on the contentious Eastbluff traffic issue
revealed what most already knew: East-
bluff homeowners love the change at
Bison Avenue and Jamboree Road, and
residents in surrounding neighborhoods
hate it.
While the City Council-mandated
community forum did give hundreds of
people the opportunity to once again
voice their views on the subject, it didn't
appear to bring the two sides any closer
together.

strong dnd competing interests of these
neighborhoods now res!.!. with Mayor
Tom Edwards and CounCllmen Tom
Thomson and John Noyfs, who hdve to
make recommendations for the full City

The traffic measures -prohibit.Jng
left turns onto Bison from northbound
Jamboree and stopping drivers from
crossing Jamboree on Bison -were
imposed by the council for a six-month
trial that ended July 16. The city agreed
to keep the changes in place unllJ it
finds a resolution.

HISTORY
It all began in 1983, when the district dnlled its Well
No. 4 on Fairview Road between South Coast Drive
and the San Diego Freeway. The w ell turned up col-
ored water.
The water, found in aquifers at depths between 600
and 1,200 feet, ts high in quality but is the color of tea,
smells like rotten eggs and is slighUy warmer than
average. The color and odor are caused by natural

ple were not able to travel as
much as they had planned.
Kendrick developed cancer, and
the Newport Beach residents
found themselves unable to stray
far from Hoag Hospital. Surg-
eries and treatment took up
much of their time during the
first two years after they retired.
They did squeeze in two
lengthy road trips across the
United States and Canada. They
visited as many national parks as
they could and sought out small-

ful," Kendrick said.
Morr and Kendrick both con-
tinued to work as consultants for
the center, sharing expertise and
contacts.
When Kendrick's successor,
Tom Tomlinson, resigned sud-
denly 2 112 years later, The Cen-
ter asked Morr to fill in as inter-
im president while it searched
for Tornlinson's successor.
"I said, 'I would love to,'"
Morr said.
Morr began working again at
The Center in March 1996. The
search for a president lasted a
year, but when Jerry Mandel
was hired, Morr was asked to
stay as vice president of pro-
gramming. She agreed.
·she's happy to be working
again,• Kendrick said.
Morr bas no plans lo leave
again in the near future -the
center continues to grow, and
expansion plans are the works.
"As luck would have it, here I

time to be here.,

OCC drops unit fees
$1 for next year
While the cost of education
skyrockets nationwide, OCC
and the 107 community colleges
in California are giVing their stu-
dents a break by reducing fees
$1 per unit for the 1998·99 ace-
demic year.
When OCC's fall semester
begins Aug. 17, the pnce will be
$12 per unit instead of $13 as
they have charged the last four
years. The difference means a
normal full-load of classes for a
year -30 units -will cost $360
rather than $390.
Applications for fall registra·
lion are now available in the col-
lege's Admissions Office, 2701
Fairview Road, Costa Mesa. The
office is open from 8 a.m. to 7
p.m. Monday through Thursday,
and from 8 a.m. to 3 p.m. Fn·
days.

Abuse Prevention Center is
seeking donations of school sup-
pUes for nearly 500 abused and
neglected children.
Materials should be suitable

binders, safety scissors. lunch
boxes, rulers, calculators and
construction paper.

I enjoyed one of them last week.

who were enough moved by the
thoughts. expressed in this space
to WJite me evocative letters.
One came froni an old acquain-
tance, long forgotten. The other

old acquaintance was Orange
County Superintendent of
Schqols John Dean. The new
friend is a recent graduate of
Harvard and indplent journalist
named Sarah Schaffer. j

Deal'l'S eye. It reminded him of a
time when he was the "Boy Prin-
cipal~ at Harbor View School,
and my youngest daughter was
one of his charges.
l came to his attention then for
two Teasons: First, l was one of
the few parents who didn't vlsit
school in search of commie pro-
paganda in textbooks. And, sec-
ond, I was taking these people
on frontally -which many
Orange County educators
applauded while finding it inex-
pedient to do themselves.
So John Dean wrote me a fun-
ny letter, and we ended up
building educational bridges
ov~r lunch from 1959 to the pre-
sent. Since this wasn't an inter-
view, I'm reluctant to breach the
rules of conversation by quoting
him. But I don't thlnk he'll mind
il I mention a few of his thoughts
pertinent to the problems of pub~' 11 lie education in our district today.
Because the vlsionaries who
pushed Proposition 13 on us
have tied it about our necks like
a.permanent albatross, Dean
feels that probably the only way
to 'resolve the economic crises of
local public education -espe-
cially deteriorating physical
~ants -is through a local or ' -· .

