Andrea Burke said the saJes tax for each

She estimate!? that the company's owner,
Aaron Funk, had collected roughly $20,000
in a one-yettr period from the package
deals.
However Funk's attomc /, John Dzialo,
said his client stopped collecting the tax

The Board of Equali zation also had filed

filed for bankruptcy last year, Burke said.
Police began an investigation in ·June
1996 because the company may have
engaged in unfair and unlawful business

Burke added that Funk didn't have a

NEWPOR'J'.MESA ,.__ A
decision by Ro'ckwell Ititema-
tional Corp. this week tO get
out of the semiconductor busi-
ness won't affect jobs at lhe
Newport Beach plant. a com-
pany spokesman said Tues-
day ..
The drastic move to spin off
Rockwell Semiconductor Sys-
tems to a separately txaded
company will, however, affect
some employees of the Rock-
well corporate headquarters
in Costa Mesa.
Rockwell spokesman Teny
Francisco said the 31800 cor-
porate employees who will be
laid off as part of the compa-
ny's restructuring will include
a total of 80 positions to be cut
from offices in Costa Mesa,
Seal Beach and Thousand
Oaks.
Francisco said those posi-
tions will be announced in the
next couple of weetcs. ·
At the Newport Beach
semiconductor plant, where
workers have been on strike
since late May, Francisco said
another company will come in
by the start of nex,l year and
take over management of the
site.
The move should not
threaten existing jobs there,
he said.
•That same business unit
will operate and sell the same
product, but under a different
name,• he said. "The fact
they're on strike lin Newport
Beach) bad nothing to do with
this.·
Rockwell lnternational
Chairman and Chief Execu-
tive Officer Don Davis on
Monday announced the
move, which he said would
allow each company to focus
on its·own products and mar-
kets.
·we must slim down to
stay competitive in a very
competitive world,• Davis
said in an issued statement.
•And as we implement this
re-sizing, the next step will be·

By Tim. Grenda, Daily Pilot
COSTA MESA -Two of
SoutRem Cal!fomJa's premier
urban-planning consultm~lb:ms
are vying for the JOb of re sign-
ing the city's West Sid , the
largest redevelopment effort ever
undertaken by the city.
City officials, are moVl!lg for-
ward · with long-talked-about
plans to revitalize the West Side
-the area roughly between the
Santa Ana River and I larbor
Boulevard from Wilson Street a t
the north to the Newport Beach
city limits at the south.
The City Council is expected
to pick one of the two design
firms at next week's meeting ..
Staff would then proceed with
calculating a cost for the specific
plan, with $190,000 already allo-
cated from the last two budgets
Each of the two bids are right
around that amount.
The oldest area of town suffers
from nagging traffic circulation,
noocling during rains, an awk-
ward mix of homes and business-
es, and other problems that city
officials have set out to improve.
The-first step is hiring a consul-
tant to come up with a plan for
sprucing up the area. The two top
candidates told the council in an
Ulformal workshop Tuesday why
they are the ones for thejob.

If picked for the job, Tescher
vowed to "get down into the

and to in&ide resident ideas and

City Councilwoman Heather

m adopting the plan will be mak-
ing sure all the mterests of resi-
dents, merchants and property
owners are adequately
addressed.·
"That is one of our greatest
concerns,• she said.
Tescher pledged lo come up

Mark Broduer -whose firm has •

cials may want to consider adopt·
ing a theme for the West Side.
. With an already large and
active Latino coin.munity in the
area, city officials could build on
that coIIUilunity and incorporate a
Spanish village ·or other ethnic
theme for the areai Broduer said.
Using Spanish-style street
signs, lighting fixtures and other
touches, the city could give 19th
Street, Placenda Avenue and oth-
er West Side roads a distinct char-
acter that would distinguish the
area from others, Broduer said.

CORONA DEL MAR -Summer is •
here and one of the most popular activi·

beach. But for swimmers and families, it
mmerof
1998 ... * is hard to find d stretch of beach that isn't
crowded by surfers~ Large surf or heavy
np.tides are also common problems.
Big Corona bedch is Corona del Mar's
answer to those problems. The beach
features a safer environment for swim-
mers and children. It also features a nwn-
ber of sportlrig activities that are popular
with the dVerage beachgoer.
819 Corona is d 1/3 mile of beach ju~t
north of the city border. It is a state beach.
that is leased to and operated by the G::ity
of Newport Beach. ·
"It's-a sloping beach with smaller than
average waves,• Lt. John Blauer, Com-
muruty Relations Officer of the Newport
Fire and Marine Dept., said. "The pl~ce

AJ Big Corona, swimmers can enjoy
their trade without the threat of interfer-
. ence from surfers or boats. About 200
yards offshore, there 1s a rope that
stretches half-the-distance of the beach.
In this area, not hard objects are allowed.
Tius cordoned ott area also creates a
safer envu6nment for children to play in

lack of heavy surf makes the area ideal
for the younger boogie board enthusiast.

