There were quite a few aspir-
ing actors and actresses at a
recent mass-casualty exercise in
N ewport Harbor. wtuch called for
120 volunteers to portray passen-
gers being rescued from a boat
Two female high school stu-
dents screamed at the top of their
lungs for up to five minutes cry-
ing for help. At one point, they
begged members of the press
corps in an adjacent boat to stop
talung notes and assist.
But an elderly woman took the
top acting honors at the demon-
strauon.
"She waJ.led, cn ed and even
cursed s~me of us out for not get-
ting to her quicker," said one fire-
fighter. "She played h er part
well. If Uus were real, I'm sure '
there would be d lot of people
like her in our ear "
MORE WEIRD CREATURES
Hundreds of moon jellyfish -
commonly known as moon jellies
-last week filled the Rhine
channel, the body of water near
Cannery Village on the Balboa
Peninsula. The sea creatures.
w hich are harmless to humans,
occasionally get swept into the
bay by tidal currents and are
trapped in the channel, said locaJ
marine biologist Dennis Kelly.
"They swim around for a day
or two, and then sadly, they die."
Kelly said. "They are actually
plankton, so they can't swim fast
enough to get out of the current."

COSTA tvt:ESA -The City
Council tonight is scheduled to
review its 1998-99 budget, con-
sider final approval of new rules
requiring skateboarders to wear
safety equipment in public parks
and give a first reading to updat-
ed regulations on cable commu-
nications systems.
City Manager Allan Roeder
will present the 1998-99 budget.
The presentation will be followed
by comments and suggestions
from council members.
The City Council recently
approved a set of goals and
objectives -including the con-
struction of "pocket parks,• the
identification of historical sites
and the establishment of an arts
conunission to help promote Cos-
ta Mesa as •City of the Arts" -
that they hope to fit in the next
budget.
In other action, the council is
set to review and adopt a new
law requiring skateboarders to
wear helmets and elbow and
knee pads while riding in city
skateboard parks. The rules will
be clearly posted at the parks and
published in the Daily Pilot to
lintit the city's liability should
skateboarders be injured at ·the
parks.
The City Council is also set to
review updated minimum regu-
lations on construction and oper-
ation or cable communications
systems and the granting of non-.
exclusive franchises to cable
communications systems within ·
Costa Mesa; consider the · adop-
tion of new rules on the storage of
inoperative vehicles on private ·
property: and approve an assess-:
ment on businesses to promote ·

CORONA DEL MAR -He
said he is and always will be a
champion for the underdog.
But in the current gubernatori-
al race, New-
port Beach
businessman
Mike Palitz is
the underdog.
Unable to
compete with
the shock val-

paigns, he said
he'll be happy
if he gets 5,000 votes in Tuesday's
primary election.
Owner of the Doryman's Inn in
Newport Beach, Palitz, 33, ran his
election primarily for name
recognition, a goal whlch he
believes he has attained.
·1 feel really, really good,· he
said. "I felt I gave it my best shot.
U I get more than 5,000 votes, I
will consider this campaign suc-
cessful."

cation and beautification of the

Palitz plans to use the ~e
recognition he gained through his '
run for the state's top job in future ,
campaigns for local or state office.
ln 1994, Palitz ran for John
Hedges' Newport Beach City
Council seat but was disqualified
for using an 11-year-old boy to get
signatures for his nomination. By
law, signature collectors have to be
of voting age. ln 1995, he also
made an unsuccessful bid for M8J-
ian Bergeson 's state Senate seat.
Unmoved by bis past experi-
ences, Palitz said he intends to
keep increasing bis name recog-
nition and placing his sights on
Sacramento.
"I plan to stay in politics,• be
said. "It might be for a state sen-
ate seat that becomes available,
whatever I can do to be a vuice for
these issues."
Palitz said he has received cor-
respondence from students
throughout the U.S. who are writ-
ing reports about the governor's
race in California.
·It's been very pleasurable ,·
he said. "This· has been a great
learning experience for me.·

