Changing some city speed
limits and setting up a pennit
parking program in Newport
Heights and Cliffhaven will be
discussed by the Newport Beach
City Council tonight.
Some residents in neighbor-
hoods around Newport Harbor
High had asked city officials to
consider a permit procedure to
help them deal with parking
crunches, particularly when
events and activities at the high
school draw crowds to the area.
City public works staff is also
asking the council to introduce
tonight a law that would increase
or decrease by 5 mph the speed
limits on some city streets. The
law would also set up speed lim-
its on some newer streets hat now
have no established speed limit,
according to stalf reports.
The council meeting begins at
7 p.m. in the City Hall council
chambers, 3300 Newport Blvd.

Most people wouldn't
dream of running 60
miles -more than the equiva-
lent of two marathons -in one :
day. But that's just how Alan Pell ~
celebrated his 60th birthday.
"I ran all 00 miles/ Pell

encouragement along the way.
Friends joined the pharmacist,
each running a few miles with

"We started out right
around 3:39 a.m., 11 said Fell, a
15-year runner who puts in 8 to

and 12 to 16 miles on Satur-

of lights on the bike and on

Mr. Steele's
wife of 54 Richard Steele
years, Eliza-
beth, and several boating com-
paruons were with him at the.

Born in Pittsburgh but raised m
Pasadena, Mr. Steele was a gradu-
ate of Pomona College. He served
as a captain m the Navy during
World War D and was stationed in
both the Pacific and the Atlantic.
He traveled to Normandy last year
for the SOth anniversary of the
invasion of France.
1n \949, Mr Steele and his
wife moved to Newport Beach,
where they raised their three
daughters. He was a strong sup-
porter of Hoag Memorial Hospi-
tal over the years.
In recent times, Mr. Steele had
become instrumental in negotiat-

In the put two years· alone,
the Navigators, an enthusiastic
group of fathers of Newport
Harbor Hlgh School students,
have raised more than $60,000
for the school's computer and
technological growth.
The money has co~e from two
fund-raisers, one last year that
raised $30,000 which went to the
development of the school's first
computer lab. And this year's
Beach Bash '96 held Martjl 9 at
The Pour Seasons Hotel brought
in more than $33,000 for techno-
logical improvements, said John

group of Navigators.
"This group is an all-around
group," Oyler said. "We're not
just concerned about computers.
We're concerned about the facil-
ities. We're concerned about
giving recognition and the com-
munity. We're concerned with
spreading it around."
The Navigators, 50 members
strong, was formed in 1990 to
discuss school needs. The group
consists of Dine established com-
mittees, each of which is respon-
sible for a specific function of
the group, Oyler said.
Por example the facilities
committee identifies l\eeded
improvements of grounds and
buildings. Recent projects have
included steam-cleaning the
schools inner quad area, the
planting of 200 plum trees and
the improvement and relocation
of bike racks.
And there's tp.e partners in
education committee, responsible
for t}Je establishment of corporate
alliances, recognizing academic
achievement and giving students
real world experience.
At their monthly meeting
Thursday, the Navigators hon-
ored four Newport Harbor High
School teachers with checks for
$250 each to be used for any
necessary class improvements as
part o a Teacner ~ppreciation
Program. The retipients were
Gail Brower, Rob Henthorn,
Tammy Hinds and Unda Grant.
But it doesn't stop there. Oth-
er Navigator-developed pro-
grams include a T-shirt program,
which rewards academic
achievements and Catch A Stu-
dent Being Good Award, which
allows teachers to give coupons
to students who demonstrate
excellence.

Harbor High School students

of the membership committee,
at 851-7448. Annual member-
ship fee is $35.

To access the need to replace '
a car battery, the battery should •
be charged before any testing is
done. Before that, however, It Is
necessary to check the built-In
indicator of a maintenance-free
battery or perform a hydrometer
test on a regular battery to make '
certain the battery has no short
circuits. If It does, the battery
must be replaced. If the battery
has no shorted cells, it can be '
hooked up to a battery charger.
If the battery accepts a charge, it
must then be determined how
well it holds the charge by con--
necting a carbon-pile load tester
across the battery terminals.
Simulating a heavy load on the '
battery, this device can be
adjusted to draw three times the
battery's ampere-per-hour rating
for 15 seconds. If the battery vol-
tage drops below 9.5 volts dur-
ing this test, the battery is almost
certainly worn out and should be
replaced.
HINT: If the built-in indicator on a
maintenance-free battery Is yel-
low, the battery has developed a
shorted cell and must be
replaced Immediately.

times that have taken second or
third place in the state champi-
onships in recent years. He bas
qualified for states in five events
-and he did it in the first meet
of the year.

Whatever the reason, Rath-
feJder is thrilled the 5-foot-11,
165-pound Wardhana decided
on Orange Coast.
"We don't have a deep team,"
Rathfelder said. uwisnu is like
the guys we had in the past
years when we were winning
state titles, but he's the most
taJented swimmer we've ever
had at Orange CoaSt.He's like a
Division 1 quality swimmer at a
community college.
"He could have really come in
here with an attitude, but he's so
polite and respectful. Even the
other coaches clap for him when
he wins."
Wardhana has been happy
with his decision to come to OCC
and has made the adjustment to
the Western way of doing things.
"In Indonesia we swim
competitively about four times a
year,• he said. MHere there are
dual meets almost every week.
That gives you a better idea of
your..cmnpetitivespeed~

Indonesia, it's only one season -
long course."
The Pirates won their first
dual meet of the year last
weekend, defeating San Diego
Mesa, 116-45. A tough feat, con-
sidering OCC only has a six-man
team in a game where numbers
mean everything.

record with a leap of 7-foot, 112-
inch in the high jump, with Brian

ed at least two hits, including
Chris Ponchalc, who belted three
doubles. Ponchak also drove in
two runs and scoring three.
Geoff Wilson, who lashed an
RBI triple, totaled tour RBI for the
