C ORONA DEL MAR -It was the phone
call of a illetime that offered 13-year-
old Travis Beardslee an opportunity he
will never forget. •
·My dad asked me to come downstairs and I
thought I was in trouble because he was so seri-
ous," said Travis, recalling the phone call that
came early last month. "I got on the phone and
the (Coca-Cola company) asked if I was willing
to accept being an Olympic torchbearer."
It took a moment for the young Corona del
Mar runner to digest the phenomenal ques-
tion posed to him.
"I couldn't speak,· Travis said. "I was smil-
ing the entire ti.me. Then I said, 'Of course.'"

NEWPORT BEACH -Mayor John Hedges' plan to
bolster city reserves and refund a portion of property
taxes to residents died Monday when four counolmem-
bers voted against adoptmg a formal resolullon.
Although every council member who spoke said he or
she supported pursuing fiscally
conservative strategies. the pledge
of a partial tax refund -even as a
symbolic gesture -was called
"irresponsible" and "premature."
"I think it's unrealistic and
frankly irresponsible to sit down and
tell people what they want to hear,·
said Councilman Tom Edwards, one
of four councilmembers to vote
against Hedges' resolubon
"Over the past five years we've
had to spend in excess of $5 million
in reserves. In this litigious society, John Hedges

and his buddy Emilio Morales col-
lected their pay checks Friday, left
work early and drove to a local bar
to chug a few beers, police said.
After reportedly drinking for
three hours at the Garibaldi de
Noche bar on 19th Street. Mar-
tinez offered Morales a ride home
and the two climbed into his
Dodge Daytona and headed for
their Costa Mesa homes. But nei-
ther man made it.
As Martinez drove down the
2300 block of Placentia around 7
p.m., be lost control of his speeding
car, which drifted off the street and
plowed into Juan Garibay Alvarez,
who was jogging near the Costa
Mesa Fire Station. police said.
The impact killed Alvarez
instantly and oost Martinez his life,

Volunteers sought to
plan Mesa 5000 run
The Mesa 5000 planning com-
mittee is looking for interested
parents, community members or
Costa Mesa High School staff to
help plan next year's race.
The SK walk/run for Costa
Mesa High has raised $15,000
during its first three years for pro-
jects, equipment and programs at
the school. The fourth annual
event is scheduled for Nov. 3 at a
3.1-mile course in the South Coast
Metro/Harbor Gateway Area.
Planning meetings are sched-
uled each month. The next meet-
ing is April 25 at 7 p.m. in room
170 at the high school.

Costa Mesa firefighting
pioneer Gallagher dies
Raymond Michael Gal-
lagher, who wds one of the Cos-
td Mesa Fire Department's first
patd firehghters, died last week
of complications relating to
pneumonia. He was 77 .
Mr. Gallagher was one of six
firefighters hired by the city
after it converted from a volun-
teer force m 1956. He retired at
the rank of fire captain irt 1979,
after serving 39 years in the fire
:;ervice.
Born m Rhode Island, Mr.
Gallagher served in the Anny
Au Force from 1941to1945. He
began his career as a firefighter
in 1946, working with the U.S.
"1avy Department.
; In 1953, Mr. Gallagher
moved to California, where he
was hired to work as a civilian
firefighter at the El Toro Marine
Base. He left that position in
1956, when he went to work for
the Costa Mesa Fire Depart-
ment.
After his retirement, Mr. Gal-
lagher continued living in Cos-
ta Mesa with his wife, LeeAnn.
Mr. Gallagher is survived by
his wife; sons Brian and Jim;
and daughter Catherine.
A memorial service will be
held on Wednesday at 11 a.m.
at the Costa Mesa Fire Depart-
ment's Metro Fire Station, 3350
Sakioka Drive.
Donations may be sent in
Captain Ray Gallagher's mem-
ory to the Costa Mesa Firefight-

F AIRGROUNDS -Boarders and
horse trainers at the Orange
County Fair's Equestrian Center
will find out soon whether they have to
bit the trail.
Pair · officials nearly booted the
boarders out of their stalls in October
when financial reports revealed the
center had consistently lost money. To
reduce losses, the fair board looked
into eliminating the boarding services
and converting the center into a show
facility only.
The plan stalled after boarders and
trainers converged on an October
board meeting to complain. Since
December, a Sacramento-based con-
sultant has been working on a five-year
plan to increase the facility's revenue
so it can break even.
"The facility is included in the fair's
1996 budget. They're going to evaluate
it for 1997, • said Russ Kibota,
radio/television coordinator for the fair.
"They're trying to keep it a dual facili-
ty as long as they can, but fine tune the
plan every year, making adjustments. n
Consultant Lewis Ridgeway present-
ed the board with a preliminary report
in January and will outline his five-
year plan next month.
According to the first report, an
overview of the center's costs, revenue
sources and alternatives, the equestri-
an center lost about $256,000 in 1994.
Last year, however, the center finished
only $25,866 in the red.
To break even this year, the center
needs to generate $346,000 for over-

