Citizen Kuehn.
The Newport Harbor Area
Chamber of Commerce has select-
ed former dty councilwoman and
current . library trustee Lucille
Kuehn as Citizen of the Year for
the 1995-96 year.
The announcement took place
at the chamber's annual meeting
Tuesday afternoon at the Balboa
Bay Club. Kuehn attended the
meeting but said she bad no idea
sbe had been selected. Chamber
officials try to keep the recipient's
identity a secret until the
announcement is made.
"This is a complete and total
surprise," Ku~hn, a city resident
since 1958, told the Bay Club gath-

The nearly 50-year-old award
recognizes a citizen's "long-term,

continuing commitment to the

Kuebn's accolades and accom-
plishments, former Citizen ot the
Year Robert Shelton noted Kuehn
easily fits the chamber's crlteria.
In addition to her service on the
city council, Kuehn has served with
the Orange County Grand Jury
and on the advisory" board of the
Oasis Senior Center. She is the
founding president of the League
of Women Voters of Orange Coun-
ty and is recognized In the book,
"Wbo's Who in Am~can Women."

Tuesday's event also included
the recognition of departing ch.am-
ber board members and the induc-
tion of the 1996-97 board. Council-
woman Jan Debay presented a
brief State of the City address, list-
ing several issues that the city is
reviewing or implementing.
Those issues include:
• The annexation of Newport
Coast. According to Debay, the city
hopes to pass a resolution and submit
cost estimates to the Local Agency
Formation Committee by December,
• The 1996-97 budget The city
expects to submit a balanced bud-
get this year and plans to give its
non-safety employees a salary
increase for the first time since 1994.
•Extending the lease of the Bal-
boa Bay Oub to allow for the club's
redevelopment and expansion.

About 85 Newport Heights Elementary School
kindergartners were full of questions Tuesday when an
Orange Courtty fire captain visited .the school campus
with a trio of visitors.
The school's three kindergarleo classes have spent
the past week learning about California's state symbols:
the tree, the flower and the bird.
So, courtesy of Sea'Iree Nurse ry in Irvine and the
Centennial Fann at the Orange County Fair, the 5-and
6-year-olds got a chance to touch a live, 7-year-old Cal-
ifornia redwood, a golden poppy plant and two Califor-
nia valley quails.

COSTA MESA -The City
Council on Monday gave its sup-
port for the formation of a Council
of Governments, or COG, which is
designed to give Orange County a
stronger voice in regional issues.
But in order for such a delega-
tion to form, the League of Cali-
fornia Cities, the governmental
association that's been the driving
force behind the concept, must
win support from the majority of
cities in the county. So far, at least
16 of the county's 31 cities have
approved a joint powers agree-
ment, which paves the way for
the COG's formation.
*Before the end of this month,
we may have a legally estab-
lished entity,• City Manager
Allan Roeder said Tuesday.
Initially, the Council on Gov·
emments would serve as an advi-
sory body, performing studies and
offering recommendations on
regional matters that could affect
local issues like demographics,
development and transportation.
Other counties, like Riverside, San
Bernardino and Coachella Valley,
already have their own COGs.
"It helps a lot having a subre-
gional body whe.n you're dis-
cussing larger issues that affect
the area,· Councilwoman Sandra
Genis said. ·u would give Orange
County a kind of united front.

ings (Southern California Associ-
ation of Governments, another
regional governmental commit-
tee), when SOJllething comes up
about, say, an airport at El Toro,
we just kind of say, 'Well, Orange
County doesn't have a formal
position on this.'·
Eventually, some hope the
COG could assist in streamlining
government and public services,
possibly eliminating the need for
a county board of supervisors.

The Building lndustcy Associa-
tion s one such entity. Last week,
the group sent a letter to city offi-
cials, asking them to delay their
decision on the COG agreement
to allow further study.
·1 think the BIA and some
developers would like all planning
approvals and entitlements in the
county areas to be controlled by
the county government,• said
Mayor Joe Erickson. •Tue county
government, meaning the board
of supervisors, has given greater
levels of entitlement to developers
like the Irvine Co. and the build-
ing association, and the surround-
ing cities haven't had any say.
M And in many cases, the stan-
dards between the two are much
d1fferent. Even in Costa Mesa,
where we have small islands of
unincorporated areas, our stan·
dards don't allow nearly the
intensity in development as the
county government. It's a .much
easier avenue for developers."
But it could be years before
any radical changes to goyern-
men\ would occur. -
"It's a first step, an<i it's a very
modest ftrst step," Buffa said.

thing more than that."

picked from a field of five candi-
dates, edging out building equip-
ment engineer Fred Bockmiller,
Jr., the board's second choice.
In addition to the planning com-
mission, Korando, a building
inspector by trade, has been on the
Costa Mesa Redevelopment and
Residential Rehabilitation and
Advisory Committee, the General
Plan Steering Committee. He has
also volunteered for the city's
Neighbor for Neighbor program.

