Culling the shots
ESPN will dig into its archives for footage of Newport Beach scenery for its
coverage of this years Toshiba Senior Classic

NEWPORT BEACH -They have already
documented the area from air, land and sea.
So this year, ESPN crews covering the Toshi-
ba Senior Classic won't be touring the city to
get fresh shots.
But golf fans in the chilly Midwest need
not fret -they will still get their share of
fun-in-the-sun scenes from around the
•Colorful Coast.•
Chris Oblmeyer, producer for the national
sports channel, said the file footage of New-
port Beach that ESPN has shot over the past
four years will be enough to give viewers a
feel for the environment and lifestyle of folks
here.
"This is definitely one of the best venues,•
he said. "One of the reasons we have so
much stuff is usually it's so much fun to get
out and be tourists for a few days.•
When ESPN coverage begins today at
noon, locals may be able to see familiar pic-
tures of the Balboa Pier, Upper Newport Bay,
Newport Harbor and popular surfing spots
like the Wedge.
The network uses shots of local scenery in
the opening segments of its golf tournament
coverage and a few times throughout the
show in fading back from commercials,

COSTA MESA-Police Chief
Dave Snowden said Thursday he
disagreed with a police dispatch-
er's decision last week to grant
medium-priority status to a report
of a missing child, that resulted in
the police failing to respond for
more than 30 minutes.
Snowden's comments come m
the face of criticism the depart-
ment did not act fast enough to a
911 call that a 9-year-old boy was
missing from a birthday party on
East 18th Street on March 6.
The boy turned up unhurt
before police arrived, but the inci-
dent has raised questidhs about
response procedures to potential
emergencies.
"I would have favored (the dis-
patcher) breaking someone from
a call and sending someone there
right away,· Snowden said. •rm

man testify at a hearing Tuesday.
Shores contended that he
needed a court decision on the
two issues before Huntsman's
hearing. But because Judge
Robert E. Thomas has been han-
dling the case so far, Seymour
said he would prefer that Thomas
decide the two issues.
Last week, Thomas stayed
Huntsman's suspension pending

Huntsman, whose case
embodies the frustrations of many
Newport-Mesa school diStiiCt
parents with the strict zero-tolet:-
ance policy, was stopped by New-
port Beach police near his school
Feb. 19.
He was stopped for reportedly
playing his music too loud. While
talking with Huntsman, the offi-
cer smelled the odor of marijuana
in the car, the police report said.
The officer reportedly saw a
marijuana leaf stem on the pas-

Also set in Ireland, "Are You
Somebody?" focuses on Nuala
O'Faolain's unhappy childhood
and search for meaning in an
often lonely life. Now a colum-
nist at Ireland's most respected
newspaper, O'Faolain, like many
others who present their stories,
illwninates how troubled roots
can finally give us wings.

drums and tambourines. A$ the
rhythm builds, some take up a
chant. while others, mostly chil-
dren, get up and dance, their
undulating movements punctu-
ated by long flowing sca."VeS.
But this isn't a desaiption of
your average Masonic gather-
ing. In fact, there isn't a
Freemason in sight. The drum-
mers, dancers and chanters
who have taken over this last
bastion of secretive brother-
hood, even if just for the night,
all belong to the Muse Lodge,
a 2-year-oJd nonprofit organi-
zation dedicated to celebrating
women's spirituality.
•This is not a religion.,• said
Muse Lodge founder and presi-
dent Kimberly Hodgson. "My
vision (for the Muse lodge) is
for women to have a safe and
aeative place [to celebrate
spirituality 1 .•
Hodgson's
idea of creating
such a place
was a direct
result of a mag-

ed called "The
Muse.• PUb-

reported in 1997
in Newport-Mesa

whether figures for local cities are up or down.

