school transfers, the Newport-
Mesa school board said Tuesday

to deal with declining enroll-
ments at Estancia High School.
School board member Dana
Black said she wants the board to
consider all options, even a merg-
er of Estancia and Te Winkle Mid-
dle School.
"I'd like to see everything laid
on the table,• Black said. "The
same old things aren't working,
and that's why the same concerns
keep coming up.·
School board member Ed
Decker said the district adminis-
tration needs to work with school-
level administrators to improve
the image of Estancia.
"I'd like to take this opportuni-
ty to challenge the staff at
Estancia to develop an academic
program like other high schools
are developing,• he said.

Tuesday, Hoag Cancer Cen-
ter Medical Director Dr.
Robert 0 . Dillman was sporting a
golf-ball-and-tee decorated tie.
The attire couldn't be more fitting
for the occasion, as thousands of pro-
fessional golfers and spectators just a
few miles down Coast Highway in
Newport Beach were participating in
the kind of event that enables Dill-
man to rontinue saving lives.
The majority of proceeds from this
year's Thsblba Senior Classic N will
go to benefit the state-of-the-art can-
cer center, which for the past seven
years has treated 1,700 new patients
each year. Dillman says it is the sup-
port of the community and events
like the Toshiba Oassic that have
helped make possible the center's
great strides in cancer treatment.
•This facility is testimony to the
monumental generosity of the com-
munity,• he said.
Because the government and
most insurance companies won't
cover the high cost of research treat-
ment, Dillman said, donations ana ~
1 grants are a major reason Hoag's
1 cutting-edge programs stay alive.

Councilman John Hedges.
On Monday night, the Newport Beach City
Council gave preliminary approval to a revised
ordinance that regulates door-to-door solicitors,
including the Girl Scouts.
The Newport-Harbor Girl Scouts Council bas
been selling the beloved cookies for at least 50
years and expects to have about 750 girls posi-
tioned outside grocery stores and other public
places through the end of this month, when the
annual sale ends, officials said.
The City Council is expected to formally adopt
the changed ordinance at its March 23 meeting.
If approved, the new ordina.nce would contin-
ue to charge commercial solicitors $250 and
nonprofit groups such as the Girl Scouts $42 for
a permit.

local Jews will celebrate Purim. one of the most fes-
tive days in the Jewish year.
The holiday honors Esther, the heroine from the
Old Testament Book of Esther, which tells the story of
the Jewish queen who saved her people from Ha-man. a Persian bent on annihilating all the Jews.

Throughout the daylong festival of Purim, it is cus-
tomary for children to use rattles or other noisemak-
ers to drown out the evil name of Haman whenever it
is said
Locally, Purim will be celebrated by children at the
Jewish Federation Orange County campus on Baker
Street
Today, preschoolers will prepare for the begin-
ning of the holy day by baking traditional cookies
and breads, said 01rector Teri Ferentz.
On Thursday, the students plan to dress up in
costumes depicting characters from the story of
Esther and walk over to the federation senior cen-
ter to ce;J.ebrate the day with seniors.
The students will sing traditional Jewish songs
and perform dances during the·Purim party, which
is an annual event held between the schoor and the
senior center, Ferentz said.
The federation staff aJso plans to hold a Purim par-
ty of its own today, officials said.

Newport-Mesa S zero-tolerance · policy is prone to injustices

any system. That's not her nor-
mal style. But if the system lays
what Huntsman i.S certain is an
unfair rap on her son, then all
that changes to a steel resolve
that Newport-Mesa Unified
School District administrators
from the superintendent down
have been discovering lately.
For the past 18 years, Kath-
leen Huntsman's principal ener-
gies have been divided
between her work as an escrow
officer and raisil)g her son,
Ryan. She emd Ryan's father
were divorced when Ryan was
less than a year old, and Kath-'
leen bas been going it alone
ever since. From all indications,
she's done a terrific job. Ryan js
now a senior at Corona del Mar
High School, carries a 3.0
grade-point-average, is a varsity
golfer, works on the yearbook,
is looking forward to college,
and -says bis mother -has
lots of friends.
He has also managed to stay
out of trouble -until two weeks
ago, when a Newport Beach
police officer cited him for playing
his stereo too loudly, then
searched his car, found and con-
fiscated a small bag with a pipe in
it, and mentioned this find in a

think it's necessary for them to

She and other board members
were responding to former
school board candidate Oscar
Santoyo, who said the dlStrict's
next superintendent should be
bilingual.
Stokes said even the Santa
Ana school district, which is 99%
Hispanic, does not require its
superintendent to be bilingual.
Ml think it's desirable but not
mandatory," she said. "Our goal,
truly, is to get Hispanic students
to speak English."