Verde United Methodist Qiwch.

Well, not personally, that is.
About as close as I've come
is sitting in her classroom on
Back-to-School Night listening
to those uncomfortable little
summaries of whtit our chil·
dren are going lo be studying
in the year ahead.
Yet, I feel I know her inti-
mately from the tough. pun-
gent, wonderfully perceptive
and unfailingly encouraging
comments she has written on
my stepson's English papers.
He is graduating from New-
port Harbor High School in a
few weeks, and he will be
going to college with a quite
remarkable critical acumen
and a fire in his belly for good
literature. lf Martha Topi.I< did-
n't build that fire, she surely lit
it, and its glow will warm Erik
for the rest of his life.

man as they saw him. During
my two decades of teaching at
UCJ, I wrote many such letters
for my students, but I don't
think any of them evoked the
level of enthusiasm these did.
So this is a love letter to
those two teachers -and to
all the other teachers who
.
teachers are aware of the short-
comings of Qµr public schools.
They want to see th~ cor-
rected as much as the taxpay-
ers, who are most critical, but
they find it increasingly difficult
to accomplish from within
when the system, itself, is
under constant attack from
politicAl ahd religious elements

took this rather shy, insecure
young man into her drama pro-
gram four years ago and
turned out a polished, confi-
dent actor who played Otto
Frank last fall as if he had
crawled inside his skin. True,
Erik had already faced his
insecurities by enrolling in the
SCR children's theater program
before he got to Harbor, but
Gail Brower took him where
she found tum and moved him
forward in quantum leaps.

significant ways over the past
four years at Harbor High. He
will leave there with a great
reverence and eagerness and
enthusiasm for learning, and to
all those teachers who con-
tributed to the exciting end
product, my wife and I are
exceedingly grateful.
Erik had physics and math
far beyond my understanding
pumped into a bead that resist-
ed them strongly in the begin-
ning. He will go to college with
an underpinning of psychology
and sooology and economics
and French, as well. He has
learned some things about stu-
dent government and how best _

he may have differences.

sat in an auditoriwn in Pasadena
with Ms. Brower and watched
Erik do a· soliloquy from Shake-
speare's "Richard m· before a
panel of professional actors that
included Michael York.
Erik was competing for a
trip to New York and London
with seven other students from
the greater Los Angeles area
who had survived an earlier
round in a Shakespeare contest
sponsored by the English-
Speaking Union of the Com-
monwealth. He didn't win, but
he distinguished himseU in the
toughest kind of competition.
He'll carry this to college,
too, than.ks to Gail Brower.
These two women took time
from incredibly busy teaching
schedules to write letters of
recommendation to accompany
Erik's cCJllege applications.
Based on responses Erik
received from several colleges,
these weren't JUSl letters, they
were bea\1hfully crdfled.
They don't need me to
defend them, but these teachers
work dreadful hours with enor-
mous dedication and patience.
When I was teaching, I felt
overburdened with two classes
of 20 students each. These high
school teachers sometimes
teach six classes of up to JO stu-
dents each -at quit~ different
places of interest and dedication
-producing hundreds of papers
that must be read and com-
mented on individually.
And they must somehow
find time for school business
and consultations with students
and parents, as well.
All of this is taking place in
an atmosphere of criticism of
the public schools that must
send these teachers home fre-
quently wondering why they
chose an occupation in which
modest pay and long hours is
too often rewarded by lack of
support-both financial and
philosophical -from the very
community they serve. These
I n short, he's as ready as he
could possibly be for the next
period of growth in bis life.
So, Martha Topik and Gail
Brower and all the other teach-
ers who contributed so earnest-
ly to this product, please accept
our thanks. I've done enough
teaching to know that the real
rewards come in watching the
continued growth of the young
people in whom we might
have lit a small fire. We think
you may look forward to such
rewards from Erik.
The rewards may not be in
money or material success. That
remains to be seen. But they
will surely be in the variety and
depth of the resources he can
now draw on that wiJ! enrich his
life always. That's what educa-
tion is really about -and what
you have given him.

