to Cano's. So, like a
good citizen, he contacted the
dty to get everything in order.
It should have resulted in the
shuttling of some paperwork and
a quick unanimous vote by the
Planning Commission. The
restaurant hadn't had a single
qtizen complaint about the patio
in recent memory, and the dty
officials -seaetly sent out to

noticed a pattern to the crimes -
including where the victims lived
and how the crimes were com-
mitted -and determined they
were likely the work of the same
person.
The targeted homes are
spread out from Edgewater
Avenue at the northwest comer
of the Balboa Peninsula to Poppy
Avenue in southeast Corona del
Mar, with a concentration of sev-
en victims clustered along First
Avenue in the heart of Corona del
Mar.
With few clues to go on, Gazs1
said it was sunilarities in the
crimes that tipped off police that
the incidents might be connected.
Most of the crimes have
occurred on Friday and Saturday

ing suspicious or

-DITTCTIVE TOM GAZSI • evenings between 5 and 10 p.m.,
with the burglar entering through
second-story master bedroom or
bathroom windows, Gazsi said.
The homes targeted are typi-
cally single family residences on
comer lots that have undergone
recent remodeling. Gazsi specu-
lated the recent construction
work may signal criminals that,
since the owners have enough
money to do major remodeling,
they must have valuables uis1de.
Another common thread is the
burglar has been using fences or
ladders found in nearby back
yards or garages to climb up onto
to the above-ground balconies
and then either carefully disman-
tles the window or shatters it to
get into the home.
In four of the incidents, the
burglar cut telephone and alami
system wires before entering the
homes, Gazsi said.
The items taken genex-ally
include fine jewelry and pieces of
sterling silver.
PolJce are working on several
leads to try and catch the burglar,
GCYLs1 said.
Last April, a Corona del Mar
couple returned home to find a
man -described as white, about
30 years old, with long graying
hair worn in a ponytail and wear-
mg dark clothing -on thell' sec-
ond-story balcony.
When spotted, the man Oed,
and police are now listing lum as
a possible suspect in the string of
burglaries, even though the inci-
dent did not fit into the police
timetable.
l'wo other people listed as pos-
sible suspects in the crime spree
were seen in November climbing
onto a fence in between two
homes. One was described as a
white man, about 20 years old, 5
feet, 8 inches, 170 pounds Wlth
dark hell! weci.nng a dark jacket
and boots The other man
descnbed dS Lanno with dark
hair, very distinct and "sharp·
facial features, wearing a dark
jacket and military style boots.
Gazs1 said police also are look-

resident will see something and

Forgey, 80, who counseled abused and molested
children, allowed Crummel to roam unsupervised at

Protesters picketed outside the condo and at
Forgey's office, claiming the psychiatnst was harbor-

revealed Forgey housed two other convicted sex
offenders before Cnmunel, revelations that were fol-
lowed quickly by Forgey's eyiction.
Por his part, Crumrnel remains in San Bernardino

The Issue: some take issue with

never impeached. He resigned and you'd
think that Donald Segretti, who certAinly

that fact.
ll amazes me that Segretti is not aware

JAY CHEDDAR

Segretti's remark about Monica Lewin-
sky as being •little more than a child• is a
little bit ridiculous. She comes from an
affluent Beverly Hills home, she's living,
presumably by henelf, in Washington
D.C .. working in the White House.
She's not a naive little thing. And why
do we always put it on the man -that be
seduced a woman? How many women
have gone after men? As a woman, I'm
JUSt appalled at some of this. And what
about her great "friend?" Why did she ·
start taping conversations last AuguSt? She
didn't do it just to run the tape machine.
Why don't they look into that?
And why don't they just keep this quiet
lo a much greater extent instead of this
media frenzy. It's sickening. It's degrading.
The whole world must be laughing at us
and Segretti for hls comments as if she's

One thing that jumped out and, yes
made me quite angry about the Daily
Pilot's Jan. 23 ~verage of the BW Clinton's
scandal and remarks by Watergate figure
Don Segretti, were the accompanying
remarks by the very powerful, political
"Republican activist" Buck Johns.
He says •for those of us who play the
political game, this comes as no surprise.
Th.ls is helping the Republican Party." I
don't think so.
As a life-long conservative Republican,
remarks like this by him indicate to me
why the Republican Party and Orange

About the year 1800, Alexander Hamil-
ton said to some European guest, as he
proudly showed them the capital, "here
sir, the people govern." That was what the
fowiders had in mind.
And they were right. Buck Johns and
Republicans, or Democratic activists, are
very wrong. All should work and repre-·
sent "the people" not themselves.

