NEWPORT BEACH -Llve bands will
play on at the 1\vin Palms restaurant after
the city recently granted them a live-
entertainment permit -a maneuver that
may end the discord, which developed
into a lawsuit between the hip eatery and
the nearby Four Seasons Hotel.

Because of an oversight, Twin Palms
had been operating without the live-
entertainment pennit since it opened for
business in November 1995.

Officials at the Four Seasons Hotel
could not be reached for comment.

the noise from the restaurant's late-night
jazz and parties kept them awake.
Subsequently, the hotel at 690 Newport
Center Drive filed a lawsuit in April against
the restaurant, wluch outlines the noise
complaints. The case was scheduled for a
heanng today in Orange County Superior
Court but was pulled off the calendaT
indefinitely, according to court records.

The city issued a live-entertainment
permit Thursday to the restaurant on
Newport Center Drive after the city
found they conformed with the noise
standards for that area , said Newport
"I think it's a big victory for us," said
Dennis Constanzo, the restaurant presi-
dent. "We've been saying all along that
we've been in compliance and that we
are good citizens. But even in victory, we
want to get together with (hotel man-
agement) and solve the issue."
Receiving the permit was a triumph
for Twin Palms where management has
taken several expensive measures -
including installing two $15,000 lead

findings of the city made it impossible to
win,· said Constanzo, who added that the
controversy has negabvely affected busi-
ness. "This lawsuit has tainted us some-
what. We fe lt all along that it is not fair.·

day afternoon as students
from the Estancia High class
of 1996 officially ended their
high school careers in an
hour-long commencement.
Graduating Tuesday were
216 seniors, including two
• National Merit finalists and 35
students with 3.5 grade point
averages and above who wore
new Estancia medallions.
Graduates in the front row
gave high fives to each other
and hugged close friends as
each of their names were
called out.
There were several high-
lights of the ceremony, includ-
ing senior Christa Knudsen
singing and playing guitar to
the song •Just Begun: and
an emotional closing by senior

I t was an intimate gathering for about
1,500 Corona del Mar High School fans
in the school's inner quad Tuesday as
faculty, friends and parents recognized
their favorite students during the Class of
1996's graduatton ceremony.
1Wo hundred and fifty~ne graduating
seniors donned the traditional goWJ15,
mortar boards and 1U11gla.nes during the
40-minute afternoon celebration, attend-
ed by school board memben Judy Franco
and Wendy Leece and Superintendent
Mac Bernd.
And while the ceremony had all the
makings of a traditional rite of passage,
valedictorian Payam Saadai hod one sur·
prile up h1I navy blue sleeve.

•Busy freeway interchange gets
$4.3 million refurbishment.

COSTA MESA -It took five years of
planning, one year of construction and $4 6
million from five different agencies, but
improvements to the well-traveled Bnstol
StreeVSan Diego Freeway interchange are
finally complete.
The improvements include the addition
of an extra lane to the Bnstol Street Bridge
in both the north and southbound directions.
The San Diego Freeway/Bristol off-ramp
has been expanded from four to five lanes
and the southbound off ramp now contains a
new traffic signal.
The refurbished section of Bristol stretch-
es from Anton Boulevard to the Red Llon
Hotel. Most of the area is the right-of-way of
the California Department of Transportabon,
but the project is a joint venture between the
city and Caltrans
Costa Mesa city officials said the changes
will help the city accommodate additional
cars trips which the opening of the San
Joaquin Hills tollway is expected to pro-
duce. Ctty officials expect the average daily
number of automobile trips to ultimately

NEWPORT PIER -Starting at the stroke of
midnight, late-night fisherman will no longer
be permitted to fish off the pier, nor will early
morning strollers be able to walk its planks.
A gate will keep the Newport Pier closed to
the public effective tonight, from midnight to
5 a.m . in an effort to deter vandalism and
reduce the litter and fishing debris that accu·
mul.ate on both the Newport and Balboa pae.rs.
Because the funds for constructing a gate
at the Balboa Pier won't be available until
July 1, it will not close until next month,

Amaya said. "I'm proud of
myself."

Linda de la Rosa said everyone at
the school who graduated is
proud of his or her achievements.
"They have an inner sense of
who they are and wheie they aie

tem has somehow failed them
and they never had a sense of
where they were going until they
got here. They have learned good
life-processing skills. High school
is a stepping stone to a bigger
event in their life like college,
adulthood and their careers."

