The reason? The city's refusal
to overturn a S3.c parking ticket
he received when he failed to
put money into a parking meter
in front of Davey's Locker.
In his appeal, Wykoff said he
fed another meter earlier in the
day and the following day
parked in the city's Balboa park-
ing lot, showing he is not a
"habitual breaker of regula-
tions.•
But the argument was appar-
ently not good enough for Park-
ing Management officials, who

Department of Education said student-to-
teacher ratios should be set at 20 to 1.
Board member Wendy Leece is leaning
toward lifting the moratoriwn. She noted
that in some of the schools, classrooms are
5taffed for only 18 students, in.stead of 20,
leaving two spaces open for new families to
the district.
•The empty slots should be given to peo-
ple who already live in the di.strict.• she
said. •They should be treated the same way
a new resident is treated. I'd like to see those
spaces fill up on a first-come, first.-serve basis.. .
Leece had previously suggested opening
up a 48-hour window on the moratorium to
allow parents to transfer their children to the
schools of their choice.
Board member Martha Auor said, to her
knowledge, there are very few schools that
have the space to accommodate the trans-
fers. She said three of the schools -Whitti-
er, Wilson and Pomona -do have space,
but they are the same schools parents want
to leave.

don't think we could move students if we
wanted to,• she added. "It's a 'Very compli-
cated issue. I'm willing to listen to all the
alternatives to Wting tbe moratorium."
Auor and Leece have each received six
to eight calls from parents who want to
move their cbild.ren to other schools. 1bey
don't envision the Ooodgates to open with
hundreds of families asking for transfers.

mile,• Leece said. "I think people who
request transfers do it for legitimate rea-
sons.·
The ban has made business for the dis·
trict a bit rough. School officials have said
some parents have chosen to enroll their
kids in private schools because of limited
choices. Other parents reportedly have lied
about where they live or used the address of
a friend or relative.

The proposed budget
includes a 51 % decline in
capital-improvement funds
compared with last year's
budget and does not dip into
reserves.
Roeder attributed the drop
in capital-improvement fund-
ing to a decline in the amount
of state and federal money
that can be used for road
work and other capital
improvements that the city is
set to receive this year.
According to the prelimi-
nary budget, Costa Mesa
expects to receive ju.st over $6
million in federal funds this
budget year, a 64 % drop from
last year.
Today, the council will con-
tinue to review the budget
and make recommendations
before adopting a final plan
next week.

Five treated for carbon
monoxide poisoning
Five people, including two
children, were taken to area hos-
pital.s Saturday after they suf-
fered carbon monoxide poison-
ing while aboard a boat off New-
port Harbor, authorities said.
Four-year-old nent Brown,
and 7-year-old Shay Brown were
found unconscious by family
members in the cabin of the Una-
inas, a 28-foot powerboat regis-
tered to a Robert Glasier, said an
offidal with the U.S. Coast Guard
office in Long Beach.
Shay regained consciousness
after she was C4J'ried outside.
Trent was not breathing when
found, but began breathing after
his father performed mouth-to-
mouth resuscitation. He regained
consciousness after Orange
County Sheriff's Harbor Patrol
boats and paramedics arrived on
scene.

United Pentecostal Church uses
drums and an electrtc keyboard,
and both churches use micro.

pennit are not violated.

is good news,• he said. "U we

neighbon, we'll assume every-
thing is fine.•
While Morgan said he intends
to do his belt to comply with the
new restrictions, Jones bristles at
the idea of constraining the open
nature of the AME church ser-
vices.

Orange County Steelers held a
tryouts camp at OCC Saturday.

COSTA MESA -About 30 hopefuls
showed up Saturday morning at the
Orange County Steelers tryout at Orange
Coast College. Some were there with aspl·
rabons for a future in professional football.
Others were just looking for a chance to
keep playing.
The tryout began with a series of
stretclung, followed by a strength test, a
40-yard dash and a timed running drill.
Athletes then were divided into offense
and defense and competed in skill drills.
The Steelers are a new semi-pro team in
the United American Football League and
will kick off the season in September.
Home games are scheduled to be
played on Saturdays at Orange Coast Col·
lege, thus, many of the candJdates were
I rom the local area.
Some or those who came to the tryout
work full-time jobs and have families. The
Steelers \'{ill hold up to three practices a
week, at night, and play one game each
Saturday. The prospect of a heavy work·
load didn't seem to bother anyone.
Center David
Deason played the
last two seasons
with the Lakct Elsi·
nore Rams, another
UAPL team, but
came to the tryout
because the Steelers
play closer to home.
Deason works in Irvine and moved to New-
port Beach last September. "I love this
area,• Deason said. "I wouldn't live any·
where else and the commute to Elsinore
was tough.•
Dea.son, who played for Fullerton High
(be was a secondteam All-Freeway Leagu~
choice his senior year) and at Concordia
College in Nebraska, wants to continue
playing in the UAPL. "This is a pretty clean
league,• Deason said. "There is a lot of
dedication and solid coaching. We should
get some good quality guys."
Deason brought roommate nm Rogers
to the tryout. Rogers played football for
Covina High and Point Loma Nazarene
College. .
Teny Moseby and Clarence Chaney
both feel that they ca.n have a positive
impact on the team. Moseby played foot·
ball at Long Beach Wilson, Long Beach
City College cuid Co~ord College, a Divt·
sion D school. "This league is as challeng·
ing as any other,· Moseby said. "I've been
in camp with the Forest Dragons and
Hamilton Tigercats (Arena Football teams).