• FUN THINGS To Do . \ from the large south swells, -Blauer said.
"The waves also have a ge11Ue rolling
break. It js rare that the waves g~t big.•
Big Corona is across the channel from
the world famous Wedge, and while the
Wedge has pound.ir\g swf on a regular
basis, Big Corona remains fairly reason·
aQle. But, Blauer warned, there are occa-
sions when Big Coron~· can be just as
danger.ous~
•Sometimes, the swell will l>e just
right that the Wedge is 15-20 feet,"
Blauer said. "On some of those days, we
can get sets from,6-10 at Corona. Parents
need tO.pay attention to the waves rolling
in and need to know that the size of a
swell can change at any time.'" .
Surfing is allowed at.Big Corona, but
is restricted. to an area that extends from
the jetty about 200 feet. There isn't much
room for a large surfing populaijon and
only on a big day are conditions ideal.
~When the big waves do show up, we get
. a pretty good break ~l to the jetty."
Blauer said. •Those waves are called
foamers by the locals and draws a good
sized group of younger surfers who live
in the area." ·
For the least proficient 'swimmers,
there is an area in the channel that pro-
vides a good area for staying out er the •

rolling surf. The area, which is also roped
off for the protection of its occupants. is
called Pirate's Cove or Rocky ,point.
Again, this is a good area for young'er
swimmers, but the lifeguard tower over·
looking the cove is only staffed period,i·
cally throughout the day. •This is not a .
place where parents can just duinp thei,r
kids," Blauer said. •They need to watch ·
the water· at Ill) times.• , on· the main beach, there are three
lifegua.¢ towers that are staffed Periodi-
cally from 9 a.m. to 10 p.m. Tower three,
the one closest to the jetty, is the first to
open in the morning and the other towers
open up later in the day, as needed. .
Ufeguardli will be on duty through pie
Labor Day weekend. ·
The. normally gentle surf abto offers
the opportunity for otller aquatic pas-
times like scuba diving and snorkllng.
Toward the east end of the beach, Big
Corona has a number of Small rock for-
mations that· provi8.e a good· oceanic
habitats. ".'The l'ock.s are teaming with
ma.riife-plant life and 'hear shore fl.sh,•
Blauer said'. "Often times, scuba instruc-
tors will bring their ,students down and
hold class in·these areas."
For those who are looking for activities
on shore, Big Corona has number of
beach volleyball courts. A large number
of classes are held on these courts and
they are also used by different school and
community gro\WS. Thus, there are nets
up, sometimes.
lt is recommended that patrons who
plan to play volleyball bring th$ own
nets. Also, since courts can get crowded
during the summer, players can plan
ahead and reserve the courts through tbe

also a good locatiQn for beach barbecues.
There are 18 to 25 fire pits'available on
the stretch of beach closest to the jetty,
which protects them .from evening west-
erly winds.
The jetty is also provides a good area
to fish from. Fisherman do not need a
license on the jetty and will find a variety
of fish in the area, including corbina,
perch and a variety of sand fish. The jet-
ty is open from 6 a.m. to 10 p.in. .
Again, fisherman are warned to
inspect their environments and k~p a
watchful eye on the surf and the tide.
"Use common sense,• BlaQer said. "Keep
an eye· out for slippery rocks and how the
waves are breaking. Any cpanges should
be noted and people should always use
extreme caution.• ·
The jetty will be closed if the Harbor
Dept., the Fire and Marine Dept., the
Newport Police Dept. or the lifeguards
detennine that the surf or weather cbndi-
tions are too dangerous.
Overlooking the beach are two small
parks, Lookout Point and Inspiration
Point. Both areas are good for summer
picnics and for watching sunsets. Below ·
Inspiration Point, there is a vista are~
with benches. Patrons will also see the
bronze statue of a pair of sea lions that is
perched on the tocks.
The parking lot fits about 500 vehicles
and are filled on a first-come, first-serve
basis. There is a fee to park that varies
during the se~on. --.,
Rentals of such items as umbrellas and
boogie boards will also be offe~d at var-
