·city attorney

• Office may start handling some mis-
demeanor crimes that the county dis·
trict attorney has neglected.
By Tina Borgatta, Daily Pilot
COSTA MESA -Misde-
meanor crimes like public
drunkenness, disturbing the
peace and bwldmg code
violations might not be con-
sidered priority cases at the
district attorney's office, but
city officials would still like
to see them prosecuted.
So Councilman Gary
Monahan has suggested
using the aty attorney's office
to see the cases through the Gary Monahan
judicial process. Costa Mesa
City Attorney Tom Kathe is 10 the process of com-
piling a report outhrung the costs ancl the manpow-
er necessary to carry out such a task·
•Tue district attorney's ofhce came out Wlth a
letter about a year ago, saying they could no
longer afford to prosecute every misdemeanor
crune because of the unpact the county bankrupt-
cy had on stalfmg and budgets,· Monahan said
·some of these nusdemeanor cases 1ust aren't a
high priority at the DA's ofhce
"Our goal would be to give our city attorney
the prosecuting authority, so that when we have
certain things that we feel are unportant, but that
the DA probably wouldn't take. we can take on
the prosecuting ourselves.·

MONDAY, APRIL 22. 1996
Times chang~, but I'll stay
loyal to Mr. Green Keys
0 nee upoia a Ume, tn a
primitive land known
as The Normandin
Household, there existed a
Father, a Mother, Thre.e Young
Sons, a Dog and an assort-
ment of modest and malfunc-
tioning Electrical Appliances.
These meager and dated
appliances were generally
managed by The Mother
whose engineering savvy was
limited to brightly colored
objects, which bore the words
"Llttle Tikes." Nevertheless,
The Mother depended upon
her small anny of plug-in
accessories even if she did not
understand how they worked.
When Java Boy, the 12-year
old coffee pot, started spitting
out grounds, The Mother
would simply close her eyes
and tap cautiously onto the fil-
ter lid. When Shredder, the
aging Washing Machine, took
to overheating during its spin
cycle, The Mother gingerly
rearranged the wet laundry,
made a Sign of the Cross and
started the load over again.
Antiquated though they
were, the Electrical Appli-
ances felt very powerful under
The Mother's care because
she feared them. She did not
tamper with their parts and
hardly ever violated their pn-
vacy by preswrung to read
their highly personal instruc-
' tion manual.
Most reverenced among
the piug-in units was Mr.
Green Keys, the massive type·
writer appliance that The
Mother had purchased for her-
seU at a garage sale.
"Look!" The Mother
exclaimed to her Household as
she heaved Mr. Green Keys
through their door that first
day. ·A real IBM Selectnc U."
"It's huge," The Father
commented.
The Typewnter became for
The Mother the Dominant
Household Appliance. She
treated 1t with Great Respect
and used it to fill out health
insurance forms and to pursue
her highly frivolous part-time
writing career.
Long after the rest of The
Household was asleep, The
Mother would cradle Mr.
Green Keys onto her knees
and lug him between her fore-
arms to a remote comer of The
Home where his loud engine
would not disturb The Father,
The Sons or The Dog.
A nd, then, in the Spring of
'96, something Highly
Disruptive happened to The
Normandin Household.
The Father arrived home
one night with two very large
boxes which contained a
frighteningly complicated
machine called A Computer,
peggy
normandin
High TechnolOgy Himself.
This appliance did not
come with an instruction man-
ual. It came with Very Impor-
tant Credentials and volumes
of information desaibing its
slick capabilities. The Family
was very impressed and
crowded around its screen to
watch it talk and perform for
them.
The other appliances were
sad. Suddenly, they felt shab-
by and interior. They knew
that once The Family had
enjoyed a taste of High Tech·
nology, it would not be long
before they were all replaced
with More Advanced Models.
Mr. Green Keys felt most
paranoid. He was certain
there was another garage sale
in his very near future. Or
worse yet. he feared he might
be banished to The Sons'
Room for their recreational
pleasure.
The Old Electrical Appli-
ances watched and waited to
learn their fate.
T o their surprise, The Moth-
er quickly backed away
from The Computer, saying
that it was too superior and
too anxious to point out her
shortcomings.
"That's all I need around
here," The Mother was beard
to say. •Another voice talking
back to me."
She said she was returning
to the familiar touch of Her
Typewriter until The Comput-
er settled down.
The Father was then over-
heard stating firmly that
because The Computer had
cost So Much Money, The
Mother and'The Sons had bet-
ter take good care of The Old
Appliances.
"It will be a very long
while," he said, "before we
can afford to replace them. "
So, it looks like, for the time
being, everyone and every-
thing in The Norman~
Household will co-exist happi·
ly ever after. Or. at least, well
beyond their warranty.