And his advice to the new
Newport-Mesa superintendent is
to go for it quickly "during the
honeymoon period.• Even then.
he's not very sanguine about its
passage. He pointed out that
because the average age in our
school district has .gone up con-
siderably, only about one-fourth
of the voters now have kids in
school. And the mentality of •I
got minei now you look some-
where else to get yoursH is all too
often prevailing in local bond
elections.
Whether these people can be
either convinced or shamed into
supporting school bonds is dubi-
ous. But Dean would suggest
that the new superintendent sur-
vey the school wreckage careful-
ly and present it to the voters
graphically with the warning that
there is no way to fix it without
taxing themselves to give the
present generation of young peo-
ple a shot at safe and decent
schools.
He also noted that once a
school district gets be hind in
salaries -as Newport-Mesa has
-it's difficult to catch up, espe-
cially while losing good teachers
who can earn proper compensa-
tion elsewhere.
Besides discovering that we
shared the same war -John
Dean was a 17-year-old tail-gun-
ner on a Navy torpedo bomber
near the end of World War O -
there was more, much more,
about education that perhaps
one day we can explore he re in a
formal interview.
Meanwhile, Sarah Schaff er
shares a qui e different kind of
war with me. She picked up on a
column I wrote about the
increasing practice of wrlteJS and
editors working with adver:tl.sing
· and marketing people in devel-
oping stories. I deplored this
crumbling of the wall between
editorial and advertising and
suggested - a little gratuitously
....... that this is probably of consid-
erably less concern to young
journalists, spawned in a profes-•
sional environment unlike mine.
Not so, wrote Sarah Schaff er
finnly. Since her graduation from
Harvard -where editorial inde-
pendence was emphatically pro-
tected -she has worked for a
major newspaper and a large-ciF-/
culation magazine where the ·
issue was fuzzed enough to dis-
concert her. She was, she wrote
me, both young and quite clear
in her concern about the same
practices that I found disturbing.
So we had lunch and talked
about ethics and priorities. Sarah
explained to me that although
Harvard )'lad no journalism pro-
gram, she got her indoctrination
as an editor of the Harvard Crim-
son for two years. Then she
turned away from job opportuni-
ties in New York and came home
to San Diego to explore a career
in journalism.
It turned out to be short-lived.
The day we talked, she had
resigned from her magazine job
to have a try at teachlng. By the
end of the summer, she will be in
Los Angeles teachlng fifth-and
sixth-graders in a private school.
She hasn't rejected journalism.
She just wants to explore other
avenues where she feels she can
make an immediate impact.
Sarah, who is 22-years-old,
told me: "I'm concerned that I've
reached this age without know-
ing for sure what I want to do.·
Whatever it is, she'll do it well.
responsibly and creatively. Her
idealism is both warming and
e xciting. I hope she brings it
back to journalism one day.

A HEALTHY START
Cal State San Diego launches extension course in Costa Mesa
to help school nurses throughout county to sharpen their skills

nursing is a world unto itself. So
diverse are· the tools of the trade
that, unbl Tuesday, there was no
place in Orange County where
school nurses and aspiring pro-
fessionals could get credentials.
Nurses would have to com-
mute dally to Los Angeles or San
Diego for weeks-long courses to
get credentials to be able to work
or continue working in the ever-
changing field.
To make it easier for Orange
County school nurses, Kay Bus-
sell. Newport-Mesa's health ser-
vices coorchnator, enlisted the aid
of experts from Cal State San
Diego, who agreed to hold a com-
prehensive, two-week exten.ston
course in Costa Mes.i, which will
count for the required nursing
credits.
UThere hasn't been anywhere
in Orange County these nurses
could go to," Bussell said. "So
hopefully this will help. The
reception has been good so far.•
When it kicked off Tuesday, 42
nurses from around the county,
indud.ing six of Newport ... Mesa's
eight nurses, were in attendance.
The course will be f.aught by San
Diego nursing teacher; Beverly
Bradley and Edie Gold.

Each of Newport-Mesa's
school nurses oversee about four
schools. In addition to theu ddily
state-mandated routines, they dre
having to care for ever-increasing

"There's some schools where
there are between 40 and 50 stu-
dents a day who need to receive

Other students need treatme;nt
for diabetes, seizures. vanous
forms of paralysis and head llce.
"We're not having an increase
in the number of students with
head lice,• she said. "But the
