It's that time of year to .fuss over budgets
:• Police Department will benefit in proposed Costa
·Mesa budget.

COSTA MESA -Regardless of how
salary negotiations tum out, the city's
police and fire departments are expect-
ed to receive a $1 .3 million increase
when the City Council approves the
budget for the upcoming fiscal year.
Among other things, the money will
· enable the city to add a senior police offi-
cer ~tion, provide full year funding for
eight police positions added last year and
boost a fund that will go toward replacing
outdated Fire Department equipment.
In his introductory message, Qty Man-
ager Allan Roeder also expects police per-
sonnel to receive an extra $550,000, which
will be spent on merit raises and a reclas-
sification study of sworn officers. However,
city officials insist the figure is only an esti-
mate, since negotiations between the city
and police union have not begun.
"Several years ago, the City Council
made crime prevention its No. 1 priority,"
said Mayor Joe Erickson. "I fhink you'll
see that our crime rate has decreased
again during the last budget year. We
support our Police Department, we want
them to have the latest equipment and
we want them to be paid fairly."
Preliminary estimates give the city a
budget of $73 million for the upcoming
fiscal year. During a budget study ses-
sion earlier this week, the council set
several matters aside for separate discus-
sion . Topics range from how much mon-
ey should be set aside for deciding the
fate of "Moon Park" to what percentage

come, is sitting at the small, wooden
desk to bis left, an intense look on his
face as he rapidly checks bis own scrib-
bled answers. A small cluster of class-
mates are watching the duo, who have
abdicated their 20 minutes of recess to
retake an early-morning math test.

NEWPORT-MESA -Two weeks
before the 1996-97 budget deadline,
school officials are planning to close a
$1.9 million projected shortfall by cut-
ting the district's reserves and hiring
fewer teachers next fall.
Two weeks ago, Newport-Mesa Uni-
fied School District officials reported the
anticipated deficit -which they attrib-
uted to a general increase in costs and
teachers pay-to school board members.
This week, Chief Financial Officer
Mike Fine said the district will slash its
reserve fund from 3% of the total general
fund budget-about $3 million -to 2%.
Fine said the district will also hire nine
fewer teachers to make up the difference.

reduction to affect elementary class
sizes, some high school classes may
grow next year. ·
"Some of our secondary schools are
staffed above our published (1 to 29.5)

not proposing changmg that, but if a
school is below that, we would bring
them up to that ratio."
The reserve fund cut, however, would
drop Newport-Mesa Unified below the
3% level required by state law. ·

apology from the ranking police
officers· union, who he says
attacked bis reputation by seek-
ing an investigation of the mayor.
Hedges was cleared last
month b}i the county district
attorney's office of any wTOngdo-
mg after a probe into whether he
improperly contacted members of
the city's Civil Service Board fol-
lowing a police officer's person-
nel hearing. The Newport Beach
Police Management Association
requested the investigation.

Hedges also charges in the let-

The mayor has asked city staff
to investigate communications
between the Civil Service Board
and the union relating to discipli-
nary hearings, and to ,develop
guidelines for the board's conduct
during hearings.
The tests Blake and Matt perlected is
a new Andersen "back-to-basics" move-
ment. Dubbed "Math Masters," the
three-minute tests are distributed in dif-
ferent levels and test students on basic
addition, subtraction, multiplication and
division.
The two didn't pass the test in the
morning, so they gave up recess to prove
they knew the answers. Such devotion is
not unusual for Andersen students, says

lot of it is the high ability of the kids
here,• he says.
Andersen has consistently excelled at
academics, most times receiving the
highest standardized test scores in the
Newport-Mesa Unified School District.
Just two years ago, Andersen students
scored higher on the now-defunct Cali-
fornia ~a.ming Assessment System test
than any of the 4,700 elementary schools
in California.
Nearly one-fifth of its students are
enrolled in the district's GATE program
for gifted students.
Such distinctions haven't gone unno-
ticed.

levied •taxes• on her students to
help them empathize with the
early American colonists. Sud-
deilly one day she began charg-
ing the students credits for going
to t,he bathroom, getting a drink
of water, using the trash can.
The students had no warning
and no say in their •taxes." And
they didn't like it. But by charg-
ing the taxes without explaining
the lesson first, Dundas forced
ber students to feel the same re~ons the colonists felt -out-
rage, contempt, frustration.

teacher Peggy Roberts reads the
social studies textbook as the stu-
dents follow along. Every few
paragraphs she stQps mid-sen-
tence and asks a student to finish
the thought, just to make sure
everyone is paying attention.

schools, Sonora Elementary
struggles to maintain mediocre
test scores.

