Wood had no idea he was lost.
The 6-year-old Costa Mesa boy
wandered off from his family,
intensely watching young kids test-
ing their luck at games of skill. .

when they received the call of a lost
child. They traced Wood's steps and
found the boy minutes after he ha d
been reported missing. The boy's
mother, Denise Wood, let out a JOY·
ous scream, Jumping up and down,
when she saw the officers with her
son.

bumper cars and I wanted lo go on
the Ferris wheeV Wood srud. HHe
was with his older brothe r and when
he turned around, Matthew was
gone. I'm just relieved that they
found him."
Locating lost children is part of
the job for the Orange County Sher-
iff's Departme nt and private security
assigned to the fair. The department
has been a presence at the fair for
fairgoers.
The fairgrounds is
teeming with wide-
eyed children, easily
excited by the Jure of
stuffed animals and
junk food. The cases
are all too familiar:
One minute a parent

Last year, there were 237 reports

COSTA MESA -The City Council
on Monday decided to restrict overnight
parking on the Newport Boulevard
frontage road but will aUow residents of
nearby trailer parks lo park there with
special permits.
The parking restricUon 4 is effective
from 1 to 6 a.m . on the frontage road
between 15th and 17th streets.
Nterchants in that area say overnight
park ng of motor homes has been a
long 1tandlllg PfOblem. They and the
C hamber of Commerce last fall asked
the City Council to r trtct parking
the~. ,
However, residents at El Nido and
Snug Harbor trailer parks were con-
cerned they would lose valueble over-
flow parking areas on the frontage
road.
•There are a lot of people who live
here who have more than one car," said
Loretta Lee, manager of Snug Harbor
navel nailer Park.
In addition, many of the residents are
senior citizens and need to park close
by, she added.
Overnight parking permits will be
issued only to residents and guests of
the two trailer parks who have passen·
ger vehicles or light trucks. Parking of
commerdel vehicles and motor homes
will be prohibited.

The N1?'\vport-Mesa school board has reduced
the ~mtrunt of time it takes for administrators to

L1bana Moreno, an 11-year-old Costa Mesa
resident, 1s a step closer to her dream of becom-
ing a doctor thanks to the Orange County His-
panic Education Endowment Fund and Orange
County Commumty Foundation. They will give
her $1,000 a yedr for her education until she
graduates. It's dnother example of the Latino
community's resolve to make sure its children
have as much opportunity lo succeed as people of
greater means.

A THING OF THE PAST
A httle bit of Costa Mesa history is in danger of
becommg a heap of scrap wood. A developer is
huymg an 85-year-old, two-story white house on
Sdntd Ana Avenue m Costa Mesa with plans to
tecH 1t down and bwld 10 homes on the 1-acre
pdTcel. To Enc Cerrucb's credit. be is willing to
give the historic home to anyone willing to move
1t to d new location. But so far there have been
no takers
KEEP IT DOWN TO A ROAR
The Superior Court JUdge who ordered the lifting
or sound restrictions that have prevented the Pacific
Amphitheatre from offering concerts since 1995
could have done neighboring residents a big favor
by sending them earplugs. They may need them if
the fairgrounds decides to reopen the outdoor
VC'nue lo rock 'n' roll bands -although the fair-
grounds has stud it will limit noise heard at the edge
or the dmphilheater to 86 decibels.

