No money for raises
• Even with budget

the Newport-Mesa district
will have enough for pay
increases.

NEWPORT-MESA -Although
there are many unknowns in the
1998-99 school district budget,
school board President Jim Ferry-
man said one thing is almost cer-
tain: There is not enough money
for employee raises.
One unknown is whether the
district's , budge\ is being pro-
pelled by state revenues or local
property taxes. The district won't
know until June.
Another unknown is how
much money the district will save
with its budget restructuring
p rocess. The initial phase will
streamline 10 departments by
June.
The size of the budget shortfall
seems to fluctuate, too.
At the beginning of the year,
school officials said the district
had a $4.8 million shortfall, which
meant there would be no raises.

The deficit apparently has
shrunk to about $3 million, but
even so there still isn't enough
money for raises, Ferryman said.
"The only thing I could see is
giving some employees a one-time
bonus," he said . •And I don't even
think we hdve money for that.•

negotiations, Linda Mook, presi-
dent of the Newport-Mesa Feder-
ation of Teachers, refused to com-
ment on the pay-raise ISsue.
Last year, teachers and adrrun-
istrators received a 7 % raise,
which was supplemented by
another 2% raise m January.
"I've been telling Lmda Mook
that another 7% rdl.Se and we'll be
taken over by the county and the
state," Ferryman said. "Show me
the money. We deficit spent last
year and they ·(state ofhcialsl
don't like that."

NEWPORT BEACH -With
four possible alternatives for an El
Toro airport flying around, city
officials and pro-airport activists
are trying to decide which one
they should latch onto.
The four main plans -labeled
A through D -along with seven
secondary alternatives, will be
presented to the Orange County
Board of Supervisors today. The
board is not expected to make a
decision on a preferred plan until
this summer, when the yearlong
environmental review process
likely will begin.

over development prOJects. I have always

mr·nt, d!> I belleve people have the nght to live in
dnd enJOY Newport Beach. I have never under-
..,tuod why developers and residents seem to have
..,o much trouble finding common ground.
W~)J. tn the last four weeks, l have watched a
developer show no respect for the position of
more thdn 350 existing residents in Newport
Bedch Tdylor Woodrow has a large development
pldnned for the area duectly across from Newport
Shore'> ("Developer has big plans for Banrung
Rclnch," Apnl 15).

been en1oyed by the residents for years Taylor
Woodrow has proposed pultlng a road adjacent to
ttus dTed to access their new home development.
Our assooatJon has made numerous efforts to
rontdct them to object to this and support their
development, provided the road would not
destroy an existing unique and beautiful part of
Newport Beach. Nowhere else m the aty does an
area like th.ls eXJSt.

more than a month ago The developer chd not
even bother to show up. They chd this so that we
would not have rune to orgaruze and have our

VlSors. Taylor Woodrow hnally held a meeting

road would have to be adjacent to the wetlands
c1Ted, and they would present the plan to the
county Board of Supervisors.

Alter Wltnessing this type of dpproach, it made
me very aware of why developers and residents
often have a difficult time finding common
ground. There are many developers out there
who recognize the importance of working with
the community in which they plan to develop.

schools seemed to have a cut-

something along the lines of the
arllcle written after the Laguna
Hills football game.
No one from their hometown
newspaper even inteTVlewed
our players, or our coaches for
that matter. That was the only
article from four different news-
papers that was left out of the
seniors book.
The Hawks really killed El
Toro, beat 1\-abuco. Other than
two long plays, they never drove
on the Mustangs (I've watched
this tape too many times to
reach the conclusion that
deserved that article). Barry, we
love you (well most of time) and,
as always, look forward to your
columns.

Smoking might as well
be illegal in California
On the article, MCollege dis-
trict may crack down on smok-
ing" (April 15). well, what can l
say? Yellow lines. Pink lines.
Where we can smoke and where
we can't smoke. Is smoking ille-
gal? Well, I think it is.
Are we ready for urine tests
on smoking so that we can con-
fer second-class citizen status
and expropriate freedoms from
those who indulge? I'm looking
at $1,600 more a year in pay-
ments because I smoke?
I'm 52. I've been trying to quit
for years. What can I say? I like
it, and I don't like it. The point is,
where are our freedoms going?
Next it will be sport utility vebi-
cles, fat intake, alcohol. Why
don't we tax wine at a dollar an
ounce? Then we'll see how the
yuppies feel about that instead of
smoking.

disappointing
I just found out there will be no Uon's Cup soccer
tournament this year.
Everyone in my family. including my daughter,
was looking forward lo participating. We had so
much fun
last year,
we still
talk about
it with

some of our friends. It's an unfortunate develop-
ment, considering this is the only real opportunity
for all the Newport-Mesa elementary schools to
field teams in a single, competitive event.
J understand there are insurance, logistical and
financial consideratjons for a tournament of this
size. I don't blame the Lion's Club for dropping
their support. since it has been a money-losing
endeavor. However, there's real value to staging a
townament of this type, if only to help the kids
develop pride in their schools -not to mention yet
another opportunity for kids to be exposed to such
a wonderful game.
While it's too late to organize it to coincide with
this year's Fish Fry, perhaps something could be
done for later in the school year or the beginning of
swnmer. At the very least, let's do some planning
now so it can be staged again next year.
I hope someone will take it upon themselyes to
get the ball rolling for a local community-schools
soccer tournament. If they do, I would be more
than willing to get involved in some capacity, and
I'm sure there are many other parents who would
do the same. ·

