'look at projects vying for a spot in
the 1998-99 city budget, ·approv-
ing, among other things, $10,000
to help reopen polluted channels
m west Newport Harbor.
The allocation was one of 21
items· in the so-called •budget
check.list --an itemization of
projects temporarily held out of
the $120 million city budget
approved June 22 ,
list items m categories to either
include the projects now or post-
pone action for Sl.X months.
Councilwoman Norma Clover
said she wanted the $10,000
channel project included -
despite Murphy's recommenda-
tion to hold off for six months -
and the council voted unarumous-
ly to do so.
"We are a beach city, a bay
city, and we can't even get
$10,000 to try to reopen these
channels in West Newport?-
Clover said. "It's an embarrass-
ment, and I think it's outrageous."

When people do happen upon the retail
complex, they •feel like they're discover-

Antique stores tend
to be destinations
for shoppers.
Merchants said
the spirit of cooper-
ation shared by local stores could help cre-
ate a destination for antiques shoppers
much like Orange Circle, a popular collec-
tion of antique stores in Orange. More
than 30 antique stores are clustered in Cos-
ta Mesa and Newport Beach and many of
them line 17th Street.
Henegar, who opened her shop a month
ago, is the latest merchant to join the group
of antique stores in the shopping complex
near Newport Boulevard.
Her landlord, Rich Doyle, has worked
for the past 2 1/2 years on his vision to cre-
ate a retail complex specializing on
antiques.

also just added the Garden Cafe to his
store at the end of the complex.
· Doyle's family has owned the building
since the 1970s.
A hodgepodge of businesses used to
occupy the stores, he said. Doyle, who
owns the Country Inn, said bis work will
help give the center more of an identity
and help businesses there succeed.
The complex has four anbque shops, a
bookstore, a wicker restoration store and a
frame shop. Doyle hopes to fill a few more
vacant spots by the end of summer.
Henegar qecided to open up her store on
17th Street because the locabon has defi·
nite advantages.

Good news resounded in the
yacht industry five years ago -
President Bill Clinton's budget
bill repealed a 2-year-old tax on
luxury items.
Some people may see luxury
taxes only in Monopoly games,
but for the yacht industry, the
10% tax bad not been tun arid
games. It took a devaiffil~ toll
even before it took effect.
"There were a lot of people
who had boats on order who
canceled their orders," said Wal-
ter Granath, who has owned
World Wide Custom Yachts on
the Balboa Penirisula for 13
years.
The tax, combined with the
recession, put many boat manu-
facturers and brokers out of
business and brought nation-
wide yacht sales down 70% from
the peak of 1988. ThOusailds of
jobs in the industry were elimi-
nated.
The tax hit sales of sDi.a1l boats
the hardest, because people who
could afford large boats also
could afford the tax, Granath
said.
The repeal offered the industry
a chance to rebuild it.self.
NOW
Because the lingering reces-
sion, sales did not drastically
increue immediately after the
repeal. But they did begin a
gradual tecovery.

Things have begun to look up

The marine industry forecasts
boat sales in 1999 to reach $6.8
billion, a level just below 1988's
record of $7. l billion.

sore, but the minds of the orga-
nizers of Sunday's Pacific Coast
Triathlon are still racing.
The event -involving a half-
mile ~south of Reef Point, a 12
112-mile bike ride along Pacific
Coast Highway and 3.1 mile run
through Crystal Cove -was such
a success that the founders are
already planning next year's event
The inaugural athletic event
was a dream of local dentist Bob
Coyler and came to be through a
unique collaboration of KJwanis,
Caltrans, Councilman Dennis
O'Neil and Rep. Chris Cox.
Proceeds will go directly to
youth groups in the city, including
Orange County Junior Llfeguards
and KJwanis Youth Programs, and
a new track for Corona del Mar
High School.

of what a community could do if it
all came together,• Coyier said.
•And we're all ecstatic over the
results."
Although he and other race
organizers are still unsure how
many people showed up for the
race, 850 athletes paid in advance
to participate and 200 people
were on the waiting list.
"We exceeded expectations by
three times,• Coyler said.
The large turnout caused a few
minor glitches, including a park-
ing shortage. a start delayed by
an unprepared bike course, and
an awards ceremony burned

Memorial services for Irene
Nell Butts, a Newport Beach resi-
dent and former Costa Mesa
schoolteacher, are scheduled for
11 a .m. today at St. Andrews
Presbyterian Church of Newport
Beach, 600 St. Andrews Road.
Mrs. Butts died July 24, 1998,
of natural causes. She was 86.
She was born Irene Nell
McLean on July 19, 1913, in Cold
Springs, Mo. She grew up near
Springfield and attended that
city's Southwest Teachers Col-
lege.
She came to California in 1942
and went to work at California
Ship Building, where she met her
husband, Donald Keith Butts.
They were married Dec. 15, 1943,
and lived in the Newport Beach
area until his death in 1996.
She taught school in Costa
Mesa at Undburg and Harper
schools from the 4ate 1940s to
1955.
She also served as deacon of
St. Andrews from 1962 to 1965.
Mrs. Butts is survived by a son,
Donald Gregory McLean; grand-
children Cassandia Terese,
Jacqueline Nicole; great-grand~
children Andrew and Alexandria;
sisters Lucille Calvert ot Eureka,
Calli., and Betty White of Wichita,
Kan.; ·brothers Fred M~an
Sedona, Ariz.. Dale McLean o

