Locals lose Thomas Riley, beloved former U.S. Marine general and Orange County supervisor, at the age of 85 ·By Christopher Goffard, Daily Pilot NEWPORT BEACH -Former Orange County Supervisor Thomas F. Riley, a retired Marine general who presided over the area's trans- formation from a drowsy suburb to a bustling hub of development during his 20 years in politics, died Thursday morning. He was 85. Riley, who enjoyed a reputation for honesty and incorruptibility but had been sbicken by declining health for years, fell mto cardiac arrest at his home m the 400 block of Rigel Circle and could not be revived by paramedics. A doctor pronounced him dead JUSt after 6 a.m. Wi0ely known as •The General.• Riley came to politics after a Marine Corps career that spanned nearly 30 years, thrust him into combat during World War II in Guadalcanal and Guam and saw hlin retire with the rank of brigadier general in 1964. In 1974, then-Gov. Ronald Reagan appointed him to the 5th Dis- trict seat on the Orange County Board of Supervl.Sors. Voters returned. him to office four times. Asked to describe his political legacy, observers point to Riley's success in preserving parks and other open spaces in South County during a period that saw massive growth there. But the continent pictured won't be like the one in most Hollywood movies. "Th.at is not the real Africa," 5aid event organizer Evelyn Komuntale. Presenting the real Abica to America has become a mission for Komuntale. A native of Zaire, Komuntale .has also lived . in Uganda and Kenya. She moved to California in 1978. Save Our Youth and the Shali- mar Leaming Center -which have each run similar but separate cash-for-grades scllolarstiips for the · 1a.st few years -now have linked their programs. ·we each have the same com- mon goal: to work with kids to graduate from );Ugh school, but · (also) look put that to college,• said Save Our Youth Director Oscar Santoyo. •Together, we can be a powerful farce in the commu- nity.• The move to streamline the local scholanbip programs was prompt- ed by the anonymoUs private char- itable foundation that funds both, officials said. Rather than writing two SJ!pa- rate checks to pay for the programs at Shalimar and Save Our Youth, foundation officials asked leaders of the groups to consolidate and make a few minor changes. About 150 students -50 from Shalimar and 100 from Save Our Youth -now receive money for good grades through· the scholar- ship program. Santoyo said the foundation's tab for the program runs between $2,000 and $3,000 a month. Each week, students taking p art in the program are given grade report cards that they pass along to their teachers. The teachers then mark in the student's overall grade as of that week, and based on those marks, the student receives cash from the scholarship fund. The grade reports are not entered into school records and are only used by group leaders to Cdl- culate how much money to pay the students for the grades, officials said. Junior high students earn $1.50 tor each A they earn, while high school students get $6 for each top grade, officials said. Lesser . amounts are paid for B's and C's, and the amount increases for grades edTDed in advanced place- ment, math and science classes. When a student graduates from high school, the scholarship pro- gram matches what they have earned over the years. The only stipulation is that chil- dren in the program stay out of trouble and in school, and that one-third of the total they earn over the years go directly toward college. The program started at Save Our Youth in 1993 with just 10 stu- dents. And based on the success of that program, Shalimar offiaals, with money from the same founda- tion that funds the Save Our Youth program, started their own casb- for-grades scholarship fund in 1996. Kerri Light, director of the Shali- mar Teen Center, said one out of every three students in the junior and senior high school grades at Shalimar is cashing in on the scholarships. "I've seen children whose grades literally went from D's and F's to A's and B's,• Light said "They've also learned the c!ilter- ence between just doing home- work and actually studying.• Kristina Wright, director of the Shalimar Learning Center, said the group's Scholar Dollar program is not just a handout to students. The city gives the center about $250,000 a year, but the small paid staff and army of volun- teers must raise the rest of the center's annual budget of $550,000, Butler said. Then-Governor Reagan was a long- time admirer of Tom and asked if he'd like to fill an open seat on the Orange County Board of Supervisors. Tom said he was flattered, thanked the governor, said he'd need a little time to think a bout it -then quickly called a few friends to find out two things. One, what is a county supervisor? And two, should he do it? Fortunately for us and the other 3 million people in Orange County, they said "yes• to question two and Tom Riley said •yes" to Ronald'1leagan. The "Fabulous 5th" District is the vision and the leadership of Tom Riley writ large. It was his hand more than any other that made this one of the most desirable places to live and work in the country, then trimmed it with an emerald necklace of parks, beaches and permanent open space. Next time you give your out-of-state visitors the grand tour of Newport-Mesa and South County, please remember that most of the sights you'll point out bear the quiet mark of Tom Riley. As a believer m signs, I'll tell how I know that I was destined to have the very good fortune of knowing Tom and Emma Jane. Shortly after we moved to Costa Mesa, I did some volunteer work for the Sisters of the Sacred Heart, a remarkable group of women who help young people throughout S9uthem Cal- ifornia and Europe. Their main benefactor at the time was a supervisor named Riley, who played host to a small luncheon-cum- fashion show called the Gentlemen's Haberdashery. (1i'y to get a seat today.) The Sisters asked if they could take my daughter, Llsa (now 271) to the supervi- sor's office for a publicity photo. Sure, no problem -very cute shot of Lisa m Tom's lap, put it in the trunk and forget it -until 10 years later, that is. It's 1986. I am an obnpxious, rookie councilman, on my way to The Gener- al's office with the famous Costa Mesa city manager, Allan Roeder. Although I'd known Tom for a few years before I that, I'd never been to his office. As Allan and I step into Tom's outer office, there hangs a large, framed copy of the photo of Tom with Llsa in his lap. He got as excited as I dJd when he found out Lisa was my daughter. He said it was a favorite photo of his, and he sometunes wondered who the llttle girl was. Godspeed, General. The victory by Balboa Bay was a tough one., Coach navis Turner's 18's lost the first round of the double-• elimination tournament, which forced them to play five matches to make the finals. To further complicate matters, Newport Harbor setter 'n'avis Nelson suffered a hand injury during the second match and was lost for the rest of the playoffs. Fellow Sailor setter Ty namblie replaced Nelson and led the Balboa Bay team to the finals with his accurate setting and blocking. Corona del Mar's Greg Burden was also very instrumental in Ule victory with his superior ball control and intelligent hitting. After making the finals, Balboa lost the first game to the Saddleback Volleyball Club, coached by former Corona del Mar girls' coach James Pelton,1 by a score of 15-3. By Barry Faulkner, Daily Piiot COSTA MESA -Scott Taylor. who gwded the Costa Mesa High boys water polo lec:UU to the CIF Southern Section Division II title game last fall and coached the girls waler polo squad into the inaugural CIF playoffs, resigned Thursday to firush his education and pursue coaching opportuni- ties in San Diego. "It was a tough decision," said Taylor, 27, who compiled a 43.1,4 record in two seasons as boys bead coach and was 11-15 in his only season leading the girls. Taylor was an All-CfF goalie on the Mustangs' 1987 CIF Southern Section 2-A champions and was a Mesa assistant for two years before replacing Brian Kreutzkamp at the helm, includ- ing a CIF Division II champi- onship season in 1995. He guided the Mustangs to the Division U quarterfmals his first year at the boys helm and his boys squad captured the Pactfic Coast League championship last fall en route to a 24-6 record.