the Newport Beach City Council may have chased

the discussion, let alone the voting.
My sister works for a local water district m
Calilornia and has described similar situa-
tions. When a member of this board abstams
from voting, he or she actually sits in the
audience and becomes a simple citizen of the
community -no active participation in the
process at all.-
Just recently, a member of the M9nterey
parks commission who has direct ties to the
Big Sur Land 1iust voluntarily excused hl.nl-
self from voting on a Big Sur issue and did
exactly what WaJ proper: Leaving the discus-
sion table and sitting in the audience.
Owen implies that some west Orange .
County cities are acting sellishly by protesting
his participation m the voting, that they "don't
W8nt to share.• Hey, that's their prerogative. I
don't want to pay even-higher water rates.
The cost of my water will escalate on its
own without the inclusion of the Irvine Ranch
Water District. Heck, my latest water bill was
a huge $50. For a single homeowner, that
was hard to swallow.
Water is liqwd gold -big bucks. Just ask
the residents of the Owens Valley. People were
killed in the early 1900s in the fight for water
between the Los Angeles Department of Water
and Power and the lush farming conununities
of Bishop, Lone Pine, Big Pine and In-
dependence. We all know who won that fight.
Just look at the Owens Valley now. Wasteland'
Salt flats! The Owens river is barely a trickle.
The Los Angeles aqueduct literally sucked the
Owens Valley dry. But that's another story.
Water and subsequent land use is an eco-
nomic and highly politicized issue.
The county planning offices, the Bodrd of >i
Supervisors, city commissions, we, the ~ih-·•
zens all have come to understand that.
Owen's wallet will be directly affected by the
vote to annex, so be must abide'by the rule
of the game and not play.

stirred me both emotionally and
mtellectually. His writing has style
and zing. His theme is current to
our cornmuruty. His thoughts have
substance. Good stuff.
But please, keep the Fred Mar-
tin columns coming. Even JUSt one
a week will make me happy.

with 30 years of service. After
reading the article on staff rais-
es, we both chuckled. It was
deja vu all over again.
U the Daily Ptlot would go
through its archives for the past'
20 to 30 years, it wouldn't hctVe
to interview the board or send
a reporter to the school board
meetings. The theory is the
same. Just change the names
of the board members
It never ceases to amaze me
that the farther from the class-
room one gets m our district,
the more money the board
feels they deserve.

select the Newport Beach
Citizen of the Year. This group
is made up of former Citizens
of th·e Year. Understandably,
prid~ makes them very careful
in their selection. This year
they again hit the jackpot.
Rush Hill hds a truly enviable
history of "commitment to the
community, n the standard for
Citizen of the Year.
One small item about his
presen~alion deserves note.
The press account of the cere-·
mony said that •Bill Thicker,
1984 C itizen of the Year, made
the presentation to Hill." Now
it so happens that Bill Lusk was

Woman loses $6,000
to two scam artists

COSTA MESA -A 24-year-
old Costa Mesa woman was swin-
dled out of $6,000 by two women
who promised he r a bag of gold
but left her with a rock wrapped
in magazines instead, police say.
Police say the VlCtim was watt·
ing for a bus dt the comer of Har-
bor Boulevard and Baker Street at
about 11 :30 a.m. Saturday. She
was approached by one of the
women, who asked for help
because her chtldren were sick.
When the victim said she
didn't have dny money, dnoth~r
woman carrying a Bible entered
the conversation.
One of the women Cldimed she
had small . amounts of gold that
she could sell to assist the other
woman. The woman returned lat-
er with money and bolh chal-
lenged the victim to dp the same.
They promised that in return
for an undisclosed amount of cash
they would give he r the remain-
der of the gold. They both con-
vinced her to relneve her savings
stashed at her home.
All three women and another
man drove to the apartment in the
3000 block of Fillmore Way. The
victim gave the women about
$6,000 and she received a manila
envelope with the supposed gold.
They told her not to look inside
the pacicage,·authorities said .
The women then went to the 7-
Eleven convenience store in the
1100 block of Baker Street to get a
drink. The victim got out of the
vehicle and waited outside for
them to return. The women some-
how managed to elude the Vlc:bm
and sped away.
To her disappointment, the vtc·
Lim opened the envelope and
found a rock wrapped inside three