House fire damages
roof in Costa Mesa
A fast-moving house fire con-
sumed most of a shake-shingle
roof Sunday morning before it
was put out by Costa Mesa fire-
fighters, Fire Battalion Chief Jim
I!l11s said.
No one was injured in the 11
a.m. fire at a home in the 2400
block of College Drive, which was
fueled by a shake-shingle roof
and caused $20,000 in structural
damage to the roof and attic, Bilis
said.
Six firefighting units respond-
ed to the fire, which may have
been ignited in two possible
ways: !rlther an electrical problem
or the fire in the fireplace, which
ma.y have caused something to
land on the roof, Ellis said.
l]le family living in .the home
evacuated after they heard a
crackling noise, went outside, and
saw smoke coming out of the
roofs vents, Ellis said.

the replacement of their own

In April of last year, the Police
Department submitted a report
recommending the dep~ent
take care of its own vehicles.
Although Niederhaus does not
believe the department's proposal
would improve the cost or effi-
ciency of the current operation,
he believes an independent audit
of the entire system is a good
idea.
The city commissioned · a
$15,300 fleet maintenance stu<ty
last year, but the consultant

the work and was p(lid $5,000.

council will review at tonight's

in those communities, according
to one district attorney's office
spokesman. •Events like these take learning out of the
classroom and make it a pleasmable family
event," said Brown, who was at the event with
her two children, Alex and David.
And Costa Mesa Mayor Joe
Erickson said that sounds like a
good idea to him.
"I think we need to aggres-
sively pursue prosecution when-
ever the law is broken," Erickson
said. "But I don't think it will
work unless it's done by more
than one city because criminals
cross city borders all the time."

Here with his family as well, teacher Je.ff Bru-

year's, pointing to a new nature walk.
The event, the Naturalists' biggest fund-raiser
of the year, pays for volunteer training, plants to
revitalize vegetation in the bay and school tours
of the reserve, usually bringing in $3,000 to
$6,000, Scovel said. Erickson said he's become

Millstein bPJieves if an inmate
is able to discover self-worth and
J.nner peace, he will feel more
accepted by society and be less
likely to repeat the behavior that
landed him behind bars. He says
it worked for him.
At 13, Millstein ran away from
home and fell into drug and al.co-
ho! abuse. And as an adolescent,
he had several scrapes with the
law.
"Finally, the last time, when I
was 1?, they sent me into the
Army,• says Millstein, who's
office walls and desk are decorat-
ed with sayings such as "visualize
wol'ld peace" and "think good
thoughts."
"I spent three years in the
Anny, going AWOL (absent with-
out leave) and running away.
'lb.at was my pattern."
After that, Millstein moved to
Florida and then later to Costa
Mesa, where he met his wife, Jay-
na. He says he worked his way up
the corporate ladder, first landing
a job as a salesman and then
eventually becoming vice presi-
dent of sales for a manufacturing
company.
Meanwhile, Millstein had tak-
en up meditation and began
studying methods of attitudinal
healing. He began teaching a
meditation class at a California
Youth Authority facility, work
which he found far more reward-
ing than sales.
"I wasn't happy (living the cor-
porate life)," says Millstein. "l
was making money, but that did-
n't make me happy. I decided
there must be another way, so I
began my quest. And it immedi-
ately turned to helping other peo-
ple, which ended up helping me.·
He says he wanted to test the
techniques he'd been using on
the teens and young adults with
the Youth Authority on more diffi-
cult candidates.
"I wanted to see if it really
worked, because it just seemed
too easy," Millstein says. "I
thought the darkest place I could
take it would be prison."
Millstein calls his program
Visions for Prisons. In addition to
attitudinal healing, he offers
classes for inmates in anger man-
agement, conflict mediation and
stress management. He's recently
developed a special program for
the mentally ill in prisons. And
he's compiling a book, which will
be called •Letters from the Inside
to Kids on the Outside."
•1t•s written by prisoners, to
give kids some insigbt as to what
they've learned from being in
gangs," says Millstein.
The program is available to
inmates in correctional institutions
all over the country. He says he

keeping it alive.

