Merle Hatleberg said the City
Council's decision to cut the
amount of federal money the
charity receives this year will
hurt, bttt it won't force her to
close its doors.
"It's definitely a kick in the
pants, but I've been hurt
before and I've always
bounced back," Hatleberg
said Tuesday. "I'll be open,
hopefully, until I make a pot of
soup, open the door and
there's nobody hungry waiting
there.•
On Monday night, the
counol unanimously slashed
$10,000 from the soup
kitchen's allowance of federal
dollars Costa Mesa receives
each year to give to nonprofit
local public-service groups.
Halleberg had asked for
$20,000, but a city committee
that revtews funding requests
and makes recommendations
to the counal suggested giving
her $15,000.
The council, however, citing
a recent Police Department
report that showed an increase
in the number of complaints of
pubbc drunkenness, loitering
and vandaltsm near the West
19th Street soup kitchen,

They may look like school rules
for recess, but they're aimed dt
about 150 seasoned district
employees who are vying for 35
golden handshakes.
To qualify for the early rellre-
men t incentives, the 1anitors,
electricians and office managers
will have to line up outside the
District Education Center in Cos-
ta Mesa at 5 a .m. Thursday.
The 35 recipients will be
picked on a hrst-come, hrst-
serve basis To prevent any
unfair advantdge, the distnct's
rules sheet wdms its classil1ed
retirees. "Then" shall be no
overnight camping, sleeping,
workmg or other occupancy of
distnct facilities,• and •There
shall be no threats, physical or
verbal, or other remarks or
dcllons that are intended to
intJmidate fellow employees.•
The district has even hired
secunty guards to ensure that no
one gets hurt
Those who qualify will
receive a supplement to their
retirement checks based on their
current rate of pay. An employee
who earns $30,000 a year, for
example, could get about $475 a
month for five years, officials

man, but not before his attorney

evidence taken from Huntsman's
car. Police have said the evidence

Planners consider restaurant with steel drum band

NEWPORT BEACH -Plan-
ning Commissioners on Thursday
will consider allowing a 5,767-
square-foot restaurant with a bar,
outdoor patio and live entertain-
ment to locate in the new Corona
del Mar Plaza.
Tommy Bahamas. a chain
restaurant with locations in Naples
and Sarasota, Pla., came before the
Planning Commission last month
but was continued.
Because residents raised con-
cerns about noise from the llve
entertainment, the corrurussion
ordered a more in-depth noise sur-
vey. That survey, conducted on
March 23 by acoustical consultant
Wieland Associates, determined
noise from the proposed live steel
drum band would not be heard by
residents near the intersection of
Sea Lane and Harbor View Drive,
according to a city staff report.

the report said. All agreed the
mUSic was ·barely audible" from
the neighborhood.
City planners do not believe the
proposed project will cause serious
problems for the resid~ts and are
recommending that only windows
and doors facing East Coast High-
way and the westerly side of the
building remain closed during live
entertainment hours. Another con-
dition of approval requires owners
of the restaurant to reduce noise if
it becomes a problem in the future.
Other issues on the comnus-
sion's agenda mclude:
• An amendment to the city's
general plan to convert a two-fam-
ily residentiaJ building into five
new hotel rooms as part of an
expansion of Bay Shores Inn, 1800
W. Balboa Blvd. The expansion
would add 2,500 square feet to the
existing 7,500-square-foot motel.

bank robbery suspect

p.m. Tuesday, Newport Beach
police officials said.
A suspect reportedly entered

COSfA MESA-A proposal to
build a 387-room resort hotel on
the abandoned Pacific Federal
Plaza site will get a formal look
from City Hall.
The City Council unanimously
agreed Monday night to consider
plans by a San Diego developer to
build a seven-story hotel with
nearly twice the total square
footage now allowed at the site,
requiring amendments to the
city's 1990 general plan.
While not approving the specif-
•1 think in all fairness to the
applicant and the community, it
wouldn't hurt," Councilman Joe
Erickson said.
The councilman said he still
has •very strong concerns" about
the proposal a.t the corner of 19th
Street and Newport Boulevard,
and the effect such a hotel might
have on traffic and nearby resi-
dents.
But the only way to find out
what the development would
mean is to consider a general plan

to keep them clean. With the OK from the council to
move forward, the hotel proposal
will go to the Planning Commis-
sion for consideration in May or
June, officials said.
Two weeks ago, the council
gave preliminary approval to take
off the books an old city ordinance
that prohibited barbecuing in all
city parks. If approved by the commission,
the hotel plans then would move
on to the Cty Council. possibly by
July, for final consideration.
Many city officials admitted
they didn't know the unusual ban
existed until ~lice started issuing
citations in response to complaints
from residents about smoke from
park barbecues wafting into their
homes.
A simple majority of three out
of the five council members would
have to vote for the general plan
amendment for it to pass, offtci.als
said. On Monday, the council unani-
mously gave final approval to
repealing the barbecue law and
approved buying barbecues for
selected parks.

