Tuesday, the day before I was to become an editor at the Glen- dale News-Press, I got to shad- ow the leader of the free world as he spoke at Glendale Com- munity College. And I got to watch him chow down on a buffalo burger and fries, too. Last week, I learned that President Clinton might come to town from a fellow reporter, Christian Berthelsen, who pref- aced the news by asking me if I was still going to be on the beat Tuesday. My razor-sharp instincts prompted me to ask, "Why?• and I then assured him that I would be available. Although I've done important stories, I've also done my share of dog stories, wedding stories, and other local feature fare, and wasn't about to pass up the chance to cover the President of the United States. Even if I would soon be passing the torch for my political beat. A bunch of News-Press peo- ple and I arrived at the college around 9:30 a .m. Tuesday, going through the metal detectors and flashing our press passes. We were initially promised a trip to the football field where Clinton's helicopter would land, but that didn't pan out We were disappointed, but soon before Clinton arrived on the scene, a member of Clinton's advance team told me and pho- tographer Bonnie Burrow we could join the White House press corps on a platform next to the stage where Clinton sat. It's funny the surge of adrena- line you get when you're picked out of the crowd like that. I tried not to act like Gomer Pyle in front of the veteran White House reporters, who, it seemed, did their jobs with more profession- alism than enthusiasm. After the speech, I was told we'd get to join the press corps in following the president after the speech. Our Secret Service escort wouldn't say where we were going. We entered one of a row of media vans, and the driver idled for about half an hour, while reporters napped or read news- papers. I soon found that Clin- ton's team was scouting out a place for him to eat lunch, and we were whisked to the Rocky Cola Cafe in Montrose. As a final concession to the local newspaper, Clinton's team even let Bonnie take pictures of the president's helicopter taking ott, as I watched. As Secret Service agents and White House staff shielded tl'emselves from the dust whipped up by the helicopter blades, an official on the football field gave the signal for takeoff, and we watched the president depart. What a strange situation to be 111, I thought. How many people would ever find themselves on that football field, peering through clouct. of dust as the helicopter 'Of the President of tho United States new out of Sight? • Throughout the day, when t realized how much I was enjoy- ing myself, I atarted to get nos- talglc for reporting. By Carolyn Miller, Daily Pilot NEWPORT BEACH -Hoist- ing a rusty, crusty, corroded piece of water pipe above his head for all to see, Don Webb made a point: segments of the city's water pipes are badly in need of repair. · •nus is typical of the older pipe in our system,• said Webb, the city's director of public works at the City Council meeting Monday. ·corona del Mar and "This is typical of the older pipe in our sys- tem. Corona del Mar and the Peninsula are the worst ... ""' -DON WEBB • the Peninsula are the worst.• The money to repair these pipes and 0th.er current and future projects, needs to come from a water and sewer rate increase of $2.37 a month for the average user, Webb said. The proposal came before the council who agreed to conduct a public hearing later this month on the water and sewer rate issue and discuss further a change in consumers' monthly billing options. The rate increase will enable the city to · complete its massive ground water project; provide capital improvements such as new pipes and pump stations budgeted at $11.3 million over the next 10 years; raise money to pay the increase by the Metro- politan Water District; and pump-up the city's reserves from $400,000 to $1 million, Webb said. In three years, the city will be able to hold the rate increase constant because the cost to pur- chase water will be 42% lower when the new ground water sys- tem is fully operational, city man- ager Kevin Murphy said. In 1994, the city dove into the massive ground water project - building a pipeline ·from New- port Beach to Fountain Valley to flow water into a storage area in the city-to save money on water production in years to come, Murphy said. But as the project progressed and encountered unforeseeable obstacles once the ground was broken, it became more expensive than the original estimate of $10 million by a for- mer council, according to city officials. About $16 million has already been spent on the project, which will cost an estimated total of $22 million when it is completed in September 1997, Murphy sai?.. However, this new system will provide a savings of $58 million over a 15 year period, he added. And when it comes to UCI his- tory, I'll withdraw the reserva- tion altogether. Without question, Professor McCulloch knows more about the birth, growth and present state of UCI than anybody. If · you don't believe that, pick up a copy of his just-published book, "Instant University..