mittee, a n~wly formed group of
residents m the DeAnza Bayside
Village mobile home park.
George Sanders, chairman of
the committee, sa1d the meeting
was very productive and informa-
tive for residents. Neighborhoods
from the mobile home paik to
Harbor Isle and Dover Shores
were rep:resented, he said.
Bob Schneider, a resident of
the mobile home park, gave 'a
presentation on information in an
environmental study of the pro-
posed project, particularly as it
relates to traffic, noise and pollu-
~on, Sanders said.
Evans Hotels Inc. is proposing
to btiild a resort with 400 hotel .
rooms and 100 time-share units
on a 30-acre piece of land west of
the Newport Dunes swimming
lagoon. The company is asking
for a general plcu;l amendment to
allow 325 more units than are
already a pproved for the site.
Mobile home park residents
are primarily concerned about
potential congestion from
motorists traveling on Bayside
Drive to and from the new resort.
That road now is used only by
mobile home park residents and
people using the marina.
At Saturday's meeting, resi-
dents drafted letters on each of
the subjects -traffic, noise and
polfution -and plan to send
them to the.city to be included in
the environmental doaµnent.
After the document's public
review period ends Sunday, city
planners will schedule a Planning
Commission hearing. The general
plan amendment request would
then have to be approved by the
City Council.
Sanders said the committee
will meet again tonight to go over
the information again and make
sure all the members are familiar
with the project.

community and business leaders
attended a reception for the His-
panic Education Endowment
Fund at the Costa Mesa head-
quarters of the Orange County
Times.
The reception was held
Thursday in honor of the donors
who have helped raise about
$700,000 in the last five years
toward the fund, which pro•
motes education, community
service, leadership develop-
ment, arts and language enrich-
ment for Latino students in
Orange County.
In light of the predlcted
growth in the number of Lanno
students in Orange County, fund
promoters said it behooved the
Latino community to help its
youth succeed.
"We need to test our commu-
nity,• said Gaddi H . Vasquez,
co-chair of the fund and a former
county supervisor. ·we need to
test ourselves.•

Tsunamis are caused normally by under-
sea. earthquakes or landslides that raise the
s~ floor, Whitmore said. When the sea floor
goes up, so does the water, causing a bulge
in the sea level. , ' ·u there's a bulge in the sea level: gravi-
ty will try and flatten the water out again,
and that's what triggers the tsunami,• he
said.
· Scientists at the center determine
whether there is a need for a tsunami watch
or tsunami warning, and send the advisory
to the local weather service bureaus.
The center has only issued two advi-
sories since 1980-one in 1986 and one in
1994, both of which didn't amount to much.
But tidal waves did hit the southland in
1812, 1927, 1960 and 1964 -all of whicli
caused some damage, Clark said.
The Orange County coastline is less sus-
ceptible to tidal waves that are gen~rated
far offshore because they face !iOUth, said
Dennis Kelly, a local marine biologist. To
the north is land and to the west are the
Catalina Islands.
However, the other possibility would be
if "ll1l earthquake hit the Newport-Ingle-
wood fault off the Newport Beach coast. In
thet case, Kelly said, a tsunami could form
amid crash ov~r Newport without much
w&ming.
-::I'he New Guinea incident also begs the
qµestion: Is the city prepared to handle such
an emergency lf'it were to happen here?
~ officials say yes, although they
~admiUhe biggest challenge would be evac-
uating people from the crowded peninsula
in a short period of time with only three exit
routes.
Lt. John Blauer, spokesman for the Fire
and Marine Department, said if a tsunami
warning came down, that, depaJVnent
would immediately activate the emergency
operations center. Officials wotWt then
make decisions about evacuations ~d help
keep the public informed. 1 ,1

specific plan ot action woulq ·depend on the

"Clearly with enough warning we could
do some soft of evacuMlon of the coastal
areas,• said City Manager Kevin Murphy.
Tidal waves can travel up to 500 mph. As
they near land, the speed decreases and the
height increases. It could take anywhere
from several hours to a matter of minutes
between the earthquake and the tsunami,.
Cl.ark said.
"·One indication is the water will fall out
to sea before the tidal wave comes in,•
Clark said. •So if you're out at the beach
and the water starts going out to sea, that's
a very strong indication people should
high-tail it inland.•
Whitmore said the general rule of thumb
for •higher ground" is 100 feet above sea
level or one mile inland. .,
Officials said the most important thing for
people to remember is that although it may
be tempting to see what a tsunami looks like,
it is much better to keep yourself safe. .
Dennis Kelly said be remembers the
tsunami warning of 1986, particularly
because he discussed the phenomenon
with his class at OCC.
"I remember ·two of my students said
they had gone down to Newport Pier with
their cameras to get a picture of the tsuna-
mi,• he said. "l was just livid at them
because I tried to convey that you have to
take these things seriously.•