Al.though there was no determi-
nation the bag held any kind of
illegal substance and Ryan was
not cited for possession, school
authorities nevertheless sus-
pended him instantly under
their zero-tolerance drug and
alcohol policy.
That's when Kathleen Hunts-
man took on the system.
Last Monday, in the office of
her attorney, David Shores, she
told me she had received a call
at work from an assistant princi-
pal telling her to come to school
to discuss a matter of impor-
tance regarding her son. Ryan
was-given the same message.
He thought it had to do with his
diverse community and the abil-
ity to communicate with them is
desirable," said Fluor, who als<1
said that Newport-Mesa's former
superintendent, Mac Bernd,
lacked these skills.
MOn his part, I don't think be
had a sensitivity to separate
communities in the Costa Mesa
and Newport Beach areas," she
said. MI think our community
mirrors the rest of California. We
are becoming minority majority
and that's reality."
Fluor said this insensitivity
was J"eflected in Bemd's lac\ of
communication with the school
board.
MWe are the ones who repre-
sent our constituents and when
there is a concern parents call
us," she said. MBut Mac didn't
always listen to the board mem-
bers."
But Santoyo, who ran fqr the
noise dtation1 because he had-
n't told hiJ mother about the
citation, she was completely in
the dark.
•They questioned us in sepa-
rate rooms,• she said, •just like
the police shows on television.
Then they told us together that
on the b(lSis of the police report
sent to them, Ryan was being
suspended and transferred. He
was sent home with instructions
to stay there for five days before
he reported to Harbor High."
Huntsman spent the after-
noon in shock trying to find a
clinic that would test her son for
drugs. Told she needed a doc-
tor's prescription, she got one,
took Ryan in and had him test-
ed -inclu(ling a urine test that
covered the previous 30 days.
The tests found no trace of any
drugs in his system.
She asked that the report be
faxed to her, but it was mailed,
instead, which cost her several
days. As soon as she received it,
she faxed copies to Corona del
Mar High School and the New-
port-Mesa superintendent's off-
ice, then followed up with
phone calls, expecting the sus-
pension to be lifted. What she
got, instead, was a stiff-arm.
The hard line of zero tolerance.
Too bad.
school board in 1994 in an
attempt to increase Latino repre-
sentation on the board, said he
found Bernd senstitive to and
aware of the cultural diversity
within the district.
For the next superintendent,
however, Santoyo said it is
important to have someone who
speaks Spanish.
"When I deal with parents
who speak Spanish, they seem
more willing to talk and to
express their opinion when l am
able to speak to them in Span-
ish," said Santoyo, the director
of the Save Our Youth program.
But more important than hav-
ing a second language, Santoyo
said the next superintendent
should be bicultural to be able to
relate to the minority families
and students in the district.

She knew then he needed
help, and a friend directed her to
attorney Shores. He studied the
state education code and the evi-
dence over the weekend and took
the case -mostly pro bono.
He told me he asked that
Ryan be reinstated while the
charges against him were
appealed through the school
district machinery. When that
was refused, he filed in Superior
Court for a stoy of the suspen-
sion. The stay was granted by
Judge Robert E. Thomas pend-
ing a Tuesday hearing on the
validity of the suspension and
the subsequent transfer.
The evidence will all be pre-
sented and ruled on then, and I
don't intend to argue the case in
this column. But there do seem to
be some profound questions that
need answering. Was the search
of Ryan's car legal? What, if any-
thing, was in the plastic bag? Was
Ryan outside the jurisdiction of
the school district when he was
stopped? Why was the testing evi-
dence provided by his mother
ignored but the police report used
as a basis for his expulsion, even
though it made no mention of
drugs? ·
The big picture here is a hard
look at the whole concept of
zero tolerance -even though
for the most qualified candidate
for the job, regardless of
whether that person is bilingual.

said. Mlt is desirable, but it's not

said new equipment recently

describe Walter Zembriski,
a senior tour veteran who
knows the hard road; now
is enjoying the good life.

