By Greg Risling, Daily Pilot COSTA MESA -Gunshots were exchanged. More than $200,000 in merchandise was stolen. And the owner of a jewel- ry store chased the robbers in his wile's Mercedes-Benz. Amid the shards of broken glass and bullet holes in the walls, Glenn Verdult celebrated with his employees and family Tuesday afternoon after four men were arrested hours after a brazen rob- bery at his Costa Mesa store. The suspects allegedly robbed Winston's Newport Jewelers on Newport Boulevard and then car- jacked a Huntington Beach resi- dent while they tried to elude police. Costa Mesa police arrested Robert Tillett, 21, Ron Simmons, 28, and 1'tamaine Cooper, 28, all of Los Angeles; and Edwin Kizzee, 30, of Palmdale. All four were charged with suspicion of armed robbery and carjacking and were being held at Costa Mesa jail on $50,000 bail each. They will be arraigned Thursday in Harbor Municipal Court. Verdult, the 35-year-old owner of Winston's, was calmly sipping wine and eating shark at nearby the Golden Truffle restaurant after the harrowing incident. In October 1996, his store was ransacked of $1 million in jewelry and $30,000 in cash. Verdult was livid and vowed Tuesday it wouldn't happen again. "We're tired of it," he said. "We have been hit once and that is enough. We are putting up our defense as well as some often- FATAL LANDING sive measures." Tuesday's holdup began short- ly after 11 a.m., when four men posing as customers entered the jewelry store, which is protected by metal bars over the doors and windows. Customers have to ring a bell to be let into the store. Verdult and four employees were in the store when two of the men pullect out handguns. What the robbers didn't know was that Ron Cerisani, an independent jewelry dealer who works with Verdult, was in a back room. By Jenifer Ragland, Daily Pilot NEWPORT BEACH Plagued with aging buildings, vacant storefronts, inadequate parking and an obscure location, Lido Marina Village long bas been considered one of the city's lost opportunities for economic development. The 4-acre commercial area fronts Newport Harbor just east of Newport Boulevard, and is made up of restaurants, retail stores and mostly marine-related office space. A courtyard closed off to vehicle traffic is paved with red bricks and a wooden boardwalk allows visitors to walk along the bayfront. But while the village itself and its position on the water appears to have potential for success, many businesses have been unable to survive. "For sale" signs hang in several vacant storefront windows and outside large, desolate office buildings. As the area has declined in value over the years, potential buyers have looked at the proper- ty, but city officials could not get a developer to make a serious effort to do something. Since September, however, James Ratkovich & Associates Inc., a Pasadena-based real estate developer, has been in escrow to purchase Lido Marina Village fTom-Marvin Engineering Inc. Ratkovich & Associates, which al.ready has invested several mil- lion dollars in the area and pur- chased two buildings:• hopes to close the entire deal by June 30. "The bottom line is that the property has been owned by a company which is not in the real estate business.· said President Jim Ratkovich, noting that Mar· vin Engineering acquired the vil- lage through foreclosure on a loan several years ago. "They ace great businessmen, but they are not real estate developers and they have been under-loving the property." Ratkovich said his company hopes to work with the communi- ty, including the businesses sur- rounding Lldo Marina Village, to come up with a plan that will revi- talize the entire area. Council members discussed the issue at length Monday night, but wanted more information before making a decision. The issue is of some urgency because the company hopes to finalize its purchase of the retail complex June 30, and needs a long-term lease of the docks to obtain financing to redevelop the property. So I went to see the Angels play twice instead. And during the cacophony between innings (Dtsney still hasn't learned that a contending team is more than enpugh entertainment}, I thought of a baseball analogy that applies to our public school situation. So even if you neither know nor like . baseball. bang with me for a mqment. • 1\vo years ago, a very rich Floridian who owned the expan- sion Florida Marlins decided be w~ted a winner badly enough to go out and buy one. So the first person the owner bought was the best manager in base- ball. Jim Leyland. Then the own- er surrounded Leyland with a stellar cast of players who were paid market prices commensu- rate with their considerable skills. When they performed to those high standards, the Marlins became baseball's world champi- ons. A year later, the owner imf>ul- stvely -and for reasons both cavalier and selfish.._ disassem- bled bls team as quickly as he had brought it together, selling ott virtually all of bis good play- ers. But the best manager in baseball still was under contract to the Marlins, so he stayed. Result: the Marlins this year - using mostly untried rookies - are deep in last place. Angry and disgusted fans are staying away from games. and the world's best manager is looking for some- where. else to go at the end of this season. The obvious moral is that no matter how talented the manag- er, he can't win without top- notch players. OK, now let's apply that moral to the Newport-Mesa Unified School District, where the school board is paying a talented new superintendent a reported $126,000 for two principal rea- sons: (1) that's the going rate for a man of his skills and experi- joseph n. bell ence, and (2) because he's very good at what he does, he deserves