High's Davidson Field Tuesday afternoon.

Calm as the ceremony was, imaginative
highlights abounded. The vocal perfor·
mance of the sentime.ntal classic "That's
What Friends Are For" by the Newport H8I-
bor High cheerleaders provided a novel
splicing of activity groups and performances. The behavior of the trained doves released
at the end of "The Star Spangled Banner"
aptly reflected that of the 269 tame graduates,
who calmly accepted their diplomas. L---------------------------------~
Student speakers also proved capable of
stirring the emotion of the crowd.
There was to be no dancing down the aisle or
premature hurling of mortaiboard.s for this das.!.

saw a play in Los Angeles titled
•An Inspector Calls."
The parallels between the
play and the Orange County cel-
ebration are so direct and so dra-
matic that I can't put them out of
my head. They are also instruc-
tive -if anyone who attended
the party cares to listen.

•An Inspector Calls" is a
morality play written by British
playwright J.B. Priestly during
World War Il. If you haven't seen it
and intend to, I suggest you stop
reading right here because rm
probably going to tell you more
about it than you want to know.
The police inspector in the
play comes to call on a wealthy
family that is celebrating the
engagement of a daughter. The
inspector is investigating the sui-
cid«! of a young woman, and as
he questions family members
individually, it becomes clear that
each member had sorely mis-
treated this woman in separate
and devastating ways.

out of bankruptcy.• He added
that it was an historic day to be
celebrated and took shots at the
•rutpickers, second guessers, and
armchair analysts" who criticized
the county's recovery efforts.

The city's decision to close the
piers came after months of study
and contention between anglers
-who wanted to protect their
fishing rights -and merchants
and residents, who want to pre-
serve the piers and keep them
clean even if it meant banning
fishing all together.

said Newport Beach fisherman
Joe Imbriano. "Five a.m. is what
we'll tolerate -that's as far as we
go because the morning is the
best. That's when the action is."
Imbriano said many of the
anglers who fish dwing those
hours don't do it because the fish
are plentiful, but because they
are fishing out of necessity to sup-
plement their. incomes and feed
·their families after they may have
worked all day.
Imbriano, who formed the
Newport Sportsman Association
to give a voice to the anglers who
perceived the change as a threat,
claimed that if the city had kept

"We had come up with fore-
casts for the year 2000 and the
year 2010 and based on our fore-
casts, we expected to have some
capacity problems,• said David
Sorge, a Costa Mesa city engi-
neer and one of the project's
design managers. "Things
weren't moving as fluidly as we
wanted them to."
Many of the early traffic stud-
ies were first commissioned in the
late 1980's. Once construction got
underway, the widening and road
improvements took less than one
year to complete.

there wouldn't have been a need
for dOling them.
But Murphy said the closure
will not only curb the vandalism
and litter problem, but allow city
crews time everyday to clean the
fish guts and debris and do an
occasional steam cleaning of the
pier itself.
"I think some fishermen were
not happy, but they understand
that some of their brethren were
incorrigible and couldn't clean-up
after themselves and created a
problem for others,• Murphy
said.
The long-time image of the
beach and the pier is a reflection .
on the city, Murphy said, and if it
appears to visitors to be a mess
and not well taken care of that is
a negative reflection.
.As the public gets used to the
pier closing, Newport Beach
police will help clear the pier and
educate the public about the new
hours without any heavy enforce-
ment, police said.
"We hope to get a voluntary
compliance "'so the police will not
have to chase people off the pier
on a nightly basis,• Newport

LA MIRADA -With Major League Base-
ball's free-agent amateur draft come and
gone, and Ila Borders passed over, the
Southern California College left-handed
female pitcher said Tuesday she plans to leave
the Costa Mesa-based NAIA school.
Borders, who completed her junior year at sec last month, hinted about the possibility of
playing in Japan or signing a free-agent con-
tract with an independent professional league
this summer, though her father, Phil, said four
·days ago he "would definitely discourage her
: from signing as a free agent."
• Borders, who pitched only 24 1/3 innings
: with an ERA of 5.18 for SoCal College this
season, was not selected two weeks ago dur-
: ing baseball's annual draft, even though sev-
• eral teams expressed an interest in signing her
: and a television crew from CBS' "48 Hours"
• camped out at the Borders residence in antic-
: ipation of a momentous phone call.
. "We talked to some of the Major League
" Baseball teams, and we said to them, 'Please
: don't draft her for any other reason except her
• abilities,' and that's why I wasn't too overly
: surprised she wasn't drafted,• Phil Bor~ers
·said . "In 24 innings, how could that be 'based
: on ability? Maybe il she pitched 50 innings,
• 11.ke when Charlie Phillips was there, yeah.
. : But 24 innings?"
In her SCC career, Borders was 4-12 with a
• 5.09 ERA in 123 2/3 innings, allowing 163 hits.
Phillips, SCC's head coach for six years,
. x:ecruited her out of Whittier Christian High.

