Shop is getting a face lift under
new ownership.
The interior walls have been painted,
floors and shelves have been wiped down,
fixtures scrubbed and fresh food has been
stocked since Joe Raymond, owner of The
Original Irvine Ranch Market in Costa
Mesa, took over April 1.
The new owner said he was planning to
lake about six weeks to r~novate the store
at 200 Manne Ave., which still will carry
the Hershey's Market name on the outside,
but an Irvine Ranch Market sign inside.
"My philosophy has been clean it, fill it,
then frill it, which means adding all the little
goodies the customers like,· Raymond said.

School board to review bilingual policy

NEWPORT-MESA -With the
repeal of the state's bilingual edu-
cation mandates, the Newport·
Mesa school boa.rd tonight will
review its bilingual program and
consider ways to modify, enhance
or replace it.
Not on the board's agenda,
however, is whether to take a
position on Proposition 227. the
so-called Unz initiative that
would force schools to teach stu·
dents in English only.
A California Supreme Court
decision in February and a subse-
quent ruling by the state Board of
Education allows local school dis-
tricts to determine their own pro-
grams. Any changes still must
comply with federal laws mandat·
ing that schools •take appropriate
action to overcome language bar-
riers that impede equal partidpa-
bon by its students in its instruc-
bonaJ programs."
The board will hear a report
torught on the district's bilingual
policy, the 1994 task force report
that was used to create the pro-
gram and a compilation of state
and federal bilingual guidelines.
"We're in a position right now
. .. to get a program that works,"
said Susan Despenas, assistant
superintendent of elementary
education. "We're asking the
board to give us direction.•

AT ISSUE: School board president Jim
Ferryman says the district won't have
enough money to cover raises.
I t's true, we don't have money

The question is, if this is the

that the Board of Education is
advertising for a new superin-
te ndent a t a tau and equitable
wage, yet they are consistently
paying the teachers in New-
port-Mesa the lowest wages in
the county.
They have no money for
their teachers, but they certain-
ly have money to go out and

WHOSE SIDE ARE THEY ON?
We learned last week that
two of Newport Beach's El
Toro airport consultants each
donated $1,000 to Supervisor
Tom Wilson's re-election cam-
paign. Donald Saltarelli takes
in a whopping $15,000 a
month for his work, while the
other consultant, Lyle Overby
and Associates, is paid $3,500
a month. And here's the rub:
Wilson has been staunchly
opposed to Newport's position
on the airport at El Toro.
THE WRATH OF El NINO
Since they can't make El
Nifto pay for their storm-
related damages, some resi-
dents are turning to Newport
Beach and Costa Mesa.
More than $816,000 in
claims have been filed
against the two cities. Craig
and Susan Combs, who live
on Bayside Drive, are claim-
ing a colossal $238,000 in
letter of the week
damages -the largest filed
in Newport Beach. ln Costa
Mesa, the largest claim was
filed by Morton Cohen, who
says El Nifto caused $48,500
worth of damage to his
Canyon Drive home. Let's
hope that ill-tempered
child's gone for good.
CANNING THE TRASH CANS
Newport Beach residents
are being asked not to use
trash cans that have attached
lids because they pose a
danger to workers, who
could suffer shoulder injuries
when picking up the cans.
Now city officials are in
something of a quandary,
however. "The last message

The recent news account.a
of Hells Angels' invasion
of Ventura dredges up
memones of my only conta-ct
with the outlaw motorcycle group.
The San Bernardino chapter
of Hells Angels claims to be the
organliation's mother chapter. I
always thought the gang origi-
nated in Oakland, but that's
probably because the most
famous Hells Angel of them,
Sonny Barger, came from the
Oaklarid chapter.
Well, I'm not about tO quar-
rel with the San Bemo chapter.
If they say they were the moth-
er chapter, that's good eJlough
for me. The next time I go past
Cook's Comer and see some-
one wearing the colors of Hells
Angels, I might stop and verify ·
that inform~tion. But on second
thought, I guess I'd better just
keep on driving.
To begin at the beginning
-a logical place to begin any
story -the San Berdo chaptet
of Hells Angels had worked
out a cozy man~ement with
San Bernardino County law
enforcement officials by which
Hells Angels would make its
well-k.Q.own, anti-social activi-
ties off-limits in San Bernardi-
no.
In return the bikers could
live unmolested at a so-called .
ranch in the dry wasb outside
Ontario. But law enforcement
offidals found out what author-
ities learned in the pa.st: Deals
wltb hoods just don't work out.
Back. in the Dillinger days,
the city of St. Paul worked out
a similar deal with gangsters.
Somehow the details of the
deal didn't seep down to all
the gangsters, and St. Paul got
a bad name with all the other
cities in the county as a safe
haven for gangsters and still
bad its share of crime from
those gangsters.
San Bernardino authorities
got tiied of Hells Angell" •
activities, swooped down on
the nmCh, a.nested all the
members and charged them
with an the crimes they could
think up.
Lawyers fot Hells Angels
decided they couldn't get a
fair trial in San Bernardino
County and moved for a
change of venue. They landed
in my court in Orange County.
I started the case and my
bailiff, who was sitting dose •
to the Hells Angels, heard
them mutter to their lawyer,
•And we got a change of
venue to this guy?"

