NEWPORT BEACH -A retail
shopping village, 75-room bed-and-
breakfast inn, 1,750 residential units
and more than 200 acres of open
space are proposed by Taylor
Woodrow Homes for a high-profile
site in the western part of the city.
The company submitted a plan
Tuesday to develop the 400-acre
unincorporated county area known as
Newport Banning Ranch, one of the
last remaining open plots of land in

COSTA MESA -In a move to
give the public more of a say m
,, what eventually is built on the
Pacific Federal Plaza site, the Plan-
ning Commission this week un-
animously recommended that the
City Council rezone the property.
The council will have the final
say on whether the site at the cor-
ner of 19th Street and Newport
Boulevard will be rezoned from
commercial to planned develop-
ment commercial.
Doing so would require
prospective developers of the site
to submit a master plan and
undergo public hearings, which
are not required under commer-
cial zoning. Both steps would
give the public a chance to
,review and comment on develop-
ment pl.ans, city officials said.
Planning Commissioner Unda
Dixon said besides the increased
public input, a zoning change to
planned development commer-
cial would give prospective
developers more options for
building on the land.
•There's just more uses for
planned development commer-
cial,• she said.
The rezoning also would make
the Pacific Federal Plaza site
more like other downtown prop-
erties, officials said.

and West Coast Highway.
County planners soon will begin
their environmental review of the
project, which also will have to go
through the city and C4lifomia
Coastal Commission.

ance the opinions and concerns of the
neighbors, regulatory agencies and
environmental groups who will be
reviewing this project,• said Mike
Schlesinger, project director.

Taylor Woodrow's desire to build
on the old oil field has been common
knowledge since last summer, when
the company first announced plans
for a mixed-use development.
City Manager Kevin Murphy said
ongoing issues for Newport Beach -
which could annex the development
in the future -will be traffic, roads
and public open space.
He said the city likely will craft a
development agreement with Taylor
Woodrow to ensure it has a say in the
plans as they go through the county.
The city also wants to be sure the pro-
ject is built to city standards, which
can be addressed in a pre-annexation
agreement, Murphy said.
Schlesinger said the developer has
attempted to provide a project that
will address all of the city's concerns
and become •a great asset for West
Newport.•

Last fall, the college moved from LOs
Angeles to a 15-acre site along Harbor Boule-
vard, making Costa Mesa home to the only
American Bar Association-accredited law
school in Orange County.
For the formal dedication of the new cam-
pus, school officials brought in a heavy-hitter
to deliver the ke.,.ote speech.

inside the head of Tom Stop-
pard and recommend his
company to you without reser-
vation. You can find him on the
main stage at South Coast
Repe rtory Theatre 10 a play
called •Arcadia." I saw it Sun-
day and the ideas that tumbled
out prompted me to read the
play. It reads as well as it
plays -and it plays very
well, indeed.
I've been Jascinated by Stop-
pard ever since I saw ·Rosen-
crantz and Guildenstern Are
Dead" many years ago. This
admiration goes beyond the
craft of playwriting -at which I
consider Stoppard unexcelled -
to a Welong fascination with the
stuff of genius. Nothing
engages me more pleasurably
and provocatively than trying to
follow the peregrinations of a
mind touched with genius.
There are a few such people
in my We, whom I Wlll not
embarrass by identifying. There
have been a handful of others
I've met in my work.llig hfe, and
sb.ll others -like Stoppard -
m public view. Watching the
workings of their thought
processes is as exciting as a
World Series home run or a
royal flush in a high-stakes
poker game.
Genius is defined by
Webster as "great mental
capacity and inventive ability,"
and I'll go along with that -
especially the latter. The
geniuses I know don't jom Men-
sa or fla unt their smarts gratu-
itously. But they can't help call-
ing attention to themselves
because they don't think in con-
ventional patterns. And that's
joseph n.

where the excitement lies.
Take composer Stephen
Sondheim, for example. A lot of
us wish he would just keep
reprising "A Little Night Music"
or •A Funny Thing Happened
on the Way to the Forum." But
he's done that and his mind is
restless. So he does an opera on
a barber who gains revenge on
his e nemies by shtting their
throats in his barber chair, then
a musical p lay about the people
who have assassinated our pres-
idents. We aren't always ready
to follow him to such places, but
go there he must.
A few years ago, Stoppard
wrote a play called "Hapgood"
in which he pitted physics
against metaphysics in an alto-
gether delightful and provoca-
tive way. ln •Arcadia," he trav-
els from the determinism of
Newton to chaos through a
kind of archaeological mystery
in which modern researchers try
to unrave l a 200-year-old story
that is played out for us as it
really happened .
ln the process, Stoppard's
characters drop such lines as·
• "It's wanting lo know that
makes us matter. Otherwise,
we're going out the way we
came irV
• ·Lending one's bicycle is a