Barbecuing still will be against
the law in areas where signs print·

Blurring of lines between business, editorial is worrisome
A s I read David Shaw's
lengthy articles in last
week's Los Angeles
Times on the growing encroach-
ment by the business end of
publishing on editorial content, I
wondered if the current crop of
young journalists found them as
comj>elling as I did. Or il read·
ers with no direct ties to journal-
ism found them of enough rele-
vance even to skim.
When I grew up in journalism,
the separation or advertising and
editorial was as sacred as the
separation of church and state.
Maybe more so.
If we needed support for this
position, we always could look to
Thomas Jefferson, who regarded
a free press as an absolute cor-
nerstone of Amencan democra-
cy.
I agree Wlth Jefferson that any
pressures subverting editorial
policy or the selection and treat-
ment of news ultimately deprives
the American public of informa-
tion it deserves.
That, of course, hasn't stopped
special-interest groups and indi-
viduals from attempting to exert
such pressure. That's been going
on since the days of Benjamin
Franklin. The difference, if we
are to believe Shaw -and I do
-is that such tactics are more
effective today than ever before
in our history.
Every journalist lives with
such pressures to a varying
degree. l certainly did.
A classic example was a piece

workers in the 1970s. I spent six
weeks on the story. talked with
dozens of people (including
Chavez and a half-dozen grow-
ers) representing a broad spec-
trum of opinion, and wrote an
article that won a national maga-
zine award.
But the various growers' orga-
nizations in the country -espe-
cially the Fann Bureau Federa-
tion -didn't see it that way.
They were outraged. Backed up
by the implied threat of with-
drawal of food advertising from
Good Housekeeping, they
demanded all sorts of redress
from the magazine's editors and
publisher.
Editor Wade Nichols was
totally evenhanded under this
firestorm, asking me to respond
point-by-point to a lengthy cri-
tique, then politely telling the
critics to take a bike when he
was satisfied with my research.
In the process, he wrote me:
"It is not my thought that we
should cave in just because
we've been accused. On the oth-
er hand, we should not let pri de,
stubbornness or prejudice stand
in the way of setting matters
right if we have made mistakes.
Our commitment is to report hon-
estly and to avoid being the
pawn or protagonist of any spe-
cial interest or point of view."
That wasn't a bad mantle
under which to work. But it cer-
tainly never dissuaded the spe-
cial interests from using advertis-
ing as a club to try to beat editors
over the head. The Saturday
Evening Post, for example, once
lost several million dollars worth

Editors m those years accept-
ed an adversarial -but not hos-
tile -relationship with all spe-
cial mterests. which is exactly, in
my view, the way it should con-
tinue to be. Special interests
have their own agendas, which
they have every right to express
and promote. The problem is that
people re presenting those inter-
ests tend lo look on their point of
view as ultimate truth, and con-

sider anything less that appears
in pnnt unpardonable.
Along with the disappearance
of the bard-nosed editors who
simply would refuse to work in
an environment in which busi·
ness interests -however subtle
-bad a voice in editorial man-
agement has come concurrently
the growth or public relations.
At its best, PR is a helpful
adjunct to good reporting. At its
worst, it is an effort to lude or put
a misleading spin on mformation
in the paid service of a client.

PR is that only the rich can afford

information playing field.
That's been gomg on for quite
awhile, too.
I stiµ remember with astonish-
ment going to lunch at the

Safety educa1ion 1s cruual for children. Motor vehicle
crashes are the leading cause of death for children ages
five to 15. Many children have been ~illed by an inflating
air bag while nding in the front seat of a vehicle; nearly
all were not properly restrained. Studies have shown
child safety seats reduce the risk of fatal injury by 69 per-
cent for infants and 47 perc;cnt for toddler\.
A nationwide ~afety campaign featuring Big Bird,
Elmo and the rest of the Sesame Street characters is
underway. As pan of a three-year alliance w1Lh the Ch1l-
dren 's Television Workshop. the show's producers and
Ford Motor Company are presenting "Buckle Up with
Sesame Street," designed to teach children and parents
safe seating techniques and the imponancc of safety
belts.
This national safety tour will appear al community cen-
ters, malls and auto shows in 15 ma1or cities throughout
the nation. Certified nu rses trained in chjld safety will
teach safe seating techniques and provide detailed child
passenger safety seat demonstrations following a prel!Cn-
tatfon by Sesame Street characters. _
The tour emphasizes these key safety messaaes:
• Always wear a safety bell while driving or riding in a
car or lruck.
• Children are safest when properly restrajncd in the
back scat.
• Use approved child safety seats for children weighing
less than 40 pounds.
• Children between four and 11 years of age and
weighing between 40 and 90 pounds should use a booster
cushion to help positi on the safety belt across the shoul-
der and hips.
• Rear facing child seats always should be placed in the
back scat of vehicles or in the front seat of vehicles
equipped with the passenger air bag switch in the "off'
position.
• Seats should be moved as far back as possible from
air bags.

Talent-filled Sea Kings dig into
the well, find yet another medalist

NEWPORT BEACH -With the usual sus-
pects missing from the top of the leader
board, Corona del Mar High's golf team dug
into its deep bag of talented players and
pulled out another winner Tuesday.
Innes Macdonald, a CdM sophomore,
had been there all along.
Fact is, to earn a medalist honor is noth-
ing new for Macdonald, whose solid effort
of 1-over-par 36 (three birdies, four bogeys)
led the way for the host Sea Kings in their
nine-bole Sea View League victory over
Back Bay rival Newport Harbor, 191-206, at
Newport Beach Country Club.
CdM's No. 1 player, Max Wallick,
appeared to give Newport Harbor (2-6, 1-3
in league) a glinuner of hope, because be
struggled with a gimpy left knee through-
out the round, suffered earlier in the day
while piddling around during a school car-
nival when he and teammate Jeff Bemis
dressed up like sumo wrestlers.