They were all tried and
convicted. The next tinle I saw
them was for sentencing.
For 11 of my 23 yea.rs on
Orange County Superior Court,
I handled the criminal c41en-
dar and sentenced literally
thousands of convicted crimi-
nals. As a sentencing judge, I
always asked the defendant
what he had to say after sen-
tencing. I thought if he want-
ed to get something off his
chest, this was the time to do
it. Strangely enough, during
those 11 years only one per-
son I sentenced ever gave me
any Up. That person was the
president of the San Berdo
chapter of Hells Angels.
Sentencing day was on Fri-
days, and there always were a
dozen or so convicted crlmi-
nals sitting in the jury box of
the old courthouse waiting. I
sentenced the president of the .
San Bento chapter of Hells
Angels to prison, wh1,ch I'm
sure.didn't come as any sur-
prise to him. Then l asked him
if he had anything to say. Sure
enough he did. He said, •Go
--yourseU.•
I said, "Sir, what you have
suggested is a physical impos-
sibility .•
He looked at me for a
moment, then began to laugh.
So did other ptisoners in the
jury box. You would have
thought I was a combination
of Jack Benny, Bob Hope and
other comedians. I didn't th.ink
it was all that funny, but they
did.
Maybe I will stop at Cook's
Corner, just to see if my old
buddy, the president of the
San Berdo chapter of Hells
Angels ls there. Maybe we
can chop up some old Henny
Youngman jokes.

Gunman dressed
in suit robs bank

CORONA DEL MAR -A lone gun.man
dressed in a light-blue suit stole an undisclosed
amount of money Monday from Glendale Feder-
al Bank, 37.C8 E. Coast Highway, authorities said.
Newport Beach police said the robber entered
the bank about 10:50 a.m., presented a note to a
teller demanding cash and then displayed a
handgun.
After the teller turned over the money. the
gunman fled on foot. No vehicle was seen, Sgt.
Mike McDennott said.
The robber was described as a white male in
his late 40s, about 5 feet 10 inches tall, clean-
shaven, with short-brown hair and born-rimmed
glasses. He was wearing a white sP,irt and suit,
police said. '{
The holdup is being investigated by the FBI
and detectives from the Newport Beach Police
Department, McDennott said.
Anyone who may have seen the robber is
asked to call Newport Beach police at (800) 550-
NBPD. '

Ranch property. The developer is
scheduled to give a presentation to
the Newport Crest Homeowners
Association on Thursday.
At issue is a proposed two-lane
access road that would connect
17th Street\and West Coast High-
way through the development.
The road would start at 17th
Street, cross the Banning proper-
ty and extend down along the
Newport Shores canal to Coast
Highway. The configuration is
less intense than city and county
transportation plans, which call
for four-to six-lane roads, but it
would put the street closer to res-
idents along the canal.

planning dedsions made 1n West
Newport Beach that we're con-

in the world I want to see is peo-
ple coming in at the last minute
saying 'Nobody ever told us.' •
The recent history of the Ban-
ning Ranch property is one of
development proposals that nev-
er materialized. In 1993, 'West
Newport Oil Co., which manages
the .land, proposed building 2,600
homes, a shopping center, park,
elementary 'School and a new
four-to siX-lane road. '
ln the early 1980s, a plan to
build office buildings and homes
on the city portion of the land
faced enough opposition to be put
to a referendum vote. The plans
survived the vote but were
scrapped in the end.
Meanwhile, environmentalists
have long been pushing for a
park on an adjacent parcel along
West Coast Highway at Superior
Avenue known as Sunset Ridge.
The Banning Ranch property
also likely will fold into plans for
an Orange Coast River Park
along the Santa Ana River wet-
lands. Friends of Harbors, Beach-
es and Parks is spearheading the
effort, which includes the cities of
Newport Beach. Costa Mesa and
Huntington Beach.

imum-security county jail where

farm" do not have to pay extra
but must be cleared before they
are assigned there, officials said.
Before Scha.fnitz can go there,
she must spend at least some
time in the main women's county
jail alongside other criminals.
Newman said he is not sure if
Schafnitz will be in protective
custody while at the county's
main lockup awaiting assign-
ment to another jail.
Before moving her to the farm
or another facility, jail officials will
evaluate Schafnitz based on the
length of her incarceration, wheth-
er the cimes she committed were
of a violent nature and her past
criminal history, Newman said.
"Then they will make an
assessment of where she
belongs,• he said.
Scbafnitz could spend about a
week in the county lockup before
she is transferred to serve the
remainder of her sentence, New-
man sfild.