Currently the center raises money
from residents who board their horses
at the fairgrounds and by holding horse
shows.
The center houses 121 horses at a
cost of $350 per month, though it has
room for 240. Many of the remaining
stalls are saved to house horses during
shows.
Last year during an 11-month peri-
od, horse shows occupied the center for
68 days, bringing 3,006 horses and
nearly $276,000 in revenue to the fair-
grounds.

equestrian center could maintain its

current boarders, entertain some horse
shows and end the year with $41, 100.
lf the fair increased its boarders to
200 and scheduled fewer shows, the
facility would bring in close to
$100,000. But for now, fair officials are
intent on simply breaking even.
An ad hoc committee has been
meeting every other week since
December and is preparing an eques-
trian center manual for boarders, train-
e rs and anyone doing business at the
center, Kibota said.
"It will include all rules for the cen-
ter one packet,• Kibota said. "Before,
you asked as you went along. It's going
to be a littre more clear now."

NEWPORT BEACH -Clear-
ly, the idea of a Certified Farm-
ers Market in Corona del Mar is
a concept which has begun to
talce rpot in the minds of -the
Newport Beach council.mem-bers.
The council voted unani-
mously to pursue a-plan to
bring a weekly market to Coro-na del Mar. If negotiations go
smoothly, the first market could
happen as soon as April 27, said
Rick Heil who will be the mar-
ket's manager.
Councilman Dennis O'Neil,
whose district includes Corona
del Mar, said he was initially
worried the market would bring
traffic congestion and trash
problems. Eventually, he said,
he saw the merits and now
endorses the concept.
"I will be one of the regular
customers every Saturday
morning," O'Neil said Monday.
Heil, who manages Farmers
Markets in San Clemente and
Dana Point, plans to hold the
event in the municipal parking
lot at the comer of Marguerite
Avenue and Bayside Drive. The
market, which will feature 25 to
30 local growers, will be held
every Saturday from 9 a.m. to 1
p .m.
Merchants would sell organ-
ic fruit and vegetables, flowers,
fish, preserves and similar
goods. .
Unlike similar markets in
other cities, the Corona del Mar
effort has been driven primarily
by local residents rather than
by organized economic devel-
opment or redevelopment
agencies. Representatives from
the Oasis Senior Center and the

Corona del Mar Chamber of
Commerce have both written
letters in support of the market.
The city clerk's office has
received a couple letters and
phone calls frolll( residents or
opponents of the market, but
nobody spoke against the plan

Talbot contacted Heil after
visiting the manager's San
Clemente market. It was an
idea, she said, which could cre-
ate a weekly meeting place
within the community.
"It will add to the neighborli-
n~s1 and it will be healthful,"
Taloot said.
During the council discus-
sion, councilwrunan Norma
Glover expressed some concern
the marlcet might provide
unwanted competition to busi-
nesses like the Health Empon-
um, a nearby market which also
sells organic produce.
But O'Neil said it was his
understanding the market's
owners support the idea.
"Maybe they think it will
bring more peqple mto the
area," O'Neil s~d. #I think
there's a potential mix there."
A tiny fraction are actuall~
licensed and registered. Almost
without exception, they are mon-
grels -scrawny, emaciated,
m.angy, in-bred, flea-bitten, dis-
eased. Sophisticated world trav-
elers usually refer to the dogs of
China and Mexico as the worst
looking dogs in the world. Com-
pared to the dogs of American
Samoa, the ddgs of China and
Mexico would qualify as best of
the class at Madison Square Gar-
den.
The territory has no leash law.
It has a singularly, ineffective
license law. lt has a completely
ignored stray dog law. As a
result, large packs of dogs roam
the territory in groups or packs,
fighting frolicking, fornicating,
snarling and during a full moon,
howling either singly or in uni-
son.
All of this~ standing by itself is
but a nuisance. However, a
more ominous result of this
bulging canine population is an I

than 250 dog-bite cases checked,
into the hospital.
With, our respective popula-
tions it !would be comparable to
having 500 dog bites a year
checking into Hoag Memorial
Hospital. Of all these stray dogs I
remember 'IWeeter.
Now just how a stray dog gets
a name I do not know. One
would think that a stray dog if he
had a name would have a name
like Butch or Snapper, not a
cutesy-cutesy name like 'IWeeter.
However, in spite of that name
'IWeeter had a lousy disposition.
He like to bite children. He bit
one child severely. He bit anoth-
er child severely. Finally he bit a ..
third child severely.

person hired a couple of Tongans
to beat 'IWeeleT to death with
clubs. It wasn't pretty and the
S.P.C.A. would undoubtedly
have disapproved but i\ was
eU~ve. No more 'IWeeter.
I happen to remember 'IWeet-
er because the parents of the
third bitten child sued the Ameri-
can Samoan government for not
enforcing the stray dog law and
received a substantial judgment.
Still the government did nothing
about the stray dogs. , •
The Samoan attitude toward
dogs was ambivalent. I was bit-
ten twice and the Samoan reac-
tion shows the difference in•atti-
tude. One night I was talking to
a Samoan beside the road. A
stray dog came out of the bush
and bit me. The Samoan simply
picked up a rock and killed the
dog. Just like that.
And we continued our conver-
sation as though nothing bad
happened. Inddentally, rQCks are
the weapons of choice for
Samoans. Most of the mwder
cases I tried involved rocks.
My other dog bite occurred
one evening when I was talking
to a Samoan on bis front porch. . ~ :
His dog bit me. He just kept on ,
talking. I said, "Your dog bit ·#
me."
·He don't like you," he said.
And with that we continued with.
our conversation with blood run-
ning down my calf.
I draw no moral from these
two incidents. I do have a word
of advice for world travelers. If in
Pago Pago you wish to talce an
everung stroll, carry a rock. If a
dog approaches, pull that rock
out of your pockets and the d og
will run IJ.ke hell. They may be
strays but they're not dumb.

