Itt; apparent that rumors flow
more quickly than blood on local
high school campuses.
A few weeks ago, after New-
port Harbor High School students
hosted a blood drive on campus,
a terrible report circulated: that as
much as a third of the blood col-
lected tested positive for HIV.
The nunor even reached the
Daily Pilot newsroom, when a
couple of callers suggested our
education reporter Julie Ross
• Cannon check into it.
Red Cross officials said none of
the units at the Newport Harbor
drive tested positive for the dead-
ly virus. And Red Cross officials -
with a hint of exasperation in
their voices -explained that the
aJanning rumor emerges, almost
like clockwork, nearly every time
a blood drive is held at a high
school campus.
Rather than simply dismiss it,
Red Cross officials this time took
an extra step and issued a press
release confirming that the HIV
report at Newport Harbor -plus
another rumor about blood col-
lected at Dana Hills High -were
"completely false."

Costa Mesa, other cities may join1 forces

COSTA MESA -The City Council
tonight will consider joining 15 other
Orange County cities in supporting the for-
mation of a Council of Governments, or
COG, which could ultimately eliminate the
need for a county Board of Supervisors.

extensively in other areas of California suc-
cessfully.
"Participation in the COG will provide the city of Costa
Mesa with a stronger voice on regional issues as well as

Orange County a stronger voice in legisla-
tive and state funding issues, according to
the League of California Cities.

Allan Roeder, Costa Mesa's
dedicated city manager, will be
tying the knot in September to
Christie McDaniel, Southern Cali-
fornia Edison's regional affairs
manager.

Government's
powers need to
be held in check
Residents of Newport
Beach and Costa Mesa
are righUy concerned
about expansion of flights
departing John Wayne Air-
port. With respect to that air-
port, they worry about issues
of local control, quality of
We, and whether they'll be
able to sleep at night.
Do we apply those same
standards to government
power and authority? Or do
we passively endorse their
expansion so long as a
"good reaspn" such as •per-
sonal safety• is given?
Supreme Court just upheld

now requires a govemment-
1ssued identi1ication card be
presented before you are
allowed to travel by com-
mercial aircraft. This dictate,
promulgated earlier this year
by Federal Aviation Admin-
istration authorities, has had
no oversight by elected offi-
cials at any level. The rule is
administered by the airlines
under threat of a $10.000 per
person fine.

been trained to provide a

impediment imposed on
your right to unfettered trqv-
el within the boundaries of
our nation. Given all of the
security precautions already
in place, it is difficult to
understand nor is it
explained how showing the
gove rnment ID enhances
safety

progressive impingement on
your civil liberties by a
swollen central government.
This encroachment tumbles
in small and incremental
steps down the slippery
slope of increasing govern-
ment control in more and
more aspects of your daily
life. And because It is most
of ten done by degree in the
name of our own salety or
security, we comply willingly
and unquestioningly. After
all, the government has only
our best interests at heart.
Or does it?
Why not require a nation-
al identification card in
order to gain employment?
Sounds like "Big Brother.
you say? The U.S. Senate
has made such a proposal in
order to protect you against
•all those illegal immigrants
trying to take your job.~
How about the govern-
ment seizing and selling
your car because, unbe-
knownst to you, your
estranged spouse used it to
transport some marijuana he
or she was selling? Prepos-
terous. you say? The
But what if the school
were Costa Mesa High, and
a target shooter who lives in
the neighborhood 800 feet
from the school had the gun
locked in the trunk of her
car and just pulled away
from her driveway?
An unlikely· scenario, you
say? The U.S. Supreme
Court struck down just such
a law enacted by the last
Democratic Con{Jress. Presi-
dent Clinton has pledged *to
find a way around it.•
How about a requirement
that under threat of impris-
onment and with no proba-
ble cause or warrant, you
must consent to a govern-
ment agent entering and
inspecting your home you
are trying to sell? Outra-
geous, you say? Newport
Beach has just such a law,
recently affirmed by the City
Council.
Nazi Germany required
inspections and production
of credentials in the name of
safety and security of the
populace. The former Sovtet
Union made similar
demands and outlawed pri-
vate enterprise. Totalitarian
regimes throughout history
have assaulted personal lib-
erties, purged political oppo-
nents, and even committed
genocide for the benefit of
the H greater good.•
The American Revolution
and subsequent adoption of
the Constitution were
designed to address and pre-
vent similar abuses the
framers suffered under King
George III.
The greatest fear of the
founding fathers was a slow
and incremental return to a
powerful central government
prone to abuse and annul
the hard-won freedoms of
the Revolution.

dation of small towns -Fairview,
the boom that went bust, Paulari-
no, a farming community made
up of Boston immigrants and
Harper, named after Georg-,

vard.