with the funding he needs to keep
the program going. lf he's suc-
cessful, he hopes to include his
two adult children in his work.
"My daughter's going to school

Millstein. "And my son graduates

ABS: STOMPED
OR STUMPED?
Anti-lock braking systems
(ABS) is an Idea that has caught
on with the American pubfic.
Fifteen million of the cars on this
country's roads are equipped
with ABS and half of the cars
sold in the last model year had
ABS. The trouble Is that a recent
study by the American
Automobile Association shows
that less than half of all drivers of
AB8-equlpped automobiles know
how to use the system. Most
drivers hold on to the ofd notion
that the brake pedal should be
pumped lightly to avoid wheel
lock-up. While this braking
strategy applies to stopping cars
not equipped with ABS, it only
serves to defeat the braking
ability of ABS-equipped cars. To
make ABS work, it is necessary
to apply heavy pressure on the
brake pedal and keep it applied.
The pulsations that may be felt in
the brake pedal are only an
indication that the ABS is
working. To keep ABS on, drtvers
must •stomp" on the brake pedal
and hold the pressure.
HINT: Drivers should not see ABS
as a reason to drive more aggres-
sively. It does not make the car stop
in a shorter distance. but helps it to
hold a straight line in a panic stop.
GETTING
CENTERED
After a turn, the steering
wheel should return to its
straight-ahead position
with little steering effort
on the part of the driver.
The absence of this self-
centering cttaracteristic may

parts have altered either the
caster angle or the steering

angle Is the angle between that
of the strut ahd the vertical,

some cars, the caster Is not
adjustable during a wheel
alignment. If the steering wheel
does not retum to the straight·

to an incorrect caster setting,

in the Piranhas' 51-37 victory.
By Roger Cartson, Daily Filot
ANAHEIM ·-Expectations of the
Piranhas' Orange County debut in .
Anaheim, Arena Football, proved out
in pretty dose fashion. It was a zoo.
And for the most part Saturday,
every bit as enjoyable.
A crowd of 15,101 verified those
thoughts from· start to finish on a night
which the Anaheim Piranhas, opened
by starting quarterback Danny O'Neil
of Corona del Mar and closed by APL
veteran quaterback Scooter Molander,
put the St. Louis Stampede to rest, 51-
37, ip an exhibtion game at the Pond.
There was enough hoopla to bring
•pro" wrestling, roller derby and •aat-
tlecade," into vision, but there was also
the spectacle of precision passing and
lethal stops, all within virtually an arm's
reach, to remind you that game was
indeed, a version of football.
O'Neil, the hometown hero, got the
nod to start; sometime this week, prob-
ably Wednesday or Thursday, Coach
Babe Parilli will notify which two quar-
terbacks stick (Scooter Molander is a
lead pipe cinch) and which is relegated
to •taxi-duty). >
The third party in this war of quar-
terbacks is Mission Viejg_'s !l\"oy Kopp,
who reminds one of a quarterback from
Mission Viejo High who was not asked
to compete in the Orange County High
School All-Star Game in 1989 because
only two were needed and the nods
went to Fountain Valley's Dayid Heni-
gan (University of Pad.fie), an All-State
choice, and 1tabuco Hills' San Diego
State-bound David Lowery, the CIP
Division VllI Player of the Year.
Henigan was No. 2 at Pacific for the
next four years behind that fellow the
selection committee bypassed -1toy
Kopp.
O'Neil, who admitted be was pretty
nervous at the outset, completed 6 of 11
for 83 yards, including a 28-yard TD
sb'ike and a 2-yard keeper over the
middle for a TD.
Molander played the majority of the
game, conn~g on 12 of 18 for 189
yards and two TDs.
Kopp got a few snaps at the end of
the game.
•1n my own heart you've got to go
with experience," said Parilli when
questioned about the QBs. "That's all I
can tell you. But in 14 games a lot of
things can happen."
1tanslation: Molander will start at
San Jose Friday night in the team's reg-
ular season opener. And most likely

