i 1 Costa Mesa and Newport I Beach have taken different
approaches to testing city
employees for drug use.
In Costa Mesa, police and
"safety-sensitive• positions are
given initial drug tests. But the te-
mainder of the city's 573 employ-
ees are tested only if officials be·
lieve there is reasonable suspicion.
•A supervisor has to observe
some sort of impairment to justify
cause,· said Steven Hayman, Cos·
ta Mesa's public services director.
ln his 10 years of servi~ at the
city, Hayman said he can remem-
ber only one case where an
employee was dismissed for using
drugs.
Not testing new emp\ofees
hasn't been detrimental (o city
operations, b.e said.
•I think the current policy is
working,• Hayman said. •we
don't hire people that had a pre·
vious drug problem.~
Newport Beach requires a
physical and drug test of most
new hires, but public-safety offi.
cers are exempt.
City Manager-Kevin Mwpby
said Newport Beach complies with
federal laws that mandate random

tests of employees who operate
heavy machinery, but said the pro·
gram should be expanded.
"The question is should we
revisit our policy?• he said. "It
will take some time to draft a new
proposal."
Newport Beach officials are
taking another }ook at the city's
drug-testing policy following the
arrest of building inspector
Michael Allan Lamard. Th~ 17·
year city employee was arrested
last week for allegedly possessing
7 grams of methamphetamine
while driving a city-owned vehi·
d e. .
A federal law passed in 1995
requires employees who drive
trucks and fork.lifts, for example,
to submit to random drug tests.
An employee whose test comes
up positive can be retested at his
or her request. U they fail a test
twice, the city has the option to
tenninate their contract.
Drug testing can be expensive.
Newport Beach, which has 670
employees, spends about $15,000
to $20,000 a year on drug testing,
