By Husein Mashni, Daily Pilot NEWPORT-MESA -Confirming his intentions to apply for the position of school superintendent, Ed Decker announced Monday that he will resign from the school board as soon as a suit- able replacement is found for him. Decker first announced his interest in the school disbict's top job ui January. As a candidate for the job, he was restricted from participating in any part of the school board's search process. By Husein Mashni, Daily Pilot NEWPORT-MESA -Before the Newport-Mesa school district implements the Stanford Achievement Test this May, the school board wants to find out bow effective the old standard- ized test was and how it could have been better used to improve education in the district. The board will discuss these questions at its March 24 meet- ing. "Maybe this infonnation could be used to do something besides compare one school to another," board member Dana Black said. "I want to sit down and talk about the (California Test of Bask Skills]. What impact did it have? The school district's lawyers said it is legal for Decker to remain on the board and apply for th~ position, but many of bis constituents said bis dual positions violate the spirit of the law. •1 have been concerned about the issue of representation ever since I began to consider applying for superintendent and have appreciated the letters I've received from parents in Zone 1 and throughout the district," Decker said at a press conference Monday. But Decker's announcement may not greatly impact the level of representation bis zone -which includes Mesa Verde and northwest Costa Mesa -will receive in the search process, some of Decker's colleagues said. •They're not going to be as involved in tQe search process as we want them to be," said board President Jim Perryman. •And that was the whole idea [behind Decker resigning)." The school board has two options: hold a special election or appoint some- one from Decker's zone to fill out his term until November. Although his term officially ends in 2000, because he is vacating it, there will be an election for his seat this fall as well as in 2000. Because of the cost of a special elec- tion, the board will mor~ likely ask for applicants from Decker's zone, Ferryman said. Board members said they probably can find a replacement for Decker within a month, but he or she would be unable to participate in the superintendent search for another 30 days. Interim Superintendent Bob Francy said the replacement would be on board in time to participate in the final screen- ing and interviewing of the district's next superintendent. "Most of the procedural steps have already been completed,~ he said. "But the replacement would be able to vote for the next superintendent." Many of Decker's colleagues applaud- ed Decker's decision to step down from the board. "I've been through the whole gamut of emotions," said board member Dana Black. "I've tried to talk him out of resigning, but he convinced me that he's very passionate about his decision." Ferryman said Decker made a large contribution to the school board. ·But 1 know he wants this job, and this is his way of demonstrating that,• Perry- man said. By Tim Grenda, Daily Piiot COSTA MESA -ln a move cheered by some massage techru- oans who feel their legitimate profession is being tarnished, the City Counal on Monday night tentatively approved making massage professionals pass a written exam before being grant· -· ed a city permit. The unanimous council vpte means people would have to pass a multiple-choice exam designed to test their massage knowledge before the city will issue them permits. The council will consider giving the testing final approval in two weeks. The test, which the Police Department will give, would con- tain technical questions about human anatomy, bone structure and basic first aid. Applicants would have to score 70% to pass. Those who fail would have to wait two months t>efore trying again. · Some of the more than a dozen Brock and others said such aptitude tests will expose those people who use massage as a front for prostitution and in the process "give the rest of us a bad name." Police arrest sex off ender spotted near school By Christopher Goffard, Daily Pilot COSTA MESA -Police arrest- ed a registered sex offender last week after finding him near a Pomona Avenue elementary school with a knife and a metal bar in his car, authorities said, Martin Ramirez, 34, who lives in the 1500 block of Mesa Verde East and is on probation for a sex- ual battery conviction, was taken into custody around 1:30 p.m. Fri- day in the 700 block of West 20th Street, around the comer from : Pomona Elementary School, police said. 1\vo days earlier, Ramirez was spotted in his red and white 1977 Oldsmobile Regency near l(aiser Elementary School in the 2100 block of Santa Ana Avenue, police said. • While Ramirez reportedly com- mitted no offenses, his presence prompted school officials to dis- tribute warnings and the police to keep alert for him, said Costa Mesa police Lt. Ron Smith. On Friday afternoon, police spotted the Regency near the Pomona Avenue school and stopped Ramirez as he w~ get- ting into the car, Smith said. Asked why he was in the area, Ramirez claimed he was coming back from a friend's house, Smith said. Part of tlxis was i,nevitable. Part was human error that can be correct- ed. l first saw Little Corona in 1921, when a Model T Ford roadster in which I was a passen- ger tipped over trying to get down to the beach where a movie was being made. One does not forget landing on one's rear end on a large piece of beaver tail cactus. Neither does -one have much interest in the natural beauty of one's surround- ings when pulling cactus spmes from one's rear end. All I remem- ber is that Buck Gully was wall- to-wall cactus, and a movie crew had