Officials at Harbor Lawn esti- mate they'll have at least 500 flags posted in and around their park. And across the city border in Corona del Mar, Pacific View will boast in the neighborhood of 1,700 American flags of dif- ferent sizes throughout the park. Both cemeteries are holding Memorial Day ceremonies today at 11 a.m. • STRIKE UP THE BAND You get new duds, and sud- denly, everyone notices you. Newport Harbor High's band scored a prestigious -though somber -gig last week, when the group performed at the cer- emony where slain Newport Beach Police Officer Bob Hen- ry's name was added to the Orange County Peace Officers' Memorial in Santa Ana. Harbor High's band, as you recall, spent most of last year performing in T-shirts and jeans because their 28-year-old uni- forms were m such shabby shape. Fund-raising efforts went slowly -until an anonymous $18,000 donation covered the amount the band needed to out- fit all its members in new silver and blue uniforms. Last Friday, the band looked dignified and classy, observers said, as it played "Amazing Grace" and patriotic songs for the Bob Henry ceremony. The group even rated public acknowledgements from digni- taries such as Orange County Sheriff Brad Gates and Newport Beach Police Chief Bob McDonell. • BRAVO TIMES TWO The folks at the Orange County Market Place get the Daily Pilot seal of approval for its latest newsletter. The May 1996 "Special Edi- tion" issue is filled with profiles of the 19 swap meet employees who are graduating from high school or college. The profiles - complete with photographs of each student worker -illustrate the variety of young people, from different parts of the coun- ty, who work at the Market Place. "Congratulauons To Our 1996 Graduates!" the cover proudly says. By Julie Ross Cannon, Daily Pilot NEWPORT BEACH -Can't get your 5- year-old child to remember his or her phone number? Thy sign language. Carol Jewell, a kindergarten teacher at Andersen Elementary School, has spent the past year teaching her 30 students their a,b,c's and 1.2.3's not only through speaking, but also through signing. "I feel that signing is just another way to teach them,• Jewell said. "It's a wonder- ful, unique way to approach learning." Jewell said her students are more apt to remember band movements at a young age. Sign language is also a useful tool in learning to read, she said. "It's a wonderful way to teach sounds,· she said. ·l'u point to a letter -like an 'm' -and ask them if they know what sound it is, and they don't. But them I make the sign for 'm' and they say, 'Oh yeah, that's m-m-m-m-m.' "It's just amazing how they can pick it up," she said. This week, Jewell mvited two special guests -deaf students from University High School -to visit with her class. From the moment Laura Rashap and Jayne Kim walked into the classroom, the children fell silent. When the pair began to talk to their interpreter rapidly with their hands, the kindergarteners sat in amaze- ment. "Welcome. What are your names?" Jewell asked, using hand movements. The photos were shot from the B-24, which Straltlff flew from the U.S. Navy. They depict a Japan- ese craft. Straitiff, 73, remembers the day in 1944 when his plane broke through the cloud cover and encountered the enemy fleet. •To use a young word, you might sey tt was awesome,· said Straitiff. ·niey opened fire on us with everything they had.• Stra.ltlff flew some 65 missions during b1s tour ~ in the Navy. The resolution derives from a boundary dectSion relating to the Adams and Wilson ele- mentary schools and an enroll- ment zone known as the • JoAnn Street rectangle." The order carves out a small neighborhood and accords it victim status requiring the pro- tection of the federal govern- ment. Among other require- ments, the agreement provides that the district notify the offi ce for civil rights and sub- mit full justification for a11y change of school boundar'y for the JoAnn attendance area . john hedges fer litigation costing perhaps millions of dollars. As yet, the district has not even been offered the opportunity to meet with the complainant in orde,r to attempt to resolve the underlying issues. It's important to recognize that both schools have been predominantly Latino since Adams' opening in 1992 and wouJd remain so whether or not the boundary were changed. Federal reguJations prohibit boundary changes The JoAnn rectangle is a residential area containing 90 students . It is ad1acent to the tr neighborhood Wilson school. Because of low mHial enroll - ment with the reoperung of the Adams school four years ago, the boundan es were changed and so req uired that the JoAnn kids be bused from Wilson to Adams. 1 affecting any school with an "ove~eighting" of "minority" students if the effect is to increase the "minority level," even if the schools before and after the boundary change are predominantly minority! Adams enrollment mcreased ra pidly, a nd last year the board made the decision to reestab- lish the original boundanes to allow the JoAnn kids to attend. their Wilson school. Upon intervention by the federal government. the board were fo rced to rescind that decision. N eighborhood schools are an important part of educational access for our students. Changing demo- graphics. fertility rates and economic considerations drive school boundary changes which are controversial wher- ever they are proposed. We have entered a new era, though. in which a single dis- gruntled anonymous com- plainant, who has exhausted the democratic process, can play a racial "trump card" and cause the full weight of the federal government to bear on the self-governing actions of a local elected body. U