Roberts is quick to offer
encouraging words to her stu-
dents, even when they offer the
wrong answer. She peppers her
favorite pet name -Sweetie -
into almost every conversation. ~ot yet compiled results of a.ssess:ment tests taken this year.
Though students have not tak-
en standardized tests -to com-
pare with schools across the dis-
trict, state and country -in sev-
etal years, the last reliable Cali-
fornia Leaming Assessment Test
showed Sonora students scores
were simply average.
For most Newport Beach
schools, above-average scores
are the norm.
Why the difference, Newport-
Mesa parents ask?
If the curriculum is the same,
if the provided materials are the
same and if the teachers are
equally qualified, why the differ-
ence?
"It has more to do with the
poverty level than with ethnici-
ty,• said Eleanor Andersen, the
district's director of curriculum
and assessment "Poor students
have fewer advantages."

federally funded pr0gtam called
TIUe I, which provides extra cash
to schools with educationally dis-
advantaged children. The money
i$ used to supplement the chil-
dren's instruction and must be
concentrated in low income area
schools, according to federal
guidelines.
"There'are a whole complex
of things that are going to cause
students to learn well in school,"
says Superintendent Mac Bernd.
"You have to talk about the sup-
port the student has from family.
"Students are going to do bet-
ter in reading in elementary
schools if their parents read to
them at home," he says. •And
parents who have more time to
do that because they're not
eng~ged in work a.re going to
have the opportunity to read to
them.·

To provide her students with
more culture, Roberts routinely
plays soothing, classical music on
a tape deck throughout the day.
A first-year teacher, she is gen-
uinely excited about teaching
pupils with a more disadvan-
taged backgtound.
•These kids need me more,·
she says. "They're just as smart
as everyone else, they just need
the instruction and ema time.
I'm making a difference here."
To help build self-esteem,
Roberts encourages her students
to deliver speeches to their class-
mates -mostly in the form of a
sales pitch.

vidual, one-minute commercials,
trying to sell everything from
bats and hair products to choco-
late and stuffed animals.

Principal Steve Pavich says
the encouragement is desperate-
ly needed for most students at
Sonora, where basic skills
instruction is critical.
"Some of our children enter
Sonora never having gone to
school before," he says, adding
that some sixth gtaders still read
at a tbird-gtade level.
"Sometimes I think it's a mira-
cle to bring them up two or three
grade levels. I think the teachers
on this side of town are senSitive
to that more because that's what
they deal with," he says.

three have requested transfers to
Harbor View Elementary school
in Newport Beach next year,
according to school district
records.
The transfer trend is not
exclusive to Sonora.

ferred into Harbor View, the only

say most of the transfers are from
Costa Mesa schools interested in
additional class offerings provid-
ed at Harbor View by the Parent
Faculty Organization.
Many concerned parents are
just now learning what school
offidals say they've known for a
long time -parent involvement
is often the most important factor
in a successful school.
Roberts routinely teaches from
a "Discover" book, containing
lessons of a more social nature.
At school, Sonora students learn
how to build self-esteem, identify
drug abuse in the-family and
practice decision-making skills
-many of the lessons Andersen

seJvice is through, flags are laid to
rest just like people, said Bob Car-
olan, first vice commander of the
Newport Harbor American
Legion Post 291 .

the flag is brought to a special fire
pit and ignited symbolically.

·"We never use the word 'burned'
because that would be disrespect-

After the flag has been ignited,
the American Legion's firing
squad fires off a round of gun
salutes to the old flag, Carolan
said. After that, the rest of the old
flags are disposed of at a mortu-
ary to be ignited and laid to rest.

