T here is good logic behind the law forbid-
ding people to feed the sea lions
that have turned up on local docks and
beaches.
Aside from protecting humans fiom unex-
pected bites, the law shields the animals from
indignities like the one visited on the emaciat-
ed sea lion pup spotted in recent days near
Newport Landing.
Apparently unaware the delicacy doesn't
appear naturally in the sea, someone gave the
pup a taco. It was promptly puked up.

charging nonprofit groups
like the Girt Scouts a fee for
a solicitation permit, the
cookie-pedaling youngsters
are breaking out their No. 2
pencils and becoming active in the political
process.
Here is a sample of a band-written letter
sent to City Hall last week by young Girl
Scout Anne Schindler:
·I am writing this letter because I am a Girl
Scout. I was looking through the newspaper
when I came across an article about Girl
Scouts. Thanks to you, you wrote that scouts ,
have to have a permit to sell cookies. It is not a !
very fair rule. It's rilly pretty mean. We are just
girls ... Your council is being no fair. My friends
think it is not fair eather. •
The Cty Council will revisit the issue today,
when it considers changes to its solicitation
ordinance. Don't be swprised if you catch
council members munching on some Th.in
Mints during the course of the evening.
LOVE BUFFALO STYLE: Becky, the 1,000-
pound buffalo who lives at Centennial Fann at
the Orange County Fairgrounds, is on a quest
for love.
The 10-year-old female buffalo came to the
farm four years ago and soon had a baby
named Tetonka.
But Tatonka was later shipped off to per-
form in a traveling rodeo and now, hoping to
recapture some of the same romantic feelings,
fair officials have sent their beloved Becky off
to a sin9le buffalos reeoit.
Becky bas spend the last few weeks relax-
ing at a furn in Coelinga where she'll mingle
·and hopefully hit it off with male buffalo.
"This time we have brought in Harvey
Wallbanger Jr., a bull buffalo from the T.C.
Thorstenson Ranch in Scottsdale, Az.,• said
Cotton Rosser, the man assigned to making
sure Becky meets her mate.
Regardless of how the romantic getaway
goes, officials promise Becky will be back in
her pen near the Memorial Gardens Building
in time to greet visitors to the Orange County
Fair set for July 10-26 -hopefully with a furry
little bun in the oven.
IN THE RUNNING: There's still a few days to
apply, but at least two Mesa Verde men have
applied for Ed Decker's soon-to-be-vacated
~ool board seat. George Cote and Thomas E.
Kolanoskl have entered their names into the
pool.
Cote, an attorney has one daughter at
Estancia High School. He and his wife, Becky,
b~ always been active in schools.
: Kolanoski, a retired investment specialist
and an educator, has spent 20 years in public
education as principal of Huntington Beach
High School and Westminster High School.

Kolanosld said.
The boa.rd will appoint a replacement for
Decker on Apr. 14. to fill out bis term until the
school board election in November.

NEWPORT-MESA -Some
Mesa del Mar parents are con-
cerned about a school district
plan to place the central oftice of
its Adult Education Center in
their neighborhood.
At its Tuesday night meeting,
the school boa.rd will be asked to
decide between two sites for the
adult program that educates
about 3,000 limited-English resi-
dents of Newport-Mesa -the
Harper School or the Presidio
School.
The Marion Parsons Special
Education Center also was being
considered, but the district
agreed Tuesday to lease that site
to the Waldorf School.
Some parents of Sonora Ele-
mentary and Davis Fifth and
Sixth Grade Center students fear
an increase of traffic in their
neighborhoods if the program is
moved to Presidio, which is adja-
cent to the Davis school on
Arlington Drive.
Karen McMillan. who bas chil-
dren at Sonora, lives on Bl
Camino Drive. She said cars
al.ready come· speeding off of
Fairview Road into her neighbor-
hood.

Council to review plans for bridge projects
• H approved, bids for the Lido
Isle and Newport Island bridges
will go out this summer.

NEWPORT BEACH -The City
Council tonight will review seismic-
retrofitting plans for the Lido Isle and
Newport Island bridges, and if the
plans are approved, may begin solicit-
ing bids for the projects this summer.
The city has been prequalified for
more than $2.3 million to cover the
costs of retrofitting both bridges, as
well as the Balboa Island Bridge.
Plans for that project will be reviewed
later this sum-
mer.
The City
Council is also
expected to