NEWPORT BEACH -With lus sights on
Olympic gold, 25-year-old triathlete Ryan
Bolton of Boulder, Colo., took first place in
the 21st Annual Kring and Brown Newport
Beach Triathlon on Sunday. ·
A professional triathJete, Bolton beat out
around 700 participants. Originally called
the ·Human Race,• the Knng and Brown
Newport Beach Triathlon is the oldest
triathlon in the United States. It was
renamed lhls year afte r the law firm that
sponsors 1t
"The Human Race 1s d great race.* Bolton
said. "It ha.s a lot of tradition and has an
excellent reputation and gives you a lot of
good exposure.·
He can't remember how many triathlons
he's won in all, but Bolton, who has partici-
pated in 18 triathlons said he's won more
than he's lost.
He hopes to add next week's triathlon m
Oceanside, Calif. to his list of victories.
"That triathlon will have Olympic-quali-
fying potential,• he said.
The 2000 Olympics in Sydney, Australia will
be the ~ to include a triathlon competition.
"Every step I take is a step towaICis the
Olympics," Bolton said.
The Newport Beach event includes a
hall-mile swim in the Back Bay. a 13-mile
bike ride through Newport Beach and lrvine
and a three-mile Back Bay run along Jam-
boree Road.
Although the event usually occurs in the
fall, it was moved up to Jl.Ule so it would be the

m San Diego, and her self-help guide for
parents is faring well on bookshelves. In
March, the 36-year-old professor
released "Every Parent's Gwde to the
Ltaw. • which outlines legal issues affect-
u;1g families. The book may come in
handy for the new mother of a baby girl. . ·r·m trying to help parents who may
be intimidated by the law,• said Forman
in a recent phone interview. ·1 wanted
this book to be a resource for parents and
get them empowered in the legal arena."
The book covers a wide range of fam-
ily-law issues, induding parental rights
m the workplace, child support and
adoption. Forman says the law can either
be a major obstade for uninformed par-
ents or can serve as a helpful resource.
Confronted with myriad options, families
can use the guide as a tool to help them
through complicated legal steps. she
said.
Forrnan's book is broken deanly into a

The remainder of the guide deals direct·
ly with the law. Issues that parents would
rather avoid, such as child custody, juve-
nile crime and child abuse, are reviewed.
Whether it is giving readers details
about the basics, such as their constitu-
tional rights, or more complex topics such
as protecting children on the Internet,
Forman leaves little to spare. Useful tips
on subjects such as alternative medicine
and bow to detect physical abuse are
throughout the book.
·My experience is there are a lot of
parents who a.re enmeshed in legal prob-
lems,· she added. ·Tue book isn 't meant
to replace a lawyer but rather give par-
-ents appropnate steps pnor to finding a.it:
attorney if one is needed.·
Forman has been teaching at Whittiec
for the past eight years and is an activ~
member of the school's Center for Chil~
dren's lttghts. Armed Wlth her vast
knowledge of family law. Forman took a
sabbatical leave last year to finish her
book. She has been promoting the book;
for several months, appearing on talk and
radio sh ows. Now, after she's been telling
audiences how to help their kids, it's timeo

While all three hills will have
n_otable impact at the state and
local levels, the one that seems to
be getting the most emphasis is
the one that seems most likely to
pass, the Unz Initiative.
ln Newport-Mesa, a school dis-
trict, where about one-third of the
students are Latino, the contro-
versy over bilingual education
isn't likely to be put to rest with a
simple vote.
But, recent changes to the dis-
trict bilingual curriculum mean
the district will likely be able to
make necessary adjustments
without adversely affecting its
current program offerings.
Under a proposal approved by
the school board Tuesday, the dis-
bict plans to use three types of
bilingual education programs: Pri-
mary Language Instruction in
which children are taught in Span-