.. Land dispute? No problem
I f some of the people in San
Juan Capistrano have a lit-
tle problem with their prop-
erty lines, I'm sorry. I really am.
It's partly my fault.
It goes back to when John
Landell was the community's
justice of the peace.
Sixty years ago, San Juan
Capistrano was a tiny village
Clustered around the mission
and connected to the rest of the
county by a two-lane road that
meandered over the hills to
Tustin and Santa Ana. It was
populatep entirely by descen-
dants of the original mission
Indians. plus some refugees of
the 1910 Mexican Revolution.
LandeU was, for all intents
and purposes, the ·a1ca1de• or
boss of Capistrano. a combina-
tion judge. mayor and chief of
police. He was rather small,
very clignilied, with a thatch of
white hair and a flowing white
mustache. He was married to
one of the Lugos. as I recall.
Transient charged with
videotaping young girls
When I was a very young
deputy district attorney, Lan-
deU took a liking to me and
asked District Attorney Bill
Menton lo assign me to his
court every Thursday morning
to help with his "judicial
duties." Landell held court in a
small, one-room adobe that
looked to be about the same
age as the mission.

ing a 5-year-old girl in Hunting-
ton Beach, Smith said. Although
state law requires Russel to regis-
ter as a sex offender, he failed to

sex offender goes on trial today
on charges related to the surrepti-
tious videotapmg of dozens of
young girls undressing in their
homes and in public restrooms.
Paul Russel, a 38-year-old tran-
sient. was arrested about 11:30
p.m. March 28 after a woman in
the 1900 block of Santa Ana
Avenue reported seeing a man
peeping into a neighbor's win-
dow, said Costa Mesa police Lt.
Ron Smith.
Russel was charged with suspi-
cion of prowling, possession of an
illegal krufe. possession of child
pornography and failure to regis-
ter as a sex offender -all misde-
meanors, Smith said. If convicted
today at Harbor Municipal Court,
Russel could face up to 2 112 years
in county jail.
Meanwhile, Smith on Monday
mvited area residents to view
clips from 20 one-hour videotapes
that mvesbgators found in a Cos-
ta Mesa storage locker rented by
Russel. The purpose of the view-
ings is to identify some of the 50
to 75 girls ages 5 to 14 shown on
the tapes, which could lead to
more serious charges being filed
against Russel, Smith said.

having sex with what appear to
be underage girls, Smith said.

tom of the restroom walls, he said.

dents to be on the lookout for a
1976 Dodge Four Star motor '
home with California license
plates 395HTO that is registered
lo Russel.
The motor home may contain
more evidence against Russel,
and appears to be where he taped
himself having sex. Smith said.

people are poor and terribly

afford to go to Santa Ana, so I

I feel I must do.

that I do not have juriscliction to
grant a divorce. Still, I do. These
people do not have the money to
go to Santa Ana. much less to
hire a lawyer. So I grant
divorces. and it makes them
happy not to be living in sin with
their new spouses. I have sen-
tenced a few men to prison and
suspended sentence just to keep
them in line. I am quite aware
that I have no such authority.
Now I want you to go out and sit

you need to do to work out their
problems as I would•

prison sentences, but I took
care of land disputes and pro-
bated a few estates.
As far as land disputes, I
would listen to each side, then
decide that Juan's title went to
·this tree• and Pedro's title
went to "that rock .•
When someone died, I
would divide the property
between the heirs and agam
decide where the property
Imes were to go. It was great
fun, and I think I probably
came as close to administering
justice then as I do today with
a huge law Library, lawyers and
briefs and endless legal nit-·
picking.
The purpose of th.Ls article,
however, is to expla.lc to the
present citizens of San Juan
Capistrano that if you and your
neighbor seem to have a little
problem with the property line
between your houses, don't
complain to the title company
or call an attorney.
Just call me. and I'll come
down and work it out just like I
did for Landell 60 years ago -
tf I can find the appropriate
rocks and trees.

votes. That's because it's the only pro-
posed scenano that matches what
Newport Beach people want -an
international airport at the El Toro
Marine Corps Air Stabon with John
Wayne Airport operating at status quo.

mercial flights or alternative A because
it limlts EJ Toro to a domestic airport.
That leaves alternative B as the most
viable option at quick glance, she said.
The plan also includes a mixed-use
Global Town Center with an emphasis
on international business and trade, a
HillsidB Technology Park for research
business and a large regional park with
cultural and recreationdl uses.
Tom Naughton, president of the Air-
port Working Group, echoed Ducey's
process of elimination as to which plan
he would support.

Newport Beach Mayor Tom Edwards,
who also is a member of the county's
Citizens Advisory Committee.
•Frankly, it incorporates the airport and
everything the Millennium Plan la non-

judgment?' I would lean toward plan
B, • he said. •There's no reason why we
should limit operation at El Toro to
domestic service only, which discounts
plan A. Alternative C I wo\lld discount
initially because of the tremendous
expense of the people mover. Plan D I
discount because that's the original sce-
nario that limits John Wayne to private
aircraft, and I don't agree with that.•
While alternative C also envisions El
Toro as a large mtemat10nal airport and
limits John Wa yne to only short-haul
lights, 1t mcludes a $300 million, tugh-
speed people mover connectrng the two
facilities.
But El Toro opponents maintain that
alternative B is not viable, either.

uled officers to monitor the busi-
ness, but when the officer
arrived, the restaur1nt was

there's any legitimacy to 1t, we'll

to 10 p.m. Sundays, will expire in 2005.
It has not been determined if such a
curlew is possible for an international
airport at El Toro, but county supervi-
sors have endorsed the concept
