And finally, one of Ferryman's
colleagues, Ed Dedcer,
announced he was interested in
applying for Bemd's old job and
was ready to step down from the
school board to do it.
Tired of being asked to com-
ment on all the goings on in the
district, Ferryman said Monday,
after Decker announced he'd be
stepping down from the school
board to pursue the superinten-
dency, ·1 don't know what to
say. This school district is like a
soap opera. It never ends. I'm
not sure I signed up for this."

that could tighten rules
about noisy businesses.

NEWPORT BEACH -The
City Council today will review
options for imposing tighter regu-
lations on bayfront restaurants in
an attempt to avoid future con-
flicts between noisy businesses
and qwet residential neighbor-
hoods.
Brought forward by Council-
man John Hedges, it is also rec-
ommended that the city form an
advisory committee to review
operational characteristics and
design critena of bayfront restau-
rants, study noise issues generat-
ed by bayfront businesses and
find ways to fund stepped-up -
code enforcement. The comniit--
tee would include council mem-
bers, residents and business own-
ers.
Also on the council agenda:
• A recommendation by the
Board of Library Trustees to keep
the current policy of library ser-
vice to noruesidents. The group
studied the issue in response to
economic concerns because
nearly 50% of Newport Beach
Public Library users are nonresi-
dents.
•A progress report on the Bal-
boa Peninsula Revitalization pro-
gram. Staff is asking council
members to set priorities for the
ambitious effort.
• implementation of the
Fletcher Jones Motorcars lights
actionplan,beginningthe30-day
review period for the Mercedes
dealer's newly dimmed indoor
llghts. Consideration for the busi-
ness' final certificate of occupan-
cy will be come on April 13.

request for $2,000 to throw June 19 bash; council also
weighs employee incentives for innovations.

COSTA MESA -The City
Council tonight is scheduled to
informally consider two separate
funding requests from a group of
teenagers hoping to organize an
end--of-the-school-year party and
a dty program that rewards
employees for innovative ideas.
The council is set to meet for a
workshop, at which no formal
action can be taken, at 4:30 p.m.
in the first-floor conference room
of Qty Hall. 77 Fair Drive.
Items infonnally discussed at
the workshops are generally
placed on Monday night's regular
council agenda for formal action.
This week, the council will
consider spending $1,000 a year
to fund awards for city workers
who participate in the Employee
Suggestion Program.
Since the incentive program
started in 1994, 82 employees
have turned in suggestions on
how to improve city operations
and many of those ideas have
been implemented at City Hall,
officials said.
The employees who turn in
suggestions deemed best by City
Manager Allan Roeder and a
committee of other city workers
are awarded vacation time donat-
ed by Roeder from lus personal
allotment of holiday time.
But Roeder's donated vacation
time is no longer enough to
reward all the winners with com-
plimentary time off, so city offi-
cials are asking the council to set
aside about $1,000 a year to fund
vacation time to be given out as
prtzes, officials said.
Also set for preliminary council
review this week is a request from
the city's Advisory Committee of
Teens for about $2,000 in cash,
staff time and permit waivers for a
party planned to celebrate the
end of the school year m June.
The committee, made up of
local teenagers, was formed last
summer as a way to communicate
issues affecting area youth to the
City Council The group only
advises the council on issues and
does not have any final approval
powers.
The youth panel is asking the
council to sponsor the party, waive
the standard $700 fee and $350
security deposit for use of the
Neighborhood Community Cen-
ter in Lions Park, $500 for lighting
and sound eqwpment. $50 to print
posters to publicize the event and
up to $400 for security the night of
the party.
Organizers are hoping to have
up to six live bands perform and
expect to attract between 200 and
300 people, according to a city
report.
The party ts tentatively
planned from 7 p .m . to midnight
June 19, and the committee
would charge either $5 or S3
plus two canned goods for
admission. All proceeds and the
donated canned food would be
donated to local charities, offi-
cials said.

Southern California Edison loses its monopoly March 31,
maldng everyone fair game for other electric companies to woo

NEWPORT-MESA -Local
consumers who have been
dependent on Southern Califor-
nia Edison for their electricity will
soon be able to choose between
dozens of utility companies,
including ones billing themselves
as environmentally friendly.
With legislation deregulating
• the utilities industry expected to
go' into effect March 31, people
can stay with Edison or turn to
other powe{ providers.
The .change may amount to
modest monthly savings for small
businesses and homeowners, but
bigger savings for large users
such as cities, hotels, malls and
other businesses.
Local officials say they will try
to take advantage of the newly
. competitive market. The city of
Newport Beach is studying the
, possibility of a negotiating lower
prices for residents, Mayor
Thomas Edwards said.
Bill Morris, the city engineer in
Costa Mesa, said letters have
already gone out to more than 100
utility companies asking them to
propose packages that guarantee
a reduction on the city's JK?Wer
bill, which now amounts to about
$1~000 per month.
HWe're testing out the market
right now," he said.
After the best proposal is stud-
ied and presented to dty council,
Morris said, •At that point we
either will stay with Edison or be
directed to negotiate a final
agreement.•
Doug Long, the .manager of
electric restructuring for the state
Public Utilities Commission, said
consumers have been enjoying a
10% reduction in their power bills
since Jan. 1.
Compared to that discoUDt,
Long said, further savings to small
customers starting next month
will be relatively small l)ecause
companies will only be compet-
ing for the sale of the electricity
itself.
H a family's monthly power bill
is now $66.74, for example,
roughly $14.40 of that -or 22
eercent -goes to buy the actual
electricity, Long said. He said the
rest pays for the transmission and
distribution of the power, which
will still be handled by Edison.
So when companies looking to
lure you away from Edison
promise certain discounts, Long
said, be sure to understand that
might only apply to a portion of
the total bill.
However, consumers will be
able to opt for companies that
hawk so-called •green," or envi-
ronmentally friendly power, such
as solar, hydroelectric and geot-
hermal. Long said consumers
with questions about the new