Ferryman said he opposes the
Unz Initiative because he said it
would take away local control.
Board member Martha Fluor
agreed: "I believe there are clear
flaws with it. It takes away local
control and redirects $550 million
that would have been used for
children's education for adult
education."
ln addition to pushing for an
English-only curriculum, the Unz
Initiative takes from the money
curre~tly being spent for bilin-
gual instruction and funnels it
into adult education programs to
help Latino parents learn English.
School board member Wendy
Leece said, in spite of the flaws,
the overall philosophy and pur-
city is opposed to repealing the
car tax as proposed, said City
Manager Allan Roeder.
Costa Mesa officials are weary
of state promises to make up what-
ever money is lost dollar for dollar
in state sales tax, Roeder said.
"We've heard that before," he
said.
Newport Mayor Edwards also
questioned if the state could be
trusted to ·backfill'" the tax rev-
enue to the cities.
"These are the same state offi.

if it passes.
To comply with the initiative's
interpretation of administrative
costs, the district would need to
trim about $3 million from its
administrative budget. which they
claim is already "bare bones.• • r think this is one of the most
dangerous pieces of legislation
we can imagine," said school
board member Serene Stokes. "It
just isn't well thought out." .
While its goal is to get more
money into the classrooms,
Stokes said the initiative makes it
difficult to differentiate between
what expenses are • administra-
tive• and what are "classroom"
related.

each rally Saturday, tapping their chests
to remind them the organ just beneath
their sternum was the only thing that
mattered. -
Tilis indeed proved to be valuable
information for the Sea Kings, who
trailed throughout a lopsided first-game
defeat and seemed relegated to catch-
up mode most of the rest of the CIF
Southern Section Division m champi-
onship match against three-time
defending champion Santa Ynez at
Cypress College.
•1 always tell our guys it's not how
good you are, but how bad you want it,•
said CdM Coach Steve Conti, whose
heart deserved a rest after the top-seed-
ed Sea Kings rallied to claim a 5-15, 15-
8, 12-15, 16-14, 15-13 triumph.
The victory avenged a five-game loss
to Santa Ynez in last season's title match
and gave the Sea Kings (14-5) their third
section crown, their first since 1989.
•1 kept talking about composure and
having the heart to win it,• said Burden,
a 6-foot outside hitteT whose leadership,
demonic defense and opportunistic
offense (13 kills) made him one of many
CdMheroes.
Conti's squad needed such heroism to
stave oH eight match points in a spine-
tingling fourth game, enabling the Sea:
Kings to force a deciding fifth game.
The No. 2-seeded Pirates (20-5)
proved nearly as resilient in the fifth
game, as they forced the Sea Kings to
serve nine times for the match and the
title. But junior 6-5 middle blocker Den-
nis Alshuler finally stopped the madness
with a booming back-row kill, halting
the 154-minute war and triggering a
hearty Corona del Mar celebration.
Alshuler, along with Burden a promi-
nent player in last year's runner-up
finish, paced the victors with 26 kills.
• t think I need a vacation,• said a
spent but satisfied Conti afterward.
"1\vo things stand out from that match.
First, being down, 14-11, in the fourth
game and refusing to say die. I think
(the Pirates) had five or six swings at
match point, but we just kept siding out.
Second, that last point was the hardest
point I think we've ever tried to get.
Santa Ynez did the same thing we did in
the fourth game.•
Senior 6-5 middle blocker Greg Coon
was also huge for the Sea Kings, pound·
ing 21 kills an~ amassing a match-high
seven blocks.
Sophomore setter Kevin Hansen,
who has displayed maturity beyond his
years the entire postseason, dispersed
66 assists and added seven kills.
Mike Jackson, a 6-0 junior, collected
six blocks and three kills, while 6-2
sophomore outside hitter Greg Stampley
chipped in 16 kills for the winners.
Seniors Mike Pliha and Gib Reese
came off the bench to contribute in the
back row, a spot made particularly pre-
carious by the consistent peppering
from Pirate hitters.
