COSTA MESA -A proposed Newport Boulevard
improvement plan calls for a ban on new motels
between 19th Street and Mesa Drive. an area
already saturated with low-budget lodgings and
problem motels.
Some of the properties along that stretch operate
more as affordable housing than as temporary lodg-
mgs and are considered by some to be a blight in the
community. The city has cited several motels in that
are a for substandard conditions and even shut down
the operations of one-the long-troubled Coastal Inn.
The proposed plan also includes a recommenda-
tion that the City Council change the land-use des-
ignation in that area from neighborhood commercial
to a rruxed commercial-residential zoning and turn a
few streets into cul-de-sacs.
The plan will be presented to the public on April
7 during two separate forums in the City Hall Coun-
cil Chamber. The first meeting will begin at 12 noon,
and the second is set for 7 p.m . .

turns out to be dud

C OSTA MESA -Maybe it was
the first day jitters. Or maybe
he was rushing to be on time.
But on Tuesday, his first day at Killy-
brooke Elementary School, Lloyd
Bennett forgot his books at home.
Luckily, his Wife, Donna. deliv-
ered them to the red-faced "Princi-
pal for the Day" minutes before he
was to read aloud to Candace
Julian's first-grade class.
"l guess he might've been ner-
vous,• said Donna, .who is co-presi-
dent of the Parent Teacher Associa-.
tion at Adams Elementary School.
·They were all ready, just sitting on
the counter by the door.•
Maybe the mishap occurred
because Bennett 46, of CostA Mesa,
is more familiar with tax forms than
children's books. The independent
tax accountant set aside his hectic
tax-time duties to take part in New-
port-Mesa Unifieq School District's
annual "Principal for a Day• activity.
Parents and comm.unity members
were offered the prindpal's seat for a
day in all of the district's schools for
an insider's view of how the schools
operate.

NEWPORT BEACH -A cardboard box of gray
powder ·dynamite• caused the evacuation of dozens
of residents and shopkeepers in Central Newport
Tuesday before a bomb squad deemed it harmless.
The scare began about 2 p .m. when William
Huscroft, 75, called police to ask for help in identify-
ing the substance, which was labeled "No. 700 Plumb
Dynamite.• Huscroft said he found the box in an alley
near his home in the 500 block of 36th Street.
"l wanted to have someone check it out,• Husaoft
said. "I thought it might be cosmetics or something. I
didn't think it was a big deal.·
Huscroft may not have thought so, but police did
until the Orange County Sheriff's Born& Squad deter--
mined the powder was not explosive.
By 2:15 p.m., officers were sweeping through a
1,000-foot area around the box, evacuating residents of
Newport Island and parts of Balboa Coves, Udo Mari-
na Village and the residential area near Finley Avenue.

each other during debate
on future of El Toro.

chants and residents, developer
George Argyros and Laguna
Niguel Mayor Pat Bates issued
contrasting interpretations Tues-
day of whether Measwe S would
block a commercial airport at the
· El Toro Marine base.
Bates, who supports the bal-
lot initiative, said the measure
would not prohibit an airport at
El Toro.
Argyros, who h~ fronted
more than $750,000 to de'feat the
measure, accused Bates and fel-
low supporters of spreading mis-
leading information in an effort
to push Measure S to victory.
Argyros said the measure
would effectively block an air-
port at the Marine base by man-
dating mitigation measures that
would be virtually impossible to
achieve.
·Tue initiative is cleverly
written to prevent an airport
and it will prevent an airport,.
Argyros told those.who attend-
ed the Corona del Mar Cham-
ber of Commerce-sponsored
debate at the Five Crowns.
Opponents of the measure -
such as Argyros-argue a com-
mercial airport would bring
thousands of jobs to the county,
invigorate commercial trade
and fire up the area's economy.
Supporters contend the airport
would seriously impact South
County, deny residents an
opportunity to consider other
uses for the land and is little
more than an attempt to take
the pressure off John Wayne.
"We need a compare and
contrast study to determine the
highest and best use (of the
base)," Bates said.

partisan crowd indicated they
would support Measure S.
The event also featured a
debate over Measure T, the pro-
posed charter amendment which
will also be on next Tuesday's bal-
lot. County 1reasurer John Moor-
lach and retired Judge Bruce
Sumner debated that measure.
Arguing in favor of the mea-
sure, Sumner said that, by chang-
ing several county offices from
elected to appointed, a charter
form of government would help
prevent debacles like the Orange
County bankruptcy.

