Hart, appointed in December to the 16-member regional board, has researched wate r quality issues for Assemblywoman Marilyn Brewer since retiring from the Newport Bedch City Council in Novelilber of 1994. Since the regional board will decide the project's fate, Hart's ties to the city make her a biased judge, water district representatives have claimed. Newport Beach city leaders have unanimously adopted a resolution oppos- ing the project, claiming it benefits nobody except the water district. The dis- trict stands to save more than $20 million in disposal costs with the Orange County Sanitation District. Hart, who says she has not made up her mind on how she will vote March 8, discussed the matter with the regional board's lawyers. The attorneys told Hart there were no conflicts of interest which could prevent her from voting "They left the decision up to me,• Hart said. "And I definitely plan on voting." Board member and former water dis- tnct president Peer Swan would not com- ment on Hart's decision. He reaffirmed the district's belief in the project. The 19-year-old freshman hopes the revival of.the college's Black Student Union will do the trick. Thompson, a liberal arts major who moved to Costa Mesa last year, said he wants to promote edu- cation, fellowslup and cultural unity among Afrlcan- Am.erican students through the organization. With high-tide warnings, Newport Beach General Ser- vices Department workers used four large pumps Tuesday to remove water from the storm drains and spray it back over the sea walls. A sheet of plastic has also been placed on a risky slope on Pernleaf Avenue. But despite forecasters pre- dictions of as much as two inch- es of rainfall from the storm. Newport Beach General Ser- vices Director David Niederhaus reported no road closures or areas of flooding Tuesday. "The entire county is on flood watch," Niederhaus said. •It looks like this will be one of our more drawn-out storms, but nothing like last year. Luis Flores Onofre, 22; Rito Avilez-Ramirez, 26; and Felipe Avilez-Figueroa, 33, were smoking cigarettes in the carport of an apartment complex al 880 Center St. when two men walked past them, then came back, police said. Wbeil the pair returned to where the three men were standing at 1 :07 p.m. Tuesday. One of the robbers bran- ~sbed a handgun an d demanded cash, police said. The second crook then used the gun to strike Avilez. Ramirez on the face, causing a laceration, Costa Mesa police C'apt. Tom Lazar said. Then one of the thieves held a gun to Avilez- Figu·eroa 's bead and he promptly gave up bis cash, police said. When the other two victims saw their friend's life was threatened, they too dropped their money onto the ground, La.zar said. The loot -whicb--iBcluded $156 in U.S. currency and $150 in Mexican pesos -was quickly snatched -up by the thieves, who ran away on Monrovia Avenue, Lazar said. Avilez-Ramirez didn~t require ~y medical treat- ment or hospitalization for the cut on his face, Lazar said. The robbers are described as male Latinos, both 20 to 25 years old. One is 5 feet 4 inch- es tall, weighing 125 pounds, with short black hair. The sec- ond is 5 feet 6 inches tall, weighing 150 pounds, described as ".fat," with short, black hair. No one injured, but man arrested in shooting COSTA MESA -An argwnent Monday night between two Cos- ta Mesa men over a parking space escalated into a shooting when one of the men fired a handgun at his rival.