OCC's honors program was
recently accepted into UCLA's
prestigious 1"ansfer Alliance Pro-
gram (TAP).
At other community colleges
where the program is m place
already, TAP has resulted in 97%
of the honor students at those
campuses getting accepted at
UCLA, according to OCC officials.
· OCC students still have to
apply for admission and must
have a 3.0 grade pomt average.
But UCLA's admissions committee
will also receive a Transfer
Alliance Program certification,
which would identify the OCC
Meanwhile, OCC's Honors
Program will also expand its slate
of honor classes for the fall semes-
ter.
There will be additional honors
classes in English, Spanish, art,
marine science, math, anthropolo-
gy, economics, history, political
science and sociology.
"The honors program provides
a wider intellectual experience,"
O'Heam said. ~There is increased
opportunity for learning, like extra
assignments, field trips, guest
speakers and additional research.

believe have their most talent-
workouts delayed last year to facilitate
the late hiring of Coach' Jerry Howell, is
also looking to rebound from a 4-6 cam-
paign.
Howell, who spent last spring famil-
iarizing himself with a new roster and
coaching staff, while conunuting daily
from administrative duties at Azusa
High, can concentrate on polishing his
system this year.

als at Edison High, advancing to Fri-
day's Southern Section Round of 16 at
the SeaOiff Country Oub.
Each having experienced making the
CIF Playoffs, as well as the disappoint-
ment of a losing season within the last
two years, the four Newport-Mesa Dis-
trict football teams are taking another
step toward ensuring the former with
the arrival of spring practice.
Freeman's Sea Kings are on
the heels of the area's most suc-
cessful campaign, having
forged a 9-4 record by advanc-
ing to the CIF Southern Section
Division V semifinals.
Freeman ed roster since the group that
went unbeaten in the 1989 reg-
ular season, should also benefit from a
year's worth of experience with the
smashmouth double wing offense,
installed last spring.
Howell's playbook will include more
play-action passes and even some shot-
gun, but he has indicated he'll shape his
running game more to a simplistic
smashmouth approach he pledged not
to alter significantly upon replacing
Myron Miller.
Dent, the Sea View League singles
champion, got a first-round bye, then
disposed of Chris Chutikom of Cerri-
tos High, 6-1, 6-3, and Andre Ignacio
of Garden Grove, 6-1, 6-0.
Corona del Mar High got the jump on
Costa Mesa, Estancia and Newport Har-
bor by beginning its annual spring
workouts last week, but the three
remaining area squads· are hopipg to
begin building a winning foundation
with initial workouts today.
For the first time in two seasons, next
year's varsity performers are not being
greeted by unfamiliar faces in the head
CdM, however, will soon see a strong
senior class, largely responsible for last
year's prosperity, graduate, leavirig
boles and diminished expectations.
Estancia, which made its first trip to
the postseason since 1989 last fall,
enters with perhaps the greatest antici-
pation level among Newport-Mesa rep-
resentatives. The Eagles forfeited a vic-
tory in their r~-season finale to
drop their 1995 record to 5-6, but a
Newport Harbor, roughly 17 months
removed frpm a 14-0 CIF championship
campaign, will take its typical business-
like approach into Coach Jeff Brinkley's
10th season, hoping to improve upon a
4-6 record in 1995.

LONG BEACH -Her older sister Mandy's school
record is still safe, but Newport Harbor High junior
M.E. Clayton nearly collected something that evad-
ed her sibling and triple jump predecessor Saturday
at the CIF Southern Section 1\'ack and Field Cham-
pionships at Veterans Stadium -a Division Il gold
medal.
M.E. Clayton, two years younger than Mandy,
now at Stanford, leapt a personal-best 36-93/4 on her
fourth and final attempt to grab the lead Division Il
lead with only two competitors to come.
The mark was the third best in Newport Har~or
history, edged only by Mandy's 37-9 school record
(good for third place at last spring's Division Il sec-
tion finals) and the 36-10t/2standa.rd she bowed out
with at last year's CIF State Preliminaries.
But the mark was also motivational material for
1\'abuco Hills' Damesha Griffith,
who soared 36-11 on the very next
jump to force the younger Clayton
to settle for silver.

got home, the phone rang and it
was Mandy (calling from Palo

(16-0 3/4), was bolstered by the fact that she was
among the top nine triple jumpers from all divisions
to advance to Friday's Masters Meet at Cerritos Col-
lege, having posted the seventh-best mark of the
day. Clayton, whose previous personal best was 36-
3, was one of three Sailor silver medalists, along with
senior Laura Wilson in the discus and Alida McFall
in the 3,200 meters.

