By Carolyn Miller, Daily Pilot NEWPORT BEACH -Surfers were out in droves Monday, not necessarily to test the wanting waves, but to take advan- tage of the uninterrupted hours of surfing regulated now by the Newport Beach lifeguards. For the first time in more than 30 years, the blackball flag policy -which prohibits surlers in the water between . noon and 4 p.m. from June 15 to Sept. 15 -was administered at the discretion of Newport Beach lifeguards. But lifeguards are stlll obligated to protect swimmers' safety even though there is more flexibil- ity for surfers. The first-grade books have been stored, the desks emptied. Today the 6-and 7-year-olds will say goodbye. Tomorrow Anita Peacock will sleep . And sleep. As enthused as the teacher has been during her first year in the classroom, she is exhausted. Hit's 'Mrs. Peacock, Mrs. Peacock, Mrs. Peacock' all day long," Peacock said before her class' end-of-the-year party Monday. ·vou feel like if one more kid tugs at you, you'll go crazy. But now I'm getting really sappy thinking that it will all be over." But arriving at this change was no easy ride. Modifying the blackball policy gained momentum last summer among local surfers, who argued, among other things, that Newport Beach is the only coastal city in the county without at least one year-round surfing area. But the city's Fire and Marine Department and some local residents opposed changing the blackball law. A compromise was eventually ham- mered out and approved by the City Council last August, allowing the life- guard watch commander to use his or her discretion as to when and where the blackball policy should be enforced. Surfers who ignore a blackball flag or the commanding lifeguard's directions could face repercussions from the Police 1 Department, fire and marine officials warned. Russ Kuhlmann, who has surfed in Newport Beach for 30 years, wa5 pleased that a change was finally made to accom- modate surfers. By Evan Henerson, Daily Piiot COSTA MESA -The city's $73 million bud- get has been ddopted, but the question of E>x"tra help at the Costa Mesa Job Center will not be settled until August. By adopting the 1996-97 fiscal year budget Monday, the City Council met its ob1ectlve of having a new budget m place by July 1, the start of the fiscal year. Other budgetary mat- ters, however, will wait until an August counal study session. In August, the council will review the staffing requue- ments of the Cos- ta Mesa Job Cen- ter. 1\.vo part-time staff members currently work at the center, where residents can make arrange- ments for day labor assign- ments. On Monday, 25 kindergarten H authors'' celebrated their day in the luneltght at an Author's Tea at Lin- coln Eleme ntary School in Corona del Mar. Each chtld was able to show off h.Js or her own "All About Me" book at the tea and te ll what they wanted to be when they grew up. "ThlS is the hrst year we actually · binded the books and made them hard cover," said Joan Huffard, the class teacher. HThe stories in them are dll about where they live, their f amil1es and their favorite things." Sixth grade Study Buddies received bookmarks and animal shapes created from mel.ted crayon wax as rewards from their special kindergartner. Parents received a "growing parent" plant pot for their efforts. "Making these books not only helps these children become better readers and writers," Huffard said, "it also helps them to learn to work together as a community." Among the favorite career choices among the kindergarten authors were clowns, policemen, . firefighters, artists, scientists, Navy pilots, horseback riders and bar- tenders. Huff ard 5aid one incident was particularly funny to her concerning her newly mad~ "authors." the help of their sixth grade "Study Buddies" and parents. "I told the class that they are all authors now," she said, "and one of my boys raised his hand and said, 'But Mrs. Huffard, I don't want to be an author, I want to be a hockey player.'" "The Study Buddies helped each child write a poem for the front of hlS or her book and many parents helped to type up the book's format and put it all together," she said. The teacher said the book tradition will continue with next year's class. By Julie Ross Cannon, Daily Pilot NEWPORT-MESA -School board members have put the dis- trict's 16th Street administrative offices up for sale. Administrators will be vacat- ing the 8,532-square-foot build- ing at the end of the year when they move into their new digs at the comer of Baker and Bear streets in C-OSta Mesa. School officials hope to close escrow on the site -located at 1601 16th St., in Newport Beach -by the end of December, Superintendent Mac Bernd said. At the June 11 school boar<l meeting, trustees agreed to offer the one-acre site for sale to public agencies, in accordance with pro- visions in the state's Education Code. ·we're only going through the public agency stage to see what happens," Bernd said. If no public agencies are inter- ested in purchasing the property -appraised in 1990 at about $1.3 million -school board members could opt to solicit offers from pri- vate a~encies. Bernd Said the school district has received a few nibbles from agencies interested in the proper- ty, adjacent to Newport Harbor High School. ·we've bad some inquiries -I can't tell you from whom, but most of them have been from preschool or day care providers," tie said. Addition makes OCC computer friendly The Orange Coast College Computing Center recently added 225 new computers. The college now boasts a total of 1,500 computers in its 16 com- puter labs on campus. The Computing Center is open from 8 a.m. to midnight Monday through Saturday during the aoa.