WATCHING OUT FOR REWARD
Newport Beach police
couldn't find it and neither
could the suspected robber
who stole it.
So when a construction
worker turned in a $16,000
watch recently that bad been
taken from a Newport Beach
jewe~ store, police were a
little swprised.
Police located the suspect
several hours after he stole a
watch from hditional Jewel-
ers. The _suspect reportedly
dumped the hot item in some
bushes but when police
brought him back to the loca-
tion, the watch couldn't be
found.
Sev~ral days later, the
jewelry store offered Sl,000
reward and the construction
worker stepped forward
with the watch. He said he
found the expensive watch
in the same area police con-
ducted an extensive search.
·we checked that area
thoroughly," said Sgt. Mike
McDermott. "It may be a
coincidence but at least the
jewelry store got back its
property."

Balboa Island festivities

By Tim Grenda, Datly Pilot
The main street through this real-life
island enclave looked more like the
fictional Mayberry, U.S.A. on Sunday
as thousands of flag-waving locals cele-
brated a sun-spla!hed Balboa Island
Parade. \
The fifth-annual festivities. sponsored
by the city of Newport Beach and three
area business improvement associations,
featured plenty of the traditional com-
munfty parade rare: Classic cars carrying

marching bands.
But the local parade also included some
scenes that can only be found in the typi-
cally-irreverent and wacky Balboa Day fes-
tivities.
One of the more bizarre entries was a
group representing the city's doggie walk
bag program, which provides small plastic
bags for dog-owners to scoop up those
unwanted little treasures that are often left
behind by their pooches.
The parade entry, which drew both
laughs and stares of disbelief from the large
crowd lfning the sidewalks along Marine
Avenue, featured about a dozen youngsters
dressed up in costumes resembling what
the baggies are used to pick up.
The group tossed some of the small plas-
tic bags and candy out to an appreoative
crowd.
Other groups, including the UCI pep
band, which played a Credence Clearwa-
ter Revival tune, a Mexican mariachi trio
and -of course -an Elvis Presley imper-
sonator circa 1975 , rounded out the
parade's comical entries.

COSTA MESA -The City
Counol tonight ts expected to
adopt its 1998-99 general fund
budget and consider increasing
the amount of money developers
must pay the city to fund traffic
improvements.
The budget, which at $77
million is down about 4 % trorT'
the $80 million spending pla o
the council approved last year,
also includes fewer major capi·
tal improvement projects than
last year.
Key improvement projects
including resurfacing Harbor
Boulevard from Newport Boule-
vard to the San Diego Freeway
were completed and paid for
last year.
This year, a slimmer capital
improvements budget of $5.3
million rather than $11 million
shelled out last year still calls for
resurfacing dozens of local
streets, installing storm drains to
prevent fioodmg and paying for
the Fairview Park Master Plan,
officials said.
The City Council meeting is
set for 6:30 p.m. m the C1ty
Council chambers of City Hall,
77 Fair Drive.
In other action, the counol is
set to reconsider the traffic impact
fees it adopted last swnmer.
At the request of Councilman
Joe Erickson, the counctl agreed
to revisit the amount of money
the city charges developers of
commercial, industrial and resi·

Costa Mesa
chosen for air
quality testing
• South Coast Air Quality
Management District said
Costa Mesa is one of o~
two cities picked in county.
By Tim Grenda, Daily Pilot
Costa Mesa bas earned the
dubious distinction of being
picked to host a temporary air
quality monitoring station that is
designed to test the worst pollut-
' ed air in Southern Caµfofl\Ul.
The South Coast Air Quality
Management District this week
said Costa Mesa is one of 6nly
two Orange County cities sched-
uled to be subjected to month-
long air quality tests over the
next year.
The monitoring stations, a
air polluters.
Conu>an!es that work with
metal plating, making wood fur-
niture and even large dry clean-
ers often spew out air that is con-
taminated with dangerous chem-
icals, he said.
"It turns out in Costa Mesa,
there are a number of these f adl-
lties upwind of residential
areas," Atwood said. "That's
why the city was chosen.•
Prevailing winds that tend to
push polluted air from other
areas over Gosta Mesa also fig-
W'ed in the dty's selection, be
said.
Atwood said the district has
not yet picked a specific site in
Costa Mesa for the monitoring
station to be set up on but in
most cities, the stations are put
on public property, including system of elabo-
rate sensors
housed in large
trailers about
20-feet-long
and weighing
about 11,000
pounds, will be
set up some-
where in Costa
Mesa for a
month begin-
ning in late
July, said dis-
trict spokesman
Sam Atwood.
District spokesman
Sam Atwood said
city parks and
recreation cen-
ters.
But Atwood
cautioned that
residents
shouldn't nec-
essarily worry if
the station is set
up near them,
Atwood said.
Costa M esa was
chosen as a testing
site because of the
city's high number
bf manufacturing
businesses, which are
also typically chronic
air polluters.
-1n general,
toxic air pollu-
tion in the Los
Angeles basin
The testing is
set to take place
over the next year in 14 other
cities around Los Angeles, River-
side, San Bernardino and
Orange counties including Ana-
heim, Montclair, San Pedro and
Pacoirna, officials said.
Atwood said Costa Mesa was
chosen as a testing site because
of the city's high number of
manufacturing businesses,
which are also typically chronic
• has decreased
significantly,•
he said. -(The
testing sites) may have a greater
likelihood of polluted air than
others, but we don't know.
There's certainly no cause for
alarm."
Data collected in the air qual-
ity study that includes Costa
Mesa will be used in what
Atwood said is the largest and
most comprehensive air quality
study in more than a decade.

