By Christopher Goff a rd, Daily Pilot SUPERIOR COURT -A Cos- ta Mesa man who killed his mother and got rid of her body was sentenced to 15 years to r------.,. life in prison Friday. Ra y mond Anthony Frost, 23, who was convicted of second-degree murder in Jan- uary, received the mandatory term from Orange Coun- ty Superior Court Judge John J. Ryan. Deputy DJStrict Attorney Deb- bie Lloyd, who prosecuted the case, said the judge's only other option by statute would have been to sentence Frost to proba- tion. However, the sentencing does nothing to resolve tb.e central mystery of the Frost case: What happened to the victim? During the trial, the prosecutor argued Frost murdered his moth-. er -«-year-old Girls Inc. dan~ instructor Myra King -in tbe- Center Street apartment they shared. When King didn't~ up for work on July 20, 1-993, bei employer reported her missing. Neighbors told authoritie$ they beard tl\umping and wrestling noises coming from the direction of the apartment the night before. They also reported hearing a woman screaming and a man's voice saying, "Oh my God. what have I done?• Authorities lodged a murder complaint in November 1995. Along with witness statements, . circumstantial evidence including a trunk missing from the apartment and a saatch on Frost's cheek -linked him to the crime. Still. the lack of a body made the case a special challenge for the prosecutor. ·~we~~KJ.-11--4-• SATURDAY, MARCH 7, 1998 • . ~ Wes(em-wear store tspurs shoppers ~With boot discounts 'Howard . ., ~ : Phlh, : 1s celebrating : i~ 35th year · in business ~ euid has relo- • ceted its : South Coast · Plaza store to : Crystal Cowt. With this change, a married couple flling their taxes jointly pay capital gains taxes only on that portion of home sales profits that exceeds $500.000. Sing!~ taxparei:s. heads of households, and m4rrled persons filing separately exclude ue to $250li000. The exclusion is av&Jlable for a sales of homes occurring on or after May 6, 1997. Homeowners can use this tax-free provision every two years. Anr, homes sold prior to May 6 arc still bound by the tax laws in effect at that time. This change eliminates the current $125,000 one-time tax-free exclusion for hornewners aged 55 and older and also replaces the rollover rules requiring the purchase of a replacement home of fiigher or equal cost within two years of the sale. However, buyers and sellen who signed a •blinding contract• between May 7' 1997. and the day that the bill was signed (August 5, 1997) are authoriz.cd to use either the existing__ rollover law or take advantage olthe new tu provisions. It's a.lofty goal, some might say it's nearly impossible. But they did it. During the past 13 years, this Costa Mesa cwuple bas made it possible for thousands of abused children living in foster homes to attend summer camp. They have pro- grams at -47 churches in 20 states, including two camps here in Newport-Mesa. This year alone, some 1,800 kids -kids who perhaps need it the most -will spend one fun-filled week playing games with newfound mends and sitting around a campfire on cool smnmer nights. "This is just a local community effort~ America,• says Wayne, a former past<r at Newport-Mesa duistian Center. But it's much more than that. It's an opportunity. At the tender age of 6, 10 or 12, these children already have experienced more tragedy than many of us will ever know in a lifetime. It's a chance for them to experi- ence what it's really like to be a kid -carefree and hap- py. And it's a chance for them to be with other children who know and understand what it's like to be locked in a dark closet or suffer regular beatings. ·wayne and Diane Tesch gave up their careers and devoted their lives to helping these children -a popula- tion eften overlooked when it comes to things like sum- mer camp. They've given countless children something other than horrors to remember. They've made a differ- ence, and they will be remembered. Wayne and Diane Tesch run the Royal Family Kid's Camp. . . MAAC MAR™ I OAl.V Pl.OT L--------------------------------------------------------------------------------------------------------------------------------------------~ The election_ sea.Son in two_ words: El Toro __ · By Richard F. Taylor Jr. G ood morning Newport Mesa. The ides of March are upon us, the political season has started, and this is your wake-up call. The fil- ing deadline for the Board of Supervi- sors is at hand and the future of El Toro as a commercial air- port hangs by a pre- carious 3-2 vote. U you are tired of hearing about the El Toro debate, you should check yourself because you might not be alive. Like it or not, we have just entered a single-issue