Juvenile arrested after
stabbing at party
A local juvenile was arrested
late Friday after stabbing a
teenager at a party, and another
man was taken into custody soon
after when police found him
searching for the suspect with a
pool cue, police said.
Sgt. Dave Hamel. of the Costa
Mesa Police Department. said the
incident occurred around 11 :52
p.m. at a house party in the 300
block of East 19th Street.

stabbed another teenager who
was taken to Hoag Hospital with
a collapsed lung.
The victim was listed in fair
condition Sunday, officials said.
Police responded to the scene
and based on accounts from peo-
ple at the party, the suspect, who
had fled the area after the stab-
bing, was arrested and booked
into juvenile hall, Hamel said.
After police responded to the
scene, they found the third per-
son, Ricardo Pasillas, 18, walking
the streets near where the party
was held with a pool cue. Hamel
said Pasillas . was looking for the
suspect who allegedly stabbed
one of Pasillas' friends.
Pasillas was charged with pos-
session of a deadly weapon and
booked into Costa Mesa Jail. He
is scheduled to be arraigned
either today or Tuesday, Hamel
said .

Mesa, Newport Beach and New-
port Coast. Depicting a giant air-
plane crashing into various pic-
tures of the serene Newport
lifestyle, the flier targets people
who would be adversely affect-
ed by an expansion of John
Wayne Airport.

Naughton said. "People aren't
going to stop coming to South-
ern California, doing business
here or shipping materials
here."

NEWPORT BEACH -As the week of
Toshiba Seqior Classic IV opens today at
Newport Beach Country Cub, the question
isn't what has changed, but what hasn't?
Tens of thousands of people 4-fe expected to
stroll through the NBCC links to get a close-
up of icons like Gary Player and Lee lfevino,
to soak up the familiar Newport Beach weath-
er officials are praying for, and to see if the
Senior PGA Tour event will be as grand as
advertised.
The host site and most of the golfers are the
same as last year, but behind the scenes it's a
ER ·1v UNF
whole new tournament. The revolutionized
version starts today with a Celebrity Pro-Am
at 12:30 p.m.
"The Toshiba Senior Classic presents a rare
opportunity for young and 9ld to co~ togeth-
er for all tlie right reasons," said tournament
co-chairman Jake Rohrer, whose shares bis
duties with Hank Adler.
"The Toshiba Senior Classic elevates pro-
fessional golf in the community to the highest
level," Adler said. "Orange County will play
host to senior players who have excited and
inspired us throughout their careers. I can't
think of a better way to have fun while work-
ing together to improve the community's
health.·
Speaking of health, the Classic has never
been in better shape, even though organizers
were pushed against a tol,lgh deadline to
revive a once-faltering tournament.

stop, the first of six events in C::alifornia this
year. .
Hoag Hospital Foundation, longtime bene-
ficiary of the Newport Classic Pro-Am,
replaced Internatio~ Sports & Event Market-
ing as tournament operator. ISM was dropped
by Toshiba.
Among the changes this year include a
new tournament director, Jeff Purser; a richer
purse, from $1 million to $1.1 million; lower
ticket prices; improved locations of the hospi-
tality tents; elevated sky boxes around the
17th and 18th greens for better gallery view-
ing; new chairmen (Adler and Rohrer); and a
new managing charity.

COSTA MESA -It was sup-
posed to be the moment Orange
Coast College's women's basket-
ball team reveled in the feeling of
hard-fought triumph Saturday
evening. But in the middle of the
first Pirate team embrace, even
the College of the Canyons squad
was wishing that the Bucs' victo-
ry . dance could have lasted
longer.
Just moments after the final
buzzer of the Southern California
Regional Final, Canyons Head
Coach Greg Herrick collapsed
with what appeared to be a
seizure that prompted panic
throughout Peterson Gymnasium.
Herrick, who suffered a heart
attack just a year ago, made his
way to the end of the bench in the
contest's final minute, but fell to
the floor in convulsions as soon as
the contest came to an end.
OCC trainer Dan Brigh, family
and staff members surrounded
him and began to perform CPR as
players from 6oth teams huddled
together, hands interlocked, in
prayer.
Costa Mesa Fire Department
paramedics responded to a 911
call made from a spectator's cellu-
lar phone and found Herrick
breathing but unconscious. Soon,
though, he regained conscious-
ness, began moving his arms and
was transported to Hoag Memor-
ial Hospital in Newport Beach.
In the emergency room at
Hoag the scare evaporated and
he left without being admitted.
While the Pirates' celebration
was rightfully cut short, it was still
deserved after what Coach Mike
Thornton called his squad's best
game of the season in the 74-66
victory.
"I thought we'd have to play
our best to win,· he said. "We
