night to move fowth-graders to the
Rea Elementary campus begin-

Pomona, Rea will start housing all
three upper elementary grades.
"Their decision just makes a lot
of sense," Pomona Principal Cathi

good citizens and good examples
for the younger students, but Uus lS

g case to
tate Lands
ommission
Mobile home park,
Neva B. Thomas Girl
out House could be
leveled to make room for a
otel or tourist resort.
By Jenifer Ragland, Daily Pilot
NEWPORT BEACH -Marl-
napark residents are getting
ready to make their case to the
state Lands Commission in an
attempt to save their bayside
mobile homes.
Stewart Berkshire, president
of the Marinapark Homeowners
Association, said residents and
hired consultants have spent the
last few months gathering infor-
mation, which they intend to
present to the Lands Commis-
sion sometime in April. The resi-
dents are hoping to convince the
regulatory agency not to desig-
nate their mobile home park as
tidelands.
"Everybody's waiting on us,"
Berkshire said. "We have a lot of
loose ends, and we're putting it
together now."
The issue of whether the
mobile home park sits on tide-
lands or uplands is a crucial one
that has been hotly debated
among Newport Beach city offi-
cials, Marinapark residents and
state lands officials. If the land -
bordered by Balboa Boulevard,
15th and 18th streets and the
Back Bay -is found io be tide-
lands, the city is required by law
to develop the area with visitor-
serving uses.
That means Marinapark and
the Neva B. Thomas Girl Scout
House -whose leases with the
city run out in two years -as
well as some adjacent properties
could be leveled to make room
for a hotel or tourist resort.
"If there's an opportunity to
put a public recreational use
there -something that's visitor-
serving, we have to pursue
that,• said Dave Kilf, assistant to
the city manager. "That doesn't
mean the Girl Scouts can't meet
in a commuruty building there,
but if there's a private use like
the mobile home--paril, we may
have to go ahead and change
that."
, .. City officials commissioned a
study of the area in 1996, which
concluded the land should be
designated as tidelands. The
City Council last fall was poised
to solicit project proposals for the
~operty but was waiting for the
Slate Lands Commission to sign
Ott on the tidelands designation.
~ That's when the Marinapark
residents stepped in and chal-
lenged the conclusion of the
city's report.
Curtis Fossum, senior staff
counsel for the lands commis-
sion, said his office has been
waiting for a prese·ntation from
Ute Marinapark group before
making a final recommendation
to the commission board and the
Newport Beach City Council.
But unless that information
proves otherwise, Fossum said,
•we have not been given any-
thing to convince us that the city
report isn't correct."
While Marinapark residents
have taken the lead on trying to
prevent the tidelands designa-
tion, other groups are also inter-
ested in the future of the land.
Girl Scout officials are hoping to
keep their 50-year-old meeting
house intact, and children from
Christ Church by the Sea school
recently wrote letters to Clty
Council members begging them
not to tear down Las Arenas
._....u.~ J..6tb..Stree.L
While the American Legion
ball also is located in the area, so
a.r it bas not been included with-
the tidelands line.
Fossum said the tidelanGis
ebate dates back to the 11th
entury, when C4lifomia
ame a state and was forced to
elinquJsh its claJm to eveiytb.ing
cept the uplands. The issue in
ewport boils down to figuring
ut which lands were naturally
derwater and which were nat·
ally above water, be aaid.

Beating the odds and
making it to the silver screen
I t is said that one out of every
18 adults in the United States
bas a great idea for a movie.
It is further said that only one
out of 18,000 actually begins
writing a screenplay, and one in
180,000 completes a script. One
in 1.8 million finds an agent who
will try and get the film pro-
duced.
Of those, one in 18 million
actually is made and eventually
comes to your neighborhood
Edwards theater. The odds of
that first script winning an Oscar
for best screenplay are predsely
one in 180 million.
Monday night. Ben Affleck
and Matt Damon beat those
odds. And nobody was happier
for them than Steve Morris.
Steve and three longtime
chums had an idea, wrote the
script and got the movie pro-
duced. It only took about 10
years.
Their film is called "Girl Cot-
tage,• and I seriously doubt it
will win an Oscar. I haven't seen
even a rough cut. Steve is scram-
bling to pull a release print out of
the lab in time for the film's
world premiere Friday evening at
the Newport Beach International
Fihn Festival.
But I have f8C\d the script, and
it's pretty darn good. It's basically
aJ>G-13 beach party-type movie.
•More 'Gidget' than Frankie and
Annette," Steve said. "We began
talking about this movie 10 years
ago because that was the life we
were leading.•
I had a glimJ>SJ:! of that We in
May 1990 when I wrote about
these young guys who lived in a
big old house on the beach in
Balboa. Some were students pay-
ing their way through UCI by
working on the Balboa Ferry.
Another was a law clerk. another
an associate at one of the major
accounting firms.
Today, they hold a variety of
positions: l\vo have been skip-
pering gold-plater yachts, and
one still drives the ferry. Another,
Brett W11liamson, gave Dana
Rohrabacher a good run for Con-
gress.
The place at 710 Balboa Blvd.
was essentially a fraternity
house, even to the Greek name
the guys gave themselves: Chi
Chi Chi, Th Chi for short. Their
difference was, instead of being
party animals, these guys were
party gentlemen. Really.
"We're serious about our lives
and our futures," one of the
brothers told me. "But we're also
serious about staying 17 or 18 as
long as we can."
When they weren't working or
going to dasses, the boys surfed,
partied or kicked back on the
beach. What more appropriate
place to write their movie?
"We met at the beach every
afternoon," Steve says. ·we
brought our legal pads and we
wrote.• The "we,• in alphabeti-