I object to Donald Segretti's sensation-
al, inflammatory statement that Monica
Lewinsky, an adult in her 20s, as •utt1e

Th.ls is ludicrous and trying to induce
public outrage. It 11 sad to see our country

$30 million of our tu dollars in investiga-
tions that have led nowhere tn bis vain

I hope this ii not going to be another
witch hunt. Hidden tape recorders do not
belong in a democracy. It is shocking.
I believe it was wrong to go into the
president's private lite, which has nothing
to do with running a government is not
the reason why we elected him president.

I am tired of all the criti-
cism of the new Fletcher
Jones Motorcars dealership.
I believe it was the New-
port Beach City Council and
staff who found and
approved the site so Fletcher
Jones and his tax dollars
would stay in the city of
Newport Beach.
Everyone knows car
agencies need lights so they
can be seen from the free-
way.
U nearby residents are
suddenly unhappy, they
should blame it on the city
or their own lack of attend-
ing the meetings and being
part of the planning process.
Economic development is

The real quesl1on that shouid be asked today

Any good businessperson knows that build-

To now ask taxpayers to pay for what they

another example of having taxpayers come to the

:Hqp on the bus,
times a wllstin_,
D ue to c.rcumstances
beyond my control, I
recently had to return
by bus to Corona del Mar from
the Orange County Courthouse
in Santa Ana.
It was an Interesting trip. It
was also very slow. By the ti.me
we· had traveled down quite a
few streets in Santa Ana and
quite a few more in Costa
Mesa, and 1 bad waited at the
. bus terminal in Fashion Island
for a Laguna bus to get to the
south end of Corona del Mar,
more than two hours had
elapsed.
By car, the tnp from Corona
del Mar to the courthouse usu-
ally takes between 30 and 40
minutes. What a waste of time!
Then I began to think -
always a painful process for me.
What was I going to do with ·
that "wasted" time? Settle the
troubles in Bosnia? Call Presi-
dent Clinton and tell him that
heari(lg aids are no real substi-
tute for natural hearing? Write a
, best-selling novel?
I can understand how some
of the younger generation with
· their fetish for speed might by
annoyed. But for someone of my
· generation worrying about lost
• time is downright silly. In my
; youth, I spent countless "lost"
hours traveling on painfully
' slow public transportation or
'walking.
When I lived in Balboa with
my sister, I walked to the New-
port Elementary School, a cou-
ple of miles, and thought noth-
ing of it. Everyone else did, too,
except a kid whose parents
worked on the Irvine Ranch. He
. rode a horse from the ranch to
Balboa Island, then came across
: on the ferry and walked to
: Newport with the rest of us.
: Then I moved to Maywood to
: live with my parents. Elemen-
.. tary school was quite close, but
· when I went to high school, I
: walked five miles to Huntington
· Park. Then when I transferred
: to Bell High School the distance
: was about two miles. We all
· walked, rain or shine. There
: were no school buses. No one
: thought about the precious time
: lost while we walked.
· When I went to college, I ~ walked two miles from my
: house to the end of the streetcar
: line in the central manufactur-
. ing distnct, then took two street
: cars to the USC campus. This .

took abou.t two hours getting to
school Big deal!
Coming back to Balboa,
there was in the early days a
stage tMt went to Santa Ana. It
started in Balboa and stopped at
every intersection at which a
prospective passenger waited,
through Newport all the way to
the Arches.
It wasn't so slow going
through what is now C~ta
Mesa because the houses were
few and far apart. Then when
we came to South Main Street
in Santa Ana, again we stopped
at almost every intersection. I
think on a good day we could
get from Main and Central in
Balboa to Fourth and Main in
Santa Ana in a couple of hours.
So, what's the hurry? In my
youth, the speed limit in Califor-
nia was 45 mph. Up until a few
years a:;o, that was the speed
limit in Hawaii. While I lived in
Samoa the speed limit was 35
mph.
As for the bus service, in
Samoa the public transportation
was provided by what were
called igia buses. They were
independently owned buses

A MATTER OF FAITH
• Pastor Jose Coronado

through hard times and
now has started a new
ministry.

COSTA'tvfESA -Hard luck
clings to Jose Coronado with as
much tenacity as the pastor holds
on to God.
Years of heroin abuse have sad-
dled him with a chronic liver dis-
ease. His Hamilton Street home
burned down in ·oct.ober 1996.
And last summer, the Wilson Street
church he started as a street-comer
ministry -La Puerta Afi -ousted him as pastor for asons
that were never made cl to the
public.
Whatever the setback, h! wever,
Coronado maintains a fighter's
pose. He digs in and keeps coming.
His latest venture is a Spanish-lan-
guage ministry called La Vma at
the Vineyard Christian Fellowship

Coronado has been preadung
there for about two months And
Sunday, the Vineyard leadership

served a largely Latino population.

