COSTA MESA -The City Council on
Monday night approved its 1998-99 operat-
ing budget, a $77 .1 million spending plan
that includes some precautions designed to
brace the city for more possible cuts in state
funding.
The total budget is down about 4% from
the $80 million budget adopted a year ago
and was balanced without dipping into
reserves.
But 011 the advice of City Manager Allan

hires, city programs and capital outlays until

Wilson's proposal to slash state vehicle-
license fees would have on the city's bottom
line.
Those fees, which are paid by motorists to
the state Department of Motor Vehicles with
a share of the money being returned to Cos-
ta Mesa and other aties, are projected to be
cut by 75% over the next five yean.
Doing so is understandably popular with
motorists but sends chills down the backs of
local officials who have come to depend on
that state money to pay for projects.
The state Legislature must approve Wil-
son's plan to reduce the fees.
Roeder bas previously estimated Wilson's
cull would cost the dty $4 .3 million a year.
The coundJ unanimously followed Roed-
er's recommendation to •exe rcise caution"
and put a hold on the city expenditures unW
the state Legislature adopts its budget, which
could include the reduced vehicle-license
fees.

In 1981, he slipped into President
Ronald Reagan's State of the Union
address and crashed the Super Bowl in
New Orleans. The year before, he

Lawler's latest conquest: Game 4 or

birthday gift, was delivered Feb.
5 to Gal.J.ndo's home in Santa Ana
but was opened by her room-
mate, Peter Marshall, 37, who
was seriously injured.
Marshall. who suffered
abdominal wounds, had beeri in
intensive care at Western Med-
ical Center in Santa Ana since
the blast, but died Wednesday
from complications. authorities
said.
Because Marshall died as a
result of the bomb, Carr now
could become eligible for the
death penalty, said Thom
Mrozek, a spokesman for the
U.S. attorney's office.
A committee will have to rec-
ommend the special c.rcum-
stance at the district and federal
levels, with final approval from
U.S. Attorney General Janet
Reno, Mrozek said. The lengthy
review process is expected to
take several months.

the Colony Apartments, which are ·
already built, into senior affordable

The city of Newport Beach should

open space for everyone to enjoy.

Proposition 227.
I challenge every person who
voted in favor of Proposition 227 to
learn a foreign language in 180
days with sufficient fluency, so tha~
person can hold his own in a class-
room taught only in that language
(•Why were voters, teachers divid-
ed?" June 5).
Academia is not out of touch; the
voters who approved Proposition 227
are. Proposition 227 is not a solution
to the flaws that exist in California's
bilingual program. It's a bomb that
will damage not only limited-or
non-English-speaking children but
our society as well
Those of us who have had the
benefit of education know that
education is a door to exit poverty,
crime and hopelessness. Forcing a
child to sit in a classroom taught in
a language be or she doesn't
understand is JUUl}ogotiB to slam-
ming the door in that child's face.
Proposition 227 will hwt us all .

I am a teacher in the Newport-
Mesa Unified School District as
well as a voting citizen. It ii fortu-
nate the public could see the nar-
row-minded thinking of John
Hedges dwing the past election for
the 5th District county supervisor
seat. Educators are not out of touch
with parents, as some of us are
both. And it shouldn't be a them-
aga.inst-us issue.
It is the deceptive tactics of the
writers of the propositions that tend
to divide those who read the propo-
sitions at face value as opposed to
researching the intricacies.
Professionals who choose edu-
cation as a career do not seek out
the career for the money: a ludi-
crous notion. Professionals who go
into education are a determined lot
who wish to make a differe nce
and, in turn, provide society with
productive, thinking citizens who
can make educated decisions for
the betterment of themselves, their
families and their communities.
Teachers can make a difference in
a child's life.
My proposal to you, Hedges, is
to spend time in our schools across
the city -not for an hour,• but full
days. You will see the new roles
teachers have earned. Counselors,
nurses, parenting advisers, parents,
protectors, to name just a few. We
are there because we believe we ·
can make a positive difference in
making our children successful
against all odds -new technology
every week, lack of books and sup-
plies, deferred classroom mainte-
nance, broken families, abuse,
neglect.
We, as educators, are there
because we know we cdn make a
difference . It is not an assumption
that we are committed to excel-
lence in education; it is a fact -
obviously a fact you have not taken
time to research. I challenge you to
follow me or any one of my col-
leagues for a week ~ full day and
evening -with my 31 full-time
clients. We are not the problem.
The uninformed, like you, Hedges,
are the problem .

This question on bilingual edu-
cation has bad me fired up for
quite some time. We have followed
the issue of bilingual education as
closely as anyone.
In June 1994, we hosted a great
patriotic event at Newport Harbor
High to celebrate the SOth anniver-
sary of 0 -Day. We asked one of
Orange County's greatest military
heroes and dtizeDI to give part of
bis address in Spanish. This was
Bernardo Yarbo. His message was
most inspiring. "'
We've been told that 15% of the
students at Harbor High are from
Latino backgrounds, and during
our many visits to the school cam-
pus, these students seemed to
speak to each other only in Span-
ish. Why? By then, hopefully, they
had learned some Engli$h -but
how much English? Is this still a
problem at some of our area high
schools?
To answer your question why
educators and the voters are so far
apart on Proposition 227, there are
two words: money and power.
I carefully read the article by
Husein Mashni. I see other reasons
that there are problems. Marian
Bergeson says educators "better
get in touch." As I read quotes by
Linda Mook, I wonder if she has
any idea what she is trying to say.
No. l ... she tells us: "I don't
think they understand that this
wasn't a referendum on bilingual
education." Gosh, I thought it was.
Didn't most of us?
No. 2, Mook says: •1t is a one-
size-fits-all solution that mandates
that students learn English in 180
days." That is 26 weeks. Isn't that
close to a whole school year? I'll
bet most underfunded private
schools would accept this chal-
lenge and succeed.
No. 3, Mook says educators
have a responsibility to educate the