cal order, is Cbnstian Bakewell,
Steve, Tom Springston and Scott
Woods.
Alas, there was no bidding
war among the studios for nghts
to "Girl Cottage." So the guys
went to the Bank of Friends dild
Family.
The first effort brought
enough money to begin pre-pro-
duction, which begat enough to
go into production. That mile-
stone loosened up more invest-
ment e&pitdl, and when "Girl
Cottage" wrapped, more money
flowed. Still more came after the
film was accepted by the film fes-
tival.
Mind you, we're not talking
Hollywood-type dough here. The
entire budget was less than
$100,000. There were no sets, no
stand-ins, no wardrobe, no script
0ose
girls, no second unit, no shot lists,
no storyboards. Just commitment.
Steve rented a beachfront ,
house on 12th Street for the
entire shooting schedule, the first
13 days in October. Then he
moved in the cast. "We couldn't
afford rehearsals, so we did this
to get them reacting to one
another," Steve said. •we fed the
cast and crew -about 20 of us
-for two weeks for $600."
The company's sets were all
over town. The front of the rent-
ed beach pad was the girls' cot-
tage in "Girl Cottage," the bade
was the boys' house. They shot
on the beach. at the Wedge, at
Balboa Market. Ruby's, Crystal
Cove, the Palm Street restaurant
and half a dozen other locabons.
Yes, it was done overwhelm-
ingly on the cheap. Yes, you
have never beard of any of the
actors. Yes, it was written by a
bunch of 30-year-olds who have
hardly held down a serious job m
their lives.
But these guys have done
what most of us merely think
about, dream about or talk about.
They did it.
"Girl Cottage" screens Friday
at 6 p.m. at the UCI Film & Video
Center, 100 Humanities Building.

screening is April 1 at 6 p .rn. at

''Primary Colors' e~oSes underbelly ·of the presidency
IDl'fOR•s NOR: The Reel Critics ~umn feltum movie critiques written ~ community members serving on our pane'-
Nichols strips away
veneer in 'Colors'
ou won't find a single reel
of PC in •Primary Colors.•
Director Mike Nichols has
lensed a richly kaleidoscopic
mural of the contemporary politi-
cal landscape.
Using bold, transient strokes,
he spatters, sometimes splatters
paint outside the framework of
typical political satire.
~ Whitewater, excuse me,
Whitewash is apparently too Tom
~wyer a concept for this brash
,c:Urector. Nichols exposes every
'grain, every knot and every flaw tin the political fence-post.
J John Travolta's sympathetic
ij>Ortrayal of Arkansas Governor
Jack Stanton, a presidential can-
§:tidate whose bulging waistline is
{SUrpaSsed only by his bulging
'libido, is a thinly veiled depiction
fof that other bulging president.
Travolta
makes this eth-
ically and
morally duplic-
itous run for
office more
soul-searching,
and in some
cases, more
soul-finding
than I ever
thought possi-
ble for an
inside-the-beltway (no pun
intended) sort of affair (ditto).
Although Billy Bob Thorn-
ton's variegated performance as
a James Carvillian campaign
manager explodes with droll
sexual bravado and Emma
Thompson's First Lady is
poignant, if not apropos, as the
de facto Commander in Chief, it
was the humanism of Henry
Burton (Adrien Lester) and Llb-
by Holden (Kathy Bates) that
put this film on my list for the
year's best.
ln fact, I would go so far as to
say that the compassion and out-
landish verbosity fashioned by
John Travolta and Emma Thompson star In •Primary Colors."
Kathy Bates on screen will gar-
ner her Best Supporting Actress
honors for 1998.
Of course, the pundits will tell
you that it's always a risk to
announce your candidacy too
early. The essential moral dilem-
ma of this story can be best
3 Outdoor Pool Tables
summed up as follows: •1s it bet-
ter to lie, cheat and steal your
way into office so that one day
you might be able to do some
good for people, or is it better to
allow the other guy, who,
although an honest campaigner,
will do absolutely nothing for the
people, to prevail?•
Both sides of this question are
fully fi~hed out and given their
equal due in ·Primary Colors •
Rather than build characters up
coat upon coat in a paint-by-the-
numbers approach to revealing
how they came to be so compro-
mised in the first place, Nichols
instead strips away layer after
layer as each event unfolds and
reveals each person's motivation
and the ethical limits, at the core
of their character, that they set
for themselves so long ago.
By the final act, you know
what each person values most in
life and where, if anywhere, they
draw the line.

