Presidents just aren't
what they used to be
............ reiudlable Mppem
th nut 7ection. it ii doubtful th
century wtl1 produce • president after
whose birthday pother national holiday will be
dedared.
No, 1 think it'I aale to predld that honest Abe
and noble Geotge will cont1nueto hold..the~er
on that market for the duration of my lifetime.
1l.me was when a mother like.myself would
wtsttully aspire for one of her young ions to grow
up to be president of the United States.
Now, most
parents tum
green at the
prospect of
putting their
f 4Jlilly through
the kind of press
scrutiny today's
candidates must
endure.
"I hope none
of you boys want
to grow up to be 1..-...:.;.....;.....::::....u.~~-=----__;--'
president, • I
often kid my
three sons, alter
coming home
from one or my
husband's family
peggy
normandin
reunions, "because Daddy's family tree will bury
us all •
"To say nothing of your mother's crazy Irish rel-
atives,· my husband Jun usually chimes in.
"What are you guys talking about?,• is ow
boys' typical response.
•President of what?•
The term "thee president• used to conjure up
only one image: that of the most powerful man in
the world. Today, that generic phrase might just as
eastly refer to Bill Gates or Michael Eisner or
"Dave.·
The title JUSt doesn't pull down the same
respect It used to, My 9-year-old son has on his
shelves exactly three books whtch deal with the
presidents of the United States.
They are respec.1fully titled: "Pacts and Fun
About the Presidents• in which a cartoon d.rawmg
of Abe Lincoln lB depleted on the cover with the
words ·Did you know that there have been five
bearded Prc~idents?" coming out of his mouth;
"101 President Jokes·; 1md "Yo, Millard Filmore
(And Other Presidents You Don't Know)" in which
the young readers are provtded with fun and
11omewhat irreverent exercises for memorizing the
name11 of the presidents.
Hmnun, so much for pomp and ctrcumstance.
Still, there ls notlung like seeing a president in
person to elicit 1hat kind or stars-and-stripes-chill-
lng awe
WhUe working for Mattel Toys I was given the
dubious honor of escorting two of our popular toy
characters, HerseU the Ell and He-Man Master of
the Uruverse, to the annual White House Egg Roll,
an event tradtbonalJy held on the president's back
lawn for locaJ school children the Monday after
Easter Sunday.
He-Man, a popular acUon hgure at the time,
was embodied by a small young man who wore a
1tifllng, full body-suit made of rubber muscles and
an oversized golden haired headpiece.
It was a particularly steamy morrung in Wash-
lngton, D C., 1 noticed, as we climbed up the
White House lawn, He Man, HerseU the Eli and
me, to greet the hundred11 of screaming grade
schoolen1 searching for colored eggs on their
hands and knees
My action hero was complammg about the lack
of ventilation ln h1s latex suit.
"There's the president!• shouted the crowds

New home for Hlltortcal Society urlve1 at IJons Park.
An historic
moment
for city's

I n February 1981, The Costa
Mesa Historical Society, which
was organized in 1966, finally ·
had a permanent home when the
City Council approved the pur-
chase of a former Orange Coast
Savings and Loan Association
office at the comer of Adams
Avenue and Mesa Verde Drive
for $80,000.
City Manager Fred Sorsabal,
who proposed the purchase, said
the estimated value.of the. build-
ing was $200,000, but Orange
Coast Savings and Loan looked
upon the lowered price as an
opportunity for community ser-
vice.
Plans were made to move
the building to a location in the
newly developing Super
Block/Lions Park area. A location
was chosen on Plumer Street -a
politically correct spot for the
historical society -as Alice
Plumer's suggestion, Costa Mesa,
was the lucky winner in the •Re-
name Harper" conte\t in 1920.
The building was moved
nearly-thre~ mttes over cifY
streets and settled into its new
home in April, 1981. The 3,000-
square-foot structure was com-
plete with a walk-in vault.

