•Proposed amen~ent

By Tim Grenda. Daily Pilot
COSTA MESA -The City
Council tonight co~d tighten its
grip on local massage parl?~ by
requiring ma.sAge technia8!15
to pass a written test before giv-
ing a rubdown in town.
The council is also scheduled
to consider a request from a citi-
zens group to chip in $5,000
toward a planned nature park at
the mouth of the Santa Ana River.
In recent months, the council
has shot down several massage
permit requests after background
checks of applicants by police.
The city automatically rejects
any permit request filed by a
person who has ever been con-
victed of a sex-related crime,
including prostitution. Officials
said the rule ensures that mas-
sage parlors don't serve as fronts
for illegal activity, officials said.
A recent police department
report estimated about half of
the massage--parlors iJrtown are
actually fronts for prostitution. In
addition, Costa Mesa recently
earned the dubious distinction of
having issued more massage
permits than any other Orange
County city. Costa Mesa wres-
tled that designation away from
NeWJ><>rt Beach, which. had held
the unofficial title for years.
The council will consider
adding to its massage regula-
tions a requirement that mas-
sage permit applicants pass a
test of their knowledge of
•anatomy, physiology, hygiene,
sanitation, massage theory

Orange County and led by for-

The group is also hitting up
local cities for donations to butld
some park trails and other
improvements if the dream
becomes a reality. This week
they are in Costa Mesa with a
request for $5,000.
The city of Newport Beach