But Newport Beach dty offi-
cials and local environmentalists
have sounded the alarm bells.
According to the staff report
prepared by the regional board,
the groundwater Silverado will
be looking to dump Jlas a much
higher concentration of nitrates
than the treated sewage water
from IRWD's Michelson Reclama-
tion Plant.
The water would come from
the groundwater table and would
be used in constructing a seg-
ment of the Eastern toll road.
Once the construction activity is
complete, structures would typi-
cally filter the extra water into a
stonn drain.
Nutrients contribute to the
growth of algae blooms. Jack
Skinner of the city's Harbor Qual-
ity Committee says activists have
worked for years to reduce the
amount of nutrients that flow into
the bay on a daily basis. As pro-
posed, the Silverado discharge
could pipe up to 6,000 pounds of
nitrates a day into the bay, Skin-
ner said.
"It's really disturbing that
they're not looking at other
opnons for getting rid of nutri-
ents,· Skinner said. "For the past
t 0 years, we've put so much
effort into reducing nutrients.
Now we're going backwards."
Silverado has had prelimmary
dtscuss1ons with CRWD to consid-
er possibly circulating the con-
struction waste water through the
San Joaquin Marsh. IRWD has
proposed dJverting the water out
of Sdn Diego Creek and circvJat-
ing it through the marsh as a
means of removing nutrients
from the creek.
Officials from Silverado and
the tollway agencies say divert-
ing the water would be a good
ulong-tenn solution." However,
that diversion is al the center of
the controversy between the city l
and the water district. At this
pomt, there 1s no guarantee that
the structure will be in place by
the end of the year when the seg-
ment of the Eastern toll road con-
struction is scheduled to begin.
A spokesperson for the toll
agency said officials are aware of
the city's concerns. The discharge
proposal bas already been altered
to decrease the amount of ground-
water workers will need to pump.
"That doesn't take the problem
completely away." said Lisa Telles,
toll road agenoes spokeswoman.
"We're aware of the issues in
Newport Beach and we're trying
to lind a solution that can balance
things as best we can."

the teen finally told officers
about the crime that had
occurred.
This is the second robbery
reported in that area in a week,
however police do not believe
the two incidents are related,

gallant run to the State ..
Championship showdown.
F or Chuck Cutenese, who
coaches the men's and
women's volleyball teams
at Orange Coast College, life's
travels have strictly been
round-trippers.
No matter how many times he
has cast his fortunes to the Four
Winds, the OCC campus has
sent it's siren's call out to this
combination firebrand/cherubim,
gently guiding him back into the
fold.
"It's kind of special to come
back and be able to coach at a
place you played at,• Cutenese
said. "So many people at Coast
were once students and now
they are faculty members.·
While competing at Costa
Mesa High, Cutenese took it for
granted he would move on to
Orange Coast. His coach with
the Mustangs was Tim Wetzel,
the son of former OCC Coach
Bob Wetzel. Cutenese figured
he couldn't ask for a smoother
transition.
But while the 1983 Mustangs
were headed to a CIF berth
(losing in the semilinals), Orange
Coast canceled its men's
program in a cost-cutting move.
Cutenese e nded up playing
for Chapman College in 1986,
but was one of the first players
in line when OCC announced it
would be bringing the. volleyball
program back in '87. He was the
starting setter as the Pirates
capped an undefeated season
by capturing the program's first
State Championship.
Cutenese was back at
Chapman as a junior, but they
ended up dropping their
program, too, so be was forced
to bit the road one more time.
He landed at La Verne where
he .finished his career before

collapsed into oblivion.

could no longer tolerate the pain.
'And it wasn't his back that was
bothering him.
MWhenever we played, I was
hoping we would y.rin, or I would
feel really guilty,• said Turkich,
whose injured back forced him to
default in the finals of the Sea
View League boys individual ten-
nis championships, as well as
miss Corona del Mar High's first
two rounds in the CIF Southern
Section Division I Playoffs.

Dent, a freshman, is typically a
slow starter, then heats up in the

match, 10-8, on March 19, when
CdM had limited wannup time
because of traffic problems on its
commute to Rolling Hills Estates.

the way to a State
championship.
"We were the underdogs to
L.A. Pierce College that year,"
he said. "They beat us during
the season, and then beat us in
the conference finals, but we
came back to beat them for the
State crown."
There·were many p~ls
between that '94 team and this
season's team.
"Now I know what it's like to
be on the receiving end,"
Cutenese said. "This year, we
beat Golden West, won the
conference title, and then got
beat at State.•
The Pirates finished 2~2
(third best in Orange Coast
College history) 1n a season that •
inchidep a run of t 6 straight
wins.
"This has really been a dream
team for the coaching staff,"
Cutenese said. "We had good
chemistry 1-15. Usually you only
bave 12 players and it's hard
enough to keep them happy. We
did it with 15.
•None ol them lived by the
stats. They weren't concerned
with anything, but doing what it
takes to win. It's unfortunate they
didn't win the title. This team
was deserving." ·
Cutenese received the team's
latest honor, being named as the
California Coaches Association
Community College Men's
Volleyball Coach of the Year.
Fellow OCC Coach Laird
Hayes ~ved a similar honor

an Awards Banquet June 8 at the
Orange County Airport Hilton in
Irvine.
"I was totally shocked when 1
opened the letter: he said. "I

(Friesen) and Adrian (Carillo) to

"We've said all along, that