Moorlach said the county could
implement several of the pro-
posed reforms through state
legislation.
"I don't want to see the coun-
ty turned into a bureaucrats
haven," said Moorlacb, who has
vowed to resign his post in 1997
if Measure T passes.
When pressed. most members
in the audience said they were
\Ulcertain how they would vote.
The city and the Orange
County Fairgrounds worked for
more than a year on a proposal for
a joint-use agreement with the
school district on plans for a youth
sports complex at the high
school's former 18-acre agricul-
tural site.
The plans included a new run•
ning track and football field,
lighted playing fields for soc'cer
and baseball and several baskel-
ball courts. But the plans were
ditched last month when. the
school district announced it was
interested in selling off the prop-
erty.
Then last week, the district
sent the city a letter offering the
property at a discounted price, as
required by the Naylor Act, which
is a policy set forth in the state
Education Code.
Erickson said he hopes the
board will address his questions
during its Tuesday board meet-
ing.

who accused Erickson of skating

"We're getting pretty fast and

send a letter.
"You're the mayor. You can do

OK. If you're going to be asking
for the council's support on some-
thing, it should be placed on the
agenda and open for public com-
ment.""
On Tuesday, Erickson said he
only wanted to let the council
know of his plan to write the let-
ter and was not asking for sup-
port.
#As a courtesy, I wanted to let
the other council 'members know
what I was doing so that they
wouldn't be caught without
notice," Erickson said. #And if
they had any concerns about it, I
wanted to give them an opportu-
nity to let me know."

He pointed to the story I was
reading about a Denver Nugget
basketball player named Mahmoud
Abdul-Rauf (nee ams Jadaion cX

stand for tbe national anthem before
ttie start of Denver's games and had
been suspended as a result.
HThey should run the SOB out
of the country,,. he said.
I found his judgment a little
harsh, but I tend to be single-
minded about brea)dast, so I col-
lected my biscuit and retreated.
Happily -although be
appeared to regard me as a soul-
mate -he didn't follow.
Abdul-Rauf's action was called

people in at this time, with the
way Newport Boulevard is today,
1 think everyone agreed univer-
sally that was not the way to go.•
The plan -which the commit-
tee has been working on since
last May -has drawn s~pport
from some members of the busi-
ness community, who say the
suggestions are realistic and fea-
sible. ·
MI think they came out with
some very tangible recommenda-
tions in a very short amount of
time,• said Costa Mesa Chamber
of Commerce Director Ed Faw-
cett.
-1 thlnk (the motel ban) is a
reasonable goal. From my per-
spective, ever since the freeway
went in, Newport Boulevard has
not been a great location to put a
motel. And the recommendation
for mixed ,residential and con:,i.7 mercial uses is, I think, the most
innovative suggestion of all.•
Mayor Joe Erickson said he
thought favorably of most of the
suggestions presented in the
!itaft plfh. But h~ questione~
whether it was government's role
to place a ban on motels. ·rm a little concerned about
an outright prohibition because
thatTs ta.king away from the free
market place," Erickson said. •If
the zoning in the area allows for a
motel with a com:litional use per-
mit. we have every opportunity to
deny the permit. But to imple-
ment a flat-out denial, I don't
know if that's our place.
"But the cul-de-sacs, I think, is
a very good idea. That would fur-
ther separate the commercial
areas from the residential areas
and cut down on cross traffic.
And the idea of residential uses
along Newport Boulevard is
excellent. I think housing could
work there now, since traffic
along Ne\_\"J)Ort Boulevard has
been cut so much by the free-
way."
The plan likely will go before
the Planning . Commission in
June, and then later it will be pre-
sented to the City Council.

College, where the traditional
recital of the Pledge of Allegiance
at the beginning of student council
meetings was dropped last year to
the great distress of the Board of
Thlstees, one of whom told a
reporter: •The whole issue goes
right to the heart of pabiotism. •

only on the point of our reverence
f.or symbolism -often at the
expense of substance. Abdul-Rauf
(who was losing $33,000 per game
and bas since recanted) was vio-
lating the NBA operations manual
which requires him to •stand and
line up in a dignified posture•
during the playing of the anthem.
If he found this intolerable, he
should have tried to get the rule
changed or taken up some other
, line of work. neason has nothing
to do with it
At Saddleback.. no rule or tenet
or official policy ii being vio-
lated. The students simply chose
to open their meetings pledgeless
because, according to student
body president Jeff Haskell the
phrase •under God" is considered
inappropnate in a society that sep-
arates church and state, and "lib-
erty and justice for all" is regarded
a.Ii hypocritical. Their call.
The Pledge of Allegiance bas
become a kind of passionless rote
rather like swearing fealty daily to
your wile or employer. The last
thing in the world someone serious-
ly oontemplating treason would do
is refuse to repeat the pledge; such
refusal suggests that. it~ being tak-
en seriously enough to question.
I asked my stepson, who has
spent tbe last 12 years in the
Newport-Mesa school syst~
and serves as our Ill-house
expert in that area, if he could
recite the Pledge of Allegiance.
He managed it almost flawlessly
despite .the fact that it has been
some years since he remembers
it being required. He recalls say-
ing it frequently in the primary
grades, infrequently in junior
high, and never in high school.
The brouhaha over the pledge
at Saddleback set into motion a
rather sad series of events in
which ~group of veterans, mostly
from my war, took it upon them-
selves to attend a Saddleback
student council meeting and offer
up the Pledge of Allegiance from
the back of the room. The stu-
dents on the council board sat
through this demonstration quiet-

