State officials Thursday unveiled CalGold -which stands for Califomia Government On-Une to Desktops -a new World Wide Web service designed to streamline the often- confusing dty-pennit process. By accessing the Internet and typing http://www.calgold.ca.gov. business people all over tbe world can find out what permits are needed to open their doors in a particular city, and in some cases even download or print the permit applications right off the Internet. For example, a dry cleaner in New York who wants to move his business to Costa Mesa or open a new location in town can gain immediate access 'to the city's permitting process through the ~eb site, including the forms he will need to file before opening. NEWPORT-MESA -The Orange County 1\-amportation Authority has approved a $76 million project to expand the Corona del Mar/San Diego freeway interchange, officials said Thursday. A carpool Jane and another regular lane will be added in each direction to the Corona del Mar Freeway along a 2 1/2-mlle stretch from the San Diego Freeway south to Birch Street, said OCTA spokesman John Standllord. The work, which may begin in late 1999 or early 2000, aJso will llld ude unprovements to San Diego Freeway on-ramps and offramps at Harbor Boule- vard and Fairview Avenue, he said. In addibon, the San Diego Freeway will get new on-ramps for southbound and northbound traffic at Hyland Avenue in Costa Mesa, Standiford said. The local project ii tnduded in OCTA'1 5.S'2 million budget for 1998-99 along with addidOn- al freeway constructton primar- ily in north Orange County, additional buses and expanded Metrollnk train service. The widening of the Santa Ana and Rivervide freeways will continue while widening of the Costa Mesa Freeway will begin in early 1999. Among the street projects to be completed will be the final segment of the Beach Boulevard Smart Street project in Anaheim and Buena Park.