this year's hon-

the relevance of his college football high-

Former Weber State tight end Cam

With dark shades and ear pieces,
described his favorite collegiate moment.
It had nothing to do with pass recep-

tions or touchdowns.
Quayle, 6-foot-1, 210 powids, and a
former Mormon missionary who led all
tight ends in the NCAA Division I-AA
Big Sky Conference last season with 53
catches, said he will never forget the sea-
son-opening game of his senior year at
Weber State last autumn.
1\vo weeks prior to the game, bis
mother, Elizabeth, underwent open-heart
surgery.

game,• Mr. Irrelevant said proudly. •she

how my family is. It still overwhelms me.

pers did a story on it and I hung the arti-
cle in my locker. In fact, it's still hanging
there."
On Sunday, the Weber State mom was
there for her son again.
And along with 11 other friends and
relatives who made it down from Ogden,

Quayle, one of the more adept public

• It's all in the name for Mr. Irrelevant XXIII.
By Richard Dunn, Daily Pilot
NEWPORT BEACH -What
are the chances of someone cor-
rectly guessing the last player to
be picked in the NFL dram
Well, apparently pretty good
if there's a candidate named
Quayle on the ballot.
•1t•s incredible -I don't know
how anybody could possibly
come up with the right selection,
and yet there were three who
did it," Irrelevant Week official
John Hall said, referring to a
Daily Pilot-sponsored contest
preceding this year's draft.
Amazingly, Greg Lukosky
(Newport Beach), James Thorn
(Terminal Island) and Max Pena
(Los Angeles) all predicted that
Weber State tight end Cam
Quayle would indeed become
Mr. Irrelevant XXIII after the
Baltimore Ravens made the
24 lst and absolute last selection
in pro football's annual draft.
MI just looked in a sports mag-
azine, so I had a cheat sheet, and
it listed about 50 guys who were
possibilities," Lukosky said.
•What a name -Cam Quayle.
You can't miss it. It seemed good
enough to me (to pick).•
Lukosky and Thom were
both in attendance Sunday for
the Arrival Party at the 1\vin
Palms restaurant, Irrelevant
Week's opening day.
•1t was a long, drawn-out
process," Thom joked. •I used
research, graphics and person-
ality profiles, but then it all got
too confusing. so I just threw a
dart.
•Actually, I just looked at
the name, and I figured nobody
would ever pick a guy named
Cam Quayle, so I wrote it
down.
"After the draft, when I read

was no way you could think of
this guy. I had to show people
around the office, because they
wouldn't believe me."
• Quayle, a two-Ume NCAA
Division I-AA All-American for
the Wildcats who caught 53
passes la.st season to lead all
tight ends in the Big Sky Confer-
ence, wasn't the only last-man
draft choice to be showered.
For the first time, Irrelevant
Week officials included bate-
ball's last pick. Mayfair High
catcher Luke Gruner, a 6-foot-3,
190-pounder who was selected
50th (1,••sth overall and dead
lut) by the Arizona Diamond·
backs.