NEWPORT BEACH -A man
clad in a chicken suit was
arrested by police after he
stormed the lobby of the Hyatt
Newporter Tuesday in protest
of a convention of poultry farm-
ers flocking there.
Newport Beach police offi-
cers carried 27-year-old Jerry
Friedman and his yellow-feath-
ered chicken costume, com-
plete with an orange-beaked
hat -out of the hotel lobby and
into a squad car after be refused
to leave at the request of the
hotel management.
Friedman -who chanted
•stop killing chickens" in the
lobby -was arrested for tres-
passing and taken to Newport
Beach City Jail.
"The others left when we
asked them .to exce12t for this
guy who was running around
the hotel lobby," said Newport
Beach police Lt. Tim Newman.
Friedman, a Laguna Niguel
resident. was one of about 20
protesters from two animal rights
groups -People for the Ethical
neatrnent of Animals. PET A,
and Orange County People for
Animals, OCTPA -who objected
to the gathering of factory farm-
ers in the Pacific Egg and Poultry
Association Convention visiting
from Sacramento.
Hotel spokeswoman, Kathy
Haugemann, said that while
they respect the groups' freedom
of speech, management called
police when Friedman stonned

and held orange and white

the Agony of Factory Farming;"
"Chickens: Tortured, Crippled
and Killed -Go Vegetarians."
"People who eat animals
don't know how they ate raised
and how truly hof('if ying it is,"
said Ava Park, a spokeswoman
for OCPTA.
Both Park and Lisa Lange,
the spokeswoman for PETA.
described the grisly details of
the alleged abuse and cruel
conditions the birds suffer at the
hands of commercial farmers.
"Every year the chicken
industry lS responsible for killing
seven billion animals,· Lange
said. "Chicke ns have a capaaty
to suffer and we are trying to
elim.inatE> that (suffering)."

vailing attitude among my peers
was irreverence. The protesters'
· smcerity is obviously real, but
their concern -as several of them
said -is symbolic. And that's
what saddens me: our growing
tendency to deal with .symbols
rather than substance.

ities of the arrogant crew of polit-

Maybe that makes me a moral

have to select our windmills to
tilt. And when to tilt them. other-
wise, we're going to overlook the
stuff that is really important.

Of course, our reporters also
write often about the good fun
stuff going on at local -schools -
great teachers, innovative class
lessons, victonous ~rts teams.
But Tuesday still proved a treat
for me -I got to spend a whole
morning back in school. seeing first.
hand our education system at work.
1 got to watch kids studying, playing
and even got to eat lunch with them
.. luckily, it was Pizza Day.
The enthusiasm for learning was
infectious from the moment I walked
up to California Elementary and
watched as youngsters with broad
smiles waved quick goodbyes to
their parel)ts and rushed to class.

reflection of California Elemen-
tary's spiritual leader, Principal
Tammera Parham. Mrs. Parham is
the type of principal every parent
(and student) hopes for-she gives
lots of hugs, smiles often and
speaks softly and comfortingly.
I knew she"""l'eally loved these
kids in the way she chuclqed and
beamed with pride as she took me
tr.6m alass to class. The kids obvi-
oMly love her, too. They wave and
yell "Hi, Mrs. Parham!• whenever
she walks by. And the students
D'?:irly trip over each other rush-
ing to show off their work to her.
Even when she had to discipline
some rowdy ~ revelers, Mrs.
Parham did so w:ith a caring touch. I
watched her whisper softly to the cul-
prits in a playground tripping mishap.
Mrs. Parham said she tries to
prove going to the principal's
office isn't a bad thing. And I can
tell you from experience it isn't.
Mrs. Parham, her faculty and SiJlf
remtoreed far me the feeling that
tead>ers and other school employees
are too dten undervalued tn our soci-
ety. TheySE!!Ve as educators, parents,
oounsekrs, nurses -and SOOJetimes
punching bags-all in one.
Many of their various duties
have been forced on them by bud-
get cuts. Others are foroed on them
by a growing nwnl>er of working
parents, who sometimes do not
have the time or ability to carry out
certain duties.
So what was the most impor-
tant lesson· I learned in school
Tuesday?
That despite the doom-and-
gloom picture painted by news
accounts of school budget cuts,
expected enrollment l5ooms and
increasing societal . ms, our local
schools are still doing a pretty dam
good job of educating our kids.
And the food ain't so bad
either.