- demic year. OCC spent $82,000 this year to update its Electronic Media Lab, which links computer graphics with digital photography, com- mercial art, and film-video. NEWPORT BEACH • Between San Joatquln Hiiis ROlld and JamboNe ROlld: A thief drained the oil out of a man's white and yellow 1973 Mack truck. The company truck had been ser- viced the night before and the oil was reportedly at the proper level. The victim, who uses the water tru<k to dampen construction areas, said the business is very competitive and it is common practice to sabo- tage another company truck in order to obtain a contract for a job. • 2600 block of Clrcle Drive: A woman found S60 missing from her wallet which was on the kitchen counter in her house. Our· ing the time her purse was unat- tended, her child and several of his friends, ages five to 12, were in the home with her. The victim reportedly suspected one of the boys stole the money and decided to contact the mother without involving the police further. Newport Beach/Costa M~a Daily Pil0t • Prison time, Samoan style: perhap~ a solution to jail crowding I note that our Jails and prisons are becoming terribly over- crowded. I have a quick and ready answer to jail overcrowd- ing -the Samoan system. . In American Samoa, the only place to deposit prisoners was the Tatuna Correctional Institu- tion. Into that institution went everyone from murderers to speeders, including women and juveniles. The institution was practically next door to the gov- ernment housing in which lived the Chief Justice ef American Samoa. Each morning as be drove to work, he noticed a small group of men playing ball in the front yard. He wondered why there was such a small group, considering all the people sen- tenced to the institution. Soon he discovered the answer. The Insti- tution was operated Samoan Style. Let's say the chief justice sen- tences someone to five or 10 years in prison. As th~ reader will soon discover, the length of the sentence is more or less a matter of complete indifference to the prisoner. Once received in the institu- tion, the Samoan prisoner is immediately eligible for week- end release to be with his family. This was called humanitarian release. It certainly was. It was very important to "F'a Samoa," the Samoan way of life, that a husband and father be with his family on the weekend. Saturday was emu day, the emu being the traditional Polynesian way of cooking, a pit filled with heated lava rocks on which are piled pigs, taro, breadfruit, sea- robe rt gardner weed, all of which is covered and allowed to steam all day. The husband and father had to be home for this. Then, Sunday was the most important day of the week. The missionaries did their work well. Every Samoan was expected to go to church Sunday, sometimes as many as three times. On Sun- day, all mercantile life came to a halt. You couldn't buy a Moun- tain Dew (the m ost popular soft drink) on Sunday. While the Samoans were avid golfers, not a Samoan turned up on Sunday at the Lava Lava Country Club. Only Palagis (white people) and Koreans played golf on Sun- day. T hen during the week - Monday, Tuesday, Wednes- day, Thursday and Friday -the prisoner was released to work on the family land. Samoa has a 'tribal culture. All land belongs to the family. A matai or chief runs everything. When he wants Ione to work on the fami- ly taro patch, he doesn't w ant him sitting in jail. So Ione is released to work on the family taro patch. As you can plainly see, Ion e isn't spending too much time in prison, what with humanitarian w eekend release a nd work release during the week. While a little shocking to bump into a man on the street that I had just sentenced to 40 years in prison for first-d egree murder, I soon became used to it. Their practices had an historical background. Tutuila, the tenito- ry's main island, is about the size of Catalina. For centuries, Samoans have lived on that small island. I f someone did something wron g, the choice was easy - kill him or forgive him. Forgive, they did. OtheJWi.se, in those cramped quarters, they would have had never-ending feu ds. At first I was shocked at the system. Then I realized that when, 96 years ago, a group of Samoan chiefs gave their territo- ry to the United States, they carefully preserved F' a Samoa, the Samoan way of life. Even today, the system works. The public is satisfied with a 40- year sentence for murder. The individual is. happy since be isn't really serving the sentence, at least in prison. The resulting upheaval pro- duced a 17-10 loss to Kennedy, but senior leadership and the guidance of a coaching staff led by interim head man Dick Free- man helped right the ship and produce five wins in the final sev- en regular-season games to repre- sent the Sea View League as its No. 2 playoff entry. CdM opened the playoffs with a 49-28 blistering of Brea Olinda, and a 28-0 quarterfinal verdict over Kennedy avenged the earlier loss. , In between, a collection ·of 'individual performances and team victories formed a collage of actuevement. NEWPORT BEACH -Runners of all levels are invited to lace up their athletic shoes for the Sixth Annual Newport 5000 that will be held June 23. More than 2,500 runners are expected to compete in the SK (3.1-mile course) according to Bill Sumner, the Coach of the Sea King running club, who is coordi· nating the event. "I can guarantee this is Cali- fornia's fastest course," Sumner said. The record time is held by Wes Ashford, who eclipsed the 14-minute mark at 13:58. Silvia ' Mosqueda set the women's standard last season with a 15:32 -which was the fourth·fastest SK by a woman at the time. Mosqueda has been at this week's Olympic nials and it'a unknown if she'll compete this year.