8 -Room To Pass A Mark
Or Obstruction
8.1 Basic Rule - A boat
overlapped outside or clear
astern of another shall give the
other boat room to pass a mark
or obstruction. This basic rule is
modified by other parts of rule 8.
8.2 Application -Rule 8
applies between boats from the
time they are about to pass a·
mark or obstruction on the same
side until they have passed it.
However, it does not apply at a
starting mark or its anchor line or
between boats on a beat on
opposite tacks. Parts of rule 8
moctify a boat's nghts and
obligations under the rules of
Section B.
Comments: Rule 8 applies
until both boats leave the mark
or obstruction astern. It never
applies at a start.mg mark,
whether or not lt is an
obstruction or IS surrounded by
navtgable water
8.3 -1Wo-Length
Requirements Por Room
A) A boat overlapped inside
another is entitled to room only if
the outside boat was able to give
room when the overlap began
and the boats are overlapped
when either boat comes within
two of her hull lengths of the
mark or obstruction. If so, the
inside boat remains entitled to
room even if the overlap is
broken later.

another is entiUed to room only if
she is clear ahead when two of
her bull lengths from the mark or
obstruction. U so, she remains
entitled to room even if an
overlap is established later.
Comments: These are the
same requirements that current
rule 42 makes.
8.4 -Tucking At A Mark Or
Obstruction
A) A boat clear a.head that
tacks to pass a mark or
obstruction is subject to rule 7.
B) After two boats on opposite
tacks have approached a mark or
obstruction and one of them
tacks within two of her bull
lengths of it, the boat that tacks
is subject to rule 7 and:
1) is not entitled to room if the
other boat must sail above
close-hauled to avoid her.
2) shall give room if the other
boat becomes overlapped inside
her. Rule 8.3 does not apply
Comments: Because rule 8
takes precedence over Part B
rules, the tacking boat loses all
her rights if she forces the other
boat above a close-hauled
course. Also, after she tacks she
must give room to a boat astern
. that overlaps her on the inside,
evenitthe overlap begins wtthin
two lengths of the mark.
8.5 -Gybing At A Mark Or
Obstruction
An inside right-of-way boat
that will have a gybe at a mark
or obstruction to sail her t>roper
course shall sail no farther from
the mark or obstruction than
needed to sail her proper course.
Comments: Similar to current
a 'b8r PtOJ>8.! course his tJii
same obligation u other
nglit·Ol-way boats. e.e · Room At a Continuing
Obstruction
At o continuing obsttuc:tion, fl
boat that establishes an inside
overlap from clear astern 1s
entlUed to room only if at that
time there is room to pass
between the outside boat and
the obstruction, and the outside
boat is able to give room. Rule e:J does nof appTy. ----.
Comments: Essentially the
same at current rule 42.3 (b).
8.7 -Doubt About ~ Overlap
When there is substantial
doubt about whether a boat
eatablished an overlap as
required or broke an overlap in
time, it shall be presumed that
she did not.
Comments: Essentially the
same as current rule 42.1 (c) and
(d).
9 -Room To Tack An
Obstruction
9.1 -Except at an obstruction
that is a mark or its anchor line,
when safety requires a
close-hauled boat to make a
substantial course change to
clear an obstruction, and when
she intends to tack, but does not
have room to tack without
colliding with another boat on
the same tack, she shall hail for
room to tack and avoid the other
boat. Before tacking, she s'hall
give the hailed boat time to
respond.
Comments: Rule 9 is essential-
ly the same as current rules 43.1
and 43.2, except that it does not
apply at a starting mark or a
windward mark.
9.2 -The hailed boat shall
either:
A) tack as soon as possible, in
wluch case the hailing boat shall
tack as soon as pos~ible_, or _ BJ immediately hail 'You tack,'·
in which case the hailing boat
shall immediately tack and the
hailed boat shall give room.
Rules 5 and 7 do not apply.
