For the second day in a row,
Bridgman bad gone to Harbor

Rausch -sentenced for misde-

Rausch, 19, was behind the

Bridgman tearfully noted that

El Toro Reuse PUmning Author-

nighttime curlews at El Toro,
which the Orange County Board of
SupeMSOrs promised could hap-
pen, now seem highly unlikely.
Opponents also contend recent
legislative challenges to "perime-
ter rules,· which restrict flights to
a certain rawus of an airport, will
make the county's two-airport
system not viable and eventually
will lead to one giant airport at El
Toro.
·w e should not have to travel
across the continent in order to
get information that we should be
getting from the county staff,"
said Supervisor Todd Spitzer, w ho
went to the capital last week with
Supervisor Tom Wilson and other
South .Cs>unty officials. "This
proves1!1fal the county's plan con-
tinues to be veiled in a shroud of
secrecy.· .
But Newport Beach City Attor-
ney Bob Burnham said the public
should be leery of information
from a group that obviously is not
neutral on the issue.
·1 think you have to look at
who's asking the question, and if
they are asking the question to
inwcate whether something is
possible or if they are trying to get
information to support their
cause,· he said.
Spitzer called for the county to
send either him or Wilson along
with a pro-airport supervisor to
Washington to confinn the infor-
mation.
-In meeting with officials from
the Federal Aviation Administra-
tion, Spitzer said the group ws-
covered imposing a curfew to
restrict nighttime flights at El Toro
will be next to impossible.
The Airport Noise Capacity
Act, passed in 1990, requires air-
lines to use quieter aircraft by
1999 and makes it more difficult
for local governments to impose
restrictions on airports.
John Mietus, the reuse author-
ity's attorney in Washington,
D .C., said the burden of proof for
a curfew is on the airport.
"The regulations treat a curfew
as a last reso'rt," he said. "These
are very hard standards to meet.•
Of 20 airports that have asked

has yet to approve one, Mietus

Also, if John Wayne and El

airport with a rail link between
them, Burnham said John
Wayne's curfew automatically
may apply to El Toro.
Mietus said the support in the
legislation for that argwnent is
thin.
"The law applies to airports -
it doesn't make a distinction

the fall of 1999.
Tue primary justification for
their endorsement of status quo
was the then-implied efforts
section officials would make to
see that issue5 of competitive
equity between public and
private schools would gain
resolution by the fall of 1999.
Short-sighted support for
status quo, however, did not
account for changes to the
playoff structure for 1998-99,
which will now adversely affect
schools stuck in pre-existing
leagues.
Such a one-year bit will be
absorbed by the football
programs at Costa Mesa and
Estancia high schools.
The Eagles and Mustangs,
under the well-conceived, but
hastily scrapped releaguing plan.

But when Aliso and Laguna

Division vm domination prompted
section administrators to bump
the entire league up to Division
VI (formerly DiviSion V), joining
the Sea View, Cfilitury, Empire

Speaking of the new Division

the Orange League fell to