with 6-2 victory over the Giants.
By Jason Hill, Daily Pilot
NEWPORT BEACH -Blake Conta.nt pi~ed himself out of a sixth-inning jam by
striking out the side as the Reds defeated
the Giants, 6-2, in the championship game
of the Newport Beach Llght Uttle League
playoffs Saturday at Lincoln Field.
Contant wa.s obviously tiring and gave
up walks to the first two batters before f~d.ing his second wind. •He was a little
sloppy today," Reds Manager Ralph Sim:.
mons said. "His pitch limit was 100 and be
was already at 93 when he got the final
youth baseball
out.•
Contant still had strong outing, giving
up just four hits and strildng out 11. He also
got a little help from teammates Jordan
Simmonds, Nikolas Palchikoff and Daniel
Marin-Fmn who all scored in the first
inning to give the Reds a 3-0 lead.
The highlight of the first inning, howev-
er, was an unassisted double play turned
by Giants first baseman Andre Pinesett.
Pinesett fielded a sharp grounder, tagged
the runner and stepped on first base. SWl,
three runs was enough for Contant
•All our kids came through today,• Sim-
monds said. •rve been training my kids all
year to peak during the toumAIIlenl Now
we need to keep the momentum when we
start the Tournament of Champions.•
c
The most anticipated matchup of the
day was bow Contant, one of the league's
best pitchers, would fare against Pinesett,
the league's most potent hitter.
Pinesett struck out his first at bat, but
battled back from a 1-2 count in bis second
at bat and ripped a line drive by Reds
shortstop Ryan Rhodes. Rhodes got a glove
on the ball to slow it down, limiting Pinesett
to a single.
In his final at bat, Pinesett lined a belt-
high fastball over the left field fence. It wa.s
such a powerful home run that it left much
of the crowd, as well as some of the coach-
es, in awe.
"Without a doubt, he hits the ball hard-
er than anybody else who has played in
this league over the last 10 years,• Giants
en
Manager Walt H4rpeJ said, which 1-hlgb
praise coming from the father of one of the
best prep baseball players in Orange
County, 'fy Harper of Corona del Mar.
"He's a threat to hit the ball out anytime
he's at the plate. Pour or five of his home
runs this season have been on a hard line
drive."
Besides Pinesett's performance, Harper
was also proud of the rest of his team. "We
were up against the best pitcher in the
league,· Harper said. ·we still hit him
pretty good. We pecked away, but just
couldn't get the big inning.•

WATCHING OUT FOR REWARD
Newport Beach police
couldn't find it and neither
could the suspected robber
who stole it.
So when a construction
worker turned in a $16,000
watch recently that had been
taken from a Newport Beach
jewelry store, police were a
little surprised. •
Police located the suspect
several hours after he stole a
watch from lraditional Jewel-
ers. The suspect reportedly
dumped the hot item in some
bushes but when police
brought him back to the loca-
tion, the watch couldn't be
found.
Several days later, the
jewelry store offered $1,000
reward and the construction
worker stepped fo~ard
with the watch. He said he
found the expensive watch
in the same area police con-
ducted an extensive search.
·we checked that area
thoroughly," said Sgt. Mike
McDermott. •it may be a
coincidence but at least the
jewelry store got back its
property."
OFF AND RUNNING
At last week's Newport

Councilman Dennis O'Nell
commented on the success
of the Corona del Mar

the race all at the same
time.
Edwards, referring to his
recent dedsion not to contin-

scenes that c~ only be found in the typi-

One of the more bizarre entries was a

The parade entry, which drew both

Council
budget
at issue
• At $77 million, the
budget is down 4 % from
the $80 million spending
plan approved last year.
By nm Grenda, Daily Pilot
COSTA MESA -The City
Council tonight is expected to
adopt its 1998-99 general fund
budget and consider increasing
the amount of money developers
must pay the city to fund traffic
improvements.
The budget, which at $77
million is down about 4 °to fron
the $80 million spending plan
the council approved last year,
also includes fewer major capi-
tal improvement projects than
last year.
Key improvement projects
including resurfacing Harbor
Boulevard from Newport Boule-
vard to the San Diego Freeway
were completed and paid for
last year.
This year, a slimmer capital
improvements budget of $5.3
million rather than $11 million
shelled out last year still calls for
resurfacing dozens of local
streets, installing storm drains to
prevent flooding and paying for
the Fairvlew Park Master Plan,
officials said.
The City Council meeting is
set for 6:30 p.m. in the City
Council chambers of City Hall,
77 Fair Drive.
In other action, the council is
set to reconsider the traffic impact
fees it adopted last summer.
At the request of Councilman
Joe Erickson. the council agreed
to revisit the amount of money
the city charges developers of
commercial, industrial and resi-
dential sites for the new car traf·
fie their projects are expected to
generate. •
The money is used to fund