While in Costa Mesa, Davies has
also worked as an attorney for the
missionary group. He and hiS Wife
revisited Papua New Guinea twice in
the last three years and are planning
to return next July to help translate
the Scriptures in the language of the
Haruai tribe .

Southern California College, was
on the frontiers of baseball.
Borders, pitching for the
Duluth-Superior Dukes, became
the first woman to start in a men's
professional-minor league base-
ball game when she took the
mound agamst Sioux Falls on
July 9th in front of 2,266 fans,
more than 1,000 fans above the
Dukes average a tte ndance.
The outing was promising as
Borders lasted five innings and
gave up just five hits and struck
out two. But Souix Falls damp-
ened the festivibes by scoring
one run in the second inning and
two in the fifth.
Borders left trailing 3-2 and
was credited with the loss.
With prospects of an even bet-
ter outing, Bo rde rs took the
mound against e ve ntual first-half
champion Thunder Bay on July
15 and almost became the first
woman to win a me n's profes-
sional game.
In relief, Borde rs had h eld
Thunde r Bay hitless for two
umings with two strikeouts in an

imitated that of a late-round playoff clash
and the Sailors participated in what is
becoming a traditional war with La Costa
Canyon.

coach Larry Hirst and La Costa Canyon
Coach Tom Gorrell are good friends, the
gloves come off when their teams meet on
the court.
In the latest illustration, Hirst's red-bot
Tars edged Canyon in the title game, 51-
50, thanks to a wild finish in which a
Canyon player was whistled for a technical
foul with 0:04 left in the game. ·It might
have cost them the game," Hirst said.
Last swnrner, Canyon played Newport
Harbor twice, losing to the Sailors in ove r-
time m the Surf City Classic, then defeat-
ing Hirst's Tars in double overtime in a
semifinal summer contest at UC San Diego.

Ila Borders-becomes first
woman to start men's
professional game; has

.The. first half is over in the
Northern League and once again
Ila Borders, who pitched at
Southern California College, was
on the frontiers of baseball.
Borders, pitching for the
Duluth-Superior Dukes, became
the first woman to start in a men's
professional minor league base-
ball game when she took the
mound against Sioux Falls on
July 9th in front of 2,266 fans,
more than 1,000 fans above the
Dukes average attendance
The outing was promismg as
Borders lasted five innings and
ga'Ve up just five hits and struck
out two. But Souix Falls damp-
ened the festivities by scoring
one run in the second mrung and
two in the flfth.
Borders left trailing 3-2 and
was credited with the loss.
With prospects of an even bet-
te r outing, Borders took the
mound against eventual first-half
champion Thunder Bay on July
15 and almost became the first
woman to win a men's profes-
sional game. .
In relief, Borders .had held
Thunder Bay hitless for two
mnings wi1h two strikeouts m an
relief outing on June 26.
In her second start, Borders
gave up three runs in the first two
innings. but carried a 6-4 Dukes
lead into the fifth inning.
Thunder Bay's Ruben Cardona
leadoff the fifth with a single and
Ashanti McDonald followed with
a double. Cardona scored on a
sacrifice fly by Est.die Ross.
With one ou~ Larry See home-
red to dead centerfield to give
Thunder Bay a 7-6 lead and Bor-
ders was pulled from the game
after givmg up ten hits i:n 4l/3
innings.
The Dukes. who finished the
first half 12-30, cameback to win
the -game 9-7 and Borders got a
no-decision.
Borders became the first
woman to pitch in a men's profes-
sional game on May 31, 1997
when she came on in rellef for the
St. Paul Saints. Borders was later
traded to the Dukes for infield
Kieth English.
At SCC, Borders became the
first woman to ever receive a
baseball scholarship and also the
11rst woman to win a college
game.