asking the
Irvine Ranch
Water District
to cover all of
the operating
costs of a newly
expanded pipeline system that helps
transfer treated sewage water from
the district's Nicholson Waler Recla-
mation Plant to a county sanitation
district facility.
The Balboa Village Business
Improvement District's annual budget
for upcoming special events ·and
improvement projects -estimated to
be about $18,000 -will also be
reviewed by the council Monday
The $18,000 will come fTom.,Special
assessments levied on Balboa Island
businesses.
Last year's $16,000 budget spon-
sored car and art shows, the Balboa
Village tree lighting ceremony, side-
w a.lk and lighting improvements,
advertisements in local newspapers
and other printed materials.
The council will also consider
transfering $100,000 from the city's
general fund into a new capital
improve~ent fund.
The money, if approved, would
fund a report detailing the makeover
needs of the City Hall complex.
The council will also have the
option of transfering only $55,000 to
begin. work. nn the Eire and Marine
Administration and the Qty Attor-
ney's Office.
Finally, the city will consider elimi-
nating a driveway in front of the old
Balboa Island Fire Station at 323
Marine Avenue.
According to city staff repom, the
old fire station building has been con-
demned, yet people use the driveway
to park in front of the building -
blocking pedestrians on the sidewalk
-because of limited street parking.

mental control over the project

Koll eventually shifted
approval power over the plans
to the county and a scaled-
down but still-controversial
development deal was later
accepted by the county.
But Silva, the current coun-
ty board t:hainnan who is
seeking a second term, said
that claim is simply not true
and described himself as •con-
servative with taxpayer mon-
ey" whose voting record dur-
ing 1 O years of elected service
speaks for itself.

HUNTINGTON BEACH -Even
though he's a virtual political Unkiiown
whose only ~xperienoe has been work-
ing on a handlul of grass-roots cam-
paigns, Ralph Silva's entrance into the
2nd District supervisor race is raising
some eyebrows.
But the piqued interest is not
because of the Huntington Beacli resi~
dent's politital views or campaign tac-
tics -it's bis last name.
The $64 question is: ls Ralph S. Sil-
va a legitimate candidate who, it just
so happens, has the same last name as
the popular incumbent, Jim Silva?
Or is be being used as a decoy by
Silva's two more high-profile chal-
lengers -former' Costa Mesa Mayor
Sandy Genis and Huntington Beacb
City Councilman Dave Sullivan -only
to sap votes away from the incumbent
and help their own election bids?
On Friday, Ralph Silva -who refers
to the Incumbent he hopes to defeat as
"the other Silva~ -said plain ~
simple, he's in the June primary to win
it.
•1 understand there may be some
name confusion,• said Silva, 57. •But
the thought that somebody may have
put me up to this is utterly ridiculous
and false."
Just how much impact having two
Silvas on the same ballot will have on
either candidate is hard to say.

board chairman who is nearing the

apparently worked on some of the
same issues· over the years, including
citizen efforts a few years ago to draft
a county charter, but as far as .she
knows, they never met.
"We might have been at some of
the same meetings, but I don't recall

guage programs, citizenship
classes, high school diploma pro-
grams, vocational and parent
training classes and progra.ms'for
adults with learning disabilities.
•People can learn English at a
faster rate so they can get better

lar assistance to the school dis-

college softball like none other; on a personal basis, she's after the home rwi record.

wnament hosted by Cal State Fullerton,
crowd's.gaze was fixed on tbe University
of Arizona softball team. •
Before them on the finely-manicured, lush field
was a group of All-Americans, record-holders,
World Serles champions, future Olympians.
The stare of the fans seemed to focus on one
player in particular of that special group.
They were looking at Leah Braatz.
It seems like the Wildcat senior, a product of
Estancia High, has done it all.
successful collegiate softball team winning the
College World series in 1994, '96 and '97.
She's only been named to three All-American
first teams, a couple All-World Serles teams and is
one of the most feared hitters in the game.
What is left for her to possibly achieve? "I want to break the NCAA home run record,~
she said.
Entering the season, she had amassed 60
round-trippers. She needs 22 more to break the
record.
"Of course my real goal is to win the national
championship. I don't know, what else?"
She may not know what else because if it is to
be done, she has probably already done it.

The squad's home opener in
the newly-built Willrins Stadium
Complex was set for March 18,
but postponed due to rain.
The Shockers will get their first

After two stellar sea.sons with the Wildcats,
Braatz redshirted what would have been bet junior
year in '96 to get married to Carlos Cochrane and
give birth.
•1 don't have a lot of time to do much. It's just
Dominic, softball and school.• the 23-year...old said.
And such is the Ute of an All-American mom.
"When (Dominic) was younger, he needed more
attention, but know he can play on his own, so
that's good,• she said. "But it also means be never
sits down."
Her son tSn't the only youngster Braatz is
looking alter this season, though.
Arguably college softball's best catcher, Braatz is
also handling a pitching staff with three freshmen

"I was in a little bit of a slump, but 1 think I
broke out of it,• she said.
In an 8-0 win over Oklahoma State, she belted a
three-run home run and scored twice. She also
picked up a pair of hits irl an 8-3 win over the
hosting ntans, and added two runs in a victory
against Southwest Texas.
Hopefully with a home run record and another
championship ring irl tote, Braatz will aim for the
2000 Olympic softball squad.
"I'm.not sure what else there is to offer as far as