C.osta Mesa
chosen for air
quality testing
• South Coast Air Quality
Management District said
Costa Mesa is one of only
two cities picked in county.
By lim Grenda, Daily Pilot
Costa Mesa has earned the
dubious distinction of being
picked to host a temporary air
quality monitoring station that is
designed to test the worst pollut-
ed air in Southern California.
The South Coast Air Quality
Management District this week
said Costa Mesa is one of Only
two Orange County cities sched-
uled to be subjected to month-
long air quality tests over the
next year.
The monitoring stations, a
air polluters.
Conwanies that work with
metal plating, making wood fur-
niture and even large dry clean-
ers often spew out air that ~ con-
taminated with dangerous chem-
icals, he said.
•1t twns out in Costa Mesa,
there are a number of these fadl-
ities upwind of residential
areas,• Atwood said. •That's
why the city was chosen.•
Prevailing winds that tend to
p ush polluted air from other
areas over Costa ~esa also fig-
ured in the city's selection, he
said.
Atwood said the district bas
not yet picked a specific site in
Costa Mesa for the monitoring
station to be set up on but in
most cities, the stations are put
on public property, including system of elabo-
rate sensors
housed in large
trailers about
20-feet-long
and weighing
about 11,000
pounds, will be
set up some-
where in Costa
Mesa for a
month begin-
ning in late
July, said dis-
trict spokesman
Sam Atwood.
District spokesman
Sam A twood said
city parks and
recreation cen-
ters.
But Atwood
cautioned that
residents
shouldn't nec-
essarily worry if
the station is set
up near them,
Atwood said.
Costa M esa w as
chosen as a testing
site because of the
city's high number
of manufacturing
businesses, which are
also typically chronic
air polluters.
•1n general,
toxic air pollu-
tion in the Los
Angeles basin
The testing is
set to take place
over the next year in 14 other
cities around Los Angeles, River-
side, San Bernardino and
Orange counties including Ana-
heim, Montclair, San Pedro and
Pacoima, officials said.
Atwood said Costa Mesa was
chosen as a testing site because
of the city's high number of
manufacturing businesses,
which are also typically chronic
.-
• bas decreased
significantly,•
he said. •(The
testing sites] may have a greater
likelihood of polluted air than
others, but we don't know.
There's certainly no cause for
alarm.•
Data collected in the air qual-
ity study that includes Costa
Mesa will be used in what
Atwood said is the largest and
most comprehensive air quality
study in more than a decade.

pitched himself out of a sixth-inning Jam by
sbiking out the side as the Reds defeated
th~ Giants, 6-2, in the ~plonsbip game
of the Newport Beach Ught Uttle League
p~yoffs Saturday at Uncoln Field.
Contant was obviously tiring and gave
up walks to the first two batters before ~AAig his second wind. "He was a little
sloppy today;• Reds Manager Ralph Sim:.
mons said. "His pitch limit was 100 and he
was already at 93 when he got the final

out.•
Contant still had strong outing, giving
up just/our bits and striking out 11. He also
got a little help from teammates Jordan
Simmonds, Nikolas Palchikoff and Daniel
Marin-Pinn who all scored in the first
inning to give the Reds a 3-0 lead.
The highlight of the first Inning, howev-
er, was an unassisted double play turned
by Giants first baseman Andre Pinesett.
Pinesett fielded a sharp grounder, tagged
the runner and stepped on first base. Still,
three runs was enough for Cont.ant.
•All our kids came through today,• Sim-
monds said. "I've been training my kids all
year to peak during the tournament. Now
we need to keep the momentum when we
start the Tournament of Champions.•
. The most anticipated matchup of the
day was how Contant, one of the league's
best pitchers, would fare against Pinesett,
the league's most potent bitter.
Pinesett struck out his first at bat, but
battled back from a 1-2 count in his second
at bat and ripped a line drive by Reds
shortstop Ryan Rhodes. Rhodes got a glove
on the ball to slow it down, limiting Pinesett
to a single.
In bis final at bat, Pinesett lined a belt-
high fastball over the left field fence. It was
such a powerful home run that it left much
of the crowd, as well as some of the coach·
es, in awe.
"Without a doubt, he hits the ball hard-
er than anybody else who has played in
this league over the last 10 years,· Giants
Manager Walt Harper said, which is high
praise coming from the father of one of the
best prep baseball players in Orange
County, 1'y Harper of Corona del Mar.
"He's a threat to hit the ball out anytime
he's at the plate. Pow or five of his home
nms this season have been on a hard line
drive.•
Besides Pinesett's perf onnance, Harper
was also proud of the rest of his team. ·we
were up against the best pitcher in the
league,• Harper said. ·we still hit him
pretty good. We pe(:ked away, but just
couldn't get the big inning.·
