NEWPORT BEACH -The good ol'
days of pulling into a gas station and get·
ting a complimentary window-washing,
tire check and a Criendly look under the
hood have comf' and gone.
But that doe!n't mean motonsts here
can't still get service w\th a smile -they
just have to be willing to pay for it.
Gas station proprietors in Newport
Beach are charging anywhere from $1 .70
a gallon to $2.90 a gallon for full-service
treatment -a practice they say bas been
waning since the late 1980s.
"I would'say about 98% of gas stations
now are all self-service, whereas just 10
years ago 98% or all stations at least
ottered full service," said Ken Warbrick,
owner of the Texaco station on Jamboree
Road and San Joaquin Hills Road, where
full se1V1ce runs $2.59 a gallon for regular
unleaded
He agrees that the price is high, but
said he has no choice in the matter
because it costs that much to keep a full.
time employee on hand Last spring, War-
brick said he did away with the service
because the revenues generated from full
service customers was not enough to cov-
er his personnel costs.
"A lew people complained about it not
being there, so I decided to put it back
after a few months -but I told them the
price would go up," he said "There are
still enough people here who will buy it, so
I just about break even "

Getting the ~rochure facts stf:aight
Ta.xpay~rs for Responsible Planning ts
ala.rm.1st in nature. WHATI
The Taxpayers for Responsible Planning
standard information brochure, mailed to
anyone who requests it and handed out at
' various community events. Recently distrib-
uted at the door to about 300 people at an
event sponsored by the Irvine Chamber of
Commerce. It targets South County residents
w ho would be affected by a commercial air·
port at El Toro Marine Base.
THE SPIN:
1. No curfew will apply at El Toro, w ith
more than 60 flights -one every five
minutes -occurring between midnight
and 5 a .m.
Tom Wall, chair of the Orange County Air-
port Land Use Commission and a retired U.S.
Marine Corps pilot, said the allegation is a
classic example of anti-airport tactics.
"This fli er is blatantly and patently
designed to rruslead the public about the ulti-
mate size of the airport and its effect on the
community,• he said. "U the (county) decides
to impose restrictions such as limiting the
types of aircrafts that fly, assigning preferen-
tial runways or establishing operating cur-
fews, that will be possible for this airport.·
But Bill Kogerman, executive director of
the organization, said the information is talc-
en from the environmental impact report and
the county reuse plan.
"The county submitted to the Department
of Navy a 38.3 m.i.llion-passenger airport,
with possibly 1,225 arrivals and departures
each day," he said "The 1990 Airport Noise
and Capacity Act says local municipalities
may not control types of aircraft or when they
fly out of Federal Aviation Administration-
approved airfields •
2. About 300,000 car trips and thousands
of trucks every day will be added to county
streets and freeways, aggravating conges-
tion and smog.
"We don't know the impact of traffic for
either the airport
options or the non-avi-
ation options yet.·
Wall said. •Tue Local
Redevelopment
Authonty bas not
shown us their four
airport master plan
options. which will be
the basis for this level
of review.·
According to
Kogerman, saying the
impact "hasn't been
de termmed • is an
excuse pro-airport groups use
"The county has to say 1t doesn't know
what the impacts are, because their own
enVlfonmental d~ents shows them to be
so bad that they are in the midst of c:banging
thelT idea of how big the airport will be, H he
said. ·But ll they downsize the airport than
they are also downsizing the economic ben-
e fit. They can't have it both ways.·
ANALYSIS:
As with many of the brochures and mail·
ers dealing with El Toro, tlus little piece from
•stop El Thro Airport!,· it screams. •A ~
aster for Orange County We.• Well, maybe
yes, maybe no. 'Ille c1Aims the brochure
makes have been extracted -in rough fa.sh·
ion -from the environmental impact report
approved by county supervisors.
BQt a:re the stated facts true? Not neces-
sarily. The circular claims that El Toro won't
have a cwfew and that the1e will be flights
throughout the night. That's far from being a
fact. A posslbility, but not a tact.
Ditto with the claim that the 300,000 ca»
trips will be added to county streets and
thousands of tons of pollution belched into
the air. That is one scenano Qutlined in the
EIR, but it doesn't say that's what is in store
for the county.
And as usual, the brochure makes an
obligatory reference to property values being
eroded by the proposed airport Oddly, prop-
erty values are up in the communities sur-
rounding El Toro. The brochure does. how-
ever. quote a Federal Aviation Administra-
tion study that shows property values near
airports decline -eventually -by as much
as 29%. ·
Finally, it states that taxpayers will be
stuck picking up the tab for the airport.
While it's true that a financial blueprint for an
airport at El Toro hasn't been drawn, there's
no hirlt that airport p roponents intend to slap
taxpayers with the bill.
And there's every reason to believe there
would be a revolution il that were the case. I