• Bet- ter still, read it. For those of you who moved here after UCI came of age, the book will put the campus in • context with this community. And for those of you who -like me -grew up with UCI, it will bring back memories of some exciting and often harrowing years. I joined the UCI English Department in its second year (Sam, who was UCI's first Dean of Humanities says he remem- bers signing my appointment), so virtually every page of "Instant University" stirs very specific recollections for me. And by far the most vivid came from the first decade: What Sam McCulloch -who has lived in Newport Beach for many years -calls UCl's "hon- eymoon period" (1965-68) did- n't last very long. When then Gov. Ronald Reagan forced the ouster of UC president Clark Kerr -who had been a strong supporter of the UCI campus and was greatly admired there -the tone was set for a decade of upheaval in which Reagan was hanged in effigy on the UCI carnp1.1S more than once, sharing a gibbet during the Vietnam War years with Lyn- don Johnson. My earliest recollection of the original UCI faculty was the culture shock that hit them when they moved to Orange County. I had been here six years by then and had my bap- tism from the John Birch Soci- ety and similar political primi- tives, but these new faculty people arrived with little warn- ing. I can remember very few fire- brands among them; most were political moderates who sud- denly ,found themselves cast as radicals in the local political cli- mate. More than anything else. this bewildered them -and led to some bizarre confrontations. For example, Jim March, the first Social Science dean, was accustomed to flying a flag at his previous home in Pittsburgh on national holidays. When he did it in Corona del Mar, he was called on by a Birch Soci- ety recruitment committee, whose members assumed that any citizen flying a flag obvi- LISTEN UP joseph n. bell ously shared their political views -and were shocked to find that he didn't. Given the ultra-conservative political bent of Orange County, there was a great deal of fric- tion between UCI students and faculty and the surrdunding community during the years the Vietnam WaJ consumed this country. The reason that friction seldom got out of control -as it did on so many other campuses -was the inspired appointment by Clark Kerr of Dan Aldrich as UCI's first chancellor. Aldrich was probably the only educator of stature who could have kept a modicum of peace -between UCI and Orange County. He was squa.Ie enough to make 1t with Orange Coun- tians, who still regard incipient intellectualism with dark suspi- cion and erudite enough to mingle equally with scholars. As Sam McCulloch writes in "Instant University•: "UCl's success was largely due to the personal vision, leaderslup and charisma of Dan Aldrich. A patrician -even imposing -fig- ure, the Chancellor soon became a favorite of students who knew him to be a man of honor, principle and great will- ingness to learn." Dan Aldrich was as imposing physically as he was ethically. In the early days when there weren't very many of us, cam- pus tennis tournaments brought out virtually the whole faculty. Aldrich teamed in doubles with Sherry Rowland, who recently won a Nobel Prize for UCL Both men were enormous, and I can remember looking across the net at them and wonqering hopelessly how I could possibly get a ball either over or past them. After the Vietnam War, a kind of mutual appreciation began to grow between UCI and the local community. At the same time, most of the students turned away from societal to personal concerns, which -al least to me -made teaching a lot less interesting. We called this the "me" gener- ation, and I wrote an essay about it for Harper's Magazine wluch brought a ton of mail from outraged students. Jn the mid-19705, student projections dropped dramatl- cally, and UCI expansion was stopped dead m the water. So were state funds. UCJ's answer to that, first under Aldrich, then under Jack Peltason after Ald.ncb died, was to form a strong partnerslup -stronge r than some acaderruoans liked -with community industnes and institutions, particularly in the area of high technology Tlus led both to a new dlrec- bon for the uruversity and the inside Joke that UC I stood fo r "Under Construction Indefi - nitely." And since the Newport Beach resident and her hus- band gave their time and mon- ey to successfully raise $2 mil- lion for the library nearly seven years ago, the well-being of the marble and glass building stocked with books and state- of-the-art equipment has remained dear. One way Stahr watches out for the library's future is by monitoring the library board of trustees. She was concerned and upset last week when she saw the nomination process to fill a seat -vacated by long- time trustee Lucille Kuehn - handled unfairly, she thought, and smelling of political moti- vation by some City Council members who want to interfere in matters that are under the hbrary board's jurisdiction, she said. Two friends whom Stahr encouraged to run for the vacant seal were not even interviewed by the council's three-membt=:r appointment committee. Committee mem- bers claimed they didn't have time to interview the 100 appli- cants for all the city's commit- tee vacancies. But when Stahr received the pews that Councilwoman Jean Watt added Cynthia Hollem to the nominations at Monday night's council meeting, Stahr breathed a sigh of relief. "I was very pleased that Watt made the nomination,• Stahr said Tuesday