emotions ran higher than usual in Sunday's
championship game of the Surf City Clas-
sic at Newport Harbor, where the suspense
imitated that of a late-round' playoff clash
and the Sailors participated in what is
becoming a traditional war with La Costa
Canyon.
Though Newport Harbor boys hoops
coach Larry Hirst and La Costa Canyon
Coach Tom Gorrell are good friends, the
gloves come off when their teams meet on
the court.
ln the latest illustration, Hirst's red-hot
·Tars edged Canyon in the title game. 51-
50, thanks to a wild finish in which a
Canyon player was whistled for a technical
foul with 0:04 left in the game. "It might
have cost them the game," Hirst said.
Last summer, Canyon played Newport
Harbor twice, losing to the Sailors in over-
time in the Surf City Classic, then defeat-
ing Hirst's Tars in double overtime in a
semifinal summer contest al UC San Diego.
"So in 12 months, we've played them
three times and each game has either been
a one-point game or an overtime game,•
said Hirst, whose storming Sailors are 17-2
this summer, after winning their second
consecutive tournament championship.
Estancia, behind Brett Valbuena, fin-
ished in sixth pldce in the Surf CiIT Classic,
losing to Rancho Verde on Sunday, 73-41,
while Corona del Mar captured seventh
place by topping Perris, 73-60.
Newport Harbor, which won the Palm
Springs Tournament July 12 and will head
back out to the desert this weekend for
their fiftli and final tournament of the sum-
mer, got a break in the waning seconds of
the Surf City championship game when a
Canyon player received a technical.
Newport Harbor senior point guard
Matt Jameson was fouled and sent to the
free-throw line with Canyon leading, 50-
49. "Then the Canyon guy said somethmg
to referee and got a technical," Hirst said.
Jameson made one free throw to tie the
game, then Newport Harbor's Alan Limon
sank 1 of 2 for the technical to give the Tars
a one-point lead and the ball out of bounds.
"Both coaches agreed that it was a
shame it had to end that way, because the
kids played so hard and it was a great high
school basketball game, especially for the
summer," Hirst said.
No all-tournament team was selected,
but a handful of Sailors, including Jame-

The Tars went 3-0 in pool play, knocking
off Edmonton (65-33) and Estanoa (65-42)
on Friday, then defeating Elsinore, a highly
athletic team. on Saturday, 82-60.
In Sunday's championship bracke t, the
Sailors beat Huntington Bea ch, 56-44, in
the semifinals, whlJe La Costa Canyon
advanced to the final by toppmg Fallbrook,
66-39.
In the title game, Jameson led Newport
Harbor with 11 points, SIX rebounds and six
assists, while b~ing matched up against an
excellent point guard. Limon finished with
a game-high 17 points, guard Gary Robin-
son contributed with 11 points and Dustin
Dlingworth had eight rebounds and eight
points. Mark Ward and off-the-bench
standout Aaron YamaJ were solid role play-
ers. :we were reall y worried about
(Canyon's) size, because it had nvo players
6-foot-7 and another 6-6 kid coming off the
bench,• Hirst said. "Dustin's our starting
center al 6-4, but that's probably the best
game we've played defensively all sum-
mer.
"As a coaching staff, we felt that w hat. 1f
anything, is gomg to hurt thlS team, is play-
mg dgamst a team v.rith some stze. Tusb.n
played ve11 well dgamst us and beat us by
14 pomts because we couldn't handle their
post players, a nd when we saw how big
(Canyon) was, we said, 'Oh, no, here
comes a rerun.' "
Jameson, who dveraged 13 5 pomts, 5 6
rebounds. 3.7 assists and led the team m
steals last season en route to first-team All-
Sea View and All-Newport-Mesa Distnct
distinction, helped the Sailors come back m
the third quarter, afte r Canyon held a 26-18
halftune advantctge. The Tars outscored
Canyon, 16-7, m the thud, but the lead
changed hands several ti.mes m the second
half.
