county bankruptcy and school
district farm money to Newport-
Mesa schools has some Corona
del Mar High School and Lincoln
Elementary School parents crying

ing any of the funds.
The school board tonight is
scheduled to vote on a plan that
would give each of the district's
28 campuses and Middle College
High School program at OCC an
average of about $30 ~student.
The school with the highest
student population, Newport
Harbor High School. stands to
gain about $59,730. Elementary
schools will get between $10,000
and $22,000 each.
But Corona del Mar High and
Lincoln Elementary are being
excluded from the mix because
they are receiving Mello-Roos
assessment district funds. Over
the past five years, Lincoln. which
has an enrollment of 924 stu-
dents, has received about $4.5
million from the annexation of
Newport Coast.
Corona del Mar High, which
has 1,676 students, will be receiv-
ing about $1.6 million from the
Bonita Canyon annexation,
$750,000 of which was approved
for use by the school at a recent
board meeting.

for the theater; $71,500 for the

by California voters.
District officials respond as if they
didn't see the writing on the wall.
While Proposition 227 may end up in
the courts, an ounce of prevention
always is worth a pound of cure.
What to do? Here are a few sugges-
tions:
· • Take all of the bilingual teach-
ers from the West Side e lementary
schools and transfer them to East-
bluff when it opens. There they will
be forced to teach in English with lit-
tle opportunity to "fudge.•
•Since the district probably is
going to have to hire because of
Eastbluff, hire English-only teachers
fpr the West Side.
•Provide the one-year intensive
immersion program, just alt the law
says, and if a student doesn't learn
English, then hold him or her back.
What a concept -not passing a stu-
dent unW be or she has learned the
material.
I believe the most significant pro-
vision in Proposition 227 is the adult-
education component. One cannot
expect children to practice English at ..
home if their parents do not speak
English. So, take the West Side ele-
mentary schools and set up adult
English programs from 7 to 9 five
nights a week. Get the parents and
their children in those classes.
Teach the parents English so they
can get better jobs, earn more mon-
ey and improve the life of their fami-
lies.
Have the children there to help
their parents, thereby creating a
structured •family time,• strength-
ening the family and helping
everyone to improve their English.
Send English homework home
with the parents so everyone can
practice English and improve their
language skills ~ore quickly.
Proposition 227 makes a provi-
sion for funding this adult-educa-
tion program, so why not have the
district be the first to jump on this
opportunity instead of lagging
behind? ·
A$ a professor of history at OCC,
the implementation of this program
just does not seem that difficult to
me. Why is it so complicated for the
Newport-Mesa school district?

Don Vaughn was big - 6
feet 8 inches tall and with
shoulders so wide he had
trouble getting through narrow
doorways. He also was very
strong.
One of the town's favorite
anecdotes is the story of the
obnoxious drunk Don threw out
of Christian's Hut when Don was
Art LaShell's bouncer. The drunk
was a big man. Still, Don simply
tossed him over his shoulder and
walked out of the bar, d(>wn the
steps, across the sidewalk, out on
the pier, down to the float and
threw the guy into the bay.
I came to appreciate Don's
abilities about 30 years ago when
Bill Veneman dreamed up a trip
to Copper Canyon in Mexico.
Today that trip is about as com-
mon as a trip to Disneyland, but
in those days the railroad from
Chihuahua to Los Mochis had
just been completed to open
access. The group Bill put

together -Chuck Masters, Bill
Lester, Humpy Golter, Hal Harri-
man, Tom Kevil, Jerry Payne,
Bob Smith, Grant McNiff and
myseU -was quite an eclectic
bunch, including a newspaper
editor, builder, real estate agent,
land speculator, judge, television
producer and part-time Francis-
can monk. Fortunately, it also
included Don Vaughn, who
became one of my favorite trav-
eling companions.
There was no direct O.ight to
Los Mochis, so we flew from
Tijuana to La Paz the first day,
&living just in time fol' dinner.
We went to a restaurant with a
sign announcing lobsters. It
should have r!!8.d "Yankee, go
home" from the reception we
received.
The 10 of us sat there vainly
trying to attract the a~ntion of
the waiters, who studiously
ignored us until Don reached out
with one of his huge hands and
grabbed a waiter scurrying by
blind to our signal. Upon ascer-
taining that the man spoke Eng-
lish, Don lifted him off the floor,
shook hiJll gently a couple of
times and said that if we were
not served within five minutes,
he would inflict unspeakable
cruelties upon that waiter and
would do the same to the cook.
We had lobster in three minutes.
The next day we flew to Los
Mocbis in an andent C-'7 th.at
had been ancient when I uted to
rtde in them during World War n.
I think that partlcular plane bad