COSTA MESA -The prinwy ttuiles of an all-stor basketball

ormance by the South. ~We didn't have a lot of plays,
ut they were both calling them
or me, without having to look

~altz, who spent four seasons
etting Coach Russ Davis'
stancia squads into the CIF

leadership a priority against the
North, beginning w1th the
pregame rules discussion with
referees, a ritual routinely han-

defense and I
was looking to set the other girls
up on offense. I would have liked
to have played more, but I had
fun. Even on the bench, it was
wild and silly."
Waltz, who averaged 14 points,
7.6 assists, 7.1 rebounds and 5.3
steals per game as a senior, did
indeed sparkle defensively. She
procured four steals, all during a
first-half appearance that helped
spark a 14-3 run to put the South
firmly in control, 25-12, with 10:30
left before intermission.
She also drilled a tbree~pointer
from the left wing during the
same stretch to account for all of
her points and finished with two
assists against competition Davis
said was much closer to that
which she'll face in the West
Coast Conference.
•J thought she did a lot of nice
things and I was happy about her
petformance, • said Davis, now
the bead women's coach at
Southern California College. •But
I think she learned a little bit
about what it's like to play on a
dilf erent level. I think that will fire
her up to face the (college) com-
petition she'll be up against next
year.•
Pour of the five other South
players who have also lined up
Division I college futures, were
among the six Rebels scoring in
double figures.
Fountain Valley's Jennifer
Ludwicki (Washington State)
paced the winners with 13 points,
while future UCLA teammates -
and roommates -Melanie Pear-
son (Woodbridge High) and
Marte Philman (Edison), as well
as Fountain Valley's UniV'ersity of
Oregon-bound Nicole Strange,
netted 12, 11 and 10 points,
respectively.
The 6-foot-1 Pearson, a two-
time Sea View League Player of
the Year who helped lead the
Warriors to the CIF Division Il
state championship the last two
seasons, added 11 rebounds, six
steals, five assists and one

There may be some head-butting and elbowing of
officials these days and many talk about how
rough the game has become, but take it from * George Yardley, It is pretty tame st\Jff stadced
up against yesteryear.
"I don't think there's any comparison with
the way it was when we were playing in the
'SOs, • said Yardley, who is being honored
with a Basketball Hall of Fame banquet May 1 at the
Balboa Bay Oub.
"It was much rougher, tougher and nastier then than
it Is now. I had 80 stitches In my head just from pro
basketball. You never see guys getting stitched up
anymore. Guys would physically abuse you just to
intimidate you.
•As a rookie, you were taking your life in your own
hands. I took more punches as a rookie than I would
have taken had I been a fighter.
"They hit you In the stomach, .an elbow to the head,
and they wanted you to know that it was not
unintentional. They wanted you to know they meant to
do it and they'd do it again. An awful lot of good
basketball players didn't make the NBA bec.au.se of the
intimidation factor.•

KATSUYA RAINONE I DAlt.V PILOT
Danny O'Neil darts over the middle on a 2-yard
touchdown run In Saturday night's special at the
Pond in Anaheim. The Piranhas frolicked, 51-37.
E R UNCH ..
• CdM's Danny O'Neil tosses
one TD pa~s, runs for another
in ~e Piranhas' 51-37 victory.
By Roger carlson, Daily Pilot
ANAHEIM -ExJ>:ectations of the
Piranhas' Orange County debut in
Anaheim, Arena Football, proved out
in pretty close fashion. It was a zoo.
And for the most part Saturday,
every bit as enjoyable.
A crowd of 15,107 verified those
thoughts from start to finish on a night
which the Anaheim Piranhas, opened
by starting quarterback Danny O'Neil
of Corona del Mar and dosed by APL
veteran quaterback Scooter Molander,
put the St. Louis Stampede to rest, 51-
37, in an exlu'btion game at the Pond.
There was enough hoopla to bring
"pro" wr1!Stling, roller derby and #Bat-
tlecade," into vision, but there was also
the spectacle of precision passing and
lethal stops, all within virtually an arm's
reach, to remind you that game was
indeed, a version of football.
O'Neil, the hometown hero, got the
nod to start; sometime this week, prob-
ably Wednesday or Thursday, Coach
Babe Pa.rilli will notify which two quar-
terbacks stick (Scooter Molander is a
lead pipe cinch) and which is relegated
to •taxi-duty).
The third party in this war of quar-
terbacks is Mission Viejo's Tu>y Kopp,
who reminds on~ of a quarterback from
Mission Viejo High who was not asked
to compete in the Orange County High
School All-Star Game in 1989 because
only two were needed and the nods
went to Fountain Valley's David Heni-
gan (University of Pacific), an All-State
choice, and nabuco Hills' San Diego
State-bound David Lowery, the CIF
Division VIll Player of the Year.
Henigan was No. 2 at Pacific for the
next four yea.rs behind that fellow the
selection committee bypassed -noy
Kopp.
O'Neil, who admitted he was pretty
nervous at the outset, completed 6 of 11
for 83 yards, including a 28-yard 1D
strike and a 2-yard keeper over the
middle for a m .
Molander played the majority of the
game, connecting on 12 of 18 for 189
yards and two TDs.
Kopp got a few snaps at the end of
the game,
"In my own heart you've got to go
with experience," said Parilli when
questioned about the QBs. "That's all I
can tell you. But in 14 games a lot of
things can happen."
'nanslation: Molander will start at
San :Jose Friday night in the team's reg-
ular season opener. And most likely
. ,,._
backing him up will be O'Neil. • ... ~