Chaney, who
played as Mississip-
pi College, also Divi-
sion 11, has also worked out with arena
teams and had a chance to work out in
camp for the Canadian Football League.
·Some people think (the UAFL) is like
adult Pop-Warner,· Chaney said. "I can tell
you, it's real. U people lake this seriously,
this can be a competitive league.•
Other players, like •Dave Small, Jay
Jones, Ouis Wyland and Jim Power, are
just looking for a place to keep playing
football.
Small grew up in Brooklyn and spent
two years playing football as a walk-on at
Purdue. He has a 1984 Peach Bowl ring to
prove it. Small also had some -experience
with the Inland Empire Blitz and the Ana·
heim Piranha.
But all Sl1.li)ll is looking for is a chance to
play. "I'm rilL.trying to get to the NFL,•
Small said. "I'm here because of a pure
love of the game.• Small will fit in night
practices with his job at Boeing and coach·
ing his son's Junior AU-American football
team in Huntington Beach. "I carry a lot of
respect as coach on my son's team," Small
said. "I can teach these kids more because
I can show them what I'm trying to teach
them."

wu picked by the Raiders as a scab pla~
for six games during a strike year and

flag football in Sacramento. I like this level.

When most fans think of Portland State,
they lh1.nk of fonner Cardinal quarterback
Niel Lomax. Few know, however, that
Wyland, 28, broke Lomax's records in passing
percentage and winning percentage. Wyland
was a four-year lettennan for the Vlkings and
later went on to play for a semi-pro temn
called the Oregon Thunderbolts. Wyland
moved to Huntington Beach and worked iD
the marketing offic~ for the Angels and
Kings before operung his own business.
Jim Power was the only of the tryouts
who didn't get involved m the skill drills.
Power was trying out for kicker. Power was
drafted by the World League team in Lon-
don and bas also gone to four NFL training
camps (the Raiders, Jets, Oilers and Rams).
Powers lives in Laguna Beach.

Skateboarders invade Estancia
• Expo brainchild of student project.

COSTA MESA -Talk around Estancia High
on Saturday was not of homework or gradua·
taon. Students and guests talked of ollies,
fakies and taillllps as Estancia hosted the sec-
ond annual Xtreme Sports Expo.
The event was put together by Estancia
seniors for a class project 1n Applied Econom-
ics, with involvement from the Junior
Achievement or\Janlzation.
•It was a class project to form a business and
make money,• senior Jeff Vanvleck, one of the
organizers, said. "The school had this event
last year too so the companies involved knew
about it.•
Preparations for the event included passing
out flyers, contacting local businesses and
late-night meetings all under the guidance of
Junior Achievement adviser, Donald Herman.
•Tue kids decided they wanted to continue
the Xtreme Sports Expo from last year," Her·
man said. "l had to teach them how to do
press releases and how to contact local com·
panles. • Each booth cost a vendor $100 -$125
to pay for expenses.
"Companies were impressed with our work,"
Wanda Luna, president of the student compa-
ny Expo 98. Clint Calkin, 1lllo on of the orga·
nizing seniors, added, •The best thing is that
guys come up to us and say, ·wow, you guys
did thisr The only regret the planning com·
mittee bad wu that the.re weren't more ven·
do rs.
Still, the crowd appeared to enjoy ttsell. The
hall-pipe was constantly full and a crew from
Mountain Dew was holding slalom, jump and
trick contests, giving away skateboards to the
winners. Music was supplied by KROQ (106.7
PM).
Estand.a's Jonathan Valdez and Shaun Pretty·
man also contributed to planning. One-third
of the profits 'from the-.Bxpo will be split
among the students 1n the program ln the form

COSTA MESA -Football bas
returned to Orange County. The
OC Steelers, a semi-pro football
team, will start play in the United
American Football League in
September. The SteeleJS, who
will be involved heavily in coun·
ty youth programs, will play all
home games on Saturdays at
Orange Coast College.
The UAPL has existed on the
west coast since 1996 and bas a
total of seven teams, including
the Steeler5, and four more in the
works. The UAFL is a semi-pro
leagu~. but hopes are that the
league will stabilize and become
a minor-league system for profes-
sional football leagues.
One of the things that favors
this possibility. a number of ea.st
coast teams have already
expressed interest in forming an
Eastern Division. Another thing ii
the league's commitment to help-
ing youth organizations.

UAFL, • team owner Barbara
Dean said. ·All participation at:b·
letes are reqwred to get involved
in youth activtties. • Some of the
activities include visiting schools
to give anti-drug and motivation-
al talks, going to picnics and
attendance of local sports events.
Thirty-percent of all proceeds go
to area youth charities.
Mike Bacon will be the bead
coach of the Steelers' inaugural
season. Bacon has coached foot·
ball for 15 yea.rs. including stints
at Riverside Poly High, Riverside
College and the now-defund
Southern California Quakes.
