Hart cleared to vote on dumping plan
•Despite claims she lobbied residents and cirCl}lated petitions, for-. .
mer mayor can vote on plan to dump treated sewage in Back Bay.
·By Evan Henerson, Daily Pilot
NEWPORT BEACH -Form.er Mayor
Evelyn Hart has been cleared to vote on
a controversial treated sewage discharge
proposal when the project reaches the
state Regional Water Quality Control
Board for a vital vote in March.
Hart, appointed in December to the
16-member regional board, has
researched wate r quality issues for
Assemblywoman Marilyn Brewer since
retiring from the Newport Bedch City
Council in Novelilber of 1994.
Ad.ministratori·trom the livine Ranch
Water District ha~. accused Hart of lob-
bying residents and circulating petitions
against their propo~? dwnp 5 million
gallons a day of tr\~ se.wage into
Newport Bay. Since the regional board
will decide the project's fate, Hart's ties to
the city make her a biased judge, water
district representatives have claimed.
Newport Beach city leaders have
unanimously adopted a resolution oppos-
ing the project, claiming it benefits
nobody except the water district. The dis-
trict stands to save more than $20 million
in disposal costs with the Orange County
Sanitation District.
Hart, who says she has not made up
her mind on how she will vote March 8,
discussed the matter with the regional
board's lawyers. The attorneys told Hart
there were no conflicts of interest which
could prevent her from voting
"They left the decision up to me,• Hart
said. "And I definitely plan on voting."
Board member and former water dis-
tnct president Peer Swan would not com-
ment on Hart's decision.
He reaffirmed the district's belief in
the project.
"It's unfortunate that there's been a lot
of hype about this," Swan said. "We still
believe 1t's a good project. Absent that,
we wouldn't pursue it•

After getting a new shirt, and

makes two great saves down
there at the end. What an incred-

"Every other penalty shol had
gone that way (to his left), and the
wind was blowing that way. so I
went left," Wells said of his stop,
his seventh of the game. Before

Declarer decided that the club

aource for a ninth trick. Not only'
might the auit be developed for an
. extra trick, but there wH alto the
possibility of an endplay.
After croeeing to hand with the

Declarer came to band with the

declarer's eight of clubs was now
established, while the ace of spades
served as the entt'y to enjoy the

would not consider taking that
action with a hand so nch in play-

with two aces. Nor do we like
North's doul>le -being simple folk,
it seems that three clubs is a nor-

North's three hearts asles for a