Th~ whole matter bas left Sof-
fet's Arbor Street neighbors shak-
ing their heads -and cleaning up
bis mess. About 10 neighbors got
together a few weeks ago and
cleared away a bin-full of weeds,
overgrown shrubs and trash from
Soffer's front yard.
"We''re not happy with Sid Sof·
fer, not at all,• said Steve Wilson,
who lives Just a few door5 down
from Soffer. "He's so egocentric.
He's never given the neighbors
any consideration at all.
"When he was living there, he
bad six old rusty Cadillacs right
out in his front yard with weeds
growing up in them. And that's
the entrance to our neighbor-
hood. He would say that it was
bis right to have them there, and
that's all he cared about.
"Somebody's got to hold him
to the law, and now what he's left
us with is an abandoned house
with plywood over the windows.•
The neighbors claim Sorter's
home has become a magnet for
transients, who sneak into the
abandoned house at night for
shelter. Wilson said he hopes Sof-
fer will consider fixing up the
property and renting it to some-
one who's will to maintain it.
But some residents say that's
just wishful thinking.
"It would be nice if he assumed
some civic responsibility," said
one Cedar Place resident who '
asked that her name be withheld.
"The rest of us are trying to do
what we can to make the homes
nice, and it's frustrating. I've lived ·
here for about seven or eight years,
and it's been that way the entire
time. It's a shame he ;oesn·t take
pride in his propert)'. ~d it's creat-
ing problems for ~rybody else.

Darre U Knutsen, who lives
across the street from Soffer's
home, echoed those thoughts.
"I basically ignored him for 10
years,• said Knutsen, who lives
across the street from Soffer's
home. "I tried not to get upset, but
recenUy some residents just decid-
ed to take action. He'd abandoned
the property and there were
vagrants living inside.•
Kevin Donahue said he's so
embanassed by the condition of
Soffer's house that when he gives
friends and relatives directions to
b.is Dogwood Street home two
blocks away, he tells them to go
the long way around, so they
don't pass by Soffer's property. ·u looks so bad,· said Donahue.

"I just think it's bo:rrlble. It de.fi-
nitely brings down the neighbor·
hood I wish the city would do some-
thing to make him clean tt up."
The city has already towed
four "vintage• Cadillacs from
Soffer's driveway. And according
to City Manager Allan Roeder,
there's not much more the city
can do.
"There really are only two
things," Roeder said. "We have •
our annual weed abatement pro-
gram. That essentially involves our
contacting the property owner and
giving notice to cut down the
'Weeds, or we will have a cohtrac·
tor go out and do it for them and
then charge them for it. I can't say
whether Sid's on that list this year.•
The city aiso could pursue
public nuisance charges against
Soffer. But, Roeder said, officiais
can't begin that process unW
they've received complaints from
residents. And so far, Roeder said,
Sotfer's neighbors haven't com-
plained to City Hall.
"ln order to make a basis1(e>r a
public nuisance case, we would
rely on public testimony, and
then we would have to arrange
for an inspection to look for haz-
ardous conditions," Roeder said.
·we can't just simply base it on
the fact that it doesn't look nice. It
becomes more of a fundamental
heath and safety issue.
·And neither one of these
would make the house look like a
candidate for home of the year. It
would mean keeping the windows
boarded up, securing the premises
and keeping the weeds knocked
down -just kind of the minimum.•
As for Soffer, he said he was
"shocked" to hear of his neigh·
bor's complaints. He said he
recently paid a friend of his $200 to
cut the lawn and trim the bushes.
"Then I bear some of my neigh·
bors went and deaned it up some
more,• Soffer said Monday. "I was
dumbfounded when I heard that.
What did I pay the 200 bucks for?
"Without being able to see it
myself, I don't know what else I
can do or what else needs to be
done. But they know how to get
ahold of me. They know where
my restaurant is. If they have a
problem with me, why don't they
get in touch with me direCtly?"

innings later Mira Costa (4-11)
pushed across three rwu to take

A right-hander, Starns stifled
Edison's big bats on a variety of
"junk," as he described it. He
struck out seven and walked
two.
Making Starns ever more
effective, however, was the ster-
ling defense of Mesa from start
to finish.
• It was third baseman Al
Lambert in the first inning, nun-
ing a bot groun<ier toward left
into a 5-4 double play.
• In the third inning Starns
picked off a baserunner at sec-
ond as shortstop Scott Smith
slipped in behind the runner,
and Lambert was there again,
knocking down a hard bouncer
and getting the runner at first for
