SANTA ANA -Newport
Beach socialite Tina Schafnilz will
spend 10 months in jail after
pleading guilty Tuesday to three
felony cha rges of selling a half-
ounce of cocaine to an undercover
Tustin police officer.
A week after pleading not
guilty to the same drug and
weapons charges, Schafnitz
changed her plea and admitted
the drug deal with a narcotics
detective March 16 outside an El
Torito restaurant m Tustin.
Schafrutz, 38, walked out of San-
ta Ana Mumc1pal Court flanked by
her husband, Matt, and attorney,
Robert Newman She will remain
free for at least another week.
As pdrt or her sentence,
Schafnitz was ordered to report
Tuesday night to the women's Cen-
tral County Jail in Santa Ana,
where she likely will be assigned to
another facility to serve her 10-
monlh sentence, officials said.
Where she will be jailed lS still

Either way, Newman insisted his
client will not spend more than a
night in the county jail sleeping
alongside other criminals.
While Newman said his client
had no comment on her sentence or
the crime, Schafnitz repeatedly
tried to held questions from
reporters as she made her way from
the courtroom to an elevator about
50 yards down the hall.
With yes and no answers to
reporters' quesllons, a smiling
Schafnitz denied ever using
cocaine, said she was set up by
someone and believed she got a fair
deal from the judge.
'But the woman who was a
glamoro us fixture at Newport
Beach society galas and charity
fund-raisers seemed dazed and
confused, which Newman later
attributed lo prescription drugs
she 1s taking to control a cliag-
nosed bipolar disorder.
The medical conclition creates
emollonal feelings of increclible
euphoria followed by deep
depression and is commorLly treat-
ed wllh the prescription drug
Prozac, although Newman refused
to say which medication his client
IS taking.
Newman said Schafnltz has
been taking meclication since the
day after her arrest, when she was
freed on $25,000 bail and promptly
checked into an Orange County
live-in drug treatment facility,
where she will remain until enter-
ing jail next week. .

In his sentencing, Mun1c1pal
Court Judge Steven L. Perk cited
Schafnitz's spotless criminal record
in ordering her lo serve three years
of formal probation, pay $5,200 in
court costs, register with police
where she lives as a controlled-sub-
stance abuser, and subrrul to ran-
dom drug testing and sectrches of

Deputy District Attorney Joe
Nedza, who wanted Schafnitz to do
her time in state prison instead of
the relatively comfortable confines
of a minimum-security county or
private jail, said he was disappoint-
ed with the sentence.

Schdfnitz remained upbeat in the
courtroom, smiling at reporters and
joking with hN husbdfld and a few
fnends who were there to show
their support.
When dsked to stdnd and appear

to be asked once by the judge to
speak up so the court reporter could
hear her and kept her respomes to
simple "guilty,• "yes, your honor•

"She may be smiling on the out-
side, but I know she's not feeling
good inside,• he said. "She's sony

alternative for a commercial airport at the El Thro
Marine Corps Air Station. Orange County super-
visors Tuesday la.id the groundwork for the most
oucial land-use decision in recent county history.
With Tom Wilson and Todd Spitzer dissenting,
the board agreed to prepare detailed blueprin1s
on plans C and B -two of four aviation alterna-
tives presented by county consultants. Both pro-
posals call for an international airport at El Toro
and a short-haul facility at John Wayne Airport,
but they differ over the anticipated air traffic.
Because environmental laws require the list-
ing of a preferred project, the county technically
adopted plan C as its first choice, said Kathleen
Freed, public information manager for the El Toro
Master Development Program. But she said all
alternatives will undergo the same level of analy-

appointed mission and the four
sure-fire front-page categories.
And since I'm mellowing out
slightly, I may lake the easy way
more often.
Consider several current cases
in point (in addition to the recent
John Glenn and Jane Roe
columns). Almost every week,
obituaries and news and feature
stories I read in the daily news-
paper relate to people who
crossed my life or events in
which I participated. And a
whole stream of memories come
washing back.
Recently, for example, names
in the news have included:
• Sam Sheppard, the Cleve-
land dentist convicted of killing

ning tabloid murder cases.
•Charles Keating, wbo bilked
thousands of people out of their
life savings
• Movie director Frank Capra,
who was the subject of several
recent biographies and a retro-
spective al Corona del Mar's
Port Theater.
Sheppard's son recently got a
court order to dig up his father's
remdtnS to extract DNA samples
that would prove the blood stains
at the crime scene were not his.
That brought back one of the
strangest days I ever spent, with
a medical doctor hued by Shep-
pard's attorney to hypnotize
Sheppdrd and regress him to the
night of the murder. The doctor
told me unequivocally that Shep-
pard wa~ innocent and then
added the-ndille of the real mur-
derer, mformalion I couldn't use
and didn't redlly want to know
Then he hypnol.Jzed me when I
suggested thdl he couldn't.
1 met Kedllng when 1 was
domg a magazine piece about a
prcs1dentidl commission studying
the effects or pornography on our
society. When Richa~d Nixon did-

taught at UCI, then jomed me for
dumer afterwdrd. He was one of
my youthful heroes, and I WdS
startled both at tu.s failure to con-
nect with the students and our
talk later in which he took a
politically ultraconservative Line
that didn't seem to me to square
very well witn hts wonderfully
populist films.