from Inver- ness, where she is vacationing. "(Hollem) was ignored by the political process. Anyone who volunteers deserves to be interviewed." Hollem's name was added to the nominee list along with two other names, Joanne Lom- bardo and Susan Smith. The nomination of the three resi- dents was confirmed by the City Council at its meeting Monday night, but only one will be appointed to the seat by the council on June 24. Watt said she made the nom- ination because Hollem came highly recommended by sever- al people who are active in the community. And Watt said sbe believes the committee should have made the time to inter- view all the applicants. "There are only five mem- bers on the board of trustees so every place is crucial," Stahr said. But Mayor John Hedges, who proposed the policy change, postponed council discussion on the mat- ter indefinitely. Hedges had proposed adding wording that requires the goals of any non-profit organization raising money for city programs to be consistent with the goals of the city. Foundation members and library trustees had argued there is no need for the policy to be altered, since fund-rais- ing groups already follow that rule. And be said he didn't want to be put in the position of turning down a gift, especially after a fund-raising effort. What would happen, he hypothesized, if the owner ol a former gas station site were to offer the land to the city for a park? The city may not want to accept the land because of numerous cleanup co~cems and other potential problems on the site, he said. But mean- while, a fund-raising group may unwittingly launch a cam- paign to raise money to devel- op the park. "The one-sentence policy change will put everyone on notice and makes sure they coordinate before someone organizes a fund raiser," Hedges said. •The change will serve to make the fund-raising process more efficient for all involved." The trustees Tuesday named Mariners Elementary Principal Bonnie Swann to replace Mark Hansen, who is retiring after 35 years in Newport-Mesa schools. "I'm leaving with a heavy heart," said Swann, who has been in Mariners' bead office for six years. "I told the faculty I feel like I did when I graduated from college. I'm exuberant and thrilled to move on to another chapter in my lile, but I'm ever, ever so sad about leaving the Mariners family." Swann has taught in Newport- Mesa schools for 25 years and served as the assistant principal 70 % Oft' of What? North Carol~na deep discount ~ pnces at a II Southern California address. She received her master's degree in special education from Cal State Fullerton and taught a special education class last sum- mer, she said, adding that she's eager to jump into the program. "l have lots of plans," she said. "There's a big difference between having a handicap and having a disability. "For example, I have very poor eyesight, which could be a hand- icap. But through glasses, which aid my vision, I have a disability,• she said. "That's what special education needs to do for student -take their gifts, enhance those and make their problems disabil- ities, not handicaps." Swann said her first task as a district administrator will be to get out to each school to visit Newport-Mesa's special educa- tion programs. NX. }Ol1'." ~ Hm:i afil.ar, Fm'i: R:rle: $9 .9') Srl.rts. By Barry Faulkner, Daily Pilot COsrA MESA -After recently being promoted from assistant to boys basket- ball head coach, Rich Boyce summarized popular perception by stating, MWhen you think of Estancia, you think basketball." But, while the 23-5 basketball team claimed its second straight Pacific Coast League championship this season, the rest of the Eagles' athletic representatives gave opponents, and onlookers alike, plenty to think about in the 1995-96 school year. Golf claimed its third straight PCL crown to one-up basketball's seemingly perennial pennant procurement, while soccer broke tluough for its first PCL title since 1989 to round out the team kingpins. But while basketball and golf will both be gutted by graduation, a band of talented returners give soccer coach Steve Crenshaw the ability to see title dreams recur. And, following its first trip to the play- offs since 1989, Coach John Llebengood's football team is already fueling talk of title contention next fall. Individually, seniors Chad Bollenbach (100-yard freestyle in swimming) and Andres Barrios (189-pound division ill wrestling) capped successful careers by winning PCL gold medals, while junior Chris Felix put together a solid founda- tion for a mini-dynasty in track and field, winning PCL championships in the 100 meters, the 200 and the long jump. No Estancia boys highlight reel would be complete, of course, without the exploits of a 22-5 water polo squad, which posted the school's first playoff vic- tory (not including wild card games) since 1979. Such highlight footage would also star All-CIF standouts Dane Plock and Chris Candlish (basketball); Bollenbach and Eric Wayman (water polo), Chuck John- son (football) and Ramon Garcia (soccer). It would also feature tennis' leading man Mike Leonard, golf headliners Pete Krutzilc, Mike Perry and Ross Necessary, two-sport All-Newport-Mesa District per- former Joey Herman (football and base- ball), and district Offensive Player of the Year Bachy Gonzalez (football).