NEWPORT-MESA -Only
a handful of hate crimes were
reported in the Newport-Mesa
area last year, and none of
them involved physical vio-
lence, the Orange County
Human Relations Commission
said Thursday.
In its annual report on the
subject, the comnussion docu-
mented 145 hate cnmes across
the county m 1997, a 21 %
decrease from the 183 report-
ed in 1996. The commission
was unable to provide a year-
to-year comparison for either
Costa Mesa or Newport
Beach.
Rusty. Kennedy, executive
director of the commission,
said the followmg four 1997
incidents came from Costa
Mesd:
• Three men subjected an-
other man to anti-gay slurs at a
fast-food restaurant March 28.
• A mannequin resembling

and assumed a fighting stance
before fleeing.
During the same period,
there were three incidents
reported from Newport Beach:
• A swastika was found
drawn on a city street May 10.
• Swastikas were found
drawn on two trees -one on
private property, one on city
property -on July 13.
Kennedy said the reports
come from potlce depart-
ments, community groups, and
individual citizens. He said the
commission in 1997 docu-
mented the first decrease in
hate crime across the county
since it began collecting such
data in 1991.

man reportedly weighing more
than 300 pounds had to be hoisted
through the roof of the Ford Bx-.
plorer he was riding in after a colli-
sion sent the car toppling onto its
side Thursday afternoon, police
said.
Arthur Silbas, 34, was sitting in
the front passenger seat of the 1995
Explorer, which was moving north-
bound when it veered to avoid
another car at the intersection of
Newport Boulevard arid Del Mar
Avenue around 12:20 p.m., police
said.
The second car -a 1997 Pon-
tiac Sunfire moving eastbound -
sent the Explorer rolling over
after clipping it on the rear, said
Costa Mesa Police Officer Aaron
Thomas.
Thomas said the Explorer slid
about 100 feet on its side, with Sil-
bas' arm scraping along the
asphalt as it went.
Silbas, whose driver's license
puts his weight at 335 pounds,
could not escape the car through
the shattered front windshield, as
did a passenger in the back seat,
police said.
That prompted rescue person-
nel to deploy the Jaws of Lile,
peeling off the car's roof to rescue
Silbas and Valarie Robinson, 34,
a Costa Mesa woman who had
been driving, police said.
Silbas received treatment at
Hoag Hospital for serious arm
abrasions and a sprained ankle,
but authorities said his injuries

: round of the Toshiba Senior Classic at
; Newport Beach Country Club, which has
: been buzzing all week with fabulous
: weather and the traveling band of golfers
: on the Senior PGA Tour. Tee times beqin at
: 8a.m.
: Rain? We could wake up to it, then
: watch it blow away as quickly as it got l here. Today's weather is not expected to
postpone the action, and when the mucb-
anticipated curtain does finally rise, the
tens of thousands of people in attendance
will have their eyes on the leader board.
Who will be on top Sunday afternoon?
Will this year's winner dance and sing and
party the night away with the volunteers
like Jim Colbert did two years ago? Will
another record playoff decide it?
It's time to find out who can best con-
quer this much-improved golf course in
three rounds -with $1.1 million at stake
and the winner getting a $165,000 chuck.
It's impossible to predict a champion,
but no one is e ntering Toshiba Senior Clas-
sic IV hotter than Gil Morgan, the tour's
leading money winner ($424, 100) who won
the Senior Slam earlier this week at Los
Cabos.
Morgan, who won six tournaments last
year on his way to a $2, 160,562 payday,
opened the year by capturing the Master-
Card Championship in Hawaii, a field lim-
ited to last ~ear's tournament champions
only, then won again at the LG Champi-
onship in Naples, Fla.
"Hale Irwin (the leading money winner
on the tour last year at $2,343,364) was
telling me at Cabos that I was off to a suni-
lar start as be was last year,· Morgari said.
"I played great early in the year at the
MasterCard and was fortunate to win at
the LG. I'm off to a good start, so I'm look-
ing forward to playing this week.•

"I was in this tournament last year,"
Morgan said. "I had a chance until the last