and service.
One ordinance amendment
would establish new regulations
for restaurants, bars, liquor stores
and supermarkets that sell alco-
holic beverages.

The City Council last year
directed its staff to develop com-
prehensive regulations. to pre-
vent alcohol-related problems -
including public drunkenness,
drunken driving, littering, loiter-
ing and vandalism -that are
common on Balboa Peninsula
and in the city's other commer-
ciillly dense areas.
The proposed regulations
would apply only to new alco-
hol-selling businesses, unless an
existing business· significantly
changes its operation or causes

NEWPORT BEACH -The Newport Beach
Conference and Visitors Bureau is among four
agencies that will split $750,000 a year to adver-
tise Orange County's recreational, cultural and
business opportunities.
Earlier this month, the BoMd of Supervisors
approved a $2.25 million effort to promote areas
of the county in the tounst trade over the next
three years. The county asked the Newport
Beach agency to work on the campaign with vis-
itors bureaus in Anahetm, Buena Park and
Huntington Beach.
"It's great to be able to pdrtner with the other
bureaus in Orange County, all of whlch offer
something different for visitors," sa.td Rosalmd
Williams, executive director of the Newport
Beach Conference and Visitors Bureau
The money came from a reserve fund set up
as part of the county's recovery from hank.ruptcv.
Williams said the functing proposal, authored
by Supervisor William Sterner, is dn attempt to
"do something to stimulate the economy.·
It's an economy with tounsm deeply embed-
ded in its spine. Nearly 58 million v1s1tors spent
$5.6 billion inside countv lines in 1997. Califor-
nia spends $7 million each year lo lure outsiders
to the sunny weather.
Williams said Orange County's clean-cul im-
age is a big reason for the steady now of visitors.
"It's a major concern to travel to a safe place,"
she said. "Newport Beach can unequivocally
provide that safe atmosphere."
The funding packC1.ge also is a WdY lo develop
·public-private partnerships," with government
becoming actively involved m promotmg busi-
ness, said Diane Baker, executive director of the
Huntington Beach Convention and Visitors
Bureau.
Baker said the money will be spent on cable
television ads, brochures and other pnnted
material.
"We've never really marketed Orange Coun-
ty, .. Baker said. "Visitors don't JUSt happen. You
have to bring them in. And it's probably the most
competitive dollar there IS.·
Williams said the funding 1s shared because
the commwtities are dependent on each other to
bring in tourists. And she said the county will be
promoted as a whole.

disturbances of the peace, public
urination, illegal parking, lewd
conduct and excessive calls for

But the PlaJ\.ning Commission
would have to notify the business
owner of the conditions and allow
30 days to correct the problem
before declaring the business a
nuisance, the report said.
Similar findings must be made
for the city to revoke a permit
after it is approved for a new alco-
hol-serving business.

Sheppard's son recently got a
court order to dig up his father's
remains lo extract DNA samples
that would prove the blood stains
at the crime scene were not his.
That brought back one of the
strangest days I ever spent, with
a medical doctor hi.red by Sjlep-
pard 's attorney to hypnotize
Sheppard and regress him to the
night of the murder. The doctor
told me unequivocally lbat Shep-
pard was innocent and then
added the ncUTle of the red! mur-
derer, mformabon I couldn't use
and didn't really want to know.
Then he hypnobzed me when I
suggested lhdt he couldn't.

South County.