Council reopens Windows on Bay debate
By Jenifer Ragland, Daily Prlot
NEWPORT BEACH -The
Windows on the Bay debate
reopens tonight as .city leaders
reconsider five restrictions they
placed on the Mariner's Mile
restaurant last month.
Windows on the Bay owner
Scott Shuttleworth has been
awaiting city approval for a permit
to operate his outdoor patio area
in the same manner he bas for the
past four years -serving alcohol
and remaining open until 2 a.m.
But complaints from a group of
residents on
Lido Isle that
noise from
the outdoor
patio is dis-
turbing and
causing their
property val-
ues to
d ec r ease
prompted the
City Council
The Newport
Beach City
Council meets
at 7 p.m.
M onday in
City Council
Chambers,
3300 Newport
Blvd.
to slap a number of condttions on
the permit before its approval
Councilwoman Nonna Glover
asked that the deci.slon be recon-
sidered -a request granted by a
majority of the council two weeks
ago. She believed Windows on the
Bay was being unfairly punished
for noise it was not necessarily
generating.
At a public hearing tonight, the
council will reconsider the restric-
tions that: Physical barriers be
installed around the patio area to
limit the potential for noise to be
heard by Lido Isle residents; no
bar, permanent or portable, be
allowed on the patio; the patio be
closed at 9 p.m. on weekdays and
at 10 p.m. on weekends; no spe-
cial events on the outdoor patio be
allowed after 9 p m. daily; and the
patio be closed for all evening
hours 1f the restaurant fails to com-
ply with these conditions.
ln other news, the council will
chscuss the annexation of New-
port Coast.
City Council members will
review a comprehensive report
detailing finaric1al and policy
issues associated WJth a proposal
to make the unincorporated.

•Mustangs' early stampede powers way to easy win
and quarterfinal date with Morningside Wednesday;
coin flip gives Costa Mesa the home court advantage.
By Richard Dunn, Daily Pilot
COSTA MESA -Among the
few names hanging from the
gymnasium banners are Costa
Mesa High girls basketball play-
ers of the past, a hint of the pr~
gram's rich history.
But Coach Shontel Sherwood's
Mustangs of today, self-pro-
claimed no-names who have won
nine of their last 11 games with-
out their leading scorer, would
like to make their own history.
It was in the books early Satur·
day night as the host
Mustangs pounded Yuc-
ca Valley in the first half,
cleared their bench of
junior varsity call-ups
and won decisively in the
first-round of the CIF
Southern Section Divi-
sion ill-A Playoffs, 55-34.
·we haven't been in
this posipon in (three)
years," Sherwood said of
her Mustangs (13-14) Powers
advancing to the quarter-
finals Wednesday against tlurd-
seeded Morningside.
Morningside, the Ocean
League champion with a 24-5
overall record and the No.3 seed
in these playoffs, advanced with a
67 -37 victory over Bassett, and on
Sunday learned it will be travel-
ing to Costa Mesa Wednesday by
virtue of a coin flip for home site. ·nus team, which has no stars
and a bunch of no-names, wants
to make its ?wn history," added
Sherwood, who enjoyed the luxu-
ry of pulling her front-line players
for flashes in the second hall,
including the game's final 2:35.
Costa Mesa. state runners-up
in 1993 and CIF champions in
1990 and '93, as well as a CIF run-
ner-up finish in '91, was ready for
Yucca Valley (12-13), a small
team but with plenty of pertmeter
weapons.
Sherwood, able to review a
videotape of the lrojans a day
before, applied tough man-to-
man defense on Yucca Valley in
an effort to limit the nojans' shot
attempts.