"I don't think I would've lasted nine holes
(in the tour-record playoff), .. he said, refer-

dominated, then hosted again last year in
the unprobable finish when Murphy sank

NEWPORT BEACH -Dick Hendrickson, the tallest and
bulkiest player on the Senior PGA Tour who once was a wild,
hard-throwing baseball pitcher nicknamed the "Red Menace,"
has already taken his reality check before teeing off today in
Toshiba Senior Classic IV at Newport Beach Country Club.
"I'm 69th on the all-time money list, so I'm almost extinct,·
Hendrickson said. "That is, unless 1 pass two or three guys on
the list. 1 Just hope to play well en ough to collect my retirement
at the beginning of the millennium,
because I don't have any illusions -of
winning a tournament, though it's
exciting to think that there's still a
possibility. Heck, I wound up within
a couple of shots here last year •
Hendrickson, 6-foot-7 and 275
pounds, though his clubs are
average length because he has
"long arms and short legs." is
playing this weekend on one of
four sponsor exemptions.
Hendrickson, 63, surprised the
field last year by finishmg tied for
10th at 3-under-par 210, shooting

League victory to Irvine, due to
the use of two ineligible players,

COSTA tv1ESA -Six Estancia High girls had a
part in at least two event victories, while Alex Hovis
paced the Eagles' boys squad as Estancia swept vis-
iting Ocean View in season-opening nonleague
track and field action Thursday.
Senior Sarah Hall (800 meters and 3,200) and
Amy Delrez (high jump and triple jump) had a pair
of individual event victories to lead the girls team's
83-31 triumph, while Hovis swept the 100 and 200
and ran on a winning relay to pace a 7 4-17 boys vic-
tory.
Hall also ran on a winning relay for the Eagles,
while Meghan Fay, Rebeka Roth, Sa.nu di Girolomo
and Carmen Gamboa all added relay contributions
to their individual event victories for the girls.
Hovis' clocked· an 11.45in the 100, nipping team-
mate James Dawkins by five-tenths of a second.
Sea Kings sweep Westminster
CORONA DEL MAR -Jenny Cummins and
Mike Pinn led the Corona del Mar High girls and
boys track and field teams, respectively, to non-
league victones Thursday over visiting Westminster.
C ummin s won the 200 meters, the 400 and con-
tributed to both relay victories for the Sea Kings,
who improved to 2-0 with a colossaJ 113 112-21 1/2
triumph over the Lions.
Finn, a senior, swept the 100 and 200 and was on
the winning 400 relay quartet to pace a 77-58 boys
victory. Other winners for the CdM boys included
Matt Dennerline (800 and 1,~}. Kevin Hayes (high
jump)., Nick Orlich (long jump} and 1i'avis Beardslee
(J,200).
Helping CdM romp in the girls meet were sopho-
more Kelly Halley and freshman J.C. Mahler.
Halley topped the field in the long jump and
triple jump and handled a leg on the winning 400
relay, while Mahler won the JOO hurdles, con-
tributed to the 1,600 relay and was second in the
100. CdM's girls are alrn 2-0.
Marina boys, girls topple Newport
HUNTINGTON BEACH -Chuck Loo won three
events and Amanda Kent won two individual races
and contributed to a victorious relay, but neither was
enough to prevent host Marina High from sweeping
the boys and girls track and field teams from New-
port Harbor Thursday.
Marina claimed a 73-63 boys verdict, while the
Vikings' girls took a 74-62 decision in the nonleague
dual meet.
Loo topped the field in the 110-meter high hur-
dles (15.6), the triple jump (41-7) and thE! high jump.
Additional event winners for the Harbor boys
included Eddie Clarke (148-3 ln the discus}, Dan
Gerlach (19-11 in the long jump) and Chris Land-
gren (10:16 in the 3,200).
Girls highlights for Newport included: Alicia
McFall doubling in the 1,600 and J,200; Katie Kent
doubling tn the 100 and 200 and anchoring the vic-
torious 1,600 relay quartet; freshman Amber Steen
winning the 800 in 2:24.9; and April Ross winning

Thursday, as host Santa Ana

How do they get here?