hurry. You can't just say 'I want it

port-Mesa gradually has
increased from 3,277 in 1991 to

redesignated from being limit-
ed-English-proficient to being
English-proficient increased
slightly in 1997-98 over the pre-
vious year.
During the 1996-91 school
year, 94 of 5.400 limited -Eng-
lish-proficient students in New-
port-Mesa were redesignated as
English-proficient. In 1997-98,
the number more than doubled,
to 216 of 5,416 students.

we see this year's test scores,

should start transitioning into

aboard Roy Disney's Pyewacket
in the Newport-to-Ensena.da
lntemational Yacht Race this
year as an experience nay I
forget.
The eclectic crew were flown
in from various states, all racing
pros, highly skilled, all buffed
with their heads full of raang
credentials and knowledge.
And then there was me. Oh I
knew enough to realize that the
pointy end is the front and as sail
is not a place where you go to
buy something at 50% off, but
this crew was solid, to say the
very least.
The crew position assigned
me was mainsail tailer so I
figured that must be the most
insigruficant job aboard.
Onginally I had every
mtenbon of eking out every
. .. .... -.
ounce of athleticism in my body,
to stay out of the professional
aew's way and stay away from
stupid questions.
I failed on both counts.
These guys are world class
and internationally recognized
sailors, most with one or two
America's Cup races under their
belts. And then the.re was me.
I've been a boater all my We .
I've owned many sailboats and
once bad a 45-foot ketch.
I thought I knew something
about the sport until I climbed
aboard Pyewacket.
This boat operates on a whole
different level. There were more
computers and electronics down
below than at the Kennedy
Space Center.
Take one of her sails on land,
stick a pole under the middle,
and you could host Circ du Solle'
underneath.
Her skipper of record and the
man that writes the checks is Roy
Disney and this guy is no Mickey
Mouse sailor. Roy has raced to
Ensenada 30 times, but had
never garnered the coveted
first-to-finish mono-hull class

"Roy, you've been 1n this race
30 times and never won. I crew
with you one time and you not

one of several heavy duty
items today at CIF meeting.
Tie CIP Southern Section
Council convenes today for
the final time this school
year and, depending on how it
votes on a handful of issues,
Orange County high school
sports may never be the same.
By the time the legislative body,
consisting of representatives
from each of the section's 72
leagues, plows through its
hve-page agenda at the Sequoia
Athletic Club in Buena Park, ~
passionate debate over whether
county parochial schools should
compete in public-school leagues
will likely be pushed toward
resolution.
Whether football playoffs next
fall will be conducted based on
enrollment is also at stake, as is
the continuation of the
regionalized emphasis that has
shaped playoff brackets in all
sports since the fall of 1996.
But, as provocative as these
topics may be, perhaps the most
far-reaching
decision the council will make
today involves the proposed
revocation of what is known as
the "association rule."
Taking up nearly a full page
of the 157-page CIF Southern
Section Blue Book, the legislative
bible for prep sports in these
parts, the association rule defines
the amount of time prep coaches
'Can legally spend coaching their
athletes.
Under the current gwdelines,
coaches can instruct their
athletes only during the season
of sport, and/or additional
periods (most typically a sixth-
period physical education class)
outside of their season of sport.
The rule also prohibits
coaches from coaching club
teams comprised of players from
their high school teams, in order
to eliminate a virtual year-round
prep program.
While rev~king the
barry
faulkner
association rule would allow
coaches making a living in the
club system to double up and
coach high school teams (such as
Newport Harbor boys soccer
coach Ziad Khoury). it would
also create myriad problems.
For years, coaches have
lamented the increasing rarity of
multiple-sport athletes.
Specialization, however. would
only increase if student-athletes
were forced to dedicate more
time to year-round programs run
by their high school coaches.
Even those who currenlty
choose to compete in only one
sport would see demands on
their free time accelerate, should
section-imposed limits on such
demands be rescinded.
At schools with limited
enrollment (basically the entire
Newport-Mesa district),
increased specialization would
diminish "sharing athletes" and
ultimately create the inability for
local schools to field programs
(such as Corona del Mar High
varsity softball this spring).
~ The ability of prep coaches
to form and supervise club
programs would also worsen the
growing problem of recruiting. It
could also create a greater
disparity between perennially
strong pr<>gTIUDS and those that
rely on cyclical talent to compete
at a high level.
The negatives dearly
outweigbt the positives.
Schultz, a sophomore, topped
the field in the men's 800, clock-
ing a personal-best 1:55.01.
Other notable efforts for the
Vanguards included junior Isis
Gonzalez, who earned runner-up
laurels in the women's 200 (25.36)
and 400 (57-40), both season
bests.
Gonzalez also anchored the
1,600 relay quartet that finished
third in a school-record time or
3:58.7. The clocking also broke
the previous GSAC record.
Maribel Delgado was third for sec in the women's 800 in
2:16.78, missing the nationals
qualifying standard by less than a
second.
SCC's women finished fourth
with 80.5 points, their best finish
ever, while the men were sixth in
the eight-school field with 51
points.
Point Loma Nazarene won the
men's and women's titles.