built an Alaskan village on the beach. The next time I saw Little Corona was 1927, when I worked at the old Corona del Mar bathhouse. One day l walked down the Big Corona be<)ch, climbed over some rocks. and there .saw the most beautiful beach in the world. From that day to this, little Corona has been my beach. I said part of the hittle Corona problem was inevitable. And so to inevitability. Between 1927 and today, more than 2 million people derided they had to live in Orange County. To accommo- date them, most of Orange County is now covered by streets, highways and houses. Thus, rainfall, which used to seep into the ground, now runs off into n~y rive~ streams and creeks. The inevitable result -flooding. So much for the inevitable part of this yarn. · Now to the human error. Little Corona was getting along pretty well with the advance of civilization, as mea- sured by the mass of people liv- ing in the area, until the then- administration of the city of Newport Beach decided to build a concrete dam between the beach and the gully. I hasten to add that all this took place about 30 years ago, and no one m the present administration bears any responsibility for this disastrous experiment in flood control. First, it caused a great muddy bq.g or sWarnp to build up betun<i the dam. In addition to being ugly. tJus bog captured most of the sand that would nor- mally repleru!h the beach during the rainy season. Next, when the winter storms came, they poured water over the dam to the beach. This caused d scounng movement, which then washed out all the sand on the beach. leaving plain old rocks It is my conservative estlrnate that Little Corona has lost between five and six feet of sand in depth because of this. Rocks that were buned for cen- turies are now fixtures on the beach, which is all right if one is a rock lover but a little tough on a sand lover Potenbally, there is a happy ending to this sad story. The recent storms cut the dam loose from its moonngs, and now it is JUSt a couple of big ugly pieces of cement wafting to be han+i:...+----111 away. These current storms did another constructive thing. They washed out to sea most of the swamp that had grown up behind the dam. Hopefully, the spring tides will return that ugly swamp as nice, clean sand. This . was what Mother Nature was doing before foolish man got into the act. By Batry Faulkner, Daily Pilot NEWPORT BEACH -Among the tasks awailin9 Newport Harbor High baseball players this spring, ordering a cap and gown won't be one of them. Coach Jim Kiefer's Sailors, you see, don't boast a senior on their 12-man roster, which features four returners from last year's 8-16 squad. MWe graduated six seniors (includ- ing four All-Newport-Mesa District performers): said Kiefer, entering his third seasen at the helm. ·we have eight juniors and fow-sophomores and the sophomores are all going to play. "We're a young group, but our strength is going to be defense and we should have more speed than we've had in the last couple of years. We're going to have to catch the ball and run, because we don't have a multi- tude of varsity-level hitters. Scoring runs will not be as eastj as it was last year.ff Indeed, departed veterans Joe Urban (a district-record 20 career homers in four varsity seasons), Danny Pulido, Donner Walters and Paul Jones took with them a combined 79 RBI, while Garrett Nufum was a two- time all-district burler. One proven varsity hitter is junior Shawn O'Donnell, whose late-season surge as a sophomore helped him fin- ish with a. .423 average, four home runs and 15 RBI to gamer all-d.i.strict recognition. O'Donnell will hit third for the Tars, joining junior returner Charlie Waite, the No. 5 hitter, in the meat of the order. He'll play first base and third, as well as-the outfiel<t:--- Waite, who played third base and catcher last spring, will shift behind the plate full time, according to Kiefer. "He's bulked up and he's a guy we expect to drive in a lot of runs," Kiefer said of Waite. MHe hit three home runs last year and he had a good fall and winter. O'Donnell and Waite are our two best players.• David Castanon, a junior, picked up experience in the outfield and on the mound last spring and he'll contribute in both spots again this season. Junior Josh Guesman got a taste of varsity competition last year and will likely start at second base, according to Kiefer, who. despite the lack of var- SCHEDULE sity experience, isn't willing to con- cede this as strictly a developmental season. • MTbe corps of juniors we have played together as freshmen and were third in the Sea View League," Kiefer said. MThey expect to do well I think our kids really believe they're going to compete and win. Now, it's just a mat- ter of executing and doing the things ~ have to do to be successful." As with any team. a key to success hes on the pitching mound, where sophomores Scott Beere and Justin Jacobs 101.n Castanon as the top three starters. Beere, a right-hander who throws strikes, accordmg to Kiefer, will also play shortstop and likely bat leadoff. Jacobs, who has a live arm, accord- ing to his coach. will also play short and third base. • Castanon, recovering from shoul- der tendinitis, is expected to add to the all-right-handed starters, though he may not pitch for the first two weeks. Kiefer said additional arms could emerge. but are still unproven. Jw'lior Scott Crane is ticketed to start in center field where his speed and athletic ability will shine. accord- ing to Kiefer. #He's the fastest kid in the program " Sophomore Nick Langsdorf will bat cleanup and play first base, while also filling the designated hitter role. Juniors Lucas Kerr and Brent Bear- den, as well as sophomore Miguel Sandoval, should all contribute in the outfield, while junior Damian Jones will vie fQr time at second base.