A lan Shepard's death last
week not only reminded
me of my CfWn mort.al.lty -
I'm the same ag' as John Glenn-
. and came out ~·the same genera-
tion of military 1pilots as six of the ·
original Mer~(ry astronauts-
but brought t\\e whole concept of
heroism baa)( into focus at Least
briefly. . ~t
Sever~deea~es ago, I floated
a book ~ro~al called •The Last
American .Heroes# that hlld the
misfortune of hitting New York
three months after •Tue Right
Stuffio was commissioned. So
althoµgh I had almost unlimited
workplace access to these seven
men for several months during
their training, that book never got
written. But I believed then -
and still believe -that in the
· public perception, the original
seven astronauts may well have
been our Last full-fledged national
heroes.
That's a tough monkey to carry
on your back, but Shepard proba-
bly carried it as gracefully as it
could be done -with the possi-
ble exception of Glenn, whose
style was very different. In a book
that did get written called •Seven
Into Space,• I said this about
Shepard in 1960:
·shepard is the fun-loving
astronaut. the practical joker -
and ~ually the leader in any han-
ky-panky that takes place. He's
ebullient and outspoken, and has
a tendency to be impulsive and
impatient. (He paid for civilian
pilot instruction in his spare time
while he was going through Navy
flight t:raini.ng because. things
were moving too slowly to suit
him.) He's seldom at a loss for
words; and usually speaks quickly
and enthusiastically -somewhat
surprising in view of bis New
England background.•
Scarcely profoand insights, but
perhaps at least catching a little of
the flavor of Shepard. Where
Glenn was looked to as the leader
of the group -by outsiders, not
by the astronauts themselves -
and seem~ to take that role pret-

ty seriously, Shepard could be off-
.hand and flip. His answers had to
be examined carefully for booby
traps. ,,-
His selecbon as our ~first man

ously then as rt IS now. It was,
after all, as Shepard put it at the
time "just a ride on a ~ocket.." It
was also a plunge into an
absolute unknown that -even if
it was "Just a ride" -demanded
courage of a very high order.
But the showcase flight, the
one that inspired the ticker-tape
parade in New York and interna-
tional recognition, was Glenn's
first manned orbital fllght, a selec-
tion that seemed to me preor-
dained almost from the beginning.
It's an oddity that these two
pioneer American space travelers
were both grounded after their
first flights. Glenn never flew
again, and Shepard dE¥licated
many years of his lif~~_1beating
the medics and gettirtg back on a
space crew. He did, of course,
taking thal chip shot on the moon.
And now <llenn, after almost four
decades..-is about to take his sec-
ond flight.
This kind of determination says
something about the qualities of
these men that made it easy to
see them as heroes. They never
saw themselves that way and
chafed under the demands of
such a label. But Amenca was
hungry for heroes, and Uu.s was

The 21-year-old ~range County native
grunted his way through the Marine Corps
for seven years, eventually landing on the
president's personal belicopt~r. Marine'
One, where he was a communications spe-
cialist. He only caught a few glimpses of the
commander ib chJef, but it was nonetheless
an honor to be chosen for the job, he said.
"Pres1d•nt Clinton never flew on my
bird," said Webb, indicating there was more
than one helicopter available for the presi-
dent. •There was a lot of presqge that came
with the job."

port Beach Police Department last week.
Webb joined two other new officers -Brian
Haas and Kevin Strom -all of whom grad-
uated from the Orange County Sheriffs
Police Academy on July 21. The three new

skills, Webb was one of servicemen who
briefed actor Harrison Ford before the film.

home was robbed in Carson at the age of 4,
he felt protected by police, he said. >t knew nothing bad was going to hap-

Haas decided to become a police officer
aft.er graduating from USC. Haas, 25, who
grew up in Lake Forest, played middle lirle-
backer for the TI'ojan football team. His pas-f •
sion for the gridiron led Haas and some
friends to start Sportstar, a South County
newspaper covering prep sports.
Haas finds many similarities between
athletics and law enforcement.
"There is a lot·of camaraderie involved
with both,• he said. "This career also allows
me to be active mentally and physically
most of the time. The whole job is real inter-
esting to me.•
Strom <llso says police work is interesting.
The 29-year-old officer spent two years with
the Elgin, ID., Police Department. He
migrated to California where his twin broth·
er, Mike, lives. lfhey recently bought a
home in Aliso Viejo.
Strom excelled at the police academy,
finishing first in his class. That distinction
earned him a handgun and a plaque from
the county.

school stua ents who see their
daughter as a role model.

encourage the kids to pursue
areas of community service to
keep their minds on more positive

nal vision, one shared by South
African President Nelson Man-
dela, where blacks and whites
would live together harmonious·
ly. The country shackled by
apartheid for many years had its
first free election in 1994.

Wootlard shot 86 and finished fourth in
the field, but the crowd cheered loudly
when some of Woodard's late heroics in
front of a large gallery included. a long
putt for par at 16 and a birdie putt at 17.
"That was the most fun I've ever had
-playing in the Tea Cup Classic -
even though I was the biggest hacker,•
Woodard sald then. "I'm just glad I was
able to chip and putt at the end.•
Woodard, a former fann girl from
Hemet who used to cleen hone conals
for fun, started playing golf after she met
her husband about 11 years ago. They
met in Laughlin, Nev., at a bowling
tournament.
•My husband never knew what he
was getting into when he introduced me
to goU," Woodard bas said. "When we
got JD4J'ried (nine) years ago, I gave up

'Yeah, I think I'd like to try golf.' He's a