The thing that impressed me
most about the talk thdl went
on that day was the place al
which the participants stdrled.
They didn't even warm up with
conventional ideas or assump-
tions, but rather blew them off
as not worthy of discussion.
There was no posturing or
baloney or maneuvering lo
position themselves. God, it was
refreshing. And 1mposs1ble to
implement at the time -just
like the VJews of Normdn
Thomas and Adlai Stevenson
that were offered many year!>

Peace and comfort, however
brief, are treasured. Geruus,
by its very nature, isjust the
opposite. It rocks boats, ques-
tions conventionctl w1sdom ·
and pushes parameters -
not because it wdnts to unsettle
us, but because it can't do
otherwise.
Genius sees loo much -
often more than it would like
dnd assuredly more than we
would like. What 1l sees usually
is unsettling. And so our first
reaction often is to stifle,
ndicule or socially 1soldte
genius because we fear it.

inside the head or Tom Stop-
pard .and recommend his

vation. You can find him on the
main stage at South Coast
Repertory Theatre in a play
called -Arcadia.• I saw it Sun-
day and the ideas that tumbled
out prompted me to read the
play. lt reads as well as it
plays -and it plays very
well, indeed.
I've been Jasanated by Stop·
pard ever since l saw "Rosen-
crantz and Guildenstern Aie
Dead• many years ago. This
admiration goes beyond the
craft of playwriting -at which l
consider Stoppard unexcelled -
to a lifelong fascination with the
stuff or geruus. Nothing
engages me more pleasurably
and provocatively than trying to
follow the peregrinations of a
mind touched with genius.
There a re a few such people
in my life, whom I will not
e mbarrass by identifying. There
have been a handful of others
I've met in my worklllg life, and
still others ~ like Stoppard -
in public view. Watching the
workings of their thought
processes is as exciting as a
World Senes home run or d
royal flush m a high-stakes
poker gcUne.
Genius is defined by
Webster as •great mental
capacity and inventive ability,•
and I'll go along with that -
especially the latter. The
geniuses I know don't JOin Men·
sa or flaunt thetr smarts gratu-
itously. But they can't help call-
ing attention to themselves
because they don't think in con·
venllonal patterns. And that's

where the excitement lies.
Take composer Stephen
Sondheim, for example. A lot or
us wish he would just keep
reprising ·A Little Night MusicH
or "A Funny Thing Happened
on the Way to the Forum." But
he's done that and his mind is
restless. So he does an opera on
a barber who gains revenge on
his enemies by slitting their
throats in his barbe r chair, then
a musical play about the people
who have assassinated our pres-
idents. We aren't always ready
to follow him to such places, but
go there he must.
A few years ago, Stoppard
wrote a play called "Hapgood·
m which be pitted physics
against metaphysics man alto-
gether delightful and provoca-
tive way. In • Arcad.Ja, • he trav-
els from the determinism of
Newton ta chaos through a
kind of archaeological mystery
in which modem researchers try
to unravel a 200-year-old story
that is played out for us as it
really happened.
In the process, Stoppard's
characters drop such lines as:
• Hit's wanting to know that
makes us matter. Otherwise,
we're gomg out tbe way we
came m.·
• "Lending one's bicycle is a
form of safe sex, possibly the
safest sex there is.•
• "Heat goes to cold. It's a
one-way street. Your tea will
end up at room te mperature.
What's happemng to your tea is
happening to everything every-
where. The sun and the stars.
lt'U take awhile, but we're all
going to end up at room tem-
perature.·
• "It's the best possible time
to be dbve, when almost every-
thing you thought you knew
was wrong.·
Some years ago. the former
president of the University of
Chicago, Robert Maynard
Hutchins, ran a think tank in
Santa Barbara. He would take
ma1or issues of the day. invite
the best thinkers he could find
on that issue, sit them around a
tdble and record what they had
to say. l was privileged to take
part in one of these sessions,
mostly dS a 1ournalist-observer,
and I had sense enough to keep
quiet dnd listen.
The thing that impressed me
most about the talk that went
on that day was the place at
which the pdrtic1pants started.
They didn't even warm up with
conventional ideas or assump-
llons, but rather blew them off
as not worthy of discussion.
There was no posturing or
baloney or maneuvering to
position themselves. God, it was
refreshing. And impossible to
implement at the time -just
like the views of Norman
Thomas and Adlai Stevenson
that were offered many years

Peace and comfort, however
brief, are treasured Geruus,
by its very nature, is JUSt the
opposite. It rocks boats, ques-
tions conventional wisdom
and pushes parameters -
not because 1t wants to unsettle
us, but because 1l can't do
otherwise.
Genius sees too much -
often more than 1t would like
and assuredly more thdn we
would like. What 1t sees usually
is unsettling. And so our first
reaction often 'is to stifle,
ridicule or socially 1soldle
genius because we fectr it.