Ila Borders will not be returning for her
senior year with the Vanguards.
"We were hoping she was going to be
drafted, and we had several teams over at the
house (in La Mirada),• Phil Borders added.
"The fact that she wasn't drafted is no big deal
to me, because she's a year away from getting
her Bachelor of Arts degree, and _with the odds
of trying to make a living throwing a baseball,
I certainly wouldn't give away a BA degree for
signing as a free agent. I don't think signing as
a free agent would be a good way for her to go."
If she doesn't sign with a professional team
in the U.S. or with a Japanese college, Bor-
ders is expected to transfer to another four-
year school.
SCC Coach Kevin Kasper said last week
that he was told by Borders "she wasn't corning
back.• Kasper also said that Borders has not
r:equested a release from her sec commitment.
•There's no way I ca.n afford (to go to
SCC), • Borders said. • [I'ransferring to another
school) is just one option right now. And I'm
probably not looking toward (signing as free
agent), because they start off in rookie ball
and I don't want to wait. You can play profes-
sional baseball in a lot of ways.
"The direction where I trunk I'm headed
now is not at sec. I think I should go some-
where else. And you never know about a dif-
ferent country."
Borders was not the first woman to pitch in
college baseball. In 1990, southpaw Jodi
Haller pitched in two games for St. Vincent's
(Pa.). Last year, Haller pitched for a college in
Japan -a job that Borders was reportedly
offered "a long time ago," according to her
father -but apparently didn't last, eventually
quitting the team.
"(Haller) left a bad taste in their mouth,
that's what I was told from them,· Borders
said.
Borders insists she doesn't want to be
signed as a "dog-and-pony show,• and that
she would prefer to keep her negotiations
behind closed doors to reduce any media
exposure, which she said could force a team to
"shy away.•
Borders was invited by Japanese baseball
officials two years ago to accompany a good-
will ambassador tour by former major lea-
guers, which she attended.

nine varsity letters in four sports.

league title and a 20-4 record.
At the same time, Grogan was
spearheading the girls team. col·
lecting team highs in goals (65),
assists (46) and steals (58).
Though still working out
with the Huntington Beac.b-
based Golden West girls club
water polo team, Grogan made
the transition to basketball,

all-star contingent that will take
that first step on the road

month will be a veteran group.
The 14-member roster,
released Monday, includes nine
players that were together two
years ago on the Minor All-Star
team (ages 9-10) that went to
the semifinals of the District 62
Championships. Four of the
players -Nick Cabico of the
Athletics, Billy Halverson of the
Yankees, Michael McGuire of
the Tigers and Greg Penine of
the White Sox -are three-time
all-stars.
Manager Larry Cabico feels
confident his dub of 11-and 12-
year-olds has the strength and
playoff experience to make a
serious run for the District crown.
Kyle Grouth, of the White
Sox, is the only first-time all-star
while the remainder of the team
have all faced two campaigns.
They include: Jon Borland,
Bryce Sheridan and Andrew
Carich of the ngers; BW Lund
and Michael Renagban of the
Athletics1 Kevin Desandro,
Michael Gardner and Daniel
Klrkorian of the Angels; and the
White Sox' Nath.an Hunter.
The Costa Mesa contingent

enth and 15th at CIF Finals.

iion II Finals.
Additionally, she was a member of Mesa's
200 and 400 freestyle relay quartets, which
"I have no doubt being on the track team
has taken away from her swimming,• Mesa
swim coach Matt Whitmore said late in the
regular season.
As a junior, Grogan was a member of the
PCL champion -400 free relay team. which
went on to set a school record and finish sev-
enth in CIF Division Il. She also finished third
Grogan, also active in Mesa's choral
department, often joined
fellow students in singing the national
anthem before her own home basketball
games.
There is no truth to the rumor that she also
drove the team bus.