227 but may have failed to do so in
this case. The educators should be
the pros on issues like this. We tax-
peyers and parents are only the
amateurs. Most of us can read, and
we knew what we were doing
when we voted.
No. 4, Mook tells us "that there
are flaws in bilingual education
that went unaddressed." Why
don't educators fix the problems? If
there were problems, that seems
like the best reason to get rid of
bilingual education, after all of
these failed years .
No. 5, Mook says parents and
teachers need to be in harmony
about education issues. We fully
agree. And in most all cases, we
are. In my mind, the problems
develop when we try to reach the
educators. The teachers in most
cases are great and reachable. The
union and top so-called educators
and sometimes the school board
are not reachable.
No. 6, local teacher union offi-
cials tell us the responsibility of
educators is to provide the best
program for students. What a
great idea. Well, why don't you?
You tell us it's the laws that cause
your failures. It always seems to
be someone else's fault. The
teachers unions and the top edu-
cators in this district so often find
someone or someijling to blame
failures on. Don't blame the teach-
ers or parents. We are doing our ,
part. . •

When it comes to
· getting rid of rats,
there are many tales
A side from the tropics, I sur-
mise that Southern Cali-
fornia has more rats per
square foot or yard or acre or
however one counts rats than any
other place on earth.
This is because rats thrive in
ivy and Southern California has
more ivy per square foot or yard
or acre than any other place on
e~. Usually, the rats stay out-
side m the ivy. Develop a chink in
your castle, however, and they
invade.
SeveraJ years ago, some rats
invaded our house and I spent
many frustrating months trying to
get rid of them. Rats are smart.
You have to change traps, bait
and techniques with regularity.
You find yourself exchanging
ideas with friends, neighbors and
others who have suffered or are
suffering rat intrusion. In this way,
you are exposed to the most orig-
inal ideas about rat extermina-
tion. Man is at his ingenious best
in combating the rat.
During World War II , for exam-
ple, the lighter-than-air base in
Tustin was invaded by rats. When
the usuaJ trapping and poisoning
failed to deaJ with the problem,
some clever lighter-than-air peo-
ple came up with an idea that was,
al the very least, highly original.

island during World War II. The
island almost was secured by the
invading U.S. Marines, but there
were a few Japanese soldiers
lurking in coral caves, so sentries

bail in a little chute. When the rat
went for the bait, the chute
closed, securing the rat finnJy.
The chute was affixed to a 6-foot
weather balloon, which then took
off into the heavens with the rat
dangling below.
Some Marine officers were liv-
ing in a tent and rats were eating
their food, so they rigged some
wires and hung everything edible
from those wires. One night, one
of the officers awoke to find a rat
going hand-over-hand along the
wire toward the food. The Marine
-being a Marine -grabbed his
.45-caliber automatic and blew
the little fellow to smithereens.
This had four consequences,
one anticipated, three not.

There is no indication any of
the rats thus trapped by the
lighter-than-air folks ever set foot cm Earth again. But knowing and
respecting rats as I do, I'll bet that
when man took that first step on
the moon, he stepped on some rat
droppings. Rats are survivors.
As another example, a man
with an aptitude for the mechani-
cal invented a small crossbow
that shot a tiny steel dart, the idea
being that when the rat stood on
his hind legs to get at the bait, it
would trigger the crossbow to
shoot the little rascal right
through its black heart.
But as in the case of many well-
intentioned inventions, something
went wrong. The man had not
told his wife about his invention.
She stepped on it by mistake and
got the tiny javelin embedded in
the calf of one leg. Thus, another

controlled bum on 98 acres of
open space in Muddy Canyon,
officials said Monday.
Irvine Co. spokesman Paul
Kranhold said the deliberately
set fires will help maintain native
plant and animal habitats that
have been overrun by nonnative
grasses and shrubs.

First, of course, it killed the rat.
That was anticipated.
Second, it splattered pieces of
the rat all over the other occu-
pants of the tent. This made them
unhappy.
Third, it blew a huge hole in
the tent and the ever-present rairl
came in like a cloudburst. This
made the other occupants of the
tent even more unhappy.
Fourth, the gunshot so startled
the trigger-happy sentries that
they started a rolling barrage of
automatic-weapons fire that
endangered the lives of every liv-
ing thing on the island, including
the commanding general. And
this made him very unhappy.
The moral to be drawn from
this tale is keep your rat eradica-
tion programs low-key.

meters Saturday in the Golden West Invitational at American River College in
Sacramento, a national track and field meet for the top nine prep athletes in each
event.
Morse, who finished fifth in the race, topped her previous best of 2: 12.53, accom-
plished last year at the CIF Southern Section Masters Meet.
Morse, who won the CIF Division ll championship as a freshman in the 800, did
not qualify for the Masters this year, after falling early in the race during the CfF
Finals. Morse recovered in that race and finished second.
In the Golden West Invitational, Morse "never lost stride or form," CdM Coach