NEWPORT BEACH -Some
get lucky, others scratch and
claw their way into the field of
78 players in the Toshiba
Senior Classic at Newport
Beach Country Club.
Ever wonder how the play-
ers get here? There are more
than 200 active golfers on the
Senior PGA Tour, but numbers
will tell you that most do not
qualify. 11!-e selection process for
entrance into any full-field
Senior Tour event begins with
the previous year's top 31 mon-
ey leaders, all of whom are ful-
ly exempt. Those players are
essentially given carte blanche
in terms of the events they
want to play.
Golfers who did not crack
the top 31 can still qualify with
this criteria if any players who
are listed in the top 31 decide
not to enter. For example, if
four players in the top 31 don't
commit, then the four players
ranked 32 through 35 are eligi-
ble to sign up (this bottoms out
at the 50th player).
The list is made up of players
who didn't finish in the top
money winners from the previ-
ous year, but have had very
successful careers on the tour.
Many of the MasterCard
Champions (or Super Seniors)
who are over 60 fall into this
category.
The next group of players
are admitted based on their
performances in the previous
year's Senior PGA Tour Quali-
fying School. The top eight fin-
ishers who sign up for the tour-
nament are in, which makes 70
players, at this point, who have
gained entrance into the Toshi-
ba Senior Classic.
The next four players are
&ccepted on sponsor exemp-
tions, selections that the tour-
nament officials can exercise
completely at their own discre-
tion. This year, Brian Barnes,
Dick Hendrickson, Bruce
Devlin and John Schroeder fall
into this category.

courses are, how the greens are
slow and how the pins are placed
dead-center in the middle.
For the Senior Tour's relative
newcomers, nothing could be far-
ther from the truth.
•Overall, the Senior Tour is a lot
more competitive than I anticipat-
ed,• said Gil Morgan, who enters
today's first round of the Toshiba
~or Classic at Newport Beach
Country Club as the tour's leading
money winner.
•(Players on the PGA Tour) told
me the goli courses would be a lot
shorter, the greens are not so fast
and the pins are in the middle. But I
still haven't seen a pin in the middle
of a green yet. The pin placements
are sometimes more difficult than
the regular tour, and the greens are
just as quick. The goU courses just
aren't as long.
•And, of course, you're playing
three rounds. Maybe one of the
biggest differences is the length of
the rough -it's not as deep."
Larry Nelson, who won the
American Express Invitational in
Sarasota, Fla., also disputes the
Senior Tour's reputation.
•Things I've heard about the
Senior Tour are not always correct,
like the pins being in the center of
the greens," Nelson said. MThe
Senior Tour's pins are tougher than
the regular tour's. They're closer to
the front of the greens and tucked
away near bunkers.
•The regular tour also has its 6-6-
6 rule -six medium, six easy and
six hard (pin placements).•
According to Hugh Baiocchi,
NBCC is similar to the courses he
grew up playing in South Africa.
•The greens here are a lot faster
than I thought, especially after the
rain they've. had," Baiocchi said.
• Hale lr'Win, last year's leading
money winner on the Senior Tour
with a record earnings total of
$2,343,364, arrived at NBCC about
12:35 p.m. from Mexico, where he
played in the Senior Slam.
"The way Gil Morgan has start-
ed this year is almost identical to my
start last year," said Irwin, who won
nine tournaments last year.

Plan Document (CPO). The One Year Action Plan is the basis for the C!!Y's application for Communify Development Block Grant
lCDBG) funds. The qty is eligible for $492,000 in CDBG funds for fiscal year 1998-1999. 2) To consider requesting a Section 108 loan from the Department of Housing and Urban Development
(HUD) for economic development activities.
Federal regulations set forth three basic goals which are closely
related to lhe major commitments and priorities of HUD. The goals are to: 1) Provide decent housing; 2) Provide a suitable
l'iving environn19ntly· and 3) Expand economic opportunities. Each
goar must primari benefit low and very low income persons. Further, activities funded with C::OBG fundS must meet at least one of the three national objectives of the CDBG program:
1) Benefiting low and moderate income ~rsons; 2) Aidirg rn the
prevention or elimination of slums or bltght; 6r, 3) Meeting other
community development needs having a parficular urgency because existing conditions pose a serious and immediate threat
to the heaJth and welfare of the communih' and ofher financial
resources are not available to meet the needs.
The goals of the Citv's CPD include new construction of affordable