COSTA MESA -The primary
duties of an all-star basketball
CX>l\ch are thought to include dis-
tri9,1.1ting playing time, calling
~uts and generally imitating
the paying customers.
And while this perception may
be :sugnlly removed from the
truth, South girls coach Jeff Watts
P.e<lited Estancia High senior
lessica Waltz with helping ease
F.s:hlready limited coaching bur-
aen during the Rebels' 85-72 tri-umF, over the North in the 19th annUal Orange County Girls All-
Sta:f Basketball Game, presented
by \be Downtown Costa Mesa
Kiwanis Club Saturday at Orange
Coast College.
:1 thought Jessica and (fellow
11th poi.qt guard) Tami (Weaver)
a~ us a couple of second coach-
on the floor,• said the Century · g1i head man, who watched his
·:of point guards orchestrate
'11 unusually cohesive all-star
)>et:formance by the South.
hve didn't have a lot of plays,
ut they were both calling them
for me, without having to look
ov~ to the bench to get us into
something offensively ...
,Waltz, who spent four seasons
letting Coach Russ Davis'
~anda squads into the CIF
Southern Section Playoff~. made
leadership a prlorlty against the
North, beginning with the
pregame rules discussion with
re!erees, a ritual routinely han-
dled by the team captain.
And while she was limited to
just more than 10 minutes of play-
ing time in the 40-minute affair,
she displayed some of the versa-
tility that allowed her to eam first-
team All-CIF Southern Section
Division m and Newport-Mesa
DisUllct Player of the )'ear laurels ¥t her swan song campaign.
"I didn't go in looking to
score," said the
four-time All-
Padfic Coast
League selec-
tion, who will
continue her
hoop career on
scholarship at
Gonzaga Uni-
versity. "I real-
ly wanted to
make my pres-
ence felt on Jessica Waltz
defense and I
was looking to set the other girls
up on offense. I would have liked
to have played more, but I had
fun. Even on the bench, it was
wild and silly.·
Waltz, who averaged 14 points,
7.6 assists, 7.1 rebounds and 5.3
steals per game as a senior, did
indeed sparkle defensively. She
procured four steals, all during a
first-half appearance that helped
spark a 14-3 run to put the South
finnly in control, 25-12, with 10:30
left before intermission.
She also drilled a three-pointer
from the left wing during the
same stretch to account for all of
her points and finished with two
assists against competition Davis
said was much closer to that
which she'll face in the West
Coast Comerence.
•1 thought she did a lot of nice
things and I was happy about her
performance,• said Davis, now
the head women's coach at
Southern California College. •But
I think she learned a little bit
about what it's like to play on a
different level. I think that will fire
her up to face the (college) com-
petition she'll be up against next
year."
Four of the five other South
players who have also lined up
Division I college. futures, were
among the six Rebels scoring in
double figures.
Fountain Valley's Jennifer
Ludwick:i (Washington State)
paced the winners with 13 points,
while future UCLA teammates -
and roommates -Melanie Pear-
son (Woodbridge High) and
Marie Philman {Edison), as well
as Fountain Valley's University of
Oregon-bound Nicole Strange,
netted 12, 11 and 10 points,
respectively.
The 6-foot-1 Pearson, a two-
time Sea View League Player of
the Year who helped lead the
Warriors to the CIF Division II
state championship the last two
seasons, added 11 rebounds, six
steals, five assists and one
blocked shot to earn Most Valu-
able Player honors.
The win upped the South's
series lead.to 12-7.

