THEN
Ave yea.rs ago, Kevin Meehan wdS up
against Costa Mesa residents and city offi-
cials in a heated battle over a proposed
work-furlough center in Costa Mesa..
Al the executive director of Ortpge.
County Youth and Family Services, Meehah
spa(lrheaded the struggle to establish such a
c8ni8r -an alternative to jail for nonviolent
inJMtes -at one of three sites in Costa
Meu.
~proposal to locate the center in a Maple
child support1 The inmates would have been
allowed to leave the site only tor work and
~shopping. They also would have had
to pay for their pwn incarceration.
In this case, the third time was not the
charm. The Ana Mesa Inn proposal encoun-
tered strong opposition from Costa Mesa res-
idents and was ultimately shot down by the
Planning Commission. -NOW
In the long run the def94t had a silver llil·
ing, Meeha Mid. .

Coste Mesa project was providential," Mee-
han said.
After the counW.S bankruptcy in 1994.
county leaders decided to pu,t an end to
existing work-ftirlough programs, includ.ilig
those in Buena Park and.Anaheim All fadl-
Orange County Youth and Family Services.
"I think working in the field and teaching
complement each other,• Meehan said.
Meehan -who hves m Lagupa Beach
with his wife, Betsy, and their four children,
who range in age from 8 to 23 -also runs
marathons and coaches lus children's athlet-
ic teams in his spare time. ,
As the executive dir~ctor of Orange
County Youth and Family Services, Meehan
is responsible for much of the adntin.istration
of policy and finances. The agency provides
a variety ot services, from juvenile cbversion -
programs to child abuse prevention rpto-..:

ddC9 -a Days Inn on Newport Boulevard
-wu slammed by people in the adjoining
residential area.
'ttS,!s were dosed with only 30 days notice,
and more than 100 inmates were freed or
sent to jail, Meehan Mid. The COlt4 Mesa
center would likely have met the same fate.
•1t's easier to cut out a contract with a
nonprofit agency than it is to lay oU county
staff," Meehan said.
One of the agency's latest achievements ls ...
the establ.Wlment of a year-old transitional •
Shelter for homeless families. The res1dents,
whO must be employed, move from tem~
rary emergency shelters to the longer-term
traniitional shelter. They stay for six to nine
moDtbl while saving money to help them
make 1t alone.
Meehan, who first proposed work-fur-
lough programs to the county in 1984, still
believes they are a good solution to jail over-
crowding, but he knows how difficult it is to
get the approval of community residents.
Pirially, Meehan said, the Ana Mesa Inn
on Harbor Boulevard was recommended by
dty Ottidals as the third possibility because
the iDn was known as a common site of
crtiD8 and because it was in an industrial
area.
nie SO-room, 100-bed work -furlough

The Philadelphia native still is fighting for
what he thinks is rigb.t, however.
He since bas completed. lils doctoral stud-

criminology at UCI. He also teaches criminal
studies full time at Cal State Fullerton while

•RJght now, I'm going to continue doing

Fair's vegetarian fare is
meatless, not healthful
I know I'm in trouble the sec-
ond I walk through the
entrance gates at the Orange
County Fair
The large, yellow sign
screams out to fairgoers: •Fat
Boys Diner. Pastrami, chicken,
BBQ Beef & Pork, Turkey Legs,
Italian and Polish sausage,
Philly.s, Burgers, Hot Dogs.•
It's a vegetarian's worst night-
mare.
My stomach is grumbling. 1
need to eat. But somehow I
doubt that garden burgers are a
county fair standard.
I make my way down one of
many areas lined with food
boQths. Everywhere I go, all I see
is meat, meat and more meat
The fried rice has pork in 1t. The
fries are covered with chili, the
baked potatoes smothered in
bacon.
I criilge as I pass by a large,
quivering slab of beef being
roasted on a rotisserie. I begm to
feel like Dorothy in "The Wizard
of Oz."
Bratwurst and chicken and
com dogs, ob my! What's a vege-
tarian to do?
If xou find yourself in tlus
position, be patient. Believe it or
not, there are sorue entrees at
the fair that can satisfy even the
pickiest of eaters.
The first thing I try is the 10-
pound bread, which comes with
or without pepperoni. I try mak-
ing conversation as I order the
HMediterranean, • topped with
tomatoes, onions and basil.
"Does that mean you gain 10
pounds if you eat this?" I ask the
concessionaire.
He is not amused.
The fresh-baked bread -so
big it has to be served on two
plates -is very filling, but it
may be best if shared with many
others as an appeb2er.
Next I move on to the fned
artichoke, eggplant, zucchiru and
mushroom stand. I decide on the
•combo plate,• a giant mound of
battered and fried goodies -
your choice.
• As t bite into the zucchiru, I
feel grease running down my
face.
I start to sense a theme here.
WANNA BOOGIE ?
NOTEIOOI
At the fdJJ', they manage to
make even healthful foods fal-
terung. French bread, normally
low in fat, is smothered in butter "
and melted cheese Vegetables ...
are battered and deep-fried.
Apples are coated in gooey
caramel and nuts. ' ...
More vegetarian options are
found at the Greek booth, where
they serve up falafel, tabbouleh
and spanakop1ta - a cheese-
and-spmach pie. •
You may also want to try the
cheese pizza, soft pretzels for a
sJ}ack and the famollti barbecued
com. Colossal onion rings, Aus-
tralian fried potatoes and egg
rolls on a sbck are other meatl~
choices
And don't forget the desserts, •
which, of course, are always veg-
etanan-tnendly. Funnel cakes,
cotton candy and snow cones are
fru.r standards, but one thing you •
tnust try is the freshly baked gin-
gerbread cake topped with a big
dollop of Cool Whip.
A(ter a fun-filled day of food-
tastljig at the fair, my conclusion •
is this: U you are a vegetarian.
you +.rill be able to fill up on van-
ous slde rushes and f8.U' favontes
without eatmg meat -espeoally•
if you have a sweet tooth
But if you are a vegetanan
who's trying to cut back on fat
intake -forget about 1t. You
won't find any carrot sbck.s or
rice cakes at the Orange County
Fair. Either pack a lunch or swal-
low your fear and dive m.

