tion, Families Costa Mesa
· has reached adulthood.
For two years the orga-
nization worked informally but
effectively and focused most of its
. efforts on counseling.
But in January, the organiza-
tion deoded to make its organiza-
tion formal. It adopted bylaws,
appointed a seven-me mber board
of directors and elected its first
cbainnan, Gil Carmona.
Along with these official .
change& came a new concentra-
tion, d1recllon and director

of local gang counselor and com-
munity activist Roy Alvarado after
his death in April 1996, Pdm1lles
Costa Mesa is a partnership of
seven local nonprofit agenctel>

The recent story on the Ryan
Huntsman case is just another
good example of why we need
to get rid of all our school dis-
trict board members ("Perry-
man: Seruors have free rein,·
July21).
First of d.11, in reference to
DaVld Shores, the attorney for
Huntsman, yes, the court S&d
that the request was moot,
wluch it was. I mean, the kid
has already graduated. What
are we going to do? Bnng him
back and make him re-gradu-
ate. How stupid is that?

I have two important ques-
tions: How much money has
the Newport-Mesa school dis-
trict spent litigating the zero-
tolerance policy? And when
did the school district decide It
had to be substance-abuse
baby sitters?
U a student decides to
impair bis or her life with sub-
1 stance abuse, shouldn't it be a
\ family problem? U a student
drives around with marijuana
residue in his c!r, shouldn't
th.at be a police problem? U a
student arrives at school or a
school function visibly
impaired. why not just send
• him home? Would th.at be con-
sidered Cree rein? Would you
: say every generation of kids
: before this one had free rein?
Zero tolerance is one more
-way we coddle this generation
-of kids. The school district has
: jumped in and put themselves
-at risk of lawsuits in an attempt
to protect these studen,slibm
their own bad decisions. We
need to get the school district
-out of the role of drug enforcers
and back into the role of teach-
ers and adnurustrators. U a stu-
dent gets sent home-enough
times, he'll learn not to come to
school unpaired. We learned.
.. These kids will, too -without
the risk of litigation.

Cigarettes are one of our most
addicting and deadly drugs.
Smokers are not content to

bay, the street and empty their

Get what you pay for?
Tbere is a difference between
getting what you are owed and
graciously accepting what is
reasonable ("Teed off over T-
sbirts." July 22). Do I think the
city of Costa Mesa 1hould have
given Chuck Sutterfield the 18
T-shirts? Yes, I do. Worth suing
over? Certainly not.
For 20 years and thousands
of families who passed through
this program, he should be
embarrassed-that he is the only
one who felt compelled to file a
legal claim. Just like the gate-
crasher, here is another father
setting a bad example for his
kids.

• ties to close the harbor to swim-
• mers and divers for three days. .

Is Corona del Mar losing itS charm?
As a parent who haJ had to
find all-day, all-week camps for
my two cbUdren each summer,
I can tell you th.at this man is
out of control and out of touch.
The city's Camp Costa Mesa
program is tremendous and a
great bargain to boot.
Simply put, I dare him to try
to find an all-day camp with
the games, trips, fun, excellent
counselors and three T-shirts
for less than $96. The costs
computes to less than $2 an
hour to care for his cbUdren.
If he feels he was ln any
way ripped off, give him his
money back and tell him to
find another camp for his chil-
dren. Once he has a dose of
reality as to the costs of other
camps, he will realize that he
indeed got what he paid for.

tired of people who think all
they have to infer is a legal

M y family came to Corona del
Mar almost 30 years ago.
What we saw were tiny beach
houses and friendly beaches. Our
house had a fireplace, which was
why we cboee it. It smelled good
here. ,
Every house on every block
had its own chann, its own sense
of being at the beach. It was OK if
there was sand on the floor and
beach towels on the fence.
Most of the people on the
beach either knew or recognized
each other. We were neighbors.
Gradually, others dJscovered
our beaches and started bringing
their families and frlends. People
were starting to notice the charm
of Corona del Mar. Then some-
thing strange started happening.
One by one, slowly at first, the
tiny beach oottages began to dis-
appear, only to have their empty
lots filled from front to back with
huge monstrosities, blocking
views of the beach or sun for sev-
eral or more existing homes.
As often as we build, we seem
to destroy.

So far, you don't seem to have
a clear-cut winner among the·
competing columnists. My vote
goes to Byron de Arakal ("Fred
or Sid, it's the same dilterence,"
July 10).
As of now, you have three
great colwnnists: Joseph Bell, I
love h1m1 Peter Buffa, a great
sense of humor; and Robert
Gardner, he writes about events l
remember from my youth during
the days of the Rendezvous Ball-
room and the Hurley Bell Inn.
My suggestion would be to
add three more columnists repre-
senting the left, right and center,
so that each day someone some-
where in Newport Beach would
be happy.

Fred Martin's articles. We were
hoping that he would continue
writing bis articles from Col-
orado. The recent news he has
written from Fort Collins was

someone who bas a chance to
bring us together. We need some-
one who will force us to think in
different ways. Lowrie can do
that.