•Ex-East Coast rower

COSTA MESA -It's never too
late to chase an Olympic dream,
even if you're 32 years old.
In the first year of his
go-for-broke training, Costa
Mesa resident Cooper Wessells
is off to a pretty good start,
breaking a world record last
Saturday in an ergometer race.
Wessells, who moved here
from Philadelphia in November
to train at Newport Aquatic
Center with partner James
Martinez in preparation for the
national and world champi-
onships in men's double sculling,
is headed back to the icy East

Wessells earned a trip to the

record-setting time of 6: 16.5
in the Masters Division (30-39)
in the lndoor Rowing World

"l knew I had the potential to

When last season ended,
somebody had to relocate if the
two w~ted to stay together and
train fttr 1998 World
Championships.
The decision wasn't difficult,
considering Martinez has two
children and a job he didn't
want to leave.
"It was sort of now or never,"
Wessells said of fulfilling his
Olympic ambition. "1 was to the
point, in that il l did another year
of rowing, I had to just go all out.
I wanted to make sure nothing
was holding me back, that there
would be no excuses. So I quit
my job, packed up my little
pickup truck and drove west.
"This is the first year or my
go-for-broke (approach). If
things go well, I'll stay here
through the (2000 Sydney
Games). That's the long-term
goal, even at my age. U I can go
to the World Championships, I
can go to the Olympics. I keep
improving and I'm having roy
best year yet, even compared to
when I was a youtJl!ul 25. I'm
more experienced and I'm in

five council members, are
designed to reinforce the law dS
the city prepares to defend it in
court, officials sa1d.
But the changes will only be in
place for 45 days, at which time
the Planning Commission will for-
mally review them, hold public
hearings and then pass the issue
back to the City Council, which
will consider putting the new law
into place permanently
In other action, the council
approved spending $304,477 to
buy 14 new patrol cars from
Theodore Robms Ford
The Pol.Jee Department has a
rule of keeping cars Wllil they
reach 120,000 miles or are 4 years
old, whichever comes first, offi-
crews, which used to paint gang
logos on freeway overpasses.
·Not every crew is a gang.· he
said. "But often they are made up
of former gang members."
After law enforcement efforts
stdrted focusing on gangs, Boies
said many . gangs evolved into
party crews to mamtam their
soaal funcllon without the stigma
assooated with gangs.
"The line between gangs and
party crews gets blurred some-

oals said.
Almost half the department's
fleet of 31 cars are past the limit
and need to be replaced. So on
Monday, the council voted to buy
new ones. --
The new patrol cars will be
white, just like the department's
other ones, despite a city staff
report that said the trarutional
black and white cars commonly
used by other departments are
more VlSible on the road and safer
I than solid wtute ones.
But new black and white cars
cost about $6,000 more than plain
white ones and painting the other
white police cars to match would
I cost about another $15,000, offi-

times." Boies said. "To some kids
(who are in the crews! there is a
distinction. But I thtnk a lot of par-
ty crews are going the same way
as gangs."
But in addition to its anb-drug
and alcohol promotions, lo further
distance itsell from any affiliation
Wlth gangs, the Lost Boys doesn't
even have a leader. Molina said.
·we don't want anyone to
t.1unk of it as a gang.· Molina
said.
Still, Shuttleworth went into
last week's City Council meet-
ing someWhat confident. He
had a solid track record, was
ready to be flexible and felt al
least tour members -Norma
Glover, John Noyes, Tom
Edwards and Dennis O'Neil -
were solidly behind him.
But then the John Hedges
steamroller -which wipes out
all council memberS in its path
-began to roll. Hedges took
over the meeting and eventual-
ly slapped Wmdows with 40
restrictions, including no patio
dining past 9 p.m. on week-
nights and 10 p.m. on week-
ends._
The restrictions -put in
place t~ fix a problem that did-
n't exist -include the building
of a sound wall around the
patio, something that's already
been in place for three years.
That's how much care went
into the new pennit.
Shuttleworth didn't stand a
chance. He ended up on the
losing end of a 1--0 vote. Not
And some City Council
members are having second
thoughts, including O'Neil.
"l don't believe the decision
of the City Council was rigbt or
fair," O'Neil said •1 think Scott
Shuttleworth was at the wrong
place at the wrong time.•
Look for the City Council to
reconsider the matter.
And, with any luck. the City
Council can then aa.ft an intel-
ligent compromise that would .
get Shuttleworth's business
back out onto the patio -and
Lido Islanders can continue to
not hear Windows customers.
Next, the a:>uncil should
tackle the real problem and
help bayfront residents figure
out how to quiet the businesses
that a.re indeed violating the
city's noise o.tdinances.
And then there will be noth-
ing wrong with the picture in
Newport Beech, especially if
Rush Hill also reconsiders and
decides to rescind his resigna-
tion.