TODAY'S GAME IS EASY PICKINGS
There may be 50me head-butting and elbowing of
offidals these days and many talk about how
rough the game has become, but take it from * George Yardley, tt is pretty tame stuff stacked
up against yesteryear.
"'I don't think there's any comparison with
the way it was when we were playing in the
'SOs. • said Yardley, who is being honored
with a Basketball Hall of Fame banquet May 1 at the
Balboa Bay Oub.
•it was much rougher, tougher and nastier then than
it is now. I had 80 stitches In my head just from pro
basketball. You never see guys getting stitched up
anymore. Guys would physically abuse you just to
intimidate you.
"As a rookie. you were taking your life in your own
hands. I took more punches as a rookie than I would
have taken had I been a fighter.
"They hit you In the stomach, ..an elbow to the head,
and they wanted you to know that it was not :
unintentional. They wanted you to know they meant to :
• do it and they'd do it again. An awful lot of good •
: basketball players didn't make the NBA because of the :
' : Intimidation factor." :

ANSWEBB TO WEEKLY BRJDGB QUIZ
Q. l -Neither vultierable, at
Sout.b you hold:
•KU OA.J4 07f4 .a.AKQ.J
The bidding baa proceeded:
NORTH EAST soum WEST
t• Put I• P ...
20 P ... ?
What do you bid now? •
A • That depends on your meth·
oda. If you play that a two-level
response is a game force, you can
give you111elf the maximum room
for exploration by simply bidcilng
two a pad ea now. lf not, you must
jump to three spades to create a
force and see what develops. ·
Q. 2 • AB South, vulnerable, you
hold:
•9 6 t;;1A K J 10 9 4 oA 9 4 ~ J
Your right-hand opponent opens
the bidding wilh one diamond.
What action do you take?
A -No, we are not trying to trap
you, simply to test your bidding
judgment. You have a preU.y good
hand, but you can't be sure of the
value of your club holding. Since
you are not strong enough to double
and then bid hearts, overcall one
hea\-t.
Q. S • As Soulh, vulnerable, you
hold:
&A 10 8 6 3 QA 2 OQ 10 3 M J 4
The bidding has proceeded:
NORTH EAST SOtJI'H WEST
lNT Pue 3• Pus
4• Pua 1
What do you bid now?
A • A close decision. However,
with good spades and a maximum
no trump opening, partner would
have cue·bid. Therefore, six spades,
at best, will depend on a finesse
and, at worst. could have no play at
all. 'J>nss. •
Q. 4 • Neither vulnerable, as
South you hold:
What do you bid now?
A • North baa shown a better than
minimum band, and you have a (\all
openine bid. However, you mo...
there is a miafit, aod you misht
have oo accep~ble fit. Biddina four
clube now could easily get you too
high. We would settle for three 110
trump, and await partner's reac-1 tion.
Q. 5 • Both vulnerable, as South
you hold:
6KQ104 QK88 oAIO M974
The bidding haa proceeded:
NORTH EAST SQl.JTIP WEST
lNT P... .. P ...
10 P... f
What do you bid now?
A • Once North has denied a 4-4
spade fit, you need to find partner
with a maximum no trump if the
combined holding is going to stretch
to slam. Our choice would be four
no trump. Since no trump syit haa
been agreed, that is not ace-asking
but an invitational raise in no
trump.
Q. 6 • As South, vulnerable, YoU
hold:
•AQ.J82 l:'K2 OA •KQJ105
The bidding has proceeded:
SOUTH WEST NORTH EAST
l• P... 2Q Pua
:U. Pue 81:' P ...
?
Whal do you bid now?
A • Partner either has a six-card
suit or a very good five-carder to
rebid hearts when you have
promised nine or 10 cards in the
black suits. Therefore, we would
look (or a grand slam in hearts and
start by jumping to four no trump,
confinning hearts as trumps by
·inference and asking for aces.