18, 19-and 20-year-old kids who
came out of high schools, col-
leges, shops and factories to take
up arms against an enemy who
had jumped us from behind and
was threatening to turn his gang
loose on us.
lf that sol.ands simplistic, that's
the way we thought. Getting
involved was more than hlgh
adventure; it was national retri-
bution for such a dastardly and
unprovoked act. But like the citi-
zen soldiers who marched off to
the carnage of the Civil War, we
had not the faintest idea of what
was in store for us.
As I've said before, surviving
a war is almost entirely luck.
What branch you serve. The job
you're assigned. Where you're
sent and when. And, finally,
what kind of accidental good for-
tune takes you safely through the

He's also grateful we printed

the correct one.

It's hard to claim God is some-
how looking 01.1t for you when
your best trter:id -who is every
bit as deserVing and probably
more so ~~ blown to bits.
A the~funplidt in all of these
new boo~ and movies is that the
holy war/concept in which the
good 91,1ys cleanly and inevitably
beat up on the bullies with mini-
m~ sacrllice needs to be laced
wiOlJa heavy dose of reality. Jt was no walk in the park -espe-
cially for the grunts wpo c,a.rried
the brunt of the fighting.
My two years of college got
me into the Navy Afr Corps, and
the luck of the draw, which I ·
resented fiercely at the time, sent ·
me to instructor's school after I
won my wings and later to flying
transports. 1Wo dozen of us were
transferred -mindlessly by
some bubblehead in Washington
-to transport duty while prepar-
ihg to JOin a dive bomber
squadron that was later decimat-
ed in the Pacific.
So I was mostly peripheral to
the action. But the realities of
World War II that I touched tan'-
gentially by flying out hundreds
of wounded from combat areas
came to vivid life last sum.mer on
the deck of a house in the North
Carolina hills near Brevard.
We were visiting a pair of our
closest friends, Clifl and Rae
Hicks. Cliff was for many years
the editor of Popular Mechanics
and has written a series of chil-
dren's books whose leading char-
acter was canonized in a Disney
film. We knew that he had been
an infantry captain in the Marine

taking several heavily defended
Pacific islands. But he never
talked very seriously about such
matters; most of our war talk was
patter about the relative merits of
the Marines and Navy.
But last summer, for reasons
deep tn his psyche, he wanted
and ne~ded to talk about the
landing on Jwo Jin\a. Jie

He r~ed names, many names,
and he wept. ·
And be asked aloud if any
war was worth the loss of such
people. These are the realities he
has carried for so long deep in
his gut.
I have often wonderM how I
would have responded faced
with the terror CWf somehow
.survived. I'll never know, and
now Cliff and 1 have become
artifacts of history. Wax figures in
a glass case in museums.
Maybe this country would be
better off to allow World Wax II to
remain a safe sentimental refuge
-the Last Good War. Maybe
that is indeed what it was.
But I find some satisfaction in
knowing that it is suddenly being
examined under a more pene-
trating light. It has things to say
beyond the stereotypes. And it
might even provide a whole new
audience for my war stories.

Clty Councilwoman Libby

In the existing building, gym-

With some major glitches in

recommended bringing the
design plans back to the City

where city leaders could address
the design questions raised by
the council this week.
Somers, a professional interior

Consider what declarer knew about
