For Newport Beach, it means $2.8 mil- l lion dollars each year. . l To give you a practical idea of b~·S2.8 mil-· 1 lion fits mto our aty budget, let me give you l some examples. l . In 1998-99, the city's entire general fund cap- 1 ital improvement program -money _for storm l drains sidewalks and streets, street lights, l t>each're.strooms, recreational facilities and l more -totals $3.8 million. The entire budget l for the central and three branch libraries is $4.1 1 pilllion. And $2.8 milbon can staff~ ~e sta- l tions for an entire year. We pay $2.9 million to a j mix of private contractors an~ city staff to mam- ! tam medians, parkways, 47 aty parks and j 10,400 trees throughout town. ! Wilson has tned to •guarantee• that the state j will give cities state general fund money· every i year instead of vehicle-license fees to make l sure we are tinanaally protected. But I have 1 very little reason to trust that anyo~e in Sacra- l mento will maintain the guarantee m futme l years. The state's legi.slabve analyst bas said i that Wilson's proposal wtll cause a SUS million 1 deficit in 1999-2000. l The last lime there was a state budget ! deficit, cities took the ttit. That's because the l Legislature balanced its budget by changing i the way it distributes your property tax. The i change -called ERAF by us, which stands for i the Education Revenue Augmentation Fund -l let the state spend less state money on K-12 l schools. The state then "made schools whole• i with property tax dollars that once went to ! cities and counties. Before they left 1 warned Bautzer that Ute other guy was probably pretty tough. Bautzer said not to worry, that he had taken boxing lessons and could take care of. himself. They got to the 'edge of the boardwalk, and as Bautzer was taking off his jacket, the other guy slugged him in the mouth when Bau~er's jacket was over his elbows and he was completely • helpless. Bautzer lost three or four front teeth, and the fight was dvei. • However, Bautzer had tbosen missing teeth replaced, and the' fact that they were artificial d.Ld• n't seea:i to slow him down in his purswt of beauqtul women. Trailing a talented Fountain Valley squad midway _through Ute third inning in of a District 62 Tournament eliminatiob1game at the Ocean View Little League complex, a public address announcement erroneously called the game to a halt, citing the 10-run ru.te. · A vocal and justified protest sprang up from the Costa Mesa coaches, who knew the rules ensured them at least two more chances to· score. And it wasn't long before the local 11-and 12-year-old standouts went about showing rumors of their demise bad been egregiously exaggerated. With two outs in the third, Michael Cahill broke up the combined no-hit bid of two Foun- tain Valley hurlers with a solid single up the . middle. Then in the fourth, the designated hosts belted back-to-back singles to make a run at ending the shutout. DON LEACH I DAILY PILOT Cost~ Mesa catcher Matt Schirmer puts the tag on a sliding Fountain Valley runner. Fountain Valley managed 12 hits off three Mesa pitchers, though Cahill worked a scoreless fourth for the locals, who a.l'!o had a defensive highlight. The latter occurred in the second, when Cullen Crom charged a single to center field and gunned a strike to home plate. Catcher Matt Schirme! fielded the bullet in plenty of time to tag out a runner trying to score from second. Shortstop Adam Jorgenson also reached base with a walk and joined Schirmer and Schaefer as the only Mesa players not to go down on strikes. Cahill struck out four in 12/3 innings on the mound. "Last year we were loaded and the year before we were loaded, but this year we're young. Now we can look forward to the Mayor's Cup next week (against Costa Mesa National)." After losing in the first round, Costa Mesa American was eliminated Monday in the District 62 All-Star tournament by Hunting- ton Valley, 10-0, at Johnson Middle School. "l really thought our team was prepared tonight," said McGuire, whose squad faced an excellent pitcher in right-hander Jordan Hargrave, who struck out 14 and walked two in tossing a four-bit shutout. Hargrave, who also had three ruts <it the plate, struck out the side in the second and third innings. He fanned two in every other inning. Lance Mowdy also had three hits for Huntington Valley.