The Orange Coast contingent of Jonann
Appell, Mike Hancock and 1\'oy Langley dld Its
best to live up to the adage during the two-day
State 1\'ack and Field Championstups at Cemtos
College that ended Saturday.
The trio, were the only Pirate athletes to
advance to the State level. For the first time m
recent memory, not one member from the OCC
women's team made the field .
While the meet offered some st.lmng moments
like the firush in the men's 800 meters won by less
than one-tenth of a second by San Bernardino
Valley's Ricley Ethridge over a sprawling Adeseye
Innis of Long Beach City, no state records were
seriously challenged.
Appell, a freshman, was OCC's top hrusher
placing third in the 3,000-meter steeplechase
The former Estancia High product said the key
point of his race came when he fell do\\-'Tl wlule
going over a barrier coming out of the second turn
with three laps to go.

The slightly-built 19-year-old ended up shat-
tering his previous personal best by more than 12

seconds off the winning pace. He bad quallfied for
State by finishing second at the Southern Cahfor-
nia Regionals in 9:39.54.

Nichols, who qualified second at last week's pre-
llms, improved on all four puts, finishing the
· sequence with a heave of 52-7. The mark was good
for the Division n bronze medal and the seventh-best
standard among Saturday's divisional finalists.
Wilson went a disappointing 120-11 to earn. the
ninth and final Masters berth, while McFall's
11:22.99 clocking was 10th best among her division-
al rivals {the top 12 advanced in that event).
Newport junior discus thrower Shane Reese was
one of four local medalists who did not advance to
Masters, finishing fourth in Division Il with a sub-par
toss of 147-9.
Reese, whose best is 165-5, would have advanced
by merely matching his prelims effort of 158-10. •
Estancia High senior Araceli Martinez earned a
fifth-place Division m medal in the 3,200, battling
draining wind conditions to forge a time of 11:55.0.
Estancia freshman &bot putter Shakena Hender-
son went 33·103/• to claim a sixth-place medal in
Division m, while the Newport Harbor 1,600 relay
quartet of Amanda Kent, Katie Kent, Sara McMillen
and Autumn Puro ran -4:05.21 against Division n foes
to earn fourth-place medals.
Puro's strong kick down the stretch allowed the
~ to move up one spot.

quickly.
•Being that she's a freshman, I didn't
want to give too many instructions before
the race, but I did tell her to stay with the
Canyon Springs girl (Rachea McCauley);
because (McCauley) bad beaten ber last
week at prelims, • 1\veit explained. •sut

of her and she was about 10 seconds
ahead of the time I thought 1he'd have
after two laps, which in this wind (swirling
strongly enough to drain even sprinters), is
asking for trouble.•
McFall. however, settled into second

pack for the first two laps of Satur-
day's race, but then just ran out of
gas.
The fonner Newport Harbor High
grad came into the race with the sec-
ond-best tlrne (3:53) among all the
c ompetitors, but had been struggling
recently.
He qualified for State by finishing
fifth at Regionals with a slow 4:03.J,
"I'm known for my kick, but the
way things have been going coach
(Fitzel) and I decided to try going out
fast for this one and set a blistering
pace,• Hancock said. ·As I came
around the far turn I was hit by the
wind and l could see that wasn't
__going to work.
"When they passed me on the
second lap I knew I was in trouble."
Hancock stayed with the five-man
pack of frontrunners as they pulled
away from the field, but he finished
four ticks back of Pasadena City Col-
lege's Phil Gonzalez, who won in
3:54.17.
"By the third lap, Mike was run-
ning with a long, slow stride instead
of a fast chopping motion, H Fitzel
said.
"You couJd tell he was reaching
down, but there was nothing left, H
Coach Fred Hokanson said, complet-
ing the thought.
Hancock hasn't made a decision
&bout a four-year school at this point.

ond-team honors as a middle blocker
while helping OCC's men's volley·
ball team to the State title game. The
Pirates were beaten by two-time
champ, Golden West, in a ha.rd-
tought, five-game match.
•He's been spending a lot more
time with volleyball this year,•
Hokanson said. •Since the season
ended (just two weeks ago) we've
basically just been trying to build his
. confidence up and help him work on
his footwork. We just wanted hiin to
come in relax."
Langley looked very loose as all
the competitors brought out the 25-
foot t.ape measures to mark off the
starting points for their approaches.
At one point the pit area looked like
some elaborate Chinese knot or the
mapping points {or an archaeological
dig with the white strands crisscross·
ing from every imaginable angle.
Langley easily cleared the high
bar at 6-4 6n his second attempt of
the day, took the maximum three
tries to dear 6-6 and three more to
clear 6-8.
The 6-10 mark proved to be his
undoing. His second attempt wasn't
close, but he just nicked the bar
going over on his final attempt in a
scenario sirniliar to Regionals, where
Langley qualified for State with a 6-8
leap.
"I was hoping to reach 6-10
today," Langley said. •Jt was close. I
guess I can say 6-8 was pretty good.•
The lanky sophomore had to settle
for a seventh-place finish as the. win-
ning mark topped 7-foot.
"You win with numbers in track
and field and we just didn't have
them this year,• Hokanson said. "But
all three of these guys have worked
really hard and I'm glad they're get-
ting some recognition for their
efforts.·