Angeles and a published author.
Morality questioned in
presidential parody
I went to see •Primary Colors·
expecting a semi-comedy with
the obvious comparisons to the
present administration. It really
wasn't much of a comedy even
though Travolta obviously pat-
terned himself after Bill Clinton
down to the graying hair, prover-
bial half smile, and southern
accent, plus the stories about bis
mother and telatives.
It's the story of a southern
governor running for president,
tus campa.ign team, and their tri-
cl.ls and tribulations. I hate to
thlnk that a campaign trail could
be as confusing and unorgani:red
as the one shown through some
of his speeches.
The ones to illiterate people
learning to read, his pro-Israel
speech to a senior Jewish group,
his re-training speech to unem-
ployed factory workers were
clever and what you would

did come across as since.re and

Emma
Thompson, as
his wife, is a
strong charac-
ter and a fine
actress, but it
was bard to
accept her
breakdown
after she learns
of his infideli-
ties, particular-
ly when she
attacks Adrian
Dick Tucker
Lester, who is the would-be presi-
dent's campaign manager and the
only perwn who believes the
president should be an ideal per-
son -honest. moral, and a cham-
pion of the under-privileged.
Kathy Bates plays a loyal, pro-
tect-the-governor-at-any-cost
type of investigator who is the
strongest character in the film.
She plays the role with gusto and
merely steals the movie. But her
language is so foul and. being an
out-spoken lesbian, tends to
diminish her likability.
Billy Bob Thornton, another
member of the campaign, also
plays a strong role. but his lan-
guage in one particular scene
was unnecessarily crude.
The chief message of the film
probably comes when the gover-
nor conVlllces his campaign
manager to stay with him after
he has become disillusioned and
wants to quit: Nobody is perfect
and everyone has events in their
past they wish weren't there. But
m the final analysis, you weigh
that he will do good things that
will override his frailties.
On my scale of 1 to 10, I give
it a 5.

Gloomy ·Chekhov play clouds college's performanc·e

W hen Ira Gershwin
penned the lyric, ·rve

seen a production of Anton
Chekhov's •nie Three Sisters."
The skies are almost unbear-
ably gray in this pre-Communist
Russian atrnosphere. In fact, the
one cockeyed optimist in the
play seems almost like a lunatic
in comparison to his gloomy
comrades, for whom life is little
more than one long dentist's
appointment.
Orange Coast Collegtt has
taken a big bite of Chekhov,
crowding the 14-character drama
into the confines of its tiny Studio
Theater. Director Rita Renee,
who also designed the setting,
has fashioned one of the most
elaborate backdrops yet housed

there (thankfully, OCC rethought
its original idea of assigning a
student director to each of the
play's four scenes).
While her cast endeavors
earnestly and several fine perfor-
mances emerge, Chekhov seems
beyond the reach of much of the
OCC company. Characterizations
that merely appear somewhat
wooden in the first act often are
stretched so thin in the second
that their effect is diluted.
The sisters -played by
Andrea Jackson, Pamela Russell
and Lea Kassebaum -are the
most convincing element of the
show. Weary and restless, yearn-
ing to move to Moscow, they
play out their soap opera lives
with earnest resignation.
Jackson as the youngest, Irina,
is particula.rly affecting as her
vivacity and youthful charm dis-
sipates. Russell's Olga simmers
but never bums as an overbur-
dened schoolmistress destined
for spinsterhood. Kassebaum
strikes occasional sparks as the
faithless Masha, barely tolerating
her scholarly husband while
lustily pursuing an army officer.
Masha's husband, the afore-
mentioned optimist, is given a
maddeningly bright and vacuous
portrayal by Mark fle tcher, while
his soldier rival's character has
more eloquent depth than Justin
Satterfield can deliver. Darren
Crane likewise is somewhat shal-
low as Jackson's bland swtor.