Powers said she was aware of
her 12 points early, because Kelly
Chapm, the team's scoring leader
who is out for the year with a bad
back and now patrols the bench
like an assistant coach, told her.
All Powers could think was
·wow.·
Guard Nancy Hatsusru, a
freshman, scored 11 points, con-
tributed three steals in the second
quarter and played excellent
defense against Yucca Valley's
primary guns -senior twins Tracy
and Stacy Earnest
Three-point shooting
reliever Kristen
Chisholm couldn't con-
nect from long range,
but she improvised and
scored 10 points, the
third Mesa player to
reach double figures.
Julie Collett paced
the Mustangs under-
neath with eight
rebounds, while sopho-
more guard Jenny
Earnest, also burden-
some on Yucca Valley's outside
shooters, came up with five
boards, four steals, two blocked
shots and one assist.
"We saw on film how (the Tho-
jans) shoot and they're averaging
55 points a game, but they throw
up a ton of shots,• Sherwood said
•They don't make a high percent-
age of thelr shots and we wanted
to limit the number of attempts
they had."
Yucca Valley, the Skyline
League's No. 3 team, shot 29%
from the field (15 of 52), but just
21 % in the first half (6 of 28) when
Costa Mesa, co-champions of the
Pacific Coast League, made its
run.
Powen drained her only three-
pointer with 4:08 left in the first
quarter, giving Mesa a 9-2 edge
Earnest, Hatsushi and Collett fol-
lowed with baskets to boost the
lead to 15-4 and there was no
looking back.

ANSWERS TO \VEE.KL Y OIUDGE QUIZ
Q 1. Both vulnerable. as South you
hold:
•AJ 6 c:?QJ65J2 o KQJ7 •VoAd
The bidding lw proceeded:
SOIJl'H WE.rt NORTII EAST

?
What do you bid now?
A. Anyone who bids onl_y lhrec
hearts with this holding 1s putting an
extmordin~ amount of pressure on
partner. While it ls true that EMt's
spade overca.11 bas increased the
chance of partner having wasted val-
ues in clubs, your s~e honors are
well positioned. Your iecond suit is
pretty sohd and you have a sixth
trump. Jump to four hearts.
Q 2. As South, vulnerable, you hold:
•Q76 o Q95 o KIJ •QJ74
The biddi"g has proceeded:
NORm EAST SOUTH WEST
1 • I O ?
What do you bid now?
A. Y ou baveM t>alanccd hand of 10
poin<s with a positional stopper in the
enemy suiL That is the most persua-
sive argum'!llt for a one-no-trump
response. Two clubs is a c.listant sec-
ond choice. Without a heart stopper,
you w ould be forced to make that
bid.
Q 3. Neither vulnerable. as South
you hold:
•Q432 c:?864 o K Q •KJ6S
Partner opens the bidding wilh one
no trump. What do you respond?
A. Despite a balanced I I-count.
three no trump i s our second choice.
With a four-card major and a poten-
tial ruffing value in djamonds, you
shouJd check on the possibili ty of a
4-4 spade fit with a Stayman two
clubs.
Q 4. A~ South, vulnerable, you hold:
•KQ653 OQ <>AU •K7U
The bidding has orocccded:
SOtrnl WES't NORnt KASI'
l • ..... 3 0 ,...
J • • Pua 4• his T
What do you bid now?
A. lf you consider this hand to be a
minimum and pass, you need to
brush up on your hand evaluation.
Your queen m partner's $\lit is pure
gold and you have a ()()fltJ'OI in both
unbid suits. To bid less than four no
ll\lmp is a grave dereliction of dul)'.
Give partner a.»king of hearts and
the two black aces, a men: IS high-
card points, and you probably have a
grand stam!
Q S. Both "1lnecable, as South you
bold:
•Q J1076 o Q H 0 7 •AK 4J
The bidding has proceeded:
NORTH EAST SOl!rH WEST
l o Pus I• Paw 2NT PllSI 1
What do you bid now?
A. There i s no reason why you
should not continue to show y our
distri~~n. ~ since bidc;ling over partner s JUm.p m no lt\lmp 1s fore·
mg, don't bid any more than is nec-
essary. Rebid three clubs. Why steal
your own bidding space?
Q 6. Doth vulnerable, as South you
hold.
•SJ? O Q 6 54 0 7 4 3 •A92
The bidding has proceeded:
NORnt EAST SOUTH WEST
I • 2 o .T
What act.ion do you take?
A. With three-card suppon for part·
ncr's major and 6 points in high
cards, you almost have to invent an
excuse for not raising, but there a.re
limits. Herc you have three poor
trumps, a square hand and a wonh-
less queen -and only an ace to off-
set all these drawbacks . .Pus with
alacrity.