and·probably during the Span-
ish-American War, too.
When we arrived at our hotel
in Los Mocbis, we discovered
that Bill Veneman bad lost all the
vouchers for our prepaid hotel
reservations. We all stood 'around
the lobby as the desk clerk made
a great show of-searching the
hotel's records, then advised us
there was no record of our pre-
paid reservations so we had to
pay again. At that point, Don
reached over the clerk's head,
grabbed a bunch of keys from
the keyboard and handed them
out to us. He then looked down
· at the clerk and asked, very
politely, if the clerk had any
questions. The clerk said he had
none, that it had been a minor
oversight, and he luld just found
our prepaid reservations.
When we arrived at our hotel
at the top of Copper Canyon, the,
same scenario occurred. Again
the clerk oould find no recotd m
our reservations, again Don
reached over and grabbed a
handful of keys and, amazingly
enough, again the clerk found
our reservations.
The same thing happened
when we arrived at our hotel in
Chihuahua.
By this time, I had decided
that traveling with Don was
every traveler's idea of a no-wor-
ry trip, so when we discovered
that the airline from Chihuahua
to Tijuana was on strike, I wasn't
concerned. I just looked at Don.
Unfortunately, even he couldn't
cure this, so we scurried around
and rented a couple of cars with
drivers to drive us to El Paso, and
then bought 10 airline tickA!ts
from El Paso to Tijuana and put
them on Bob Sllllth's credit card.
As we left town. we paaed
the airport and discovered that
the strike was over, so ':,lulled
in., piled out of the cars let
Don persuade the driven to
refund us the money we had
paid to go to El Paso. Of course,
tbat left Bob Smith with all those
airline ticlc.ets on his credit card,
but he just shrugged and said he ..
was sure he could work it out
with the airline.
From this saga I learned three
things. First, Don Vaughn made
a great traveling companion.
Second, Bob Smith wasn't bad
either. Third, Copper Canyon
can't hold a candle to the Grand
Canyon of the Colorado River.

Costa Mesa ranks No. 2 in sales-, property-tax receipts

· COSTA MESA -The city con-
tinues to post impressive sales-tax
and property-tax numbers while
maintaining one of the highest res-
idents-to-police ratios in Orange
County, officials said Monday.
The city's preliminary operat-
ing budget, released last week
and informally reviewed Monday
by the City Council before final
adoption is expected next week,
shows Costa Mesa ranks in the
top 10 cities countywide in sales-
tax and property-tax receipts, and
the number of police on the street

at the base of an 18-story
seniors complex Sunday
morning killed himself by
jumping from the roof, Costa
Mesa police said Monday.
Police said ·the ·man's
body was found about 10
a.m . Sunday at the base of
the Bethel Towers in the 600
block of West 19th Street,
where he lived.
Investigating officers said
there was no evidence of
foul play and have ruled the
death an apparent suicide,
pending a coroner's investi-
gation.

Using sales-tax receipts from
the 1996-9i fiscal year, Costa
Mesa officials said the city took m
$27 .9 million -$270 per capita
when divided by its 103,823 resi-
dents -which makes it No. 2 in
the county behind Brea, the coun-
ty's perennial sales-tax front-run-
ner, which received $317 per
capita during the same period.
By comparison, Newport Beach
collected $13.6 million in the same
period for a $195 per capita aver-
age .that makes the city No. 5
countywide.
Costa Mesa's projected sales-
tax revenue for the 1998-99 bud-
get represents a 4 % increase over
~
last year, which is less fiscal
growth than the city has seen in
past years, when major retail pro-
jects such as Metro Pointe opened,
but still is •acceptable,~ said act-
ing Finance Director Marc Davis.
But in preparing the projected
totals, the city did not take into
account commercial projects that
are under construction, including
the Borders Books project on
Newport Boulevard that is set to
open in the next year and figures
to positively impac\ the city's
sales-tax revenues.
Despite the bold figures, Costa
Mesa did not fare as well in the
property-tax totals for the same

In the 1996-97 fiscal year, Cos-
ta Mesa received $10.1 million for
a $97 per-capita average while
Orange County's top property-tax
city, Laguna Beach, earned $7 .4
million or $307 per capita.
Newport Beach did better than
Costa Mesa in property-tax re-
turns, but could not knock Lagu-
na Beach out of the top spot. It
took in $19.8 million in property
taxes to rank No. 2 countywide,
officials said.
Costa Mesa and Newport
Beach are neck and neck for the
highest residents-to-police ratio
in•the county.
In 1996-97, Costa Mesa had'
153 sworn officers, an average of
one officer for every 679 resi-
dents. It ranked second behind
Newport Beach, which was No. 1
in Orange County with 135 sworn
officers on the street, an average
of one officer for every 519 resi-
dents.

language is English, but not this
year. About half of her students'
primary language is Spanish and
the other half is Vietnamese.
She speaks only broken Span-
ish and no Vietnamese, but with
the use of extensive overhead dis-
plays, music, games and extreme-
ly simple curricula, about half of
her students are reading at grade
level and some are at second-
grade level.

said. "We do a lot of real simple
exercises. They'll learn sentences
like, 'I see a ball,' and 'I see a bat'•
With the use of heavily illus-
trated books, Crenshaw said stu-
dents start associating the sen-
tences with their visual represen-
tations. She also uses the popular
zoo phonics game.