Ute is far too short for the kinds

The Issue: A private

building a seven-story

in Costa Mesa.
I read your artide on the Pacific Plaza
that's been sitting there for years.
(•Hotel books room at Pacific Plaza."
March 21-22) What I see here, I
think, is a great idea. I think it's sat there
for too long: I think it could be utilized
with a hotel, but maybe the existing
plaza could be like the Bazaar del Mun-
do down in San Diego with shops and all.
It could be coordinated, and it could be a
very good asset and a contribution for the
city of Costa Mesa. I'd like to have more
information because I've liked this build-
ing. I think [leaving) the existing plaza
there would be awesome if the city can
put it together with the traffic and all the
issues that surround it. I'm interested in
more about this project.
BARBARA BRINKERHOFF

My husband and I both say we don't
want anything higher than four stories for
that area on the comer of 19th Street and

high buildings in Costa Mesa.
VIRGINIA OiRISTIANSEN

A lot of us have been talking and we
have great reservations about a hotel
where the Pacific Federal Building is
now. The whole area is so congested traf-
fic-wise. The last thing we need is anoth-

sion. I think it'd be very dangerous. So,

property at Pacific Federal Plaza, which
is a beautiful building and badly in need
of some good things to happen to it. Our
street and our friends and our family
would be mosJ inclined to vote for such
an endeavor.
LORITTA TURNER
Costa Mesa
I live here in Costa Mesa. I would
like to know how many rooms, there-
fore occupants, these 300,000 square
feet translate into. The first thing that
comes to mind is the increase in traffic
in that area. That intersection is so busy
now that it boggles the mind to visual-
ize a hotel on that comer. Also. the
building of a seven·story tower is not
appealing. If the city starts to amend
the general plan to accommodate all
new requests, where and how would
the line be drawn? The recommen.da-
tion to leave the building as senior
housing seems to be most desirable. It's
a beautiful structure and it should be
kept the way it is.
DELORES MINERICH
Costa Mesa
A t last, the practical idea of just what
to do with the gorgeous Pacific Fed-
eral Plaza. But I have two suggestions:
Make the plaza into a bed-and-break-
fast, not just another motel that runs by
the hour. And if the bed-and-breakfast t
concept becomes popular, then add on.
But why the seven-story addition? Why
add to something that is so nearly per-
fect? Thank you.
MARYBAVRY
Newport Beach
I think it (a new hotel) is perfect. It's a
beautiful property. It's dose by the shop-
ping and Triangle Square. It will orily .;
help to improve that part of town. I'm
sure the dty would take precaution$ as
far as traffic flow and so forth. I think it's
a great idea.

have the final say on whether and
where the skate parks are ever
built.
Creating small concrete areas
with curbs, benches and
handrails where skateboarders
can legally do their thing without
supervision and for free bas been
informally talked about in Costa
Mesa since at least 1986, officials
said.
It was a brand-new City Coun-
cilman named Peter Buffa who
took the issue under his wing.
But 12 years later and with
nothing to show for it, Buffa said
his pet project has become more
like a running joke.
"We've gone around and
around on this thing,• said Buffa,
now the mayor in his third council
term.
Through the years, it was
largely the threat of million-dollar
lawsuits that could be filed
against the city by teenagers who
fall and hurt themselves while at
a city-owned skate park that kept
Buffa's idea from ever being
approved, he said.
But two laws .recently passed

Officials in Carson City, Nev.,
Yucca Valley and Huntington
Beach -which has two skate
parks -boast ·success stories
about their skateboard facilities. '
Huntington Beach built two
parks for about $70,000 each and
has skated by with just a single
liability claim and no 14wsuits
since the para ~ned in 1993
and 1994, officials la.id.
Based in part on that sparkling

designed to protect ·them from
14wsuits, Costa Mesa officials are
now looking to build their own
skateboard-friendly parks.
Commissioner Mike Scheafer
-a father of three children,
including an 11-year-old skate-
boarder -said young skaters like
his1 son have been driven 'off
school aunpuses, public property
and city parks, forcing ·them to
hunt for places to practice their
sport.
"The only other alternative is
the middle of the street.• he said.
"And from a safety standpoint,
that just doesn't make sense."
Commissioner Richard
Mehren called the parks a "win.:

For many golfers like McGee,
they're growing tired of players
suing the PGA Tour, which also
governs the Senior Tour.
"There are an awful lot of
players disappointed, I'll say
that,• said McGee, referring to
Hany Toscano's lawsuit against
the PGA Tour, a story stimulated
during the Toshiba event with
plenty of twists and turns.
·we would much rather see
guys do well on the golf course
and not in the courtroom. It's like
the Casey Martin trial -we're
giving judges who don't play
golf the opportunity to make a
name for themselves.
"If Casey would just come
correct and say, "'Yeah, maybe
there's a little advantage riding a
golf cart,' then maybe we
wouldn't feel this way. U you get
tired walking on the golf course,
you've got to keep going, and
there are times your swing might
change because you're tired.
~The majority of people who
support (Martin) don't play golf,
and the majority of people who
play golf ride in a cart. But that's
recreational golf. ln tournaments,
a large part of the game is
walking. But, hey, if Casey were
my son, I'd fight for him, too.
·I hope (Martin's situation)
becomes a positive for the tour,
but, again, if he starts beating
everybody's butt every week,
there might be others coming

The Pirates' Jennifer Ludwick.i
was a pleasure to watch and her
team and individual
accomplishments were equally
as fun to see.
Had Coach Make Thornton's
squad advanced to the State
semifinals (1t was bounced in the
quarters in overtime), I wdS
planning a game-by-game chart
of Ludwick.i's season.
It would've been amazing ...
imagine charting her 837 points.
The mark re-established
OCC's scoring record. It moved
her into second place on the
all-ti.me Orange County scoring
list. She's the all-time three-point
leader in the county with 101
treys.
Ludwick.i, who 1s bound for
the University of New Orleans in
the fall, was the Orange Empire
Conference Player of the Year as
she averaged 23.4 points per
game.
She recorded 14
double-doubles and scored 30
points or more on 10 occasions,
including a 33-pomt performance
in the final game of the season
Oh, and she didn't foul out of
a game.
And she wasn't the only one
on the team who deserved
mention. While she might have
been the one to receive
honorable mention on the JC
All-American list, there was d
handful of other Bucs that made
the season fun.
Becky Loshak's tenacity in
OCC's final 10 games was
amazing. Natalie Weeks who,
al 6-foot-3, turned games inside
out when she was on a roll. Aru
Saraydanan, Adna Sortino and
Ruth de los Santos made plays
that kept things gomg.
This was a fun team to watch.

For the first time m SCC's
history, the Vanguards put a
player on an NAlA All-American
squad. They did it in grand
fashion, too -they went
overboard and put two on tile
teams.
Elaine Whittemore was a
i:nolly
yanity
shoo-irl for one of the all-star
squads and'ended up on the
third team.
The season of firsts -first
Golden State Athletic
Conference Championship, first
season with 20 wins, first trip to
Nationals, etc. -was highlighted
when junior point guard Amee
Pina earned All-American
honorable mention, as well.
Whittemore, who became the
Vanguards' all-ti.me leading scor-
er with 1,229 points, averaged 16
points per game and was named
the Golden State Athletic
Conference Player of the Year
after guiding sec to a mark of
29-6 -a program best -during
her senior campaign.
Pina, a junior, transferred from
Chaffey College to post 251
assists, which was second-best in
the nation. Second in voting for
GSAC Player of the Year, Pina
also averaged 10 points a game.
The NAIA Women's
Basketball All-America te4IDS
and honorable mention selec-
tions were announced Monday
m Jackson, Tenn. at the site of
the national championship
tournament. sec advanced to the
tournament for the first ti.me this
season before falling in the first
round to Rockhurst.
0
I've gushed over sec all
season in this column as I have
been thoroughly impressed the
team's overall demeanor as well
as its level of play.
The only thing more exciting
about the Vanguards' season is
the promise they hold for next
year.
Coach Russ Davis loses three
key players in Whittemore, Gina
Jojola and Amber Chaney, but
the Pina-led team will bring
back stars like Alana Kempton,
Kristi Wright, Sara Herkenhoff
and Marisa Emde.
Davis and his
recruit-by-committee staff
(which consists of returning
players) are after post players
and forwards.
We're looking forward to
another run ... and the home
winning streak is at 16.

South's reverse of two hearts, m
the modem style, was forcing f<>r one
round. Smee an immediate rebid of
three clubs by North would have
been game forcing. the two-no-trump
rebid announced a minimum
response, and South signed off in
lhrec clubs.
After West's opening lead of a low
diamond, declarer could count on at
least one kllcr in each suit. To make

East did as well as possible by
winning the heart and returnmg a
trump, but declarer was tn control
when West followed suit. The ace
and !Ung of hearts were cashed and a
heart was ruffed in dummy. Had a
defender been able to ruff one of
these tricks. ii would have made no
difference. Declarer would have lost
only one tnck Ill each ~u11.