at least the going rate -and, perhaps, then some. Question: Why can't these same two yardsticks be applied to the teachers who will carry out the new superintendent's visions -as well as their own? Instead, we have in this rich district a corps of restless, disillu- sioned teachers who are paid embarrassingly below-market salaries and who are ~ stiffed in their current negl>tiat- ing eUorts to bring their pay scale at lea.st in line with other nearby districis. And their patience is running out, leavmg them no alternative to looking elsewhere for work. Unda Mook, who represents the teachers union In its negotia- tions, has suggested that the dis- trict may lose as many as 80 teachers. I asked her the other day how she antv~ at that fig- ure. She said that well over that number had called her to say they were looking at.other dis- tricts and needed to know when they could expect a final figure from Newport-Mesa. "These are good and loyal veteran teachers who have accepted low salary rates because they knew the district was going through bad times caused first by the embezzlement of school funds and then by the Orange County bankruptcy,• Mook said. "But those things are behind us now. There are no longer hard times here. So the loyalty ol these teachers rather than being rewarded is being strained to the breaking point.· Mook pointed out tbat New- port...Mesa's teacher salaries .start- ed lagging after the embezzle- ment in 1991 and never have recovered. ·we just got farther and far- ther behind,• she said. ·After eight years of this, we are last by a substantial margin in Orange County. We could get a 15% pay rai.$8 and still be last. Some dis- tricts are almost 40% ahead of us.• She scoffs at the argument that there 'simply is no money for · raising teacher salaries. "We have a budget well over $100 million and there must be hundreds of soft spots that could be used to compensate our teachers properly,• she said. "Money isn't the problem. The problem is vision. There is no • vision here of where we want to be as a school district. We've never had a budget designed to educational needs. Nothing hap- pens in education unless it hap- pens to a child. By Jenifer Ragland, pa;1y Pilot NEWPORT BEACH -The City Council has adopted a $120 million budget for the next fiscal year, but not without raising some serious questions and con- cerns about how the money is being spent and the process itself. The spending plan approved by the council this week does not include 20 "budget check- list" items that individual coun- cil members wanted to either add or subtract from the pro- posed budget. A few of the issues were vot- ed on, but the remaining ones will be held for 30 days, Mayor Tom Edwards said. In the meantime, City Man- ager Kevin Mwphy will compile a report to address some of the laroer issues council members were concerned about -partic- ularly the lack of money to repair the city's aging roads and utilities. Edwards said he would like the report to look at how to deal with priorities in the budget, the potential loss of revenue as a result of the economy or repeal of the state vehicle-license fee, ways of reducing the city's expenses and privatizing city services. "I think we need to have a policy discussion on the whole budget process,· Edwards said Tuesday. "Rather than react in a knee-jerk fashion, we will have the opportunity to reflect on these issues.• Although council members have had three study sessions on the budget, it appeared as though they just realized the impact of it all during the dis- cussions late Monday r}ight. •I think people are coming to grips with the policy considera- tions of the budget," Edwards said. The debate began with a pro- posal to allocate more than the budgeted $250,000 for the city's street-light replacement pro- gram. But during one nine-day November span, the Mustangs did plen- ty to leave the Coyotes blue. Not one, but two postseason meetings brought the similarly shaded schools together last fall, with elimination in the CIF Southern Section Division VII1 foot· ball, as well as the CIF Division D water polo playoffs, at stake. , Buena Park first tested the waters against Costa Mesa Nov. 13 in the New- port Harbor High pool, where Coach Scott Taylor's Pad.fie Coast League cham- pions, seeded No. 2, submerged the Freeway League representatives in a 15- 3 triumph. Mesa's football •Men in Black" took their tum next. as Coach Jerry Howell's Mustangs brought a 9-1 record and the county's stingi- est defense into a Nov. 21 first-round contest at Orange Coast College. As expected, Mesa rolled to a 24-6 vic- tory, giving the Mustangs their first-ever 10-win season and a berth in the quarter- finals against Covina. But the Rancho Santa Margarita Dodgers overpowered N~wport Beach in the final innings and pulled out a 9-5 victory in the second round of the District 55 Majors Uttle League Tournament of Champions. "Our bats came out a little slow,• Newport Beach Manager Scott Thayer said. "But once we got our second look at their starter, we battled back and fought until the end.• Rancho Santa Margarita took an early 4-0 lead, strtnging four hits together and taking advantage of defensive mistakes. Newport Beach starter Mitch Folks settled down and held Rancho Santa Margarita scoreless for the next two innings. In the top of the fourth, Taylor Alston drew a one- out walk. Alex Cochran hit a grounder deep in the hole at shortstop and beat out the throw for a single. After a flyout, Jeritt Thayer followed with an RBI sin- gle to the same hole at shortstop. Cory Azzalino reached on an error and Cochran scored. A wild pitch moved Thayer and Azzalino to sec- ond and third. Another wild pitch gave Thayer a chance to score.