election Richard Taylor season. Between now and the June pri- mary, every contest in the county will come down to one volaWe critical land use decision: What to do with El Toro. Like it or not, the future of El Toro is the only game in the county. No matter how many letters to the editor you may have written or read in this newspaper, no matter how many airport fliers have arrived in your mail, no matter if you follow the Newport AviatioIPCommittee, you haven't seen anything yet. The political news is all about El Toro because the future of our county comes down to one cold bard equation: the makeup of the Board of Supervi- sors. The numbers will be all that matten in the SUDlJl\er of 1999 when the super- visors decide which plan they will offi- cially support for El Toro and how many •yes" votes can be mustered. The board c\i.rrently breaks down as follows: Supervisors Charles Smith, James Silva, William Steiner are pro- airport; Todd Spitzer and Tom Wilson are opposed. Three seats are up for election. In District 4, Steiner will step into retite- ment. The other two are in our own back yard. In District 5, Wilson, champion of the anti-airport coalition, is running for election after his coronation by Gov. Pe~e Wilson. In District 2, Silva, a firm and appropriately aggressive airport supporter, seeks re-election. Are you aware that when the airport debate began, the pro-airport forces enjoyed a 4-1 supervisor vote for com- mercial airport? After Wilson's anointment, the mar- gin slipped to 3-2. Lose one more vote and you lose your quality of life irreparably. Those sturdy military run- ways will be razed for yet another man- icured master planned cookie-cutter housing tract to be filled with wall-to- wall people -with no place to fly except out of your back yard. Make no mistake: The opponents of El Toro, in their quest to repudiate Measure A are planting anti-airport candidates in every political race. The ides of March are upon us and it is time for us, collectively, to put up or ahut up. The only way to save Bl Toro is to stand up and be counted for two men who are running 1n the 5th and John hedges . . 2nd districts. If you live in the 5th, there are myri- ad reasons to support Newport Beach Councilman John Hedges, who has been on the co~cil for eight years. He has served as mayor and has been an articulate columnist for this newspaper. He is an astute and seasoned politician, a hard-working advocate for causes he believes will'best serve his hometown. If you followed the recent controversy over the Windows of the Bay restaurant issue, you had to be impressed and moved by his impas- sioned speech. Add to the fact that he is a commercial pilot, a former Marine and Hedges is the light at the end of the dark "no nothing" Tom Wilson tun- nel ("no ... nothing in my back yard in South County"). We need Hedges on the Board of Supervisors. U you live in the 2nd District, there are myriad reasons to re-elect Silva. His work in meeting the county bank- ruptcy and the responsible fiscal con- servatism he has demonstrated throughout his term speak volumes about his abilities and sensitivities. Add to that mm unwavering pro-air- port support and he is a diamond in the rough. He has two misguided opponents. Sandy Genis was the first to announce and as a former mayor of Costo Mesa, who should know better, she has come out against the Bl Toro airport. Dave Sullivan, a councilman out of Hunting- ton Beach, is the most recent. Genis at least admitted that.she sup- ports expanded· air traffic over our cot- lective heads and homes. Incredibly, Sullivan wasted no time in attackllig Silva. Yet when Sullivan was asked about his stand on El Toro - simply the most impor- tant land-use issue of the century -he said he wants to wait to see what the anti-airport coalition submits in their •wannabe plan." No position on El Toro? Waiting to see the plani Well, we have all seen the plan and it is called another Irvine Spectrum. The mere fact that he would vacillate on this critical issue speaks volumes as to where he comes from and who is really backing him. I say this to the voters of Costa Mesa: Let's help Genis and Sullivan keep their campaigns on the ground. Better yet, let's bury them. We already have two supervisors who don't repre- sent our interests we clearly do not need any more. We do need Silva for another term and we do need Hedges to step up for us. Make no mistakes about it, the wincla of political change are blowing with the ides of March. We must stand together and embrace the one issue that truly binds us all: an airport at El Toro. • IUOtARD P. TAYLOR JR. llws In Newport Buch. He Is • director of the Airport Woritlng Group.