After winter break, we went
whale watching with our study
buddies in March. For our study
of ancient civilizations, we made
sarcophagi and masks. We made
our masks out of plaster of pans.
We also made coffins of Egyptian
mummies. Ml. Helman entered
our art into the Youth Expo.
Everybody got first place. Kaiser students will perform at
7 p .m. tonight and at 3 p.m. on
Sunday. Newport Heights stu-
dents performed a t 7 p.m. on
Thursday, June 13 and will per-
form again at 5 p.m. on Saturday.

and interesting that I have ever

beat Mr. Wotta's class by 15

Man stabbed hy
stranger in car
A 26-year-old Costa Mesa
man was reportedly stabbed
several times when he tried to
get a stranger out of his car
Thursday, police said.
Richard Snider's stab wounds
were not life threatening, and
be was reported in good condi-
tion at Western Medical Center
in Santa Ana after the 7:45 a.m.
incident.
Snider was on his way to
work when he came out to his
car and saw a small, silver com-
pact car blocking his vehicle,
which was parked in a car port
in the 2700 block of Peterson
Place, police said.
One man was reportedly in
Snider's car, while two other
men sat in the silver car, police
said.
Police say Snider was
stabbed by one of the men in
the silver car several times after
he tried to remove the man that
was inside his own car. The
three men then left in the silver
car.
No arrests have been made
in connection with the stabbing.

slammed her head into the
wall, said Costa Mesa police
Capt. Tom Lazar.
The woman was uncon-
scious for a short while and
when she came to, there was
no on e around her and she
asked a passerby to call the
police at 12:14 p.m., Lazar said.
The woman was taken to the
Newport Beach hospital for
abrasions on her head, police
said.
No suspect description was
available, police said.

spending down, about $1.2 mil-
lion under budget this year.
The district's tentative budget
for the 1996-97 year will be pre-
sented to school board members
June 25 for approval. The final
budget must be approved by
Aug. 31 after property tax rev-
enue for 1995-96 is finalized.

McDonell said that while he sympa-
thizes with Hedges' frustration over the
case, he also wants to put the matter to rest.
"I think it becomes distracting, but it's
like anything else in life, you get through
it," McDonell said.
The chief said he continues to have d
good working relationship with the police
management association.

NEWPORT BEACH -Stephen
Wagner, who found a niche sell-
ing and marketing caddie bibs for
those on the Senior PGA Tour,
was officially announced as the
new tournament director of the
Toohiba Senior Oas.sic on Thursday
at the Newport Beach Country Cub.
Wagner, whose appointment
to replace Michael Carey had
been confirmed last week, is one
of the rare tournament directors
to have come from the sponsor-
ship side of the Senior Tour, as
opposed to the tournament end.
He becomes the tournament's third
director in three years, following
Carey and Don Andersen (1 995).
Bob Neely, founder and presi-
dent of International Sports and
Event Marketing, the organizer
and management wing of the
Toshiba Senior Classic,
announced his new tournament
director during an lSM conier-
ence that awarded $15,000
checks to each of three charities.
Wagner, a veteran of 21 years
in the golf business, comes to ISM
after serving as president of his
own furn, Wagner Golf Interna-
tional, which provides products
and services for a variety of
Senior Tour events and high-pro-
file charity tournaments.
Wagner Golf International was
one of only two companies grant-
ed membership last year into the
Senior PGA Tour Sponsor's Asso-
ciation.
Wagner will travel to Michigan
with Neely next month when the
Senior Tour conducts its biannual
meeting of executive directors
and tournament directors at the
Ford Senior Players Champi-
onship in Dearborn, where ISM
and Toshiba will officially receive
its playing dates for next year's
Senior Classic at NBCC.
Unofficially, the tournament is
scheduled for March 10-16.
Neely and Wagner will report-
edly meet with Toshiba officials
today to discuss a contract exten-
sion. Toshiba's contract runs
through next year.
Wagner, an ISM consultant for
the past month, started the Cad-
dies' Club in Columbus, Ohio, in
1981. Caddies wear company
logos on their sleeves, hats and
pants during corporate outings
and Senior Tour events.
HWe found out that customers
have no problems asking caddies
questions -and caddies will tell
y9u some great stories -but cus-
tomers might be a little (hesitant)
to ask the pros," Wagner said. "A
company can buy off caddies, and
as far as I know, we're the only
ones doing that. All the caddies
and the pros, of course, have to
approve 1t. You can't sell Hyatt,
for example, if somebody already
is sponsored by Marriott."
Wagner, a high school golf
coach while doing graduate work
at Pufdue University in 1975, also
has a background in manage-
ment, having earned increasing
responsibilities with Consolidated
Freightways, serving as Vice
President of Sales and Marketing.