Crensbaw's class is one of two
•sheltered-English" classes at the
school. Although only English ls
used in the sh~tered-Engltsh
classes, Crensho.w said the pace ts
slower than in mainstream classes.
About half of her students will
be mainstreamed into full English
classes next year and the other
half likely will continue in a shel-
tered-English context for at least
part of the second grode.
"I am thrilled to death with the
students J have this year,• CTen-
shaw said. "About half of them
are at or above their grade level. I
don't know what's changed.•
One of her prize students is 7-
year-old Gustavo Bravo, who
joins mainstream first-graders
daily in reading second-grade
materials.
•He can often read words like
'ceiling' correctly," she said. •And
problems, the city will require an
acoustical study to be prepared
for all new bayfront restaurants
and for existing ones that want to
expand or substantially change
their service.
Also part of the effort will be
funding for more code-enforce-
ment officers to patrol the
bayfront areas and monitor
restaurants on weekend
evenings, which the council will
consider as part of its 1998-99
budget deliberations.
The third element ,of the pro-
gram is a summer trial period of
stepped-up security and police
presence in Cannery Village,
where there is a high concentra-
tion of restaurants and bars near
residential neighborhoods.
The council agreed to consider
paying for police overtime, which
could cost about $9,000 per year,
and encouraged business owners
in Cannery Village to pay for the
private security.

Drowning victim
identified as local man
A man who drowned after
falling off a 40-foot cabin cruiser
off Seal Beach wd identified
Monday as Bobby Moran, 55, of
Costa Mesa, authorities said.
Coast Guard officials said
Moran was climbing a ladder
attached to the Huntington
Beach-based vessel Lori K when
be fell overboard about 11 :30
p.m. Saturday. He was uncon-
scious when his three c<lmpan-
ions pulled him out of the water
about a mile off Seal Beach.
Long Beach lifeguards treated
Moran at the scene. He then was
taken to Long Beach Memorial
Hospital, where he was pro-
nounced dead on arrival, said
Coast Guard Petty Officer John
Hurst.
Pedestrian critical
after accident
A 26-year-old pedestrian was
in critical condition after being
struck by a car in Newport Beach,
police said Monday.
The unidentified Utah resident
was taken to Western Medical
Center ln Santa Ana, where he
was being treated for fractures to
his pelvic area and a lower leg.

an unidentified 27-year-old Irvine
resident at 10:53 p .m. Friday,
police said.

Gas leak prompts
Costa Mesa evacuation
A geological testing company
performing a soil test pierced a
large pocket of gas that prompted
the evacuation of several resi-
dences in Costa Mesa, authorities
said Monday.
The Costa Mesa Fire Depart-
ment said a crew of drilling.,spe-
cialists was called to the 1600
block of Pomona Avenue about
10:58 a.m. Saturday to repair the
gas leak. They sealed the cavity
with cement after two hazardous-
material teams from Newport
Beach and Santa Ana determined
the gas -hydrogen sulfide -
wasn't dangerous.
The geologist used a probe to
remove a device that was 50 feet
below the surface. The pressur-
ized gas escaped the test site,
prompting a temporary evacua-
tion of nearby residents.
Fire officials said it took nearly
seven hours to fix the leak and
return people to their homes.

ty's 1994 bankruptcy and from the
$7 million sale of fann property at
Costa Mesa High School.
"To connect Mello-Roos mon-
ey, farm-school money and the
bankruptcy settlement is syllogis-
tically wrong,• said Susan
Kramer, incoming co-president of
the PTA at Corona del Mar High.
"Mello-Roos money is to prepare
a school for an influx of new stu-
dents presenting new demands
on top of already existing ones."
She said Corona del Mar High
made cutbacks like all Newport-
Mesa schools following the bank-
ruptcy and therefore should be
entitled to the proceeds of any
bankruptcy recovery money.
"The bankruptcy money
belongs to all the students in the
district,~ said Karen Yelsey, Coro-
na del Mar High's other incoming
PTA co-president and a former
PTA president at Lincoln Elemen-
tary.

record fails to indicate how
good some teams really are.

·finished 6-14-1, 2-12-1 in the
Sea View League, but by Cpach
'Ryan Conrad's estimation, his
players are much better than the
tecord shows and Sea Kings'
baseball has a bright future
ahead of it.
-"Sure that wasn't a good
recdrd, • Conrad said. "But these
kids have a tremendous amount
of talent. We were in every ball
game but two this season." Of
the 14 losses, eight were by
one-run margin.
Conrad's focus this season was on defense, where his team

.hitting are heavily stressed,·
·Conrad said. "Defensive skills
'tend to get neglected."

ferent Costa Mesa High softball coach-
es and varying degrees of team success.
But the excellence ahe has displayed on the
diamond the last four seasons has been as
constant as Southern Call.fomia sunshine.
So, it should come as no surprise the
sweet·swinging senior shortstop once again
headlines the 1998 AD·Newport·MeA Dis-
trict Dream Team as Player of the Year.
Collett. the diitrict's top player u a fresh-
man, abated the tame honor last spring. She
hit .'438 (32 for 73) in her swa.n-.ong cam-
paign, which actually ltiwered her weer
average u a prep (.443). •