Plan C envisions 24 million pas-
sengers a year at El Toro, 9.4 mil-
lion at John Wayne and a high-
speed people mover linking the
two. It is the only alternative that
projects John Wayne's passenger
load to exceed the current cap of
8.4 million passengers per year.
Plan B reflects what Newport
Beach officials have advocated all
along -keepi.ng John Wayne at
status quo and putting an intema-
t1ondl airport at El Toro. That plan
forecasts El Toro at almost 29 mil-
lion passengers a year and John
Wayne at 5.4 million. John
Wayne, wtuch has a departure
lhght pdth dJiecUy over Newport
Beach, now carpes about 7 mil-
hon passengers per year.
But Edwards said he is not par-
ticularly concerned about the pro-

He said he hopes tbe county will
be able to plan an airport a_t El Thro
that carries 24 million passengers a
year, as in plan C, without the peo-
ple mover between El Toro and
John Wayne, which he said doesn't
make much financial sense.
"I'm extremely positive about
the whole process,~ Edwards
said. wwe specifically included
noise mitigation, curfews and did
away with any use of Runway 25
-which should eliminate the
noise concerns of South County."
Richard Dixon, chairman of the
El Toro Reuse Plarming Authority,
said he still has concerns the
county ultimately will decide on a
massive international airport at El
Toro and that officials will aban-
don placing nighttime resbictions
on the facility.
He said, however, that he is
happy there at least is a plan to
debate.
"Up until today, the airport has
been a moving target," Dixon said.
"Hopefully what's happened now
is Orange County will get a closer
definition of what an El Toro air-
port will look like so we can legiti-
mately begin discussion."
The county's move Tuesday
was unexpected. The board origi-
nally was not going to decide on a
preferred plan until after the four
options were taken on the road to
the general public.
Edwatds said the advisory
commission urged the board to
choose a comb~llon ol plans C
and B at Tuesday's meeting
because it was crud.al for the
county to take a stand on its direc-
tion with El Toro.
•South County people have
been hammered by this idea that
it's going to be a 38 million-annu-
al-passenger airport at El Toro,•
Edwards said. ·1 think it was im-
portant to send the signal of, 'This
is one that's not going to happen.'•
But Wilson, the 5th District
supervisor who has been a
staunch airport foe since he was
appointed to the board in 1996,
said he would have rather seen
the county exercise more discre-
tion on choosing a preferred plan.
·1 didn't expect to take a vote
today,• Wilson said. ·1 felt for us
to tak~ a position on any size avi-
ation was . very premature. The
ink is barely dry on the four plans
and people haven't bad a chance
to thoroughly review them. Any-
thing today would boil down to
personal opinion.•
An interesting development in
the meeting was a motion by Wil-
son -seconded by Spitzer -to
adopt plan A as the preferred
option. That plan would establish
a 19 million-annual-passenger
airport at El Toro with intemation-
aJ flights limited to Mexico and
western Canada.
Wilson said he still fully sup-
ports the Millennium Plan, a non-
aviation proposal by South County
cities to create. a large central park
at the El Toro base along with a

for his constituents in South
County that will be severely
impacted by any airport use,•
Dixon said.
But Newport Councilman John
Hedges, who is running against
Wilson in the June 2 supervisorlal
race, said the incumbent appears
to be a bit confused.
•He's been telling the people
of the 5th District for the past
month that he opposes an air-
port, and now he proposes one,•
Hedges said. "He's flip-flopping,
and he's wholly unequipped to
be able to engage in airport
planning."

Russel, who has been m cus-
tody since March 28, is facing
misdemeanor charges of prowl-
ing, possession of an illegal knife
possession of child pornography
and failure to register as a sex
offender.
In 1995, Russell was arrested
and convicted of molesting a 5-
year-old girl in Huntington•
Beach. He was reqUJied to regis-
ter with Costa Mesa as a known
sex offender, which he failed to
do, police said.
Russel could face up to 2 112
years in jail if convicted of the
four misdemeanor charges. But if
a victim comes forward, the
charges could be upgraded
police said. '

The officer cited Huntsman
only for noise pollution, but a
copy of the police report was
sent to school, where adminis-
trators invoked the zero-toler-
ance policy and ordered the
stude nt's suspension and
transfer to Newport Harbor
High.
But Huntsman and bis
mother, Kathleen, appealed
the decision and gained a
potentially precedent-setting
victory in Orange County
Superior Court last week.
Judge Robert E. Thomas
decided that the suspension,
being so close to Huntsman's
graduation, amounted to an
ex~ulsion, which would entitle
hun to a hearing, which wasn't
provided.
Although the court case was
decided in his client's favor,
Shores filed the claim against
Newport Beach police for
alleged Vlolations of Hunts-
man's Fourth Amendment pro-
tections agamst illegal search
and seizure.
He also slapped a separate
claim against the school ctis-
trict for allegedly violating
Huntsman's 14th Amendment
guarantee or due process
of law.
"l think this case, as it
unravels, is going to s how
deep differences in interpreta-
tions of the law," said school
board member Wendy Leece,
adding that she hopes the
school board will appeal
Thomas' decision.

thing by upholding Hunts-
man's suspension
"He violated the (zero-tol-
