the city over the past year, accord-

other community leaders, who
pointed to two anti-aggressive
panhandling laws passed last year
by the dty as a probable reason.

seen any {panhandlers) in the last
five or six trips, and I used to see
them quite often,• said Police
Chief Dave Snowden, who added
that he has seen fewer individuals
begging on street comers and in
front of markets.
Some say the support of ser-
vice organizations has also
reduced aggressive pantiand.ling.
Over the past year, police have
spread the word about two new
city ordinances, warning suspect-
ed panhandlers that they are sub-
ject to arrest, police Capt. Rick
Johnsdh said.
The city ordinances forbid peo-
ple from soliciting money in a way
that creates fear of #bodily harm
or the commission of a criminal
act,· and they make it illegal to
occupy a center median except to
cross the street.
Officers issued no tickets in 1995,
according to police officials, who
said a warning is often enough to
convince panhandlers to move on.
Also, people often wait until
they get home to call and com-
plain about being solicited, when
it's too late to find the panhandler
and issue a citation, police said.
Service organizations also
helped reduced problems with
aggressive panhandling, Mayor
Joe Erickson said. •
Share Our Selve'S charity
agreed to discontinue its sack
lunch program, whlch h~ped dis-
courage people who went there for
a meal and then used drugs and
alcohol in the parks, Erickson said.