Officials leery of parent-teacher councils

counols some powers currently
held by school boards is causing a
stir among locaJ school officials.
Supported by Gov. Pete Wilson,
Proposition 8 will be on the
November ballot. lt see.ks to have
$1.5 billion allocated annually for
permanent class-size reductions.
It will increase teacher testing and
evaluabons and will strengthen
anti-drug school polices in the
state.
But of particular concern to
local school offioals IS a proposal
to form sch~-based site councils
wh~membe.rs will be two-thirds
parents and one-third teachers.
The councils will have powers
to determine how to spend discre-
tionary funds at each school site
and which curriculum would best
serve their students, powers cur-
rently wielded by school boards.
·It obviously usurps a lot of
power Crom the school board,"
said sdlool board President Jim
Ferryman. "We already have
. 'Committees in place, and we USU·
-"ally take their advice. But this is
JUSl overkill.·
The initiative ~eady has gar-
nered the disapproval of the Cal-
ifornia School Boards Assooabon
and the state's powerful teachers
unions. The state Parent Teacher
Association hasn't taken a side
yet, but initiative sponsors Sdld
the PTA's state leadership gener-
ally sides with the teachers
unions.
Mitch Zak, who is overseeing
the initiative for the governor's
office,. said the site coMcils are
intended to complement rather
than take away from school
board powers.
"It doesn't shift control." Zak
said. "It just gives added
resources to make sure the job ls
done right at each school site. We
feel that parents are the most
interested parties when it comes
to the education of their children,
and they should have say.•
The parent representatives on
the council would be.. elected by
parents at each school, and the
teacher representatives wouJd be
elected by fellow teachers.
One concern among school
board members here is that if
push comes to shove on an issue
involving spending or curricu-
lum, the council would have the
last word.

Newport's bankruptcy
settlements grow
. Merrill Lynch's bankruptcy set-
tlement should give the aty an
additional $150,000 to $200,000 on
top o1 the $1.5 million it has
already recovered from previous
settlements related to the 1994
Orange County bankruptcy.
City Manager Kevin Murphy
said the city will likely see the $1.5
million start coming in at the first
of next year. The city will receive
its share of the Menill LYJlcb set-
tlement sometime after that.
Murphy Said the $1.5 to $1.7
million the dty will eventually get
ampunts to 90% of the original
money it lost in the county's invest-
ment pool.
Expansion of OCC
sailing base proposed
OCC's ma rine program is
proposing to remodel its single-
story restroom building and add
a second floor witb a marine
library and ndVlgabon center.
The project IS an expansion of
the college's Intercollegiate Sail-
mg and Rowing Base at 1801 W .
Coast Highway. The addition will
be 2,716 square feet, bnnging the
building's total area to 10, 153
square feet, said City Manager
Kevm Murphy.
PlarlS for the project have been
approved by the Planning, Fire
and Public Works departments,
and the state architect's office will
be issuing the building permits
and inspecting the construction.

Irene Nell McLean-Butts, a
former Newport Beach resident
and Costa Mesa schoolteacher,
died July 24 of natural causes.
She was 68.

young local sailors earned 'the
oppQrtunity. to compete in New
Zealand next year after winning
the Governor's Cup regatta Sun-
day.

Newport Harbor Yacht Club
were exhausted but happy after
their boat crossed the finish line
about a foot in front of a boat
from the Redondo Beach King
Harbor Yacht Club.
Twelve teams from the United
States, New Zealand, Australia
and England competed in the
race, organized by the Balboa
Yacht Club for sailors under 20
years old. Although it is not a
tournament-style race, it came
down to the last two races Sun-
day.
The drama began when the
King Harbor team raced against
the Royal Prince Alfred Yacht
Club of Newport; Australia. II
King Harbor lost, Newport Har-
bor would have automatically
won.
The trio from Newport Harbor
were •ecstatic• when Royal
Prince Alf red took a 50-foot lead,
Treaccar said.
It appeared to be a sure win
for the Australians, who we~
just 20 yards ffom the finish line.
But crew member Ben Newling

sixth grade girls from the Costa Mesa Bas-
ketball Club lost in the championship game to Pacific Palisades, 30-22,
at the Youth Basketball of America National Championships in Orlan-
do, Fla. on July 19. __
Their run started in May when Costa Mesa won the Western
Regional Tournament. But there was some question as to whether the
team would be able to travel to Orlando.
A series of fundraisers, including the heavy sale of candy, netted the
team enough 111oney to make the trip. "We raised barely enough w
make it C)lld survive for a week while competing,• Coach Mo Rezkalah
said. ·n was a shame that we didn't have enough money to experience
the sights of Orlando.•
Costa Mesa joined 17 other teams from around the country on July
12 for the start of pool play. To qualify, teams had to win either a region-
al title or a state championship .
Costa Mesa breezed through pool play with three wins and was one
of the top seeds in the championship bracket. .
1\icia Wase led the way in the opening roWld as Costa Mesa defeat-
ed North Carolina, 44-22. Wase, who was named to the All-Tourna-
ment team, scored 23 points .
Teammate Georgina John scored 11 and Xochilt Byfield, who was
also named to the All-Tournament team, had six points.
Wase and John each had 11 points as Costa Mesa defeated W.N.C.
ol North Carolina, 32-29 to advance to the semifinals.
'IWo three-pointers by Wase fueled a victory over Varsity Athletic
from Ohio, 32-29, and Costa Mesa was in the finals. Wase had 14
points in the game and John, who was given the tournament's All-Hus-
tle award, scored 11. ~
Wase also won her age group in the three-point contest.
Against Pacific Palisades, Costa Mesa struggled from the field. "We
shot poorly," Rezkalah said. "We missed our first t.2 shots.·
Defense prevailed in the first half and Pacific Palisades only lead
8-4 at the break.. But Costa Mesa could never get it going.
"It was dissapointing, • Rezkalah said. ·we beat them in the region-
als and won eight of 12 match-ups.against them this season.•

last weekend in the club's 43rd annual member/guest regatta. ,.
Stafford and Rieu shot 286 in the three rounds. Mike Pierce and Pat
Kane won the overall net championship at 259.5. •
The regatta field was divided into three flights. The combined hand-
icap of each team determined flight placements.