63rd on the Senior TOSHIBA PGA Tour money
list ... and loving every cent of it.
Zembrisld, whose face could
pass in a Western movie
backdrop, is the classic
prototype of how the tour can
change lives.
•What a job, huh? What a
life I" Zembrlski said Tuesday
morning during a practice round
at Newport Beach Country Oub,
site of the Toshiba Senior Classic.
•I spent 11 years as a steel
worker, busting rods and red
irons (large steel beams),• he
said. •The highest I ever worked
was 5o stories up."
Zembrisld still pinches himself
to make sure it's all true, that life
on the Senior Tour is not just
some dream beam.
Zembriski played on mini
tours, including the Space Coast
circuit, before turning 50, the
golden digit for some.
"It's the best job I've ever had
.. . of all the jobs I've tried,•
Zembriski said. "Thank God I
made the Senior Tour.•
Zembriski hears it
everywhere he goes on tour,
reminders of his former
occupation from adoring fans.
•They do (love me),•
Zembriski said. "Every time I
play, I hear them. They say, 'Hey,
how's the steel business? (And)
getting another job soon?' I love
it .•

For you golfers, you can only
imagine the excitement.
Let's review the last few
years.
In 1995 my team, led by
professional Harold Henning,
jumped out to a quick start.
At one point on the first day we
reached the third spot on the
leader board. I can remember
the thrill of turning to my
teammate, Th.angle Square's
Ned Bondie, after we rolled in
another putt to put us up in
lights. Bondie quickly grabbed
the camera. and, bingo, the
'tnoment was saved forever.
Unfortunately, the birdies
sto ped about the same time
pa.ck.
Last year I teamed with
Danny Bibb, of Coast Newport
~es fame., and m~ 9Veil 't>iittei known as one d Big
canyon's best goiters. Tom Shaw
was our pro.

when Jatk Hayes, the executive director of
State ClF, remanded the Sea Kings' appeal
back to the jurisdiction of the Southern
Section.
Martin's appeal. already unanimously
denied by the Southern Section Council at
its Jan. 29 meeting, will once again be pre-
sented before the council, consisting of one

Calderon was 2 for 5 on the
day, as he had added an RBI dou-
ble earlier in the game, while
Darren Chandler went 4 for 5
including a double, a triple and 2
RBI. Stevenson picked up his sec-
ond win for the Pirates (9-9, 2-5 in

tin, who protested CdM's return to the Sea .visw League when Orange County league
representatives voted, 8-1 with one absten-
tion Jan. 29, to defeat a releaguing propos-
al that county principals had previously for-
mulated and approved by a 42-18 vote on
Jan. 8.
Pacing a section-imposed same-day
deadline for appeals, in order to facilitate
the formation of playoff groupings for
sports beginning next fall, Martin quickly
improvised a plan calling for CdM to
replace Aliso Niguel in the Pacific Coast
League, with Aliso taking its place in the
Sea View.
League representatives, some of whom
later cited Aliso's absence at the. Jan. 29
meeting for their unwillingnea to support
Martin's appeal. did not volunteer a single
vote in support of the CdM·Aliso swap.
•This is kind of like me asking 10JJ1eODe
for something, getting turned down, then
finding out I can appeal that dedsion to the
same person who twned me down," Mar-
tin said. ·1 wanted to present my case to
either the state or tile (Southern Section)
executive committee, but it seems neither
group wants to hear the appe~."
Southern Section Commissioner Dean
Crowley said the unprecedented re-appeal
to the section council came about when
Hayes identified the section as the final
authority on releaguing issues.
Crowley said the state office is the final
stop for appeals dealing with area place-
ment.
Martin believes Corona del Mar is a bet-
ter fit in the PCL, due to the section's three
releaguing criteria of geography, en.roll-

ment and competitive equity .
The Sea Kings bad been ticketed for the
PCL in the final releaguinq P.fOposal struck
by county principals. But Wien the South-
ern Section Executive Committee
announced it would produce a new area
placement plan for the 1999-2000 school
year by the end of the current school year,
an overwhelming majority of county princi-
pals elected to retain existing league ton-
figwations for one more year, until the new
area placement plan dictated another
releaguing process.
Crowley said the aforementioned area
placement plan, if approved in by the sec-
tion council in April, would return
parochial schools Santa Margarita, Mater
Dei and the combined entity of Servite and
Rosary to the parochial area, excluding
them from membership in Orange County
public school leagues.