COSTA MESA -Kevin Carl-
son made his last season at
Southern California College one
to remember. Another 1 1/2
inches and be would have bad a
shot at making it an Olympic
Summer.
The 6-foot-3 senior capped
the year by earning All-Ameri-
can honors with a win in the
high jump at the NAIA Outdoor
National Traclc and Field Cham-
pionships. lt was the fust nation-
. al title for an sec athlete in 22
years.
He set a school record along
the way with a leap of 7-3 at the
UC Riverside Invitational -
which was just short of the qual-
ifying height that would have
given him a chance to make the
U.S. Summer Olympic team.
Carlson also was a standout
in basketball, earning first-team
All-Golden State Athletic Con-
ference honors as the Van-
guards advanced to the semifi-
nals of the GSAC Conference
Tournament before falling to
Westmont in the semifinals.
For his efforts, Carlson was
named the school's Male Ath-
lete of the Year.
Basketball: The Vanguards
were a pleasant surprise for
Coach Bill Reynolds who
notched his 300th victory along
the way to a 20-11 season.
Reynolds, m his 15th year (still
only a walk-on) was named the
Newcomer, Badorek All-CIF

One of the highlights of the year
was a mid-season victory over
Azusa-Pacific, which was No. 3
in the NAIA national rankings at
the time.
Carlson, who suffered a
shoulder injury in the Azusa
game, still managed to finish as
the seventh-leading scorer in
the GSAC with a 16-point aver-
age.
Track and Field: Larry Hol-
land also earned All-American
honors by finishing third in the
marathon at Nationals. He cov-
ered the 26.2-mile course in 2:36
which was also a school record.
Marathoner Tun Hardin, high
jumper Brian Carlson and 1,500-
meter specialist Jason Schaefer
also qualified for Nationals.
Cross Country: Schaefer led
the way as the Vanguards fin-
ished in 25th at the Cross Coun-
try National Championships
held at the University of Wiscon-
sin.
Schaefer was the 103rd run-
ner to cross the finish line, cov-
ering the BK course in 27:22.
Hardin was right on his heels in
119th and Holland was 154th.
Tennis: It was a banner year
for the tennis team which fin.
ished 11th in the national rank-
. ings and· had the doubles tan-
dem of David Robbins and Ryan
Lewis make it to the serrufinals
at Nationals before losing to the
eventual champion.
The duo, which also claimed
the GSAC doubles title, were
the first Vanguard men's tennis
players ever to earn first-team
All-American honors. They fin·
ished the season ranked as the
No. 3 doubles team m the
nation .
Mattias Johnansson. the Van-
guards' No. 1 singles player all
season, earned first-team All-

more time this Saturday as they

League in the finals of the dou-
ble-elimination tournament.
The Yankees, unbeaten. in
tournament play, can win the
championship with a win in the
10 a.m . game. U the Caidina1s
win, the two teams would play one
more game for the cbampionsbip.
The Yankees, who finished
in second-place to the Cardi-
nals in the regular season, C

Ryan Jetton had three bits to

out of reach.
Northup, who finished with
four bits, got the Cards rolling
with a three-tun homer, his first
of the year, as they jumped out
to a 5-1 lead after one. The
Dodgers pushed across six runs
in the second inning and the
two teams were tied 7 • 7 after
two.
David Knecht and Perea had
three hits apiece while Jon
Schrank. David Mittman and

of this year's section advertisers,

combination of the two. Several
students also Incorporated original
photography in their design.
Evety0ne was encouraged to use
their imagination and have fun.
Completed ads were returned to
the newspaper and sent to each
advertiser for judging. Since several
students may have designed ads
for the same advertising sponsor,
the advertisefS selected which ad or
ads they wanted to appear in this
section, based on the student's
ability to best convey the ad
message.
From these sponsor-selected
ads, Independent judges in the
advertising, maii<eting and
communication fields selected their
favorites based on originality,
overall creativity, ad message, copy
writing and inclusion of headhne,
illustration and pertinent
information. Depending on the
advertiser, the business logo was
either provided or requested to be
hand drawn by the student.
Students, whose ads were
chosen. appear next to the ad they
designed.

For the first time, we Invited all of
our cash prize winners to go •on
location• with us. 'Ne met on
Balboa 1$1and at the Ferry landing
and ferried over to the peninsula,
where the students wor1<ed together
as a group to design the cover art.

and throughout the aectioo. From
the beach to the Fun Zone, all of us
had a wonderful time interacting!