the decision to change the boundary four years ago (and bus the kids!) was not racist, why is it considered discrimi- nation to allow them to return to their neighborhood school? Orange County ~en and women have answered their countJY.s call to duty both in the military and on the home front in every J;Ultional emergency. Newporters lined up to regis- ter foe the draft in 1917 and 1941 to serve in both World Wars. Orange Countians were there as well in Korea, Vietnam and Desert Storm. The Santa Ana Army Air Base and Anny Air Force West Coast 1taining Center, El Toro Marine Base and the Ughter- than-air station south of Tustin, not only trained servicemen to defend their country, but were staffed by patriotic Orange County residents. The South Coast Shipyard won the coveted Navy "B" (for excellence) ~duding six Oags with 5 stars, given only to a few companies in the nation. Also the Udo Shipyard bUilt more than S4 million worth of Navy boats dwing World War ll. Many men who trained here or were stationed here came back to live in Orange County. Those veterans and their civil- ian cohorts were also our com- munity leaders and the back- bone of what the Orange Coast is. Nguyen won the gold medal for his ski outfit. Corona del Mar senior, Jett Pash, son of Lynn and Darrell Pash, will be attending Cornell University next year as a Dean's Scholar. Aside from bis 4.25 GPA, Pash takes an active role at the Interfaith Shelter m Costa Mesa. Does any other neighborhood in this district enjoy the ability to override the decisions of the local board by using the police power of the federal government? CITYSIDE Firefighters quick . to snuff out grass fire It wasn't a fire sale at the Orange Coast College swap meet Sunday, but rather a small grass fire nearby, according to the Cos- ta Mesa Fire Department. The fire was reported at about 1:45 p.m. m·the grass field locat- ed near Adams Avenue and Pl.necreek Drive. Firefighters put out the flames in about 10 min- utes and no one was injured, according to the fire department. But with the wind dying down to a gentle breeze and a high temperature of 66 degrees, the number of beachgoers at Newport Beach swelled from Saturday's couht of 35,000 to make up what lifeguard Lt. Jim Turner called an average crowd for the holiday weekend. •1t•s a nice~ sunny, warm day,• Turn~r said. •The surf is fair, about 1-3 feet, which is our average surf height. The water temperature 'is 67 degrees, which is nice for this time of year." "You develop very close ties with them.• A native of Punxsutawney, Pennsylvania, Straitiff spent his years of active duty in Manhat- tan Beach. He eventually relo- cated to Newport where he has lived for 40 years. He and his wife, Berenice, have two chil- dren and four grand-children. After leaving the service, Straitiff left airplanes behind and became a petroleum engi- neer, concentrating on explo- ration and wildcat drilling. "I'm almost retired now." he said. Where do you go to school? Do you drive? How do you wake up without an alarm clock? "We're the same, just like you guys," Laura said through the interpreter, Carol Both'. "We go to school. We talk to our friends. I'm on the swim team." Laura said she can hear slight- ly with the use of a hearing aid, and told the group a story of how she embarrassed herself while lis- tening to the radio. •1 was driving down the road with the radio all the way up so I could feel the vibrations," she said. Debay, who is up for re- election•next November and has already been targeted by the always-outspoken Barry Zanck, was the keynote speak- er at the Newport Harbor- Area's annual citizen of the year luncheon. With Zanck seated directly in front of her, Debay dutifully talked about about what was going on these days at city hall. It's worth noting that, just the day before, Zanck had announced he would be chal- lenging Debay and blasted-her "liberal spending record.• Bergeson followed Dehay to the microphone and seemed to waste little time in seizing the moment. The state assemblywoman- tumed-senator-tumed supervi- sor not only praised Debay for her leadership on the council but talked about what a "plea- sure· it was to work with Dehay at the county level. Carlson, who finished third at last year's nationals in Azusa, needed just four attempts to col- lect the title. He didn't start jump- ing until the bar was at 6-10, which be cleared. Carlson then succeeded in his first attempt at 6-11 '12 , failed in his first attempt at the winning height, before clearing it on his second try. With the victory assured, Carl- son went after the NAIA record of 1 7-3, with the intent of going after the Olympic Tuals qualifying stlpldard of 7-4'12. After badly missing on his first two jumps at the NAIA record, Carlson seemed to have cleared the bar on bis third attempt. But, as he came down his left foot struck the bar, dislodging it from the standards. "I'm not going to knock a national championship,• Carlson said. •And even though this is the best joy of my life, it's disappoint- ing to win with a jump of 7-01/2. I've had nine or 10 attempts this year at 7-4112, meaning I've con- sistently cleared 7-2 and 7-3. I came down with a head cold on Thursday and I was somewhat physically drained. But I gave it all I bad on the last jump. "Getting to the (Olympic) tri- als was a secondary goal for me. I'm getting married that weekend anyway. But to come so close ... I'd rather floor it than come that close. Carlson said he was thrilled to become SCC's first national champ since 197 4. "I'm proud of that. (SCC) is not known as a track school, but I think with me and my brother (Brian) being there, it's